    Opis:
    The article analyzes the essence and problems of financial security, in particular the fiscal security of states. A fundamental analysis was carried out that allowed to rank countries according to their level of development, analyze tax rates in these countries and make hypotheses. The evolution of the concept of state security was studied, the theoretical approaches of different countries to determine the nature and methodology of financial security calculations were generalized. According to the methodology specified in the regulations of selected countries with the so-called "normal" step (supset) for each country, the financial security indicators were calculated separately. An integral part of financial security is the fiscal security of the state, because achieving stability in this area in the current conditions of economic instability is a state criterion, based on financial security and standard of living.

    The article is devoted to the study of the place, role and regulatory framework of economic security, identifying it as a key component in the national security system of Ukraine. The theoretical and methodological approaches to defining the categories of “economic security” and “national security” have been examined in this article. Objects and subjects of economic security of the state have been defined; the basic threats to economic security have been allocated. The purposes of the economic security system and the measures that must be provided to achieve it have been formed. It has been noted that the national security today is an important attribute of foreign, domestic and military policy of the state. A special place in the system of acts dealing with the ensuring of economic security the program constituent documents have, namely: strategies, concepts, doctrines that constitute a system of officially accepted views in the state, as they are constituent. Indicators of economic security have been identified, which are the most important indicators of the business situation in the economy and the effectiveness of the economic policy of the state. The national economic interests which are necessary to be considered at decision-making on maintenance of economic safety have been listed. 106 Valeriy Hnatenko Ensuring of the economic security is achieved through the development and implementation of a set of measures aimed to neutralize threats to economic security. The article outlines the main directions of the state policy in the field of economic security of the country. It has been concluded that the problem that had developed in the economy of Ukraine requires the development and implementation of economic security strategies for the short and long term, is actual as never before, and needs further researches.

    Opis:
    The author of the article has conducted a comprehensive theoretical and legal research of the principles for reforming national security in the domestic jurisprudence. The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

    Opis:
    The purpose of this paper is to determine the impact of the foreign trade component on the formation of national economic security. Transformations occurring in the world’s economic development, the deterioration of the global financial environment, and increasing geopolitical tensions have intensified the main risks to the development of the global economy in today’s conditions. Therefore, national governments are actively using a wide range of tools to ensure economic growth and the appropriate level of competitiveness of their respective economies while ensuring national security, which is relevant for the study of the external component of national economic security. To achieve the aim, general scientific and specific research methods are used, such as methods of analysis, abstraction and synthesis (in the study of protectionism as a policy and practice, instruments of neo-protectionism); methods of classification and systematic generalization (to systematize the forms of protectionism and neo-protectionism); economic and statistical methods (to assess the impact of foreign trade on the development of national economic security). It is demonstrated that the intensification of the risks to the development of the global economy has led to the transformation of trade policies, changes in the use of foreign trade regulation instruments, which affects the economic security of various countries as a major component of their national security. The modern trade and economic policy toolbox used by various countries to ensure national security is analyzed. A comparative analysis of the development of foreign trade of the EU and Ukraine has been carried out, and the features of the influence of the foreign trade component on the formation of economic security have been determined. It is demonstrated that, in the conditions of a global economic crisis, hidden forms of protectionism implemented at various levels of economic policy (global, regional, national), have spread. A classification of specific features and forms of neo-protectionism, that distinguish it from protectionism, is proposed. It is substantiated that global processes encourage national governments to implement deregulatory measures and improve the quality of institutions, while regulated economies contribute to the spread of corruption and grey areas in national economies.
    Celem pracy jest określenie wpływu handlu zagranicznego na kształtowanie się bezpieczeństwa gospodarczego kraju. Przemiany zachodzące w światowym rozwoju gospodarczym, degradacja światowego otoczenia finansowego i narastające napięcia geopolityczne potęgują podstawowe zagrożenia dla rozwoju światowej gospodarki w obecnych warunkach. W związku z tym rządy aktywnie wykorzystują szeroką gamę narzędzi w celu zapewnienia wzrostu gospodarczego i odpowiedniego poziomu konkurencyjności swoich gospodarek, przy jednoczesnym zapewnieniu bezpieczeństwa narodowego, co jest istotne dla badania zewnętrznego komponentu bezpieczeństwa ekonomicznego kraju. Aby osiągnąć cel posłużono się ogólnymi metodami naukowymi i specyficznymi metodami badawczymi, takimi jak: metoda analizy, abstrakcji i syntezy (w badaniu protekcjonizmu jako polityki i praktyki oraz instrumentów neo-protekcjonizmu); metoda klasyfikacji i uogólnienia (w celu usystematyzowania form protekcjonizmu i neo-protekcjonizmu); oraz metody ekonomiczne i statystyczne (ocena wpływu handlu zagranicznego na rozwój bezpieczeństwa gospodarczego kraju). Wykazano, że nasilenie się zagrożeń dla rozwoju gospodarki światowej doprowadziło do transformacji polityk handlowych i zmian w stosowaniu instrumentów regulacji handlu zagranicznego, co wpływa na bezpieczeństwo gospodarcze krajów będące istotnym składnikiem ich bezpieczeństwa narodowego. Przeanalizowano nowoczesne instrumentarium polityki handlowej i gospodarczej, z którego korzystają państwa w celu zapewnienia sobie bezpieczeństwa. Przeprowadzono analizę porównawczą rozwoju handlu zagranicznego UE i Ukrainy oraz określono cechy wpływu komponentu handlu zagranicznego na kształtowanie się bezpieczeństwa gospodarczego. Wykazano, że w warunkach światowego kryzysu gospodarczego rozprzestrzeniały się ukryte formy protekcjonizmu, który jest stosowany na różnych poziomach polityki gospodarczej (globalnym, regionalnym, krajowym). Zaproponowano systematyzację specyficznych cech i form neo-protekcjonizmu, które odróżniają go od protekcjonizmu. Udowodniono, że procesy globalne skłaniają rządy krajowe do wprowadzania działań deregulacyjnych i poprawy jakości instytucji, a z drugiej strony regulacja gospodarki przyczynia się do rozprzestrzeniania się korupcji i rozrostu szarej strefy w gospodarkach narodowych.
