The peculiarities of the development of tourism at Yavoriv National Natural Park (YNNP) are highlighted, tourist and resource potential of the park is evaluated. YNNP – nature-protected, recreational, cultural and educational, scientific and research institution of national importance, established to preserve, reproduce and efficiently use of natural complexes and objects of Roztochchia which have special ecological, healthy, historical and cultural, scientific, educational and aesthetic value. The problems and perspectives of tourist development and recreation at this ecological territory. Yavoriv national park has significant recreational potential for the development of eco-educational, historical, cultural, and sacral tourism, and sports (equestrian, cycling and skiing) tourism, and at the surrounding areas – qualified tourism (hunting, fishing). The park already operates a number of walking and bus routes, ecological and cognitive trails fixed places for rest are equipped.

Opis:
There is no doubt that public authorities may be directly or indirectly involved in economic activity. A traditional way of distinguish state activity which is not subject to the rules of the market is to decide when the state acts as public authority. In case of state activity two category of situations should be distinguished: these where the state is engaged in an economic activity (sphere of dominium) and these when the state acts by exercising of public powers (sphere of imperium). In the opinion of the author of the article, the distinction between imperium and dominium is still relevant. According to the Competition and Consumer Protection Act of February 16, 2007, an entrepreneur is inter alia natural and legal person, as well as an organisational unit without a legal status to which legislation grants legal capacity, organising or providing public utility services which do not constitute economic activity in the meaning of the provisions on freedom of economic activity. The President of the Office of Competition and Consumer Protection found that public authorities exercising their administrative powers (sphere of imperium) may be classified as entrepreneurs. In the recent decisions which were subject of judicial review the President of UOKiK decided that the National Health Fund – a state authority responsible for organization and management of health care services in Poland – is an entrepreneur in the meaning of the Polish law (act on competition and consumer protection). The aim of this article is to answer the question whether competition rules should be applied to the state activity in the imperium sphere. This article will focus on the notion of an entrepreneur (undertaking) in polish and EU law in the context of the activity of the state.

Opis:
Health care facility (In Polish ZOZ) is a basic, yet complex organizational and legal model within which, health service can be provided to patients in Poland. In the light of law ZOZ can receive funds from paid health benefits obtainable on the basis of bilateral agreement. Those contracts include agreement for the provision of health care service concluded between the service provider and the director of provincial department of National Health Fund (In Polish NFZ), commonly known as a contract. The subject of this paper is to present current legal basis and the rules for entering into agreement with National Health Fund by public and private health care facilities. The aim of this article is to attract the attention to the role of contract with NFZ as of the basic source of financing health care facilities and also to explain methods of financing health services awarded on the basis of contract.

This paper addresses the question of distribution of support from the EU budget and the national budget to agricultural holders in Mazovia region in comparison with Poland as a whole. In the first main section, the characteristics of the agricultural sector in the region, using main sectoral indicators, is presented. The second section illustrates the agricultural and rural support under the Rural Development Program and the Sectoral Operational Program “Restructuring and modernization of agriculture and rural development” provided to Mazovian beneficiaries with reference to this support at whole country level. Empirical analyses are based on Eurostat statistics as well as on data obtained from the Agency for Restructuring and Modernization of Agriculture and the Ministry of Agriculture and Rural Development. Results of the study show that the Mazovian province, which is a region that can be placed in front of agricultural development, was awarded over the period 2004-2007 a relatively high level of support and ranked first or second among all 16 provinces according to selected measures.

The article deals with the legal basis for enforcement of claims by independent public healthcare facilities against the National Health Fund (NFZ) due to the execution of the act of 22 December 2000 on changing the law on the negotiation system of controlling the increase of average salary paid by entrepreneurs and on changing selected acts and the act on healthcare facilities (J.L. of 2001, No. 5, it. 45). The act, known as Lex 203 Act, introduced a pay increase for workers of public healthcare facilities without naming the sources of funding. The author makes an assumption that several liability for the execution of the act rests upon the aforesaid facilities and the NFZ, and the liability of the latter is restricted to the assets that remain after the health benefits guaranteed by the Constitution have been provided.

Opis:
Underdiagnosis of childhood asthma is a well known problem in many countries. In Poland the estimated occurrence of this problem reaches 50% and is similar to fi ndings published in foreign literature. The causes of the problem are not unequivocally recognized and are addressed by few authors. Among potential causes there are circumstances related to organization and practice of pediatric health care, including application of standard diagnostic criteria of asthma, availability of diagnostic tests, nozologic preferences, etc. Another category of circumstances in charge of underdiagnosis of childhood asthma stems from environmental infl uences, including family-related factors. Findings published in foreign literature show that underdiagnosis is more frequent in children of low socio-economic status, in rural setting or in families burdened by stress. Evidence however is far from being complete. There is a lack of Polish data on the subject and it remains unknown to what extent underdiagnosis of childhood asthma in this country is related to the above mentioned factors. Scientific investigation into the problem is necessary for a number of reasons and justifies implementation of subject-oriented epidemiological studies. Identification of factors associated with an increased probability of underdiagnosis of childhood asthma should facilitate planning of proper preventive measures, above all involving screening programs addressed to selected groups of population.
Prawo swobodnego przepływu osób oraz usług, będące podstawą funkcjonowania Unii Europejskiej, spowodowało konieczność zapewnienia obywatelom Unii Europejskiej, przemieszczającym się wewnątrz Wspólnoty, dostępu do świadczeń wynikających z zabezpieczenia społecznego, a w szczególności usług medycznych na terytorium innego kraju niż kraj pochodzenia. W celu całościowego przedstawiania zastosowania przepisów o koordynacji systemów zabezpieczenia społecznego przez Narodowy Fundusz Zdrowia, dokonano analizy podstawowych aktów prawnych, ustanawiających obowiązujące rozwiązania formalno-proceduralne, niezbędne dla zrozumienia niniejszego zagadnienia. Opracowanie stanowi teoretyczno-empiryczną analizę faktów, w oparciu o ustawowe zadania i ich realizację prowadzoną przez Narodowy Fundusz Zdrowia, z wykorzystaniem danych statystycznych pochodzących z raportów przygotowywanych przez Centralę Narodowego Funduszu Zdrowia, zgromadzonych w Centralnym Wykazie Ubezpieczonych NFZ.

Opis:
Estimating costs incurred by a public payer in Poland for selected morbid entities consists of an attempt to diagnose the expenses incurred in connection with a medical event. Among the many measures of the health status of the population, its material welfare and the amount of medical costs, the level of expenditures incurred by the institutional payer is a measure of state intervention in the market of medical services. Particular correlations were performed on the basis of fundamental determinants such as sex and the type of diagnosed morbid entity in a particular period in relation to the 10th Revision of Diseases and Deaths ICD: I00-I99, J40-J47, M00-M99, D50-D59, N00-N23. The research area included the Silesian voivodship (Poland) where the number of potential patients under financial care of this branch of the National Health Fund is approximately 4.8 million persons.
Szacowanie kosztów wyselekcjonowanych jednostek chorobowych ponoszonych przez publicznego płatnika w Polsce jest próbą diagnozy części wydatków ponoszonych w związku z konkretnym zdarzeniem medycznym. Wśród wielu mierników stanu zdrowia populacji, jej zasobności materialnej czy poziomu obciążenia kosztami, właśnie poziom wydatków ponoszonych przez płatnika instytucjonalnego jest miernikiem ingerencji państwa w rynek usług medycznych. Poszczególnych korelacji dokonano opierając się na podstawowych czynnikach determinujących, jakimi są płeć oraz rodzaj zdiagnozowanej jednostki chorobowej, w odniesieniu do 10 Rewizji Chorób i Zgonów ICD: I00-I99, J40-J47, M00-M99, D50-D59, N00- N23. Obszar badawczy stanowiło województwo śląskie, gdzie liczba potencjalnych pacjentów znajdujących się pod finansową kuratelą oddziału Narodowego Funduszu Zdrowia wynosi ok. 4,8 mln osób.

Employment is very important for every human being, but especially for people with disabilities. Employment gives people with disabilities an opportunity to regain self-confidence and make them feel needed and appreciated. Despite the improvement on the Polish labor market, people with disabilities have difficulties with accessing it. Local authorities implemented several programmes addressed to people with disabilities and employers, financed by the National Disabled Persons Rehabilitation Fund to make employment more accessible. Unfortunately, only a small percentage of people with disabilities benefited from these programs in 2010–2020. Both central and local authorities should take more measures to increase the number of people with disabilities in the labour force. First of all, they should generate optimal regulations and transparent procedures to encourage them to enter the labour market.

W opracowaniu przeanalizowano wpływ funduszy unijnych na rozwój regionalny w Polsce. Jego pierwsza część dotyczy polityki regionalnej i funduszy unijnych oraz ich rosnącej roli w budżecie unijnym. Następnie opisano proces dostosowania polskiej polityki regionalnej do wymogów przed i poakcesyjnych. Przedstawiono również efekty wykorzystania funduszy unijnych w rozwoju regionalnym Polski. Podkreślona została rola lokalnych czynników politycznych, ekonomicznych i instytucjonalnych, które mają największy wpływ na politykę regionalną. Fundusze unijne miały pełnić rolę narzędzia ułatwiającego realizację zaplanowanych programów operacyjnych, których celem był stabilny rozwój gospodarczy oraz zmniejszenie dywergencji między regionami.
This study analyzed the impact of EU funds on regional development in Poland. The first part of the paper concerns regional and EU funds and their growing role in the EU budget. Next it describes the process of adapting Polish regional policy to the requirements of pre-accession and post-accession. It also presents the effects of the utilization of EU funds on Polish regional development. The study emphasizes the role of local political, economic and institutional issues with the largest impact on the regional policy. The EU funds were intended asa tool to facilitate the implementation of planned operational programs, which aimed to stabilize economic growth and reduce divergence between regions.

The paper presents results of evaluation of geothermal projects submitted in 2016-2018 within the priority program entitled Geology and mining, part 1 - "Understanding the geological structure of the country and the management of mineral and groundwater resources” implemented from the financial resources of the National Fund for Environmental Protection and Water Management. The paper also describes the present-day stage of geothermal projects financed by the fund and the assumptions of a new priority program that is currently being implemented in order to develop geothermal heating in Poland.

Opis:
The objective of the paper is an assessment of the level and structure of financing the public health services in Poland; the main causes of deaths and relations between the health conditions within Poles and the level of financing public health care system. The aim of the article is indication main negative and positive issues of running the public health care system in Poland. The analysis is based on the last 5 years and refers to changes in Polish health care system which happened in 1999, when the public health services are started to be financed by a health insurance premium. The part of the premium reduces the income tax. The purpose of article is the test of answer the question: what kind of consequences in the level of financing and in health conditions have happened after changes which was carried into effect in 1999.
Celem artykułu jest wskazanie głównych problemów funkcjonowania opieki zdrowotnej w Polsce po reformie ubezpieczeniowej. Począwszy od roku 1999 świadczenia zdrowotne w Polsce są finansowane ze składki na ubezpieczenie zdrowotne. Składka ta opłacana jest przez pracownika i w części pomniejsza podatek dochodowy od osób fizycznych. Celem artykułu jest wskazanie przede wszystkim negatywnych aspektów wprowadzonych zmian. W artykule została dokonana analiza infrastruktury medycznej, wynagrodzeń służby zdrowia, czasu oczekiwania na usługę medyczną, szarej strefy w tym sektorze. Zwrócono również uwagę na finansowy aspekt funkcjonowania regionalnych organizacji powszechnych ubezpieczeń zdrowotnych w Polsce.

Opierając się na dokumentach oceniających interwencje przeprowadzone w Irlandii w okresie planistycznym 1994- 1999, autorka podejmuje próbę zidentyfikowania innowacyjnych elementów irlandzkiego modelu implementacji transferów z EFS, które przyczyniły się do wysokiej skuteczności podejmowanych działań. Pracę wieńczą wnioski dla Polski płynące z analizy przypadku irlandzkiego.
The paper analyses the Irish way of implementation of the structural assistance from the European Social Fund within a context of Ireland's development strategy. Identification of the factors influencing considerable efficiency and effectiveness of Ireland's performance is the article's main focus. The paper begins with a review of the Irish labour market situation and, responding to it, human capital development policy of 1990s. Then, implementation and evaluation of the measures supported by the ESF within a programming period 1994-1999 are examined in detail. Finally, some conclusions and recommendations from the Irish case for Poland are outlined.

Celem niniejszego artykułu jest ogólna analiza możliwości inwestycji w zdrowie publiczne na rzecz jednostki w obecnym systemie zdrowotnym w Polsce. Podstawę analizy stanowiły odpowiednie akty prawne dotyczące zasad ustalania składki ubezpieczenia powszechnego oraz sprawozdania z działalności NFZ za lata 2003–2011. W przeprowadzonej analizie przyjęto założenie, iż możliwości inwestycyjne w zdrowie publiczne mogą być wyrażone poziomem, strukturą oraz dynamiką przychodów NFZ, a kierunki tych inwestycji mogą wyrażać poniesione nakłady/koszty na poszczególne kategorie działalności wynikające z przyjętej przez rząd polityki ekonomiczno-społecznej, w tym polityki zdrowotnej i zdrowotnej.
The purpose of this article is the general analysis of investment opportunities for the benefit of public health units in the current health care system in Poland. The basis of the analysis were relevant legislation on the rules for setting insurance premiums, and public statements of operations for the years 2003-2011 National Health Fund. The analysis assumes that the investment opportunities in public health can be expressed by the level of income structure and dynamics of the NHF, and the directions of these investments can express expenditures/expenses for each category of activity resulting from the adoption of the government economic and social policy, including health policy and health care.

The two-part study analyzes the problem of the admissibility of a demand by the trustee of a bankrupt credit union to return payments made to the stabilization fund. It is not only the issue of the existence or non-existence of a civil law claim. The real essence of the presented dilemma is the question of the admissibility of limiting the statutory attribute of the National Credit Union performed in the public interest. The stabilization fund plays a special role in the entire financial system. The essence of the operation of the cash register is the idea of financial self-help, consisting in mutual crediting of the members of the cash register from the funds accumulated in the cash register, as well as the non-profit nature of the conducted activity, with the existence of a social bond between the members of the cash register.
W dwuczęściowym opracowaniu analizowany jest problem dopuszczalności żądania przez syndyka upadłej spółdzielczej kasy oszczędnościowo-kredytowej zwrotu wpłat wniesionych na fundusz stabilizacyjny. Nie jest to tylko zagadnienie istnienia bądź jego braku roszczenia cywilnoprawnego po stronie syndyka. Rzeczywistą istotą przedstawionego dylematu jest pytanie o dopuszczalność ograniczenia ustawowego atrybutu Krajowej Spółdzielczej Kasy Oszczędnościowo-Kredytowej wykonywanego w interesie publicznym. Fundusz stabilizacyjny odgrywa bowiem szczególną rolę w całym systemie finansowym. Istotą działania kasy jest idea samopomocy finansowej, polegająca na wzajemnym kredytowaniu się członków kasy ze zgromadzonych w kasie środków pieniężnych, a także niezarobkowy charakter prowadzonej działalności, przy istnieniu więzi społecznej pomiędzy członkami kasy.
