The purpose of this article is to indicate changes in the perception of terrorist threats and the approach to them on the basis of normative documents defining strategic objectives in the area of security. The focus is on strategic papers in the field of security from 2000 to 2014, on the one hand, and on the other, on the law of 10 June 2016 about anti-terrorist activities. The content of the following normative documents has been analysed with regard to the recognition, combating, and prevention of terrorist threats. The authors focus their attention on: the Security Strategy of the Republic of Poland from 2000, the National Security Strategy of the Republic of Poland from 2003, the National Security Strategy of National Security Bureau, from 2007, and the National Security Strategy of the National Security Bureau from 2014. The implementation of the Polish security policy strategy is contained in four types of activity, i.e. national activities, integration with Western security structures, involvement in international actions to resolve hazardous situations, and cooperation with other international actors in strengthening international stability and security. The discussed strategies were created on the basis of the provisions of the amended Act on the universal obligation to defend the Republic of Poland.

The Russian factor poses a real threat to the national security of Ukraine and Poland. The Russian expansion includes the dismemberment of the Ukrainian and Polish territories and formation of weak, non-viable and quasi-public entities there which would be dependent on Moscow. One of the important features of Russian strategy is to undermine national unity of Ukrainian and Polish societies within the countries, neutralize strategic partnership between our countries and to provoke a new Ukrainian-Polish conflict. Russia’s neo-imperialist policy is substantiated by A. Dugin's neo-Eurasian geopolitical doctrine. The analysis of the doctrine makes it possible to forecast the Russian policy towards Ukraine, Poland, European Union and the USA and to work out an effective counterstrategy. Deepening the Ukrainian-Polish equal partnership and joint efforts to neutralize and dismantle Russian imperial social system should become the response to common threat to the national security of Ukraine and Poland. Without taking such drastic measures the national security of Ukraine, Poland and other countries will always be at constant threat.

The article „Cyberspace in the military system of state security” presents the basic concepts related to security, which is nowadays considered to be a state of certainty, peace, security and lack of threat and protection against danger, and cyberspace, which is understood as a virtual environment of information and interaction between people. This article also shows the definitions of terms relating to the values most valued and protected by man, i.e. state security, which is an integral part of the state policy related to the creation and use of national defense potential to prevent and counteract various types of threats. The importance of important units of the Polish Armed Forces as the basic organ of shaping cyberspace in the military area has been shown. The role and place of bodies in the Polish Armed Forces ready to respond to threats to ICT systems and networks connected by cyberspace has been defined.

The new national security vision of Poland came after political transformation in Poland in 1989, the liquidation of the Warsaw Pact and aspirations to join the Western security and political system. After joining the NATO (1999), admission to the European Union (2004), has been fully integrated with the structures of these institutions. This placed the new challenges by identifying key priorities in its national security. New quality in the global and national security occurred on 11 September 2001, since when it has directly threatened the security of the United States. Under the influence of the country were changed the strategy of global security, followed by the national security of many countries, including the Polish market. In it, there was also the threat of international terrorism and declaration – also actively involved – to participate in its combat missions. A particularly important tool for the implementation of national security strategy, in addition to international guarantees and block and properly conducted foreign policy, is to have adequate national military capabilities including appropriate to the threats of the armed forces. The management of Polish political and military formally recognizes that premise – this has been reflected in the developed "Vision – 2030 Armed Forces."

The purpose of the paper is to properly define the economic sectors of strategic importance to the national security and to evaluate the state’s tools which protect this security. The paper’s methodology is based on two analyses; the former focusing on instruments which are applied by the state in order to control certain fields of the economy, and the latter investigating economic sectors in terms of concentration, impact on the state security and integration with other sectors. The paper also defines the criteria which helped to identify sectors which have strategic importance to the national security, i.e. production and supply of electric energy; extraction and supply of natural gas; extraction, distribution and storage of liquid propellants, telecommunications, banking industry; banknotes and documents’ production (together with related IT solutions) and military industry. The article leads to the conclusion that these sectors are strategically important to the national security. However, there is still a lack of coherent and complete legal regulations that would protect the national security interest related to the part of the economy represented by the analyzed sectors and companies.

National security determines the degree to which endangering national interests that sublimate national values is absent. With a review of the genesis and framework of the modern interpretation of national security, the paper discusses its approaches to endangerment. A retrospective of the ideas of endangerment in the paradigm of the changed physiognomy of contemporary conflicts and dynamic geopolitical movements creates the need for an innovative approach and prediction in national security strategic assessments. The paper provides an overview of the internal and external political aspects of national security and a framework for the actions of prominent entities according to the perceived foreign policy interests of importance for the Republic of Serbia’s security. By analysing common and conflicting interests of Serbia and forces that have geopolitical interests in the Western Balkans, it is possible to establish the most objective framework for predicting the trend of relationship development and the vector of influence. The paper analyses Serbia’s interactions with Russia, the United States, and the EU. The findings point to a complex situation regarding Serbia’s national security, where Russia seeks to maintain its strong soft power presence, the United States wants close cooperation and insistence on recognising Kosovo’s independence, and the EU does not vigorously stimulate or promote Serbia’s European integration. In that way, a concrete contribution is made to the developing of strategic assessments of possible trends of importance for the Republic of Serbia’s security, as well as to the achievement of declared national goals.

Bezpieczeństwo, będąc jednym z bardziej złożonych obszarów ludzkiej egzystencji, nie doczekało się do tej pory jednolicie wypracowanej definicji. Bez wątpienia coraz bardziej skomplikowane środowisko życia współczesnego człowieka nie ułatwia tego. Niniejszy artykuł jest próbą odniesienia się do problemu złożoności terminologicznej w kontekście bezpieczeństwa indywidualnego człowieka jak i w wymiarze bardziej złożonym, a więc społecznym. To przede wszystkim potrzeba bezpieczeństwa w wymiarze społecznym determinuje kształtowanie się płaszczyzny bezpieczeństwa państwa oraz tworzenie i doskonalenie mechanizmów systemu bezpieczeństwa państwa.
Security, which constitutes one of the most complex areas of human existence, is a term which still lacks a uniformly developed definition. Undoubtedly, the increasingly complicated living environment of the modern human does not facilitate this task. This paper attempts to address the problem of terminological complexity in the context of individual security of a person and in a more complex and therefore social dimension. It is primarily security in the social dimension that determines the formation of the state security plane and the creation and improvement of the mechanisms of the state security system.

Nowadays, the vast majority of the threats to our security is related to information security, resulting in a significant transformation of national security systems. One such threat is disinformation, which is increasingly being used intentionally. The study examines certain impacts of disinformation on national security as a system, on the example of the COVID-19 pandemic. Therefore, the study explores some processes visible at the international level and reviews some external problems in connection with national security. Research methods and techniques implemented in the research process itself are primarily based on a critical analysis of the literature and the analysis and synthesis of published research results. The main findings show that the phenomenon of disinformation, which intensifies in crisis situations (e.g. related to the outbreak of a pandemic) contributes to the destabilization of public mood, hinders the functioning of the basic organs of the state and, consequently, increases the negative effects of crisis events. Secondly, the disinformation used during the COVID-19 pandemic has exacerbated its effects, causing damage on an unprecedented scale. The analyses show that the fight against disinformation must be based on the assumption that the security of the state depends primarily on the information awareness of each citizen. Social awareness is built through effective education aimed at raising basic medical knowledge. Disinformation has serious consequences for modern countries as it creates a new threat to their national security in peacetime.

Nowadays, there is no legal rules in one statute that would comprehensively regulate the organization and functioning of the national security system, or - narrowly - the national security management system of the Republic of Poland. This does not mean,  that the steering system does not function (or at least its elements). However, it is difficult to indicate the existence of one act in which the superior system would be regulated. Therefore, this article will present the legal aspects of the national security management system, which are dispersed in over a dozen legal acts.
W polskim prawodawstwie nie ustanowiono – jak do tej pory ustawy, która kompleksowo regulowałaby organizację i funkcjonowanie systemu bezpieczeństwa narodowego czy też - wezej - systemu kierowania bezpieczeństwem narodowym RP. Nie oznacza to jednak, że system kierowania nie funkcjonuje (albo przynajmniej jego elementy). Trudno jednak wskazać istnienie systemu nadrzędnego. Dlatego w niniejszym artykule przedstawione zostaną aspekty prawne systemu kierowania bezpieczeństwem narodowym RP, które są rozproszone w kilkunastu aktach prawnych.

The subject of Ukraine’s national security has been continuously receiving a new discourse considering the uncovered aggression of the Russian Federation ongoing since 2014, followed by the annexation of Crimea and the occupation of Eastern regions of the country. As a result of agression, the governmental agencies of Ukraine adopted several strategic documents that directly relate to such a component of national security as information. The Information Security Strategy, adopted by the National Security and Defense Council of Ukraine in December 2021, defines priorities in information security, particularly identifying current challenges and threats to Ukraine’s national security in the information sphere. The Strategy also sets strategic goals and objectives aimed at counteracting such threats. An unprovoked full-scale invasion of Russia to Ukraine on 24 February 2022 proves that the information space becomes a combat field in the reality of war. The Russian federative propaganda machine is fueling the conflict as well as the high levels of support of brutal actions of the state’s president Putin (according to various sources from 51% to 71% of Russians support war in Ukraine). This, as well as the generally increasing role of the information factor in modern spaces of society, incurs the relevance of the research topic. The article aims to systematically determine the features of the conceptual and applied aspects of the information security of Ukraine. The realisation of the purpose identified assumes achievement of the following objectives: 1. Identify the key characteristics of the information space of Ukraine. 2. Determine the characteristics of risks, challenges and threats in the information space. 3. Define the source of the information aggression against Ukraine. 4. Develop recommendations for enhancing the procedure of reacting towards such aggressions. In the process of solving research problems, such general scientific methods as analysis and synthesis have been applied to identify the factors that have had the most significant impact on the information space of Ukraine. challenges, information threat, information risks.

The National Security Strategy of the Russian Federation to 2020 sets the national interests of the country and strategic national priorities, which could affect strategy for the military security of Baltic States. This paper will argue that the threat to the military security of Baltic States has considerably increased since their restoration of independence because the Russian army reforms in recent years have increased the military capabilities near the Baltic States borders and military operations and other military activities have risen around the Baltic region, which have decreased the environment of the security on the entire area. The aim of this paper is to identify the Russian military threats and to analyse their implications to the concepts of the military security of Baltic States, which based on territorial defence and to make further recommendations based on research findings and analysis.

Apart from contemporary natural and socio-economic hazards, which are sources of crises, risks associated with human activity, and therefore technical threats, also play an important role in the context of the overall level of national security. These include fires, construction disasters, transportation disasters, failures and contamination. For the article purposes the results of statistical surveys of national and international sources of information on threats and results of surveys conducted in selected local administration units (n = 101) were used. The study period covered the years 1999-2014. Due to the occurrence of technical hazards, the losses they generated were indicated as well. In addition, the ways of classifying technical threats and thus their taxonomy were specified. The cause-and-effect analysis was applied for the proper identification of technical hazards. Moreover, the main reasons for the emergence of technical hazards, their course and characteristics, as well as the effects by category of property, the environment and human life were identified.

This article introduces New Zealand’s national security framework for responding to significant security events. It examines how New Zealand’s strategic context influences its approach to national security and how the government defines national security. The major national security events of 2010/2011 Christchurch Earthquakes, Christchurch Mosque Shootings, Whakaari/White Island eruption and COVID-19 Response are introduced to demonstrate the complexity of New Zealand’s security environment since September 2001. Finally, the article concludes by examining the benefits of a consolidated national security strategy to New Zealand’s national security system.

Publication identifies the meaning of Governmental Satellite Communication Govsatcom and presents a hypothesis related to the demand for this type of satellite communication. It describes engagement of main involved institutions i.e. European Space Agency, European Defence Agency, and European Commission, especially elaborating the PACIS projects running under ESA umbrella, which are one of the main preparatory actions for the IV EU Space Program. The theoretical research methods employed in this study are: synthesis, analysis, abstracting and generalization. It updates information about whole activites, which have taken place since the decision about its establishement. Describing preparatory actions and EU institutions involved. Moreover considers about future relations between related parties and possible Poland's engagement explaining what kind of benefits it would deliver. The conclusion is that the future EU space program creates proper environment for cooperation between community members and deliver opportunity to use safe and secure satellite communication for members who cannot afford possess own capabilities.

Critical infrastructure plays a key role in ensuring national security of a state, due to important functions thereof in military, economic, and public administration sectors. The destruction, damage, failure or other deprivation of critical infrastructure of its operational capabilities constitutes a direct threat to the structural and personal security of the state. The research methods and techniques implemented in the research process itself primarily hinge on critical analysis of acts of law and organisational and competence-related documents, subject-matter literature, synthesis and inference in order to reach the formulated objectives based on efficiency criteria. The main findings indicate that critical infrastructure is perceived as a set of systems which exerts a substantial impact on the security of the state and, obviously its residents. The results advocate for a reflection that critical infrastructure embraces a number of facilities which appear to be remarkably diverse. They are buildings, structures, installations, equipment and services which, integrally, form cohesive systems which allow proper functioning of a given state. It is the state whose role is just to supervise and coordinate whereas the operators of critical infrastructure are the ones who are to protect it. The overall findings of this paper present the notion that safeguarding critical infrastructure is a task of crucial importance to national security of a state and, therefore, it would be worth reconsidering the intensification of rules which apply to the infrastructure of the national security and its efficient functioning.

Nowadays, the vast majority of the threats to our security come from cyberspace, resulting in a significant transformation of national security systems. Behind these changes, we can find some organisational and capability responses to technological developments, seeing that the function of national security is inseparable from the social environment and its processes. The study examines certain impacts of cyberspace on national security as a system, addressing some features of the changing external environment. The topic is related to the research on the relationship between the information society and security in the 21st century. Therefore, the study explores some processes visible at the international level and reviews some external environment trends in connection with national security. The changes affect the future of national security thinking and the development of principles and methods. It is the task of national security services operating under strict legislation to respond effectively to various threats in a changing environment. All this is only possible through the continuous monitoring of changes in the environment and long-term strategic thinking.

Objectives: The aim of the research was to solve the research problem contained in the question: What is the genesis of shaping gender stereotypes and what is their impact on the perception of the professional role of women by men in the army as a formation carrying out tasks for national security? Methods: The methods adopted in the research process are, first of all, a meta-analysis of a wide range of source materials, including publications, scientific articles and information materials, as well as the results of the own questionnaire. The theoretical methods characteristic of the safety sciences, i.e. analysis, synthesis, comparison, inference and abstraction, were supplemented by participant observation. The use of this method was possible because the author cooperated with soldiers many times. Results: The results of the conducted research confirmed that gender stereotypes can significantly influence the perception of the professional role of women in the formations carrying out tasks for security. Women and men are characterized by a different approach to perceiving professional roles. Therefore, gender stereotypes can significantly affect the professional roles of women and men and the sense of occupational security. Conclusions: The most concrete effect of the arguments made is the emphasis on the fundamental importance of the transformation of stereotypes. Both historical experiences and the assessment of the contemporary professional safety environment in terms of stereotypical perception are in line with the needs of ensuring the occupational safety of women and men in formations carrying out tasks for national security.

The beginning of the 21st century is characterized by a deep crisis of the national and international security system. For many factors caused by the intensification of military-political conflicts of a new type, the term “hybrid war” is now used. A feature of these conflicts is, in the first place, the use by the opponents of a wide scale of non-military means of influence: economic, informational, environmental, social, political and others. It is important here to justify the importance of the transformation of the state system of civil protection, which is being developed under the influence of contemporary military and political conflicts. The article attempts to fi nd an answer as to what internal security is today and how it can be defi ned and placed in the conceptual framework of other types of security, such as external and national security. As the article underlines, the era of separating the concepts of internal and external security has become out of date, which is due to the fact that security is in a process of constant evolution, alongside with its defi nitional scope. Over the years, the process of the evolution of internal security in Poland has involved the change of both the very institutional system, understood as the administrative apparatus of internal security, and the phenomenon of internal security itself, which has been and still is being infl uenced by the changing nature of security threats. The article describes the process of the evolution of internal security in Poland, conditioned both by the socio-economic development and by the transformation of the political system. Attention is also drawn to the technological and information revolution in the context of its huge impact on subsequent changes in the so-called phenomenon of internal security globalisation, which creates a system of interdependencies in the area of security, including international security.

For the purposes of this article it has been assumed that the army should not become an autonomous constituent of the state’s structure, since this would pose a threat of taking over a dominant position by this specific formation. The aim of the article is to analyze the modification of the reasons for the outbreak of war, and the means of conducting it. The ongoing changes in the security environment, both in national and worldwide scale, as well as the proceeding national interests of our country imply increasingly advanced tasks for the army and considerably extend their range. The process of transformation in the Polish army is being continued. Further changes are targeted at increasing operational capability in order to enable efficient accomplishment of domestic tasks and performing missions outside its borders. In the contemporary international reality there is a prevailing conviction, that the threat of the outbreak of a global-scale war is rather unlikely. However, other jeopardies and risks have recently come to the fore.

In late December 2019 and early January 2020 the first cases of a new coronavirus occurred in Wuhan. It is a virus characterised by similarities to SARS (Severe Acute Respiratory Syndrome) and MERS (Middle East Respiratory Syndrome). On January 25, 2020 the initial case of infection by SARS-CoV-2 caused the disease COVID-19 in an Australian patient who later died from it. During my PhD thesis defence in September 2018 I would not have thought that one of the possible security scenarios which I designed for the South Pacific region, related to epidemic threats, would soon come true. Despite some obvious and high indicators resulting, for example, from a geopolitical location in the vicinity of China, the probability of an epidemic outbreak seemed nigh unbelievable. This article focuses on societal security. It is impossible to make a solid analysis of an epidemic impact on societal security in various countries in a single article; therefore, I concentrate specifically on the case of Australia. The goal of this article is to explain how Australians cope with the epidemic and if they are prepared for a drastic change in their lifestyles. Do they put trust in governmental institutions? What issues appear to be main societal threats in Australian society during the pandemic? I conclude with thoughts about new societal directions that are going to be implemented should the scale of the pandemic persist. Due to limited length, my overview is not exhaustive; instead, it focuses on core findings about the condition of Australian society during the pandemic.

Przedmiotem artykułu jest analiza unormowań prawnych oraz praktyki działania Rady Bezpieczeństwa Narodowego w Polsce. Rozważania rozpoczyna przedstawienie kwestii definicyjnych oraz związanych z konstytucjonalizacją tego organu. Następnie omówiony został skład Rady Bezpieczeństwa Narodowego, tryb działania i jej uprawnienia. W kolejnej części ukazano funkcjonowanie podobnych organów w innych państwach: USA, Wielkiej Brytanii, Czechach i Rosji oraz Rady Bezpieczeństwa ONZ. W zakończeniu podważono sensowność przyznania temu organowi w Polsce rangi konstytucyjnej.
Analysis of legal regulations and practice of action of National Security Counsil are a subject of the article in Poland. Presenting definitional and connected matters is beginning deliberations from constitutionalization of this state agency. Next a make-up of the National Security Counsil, an operating mode and her entitlements were discussed. In the next section functioning of similar organs was portrayed in other states: the USA, Great Britain, Czechs and Russia and of the UN Security Council. in the end a sense of granting this body the constitutional rank in Poland was undermined.

Contemporary armed conflicts (Iraq, Afghanistan, Libya) show that in order to fully and effectively as possible fulfillment of its purposes the participating countries in conflict use the "help" of Private Military Organizations such as the American Xe (formerly Blackwater), the British and French AEGIS Gale Group. Emerging information on this meant that in many publications was the question posed by the possibility of replacing the future of the national armed forces by the PMC. It seems worth while to consider the possibility of including private military and intelligence organizations to national security, which would allow its use in situations in which the involvement of national forces (army intelligence) is impossible or problematic for political, operational and technical logistics.

This paper offers an analysis of a draft bill on Public Documents together with implementing acts. It focuses, in particular, on the key regulations concerning the list of public documents and their classification, on the process of document specimen design as well as on the exclusivity granted to the producer of blank forms of documents of the first category, examining the impact of the analysed regulations on the system of public document security. The analysis leads to a conclusion that the draft bill has some essential drawbacks which may make the law in question inconsistent with EU law and reduce the level of public document security. These drawbacks have been identified and appropriate corrections have been suggested.

Since the United Nations Security Council’s declaration that a disease outbreak may be considered a threat to the stability and security of state, the widespread use of the term “health security” has begun. This paper presents the concept of health security along with its threats, with particular focus on the new phenomena related to globalisation which contribute to the occurrence of new health threats. The threats to Poland’s health security are divided into internal and external. Internal ones may occur when the authorities do not meet the health needs of society. However, policymakers from industrialized countries put emphasis on protecting the population from external health security threats, especially from those that may become cross-border threats.

The author is of the opinion that the commonly accepted view about the identity, the concept, and the content of state security and national security in Poland is burdened with numerous flaws, which is confirmed by the legislative practice, planning, and the organizational activity of the state. The author poses a question whether mutual relationships between the concepts of state security and national security exist in the views of Polish theorists and in Polish legislation and, if they do, what they are. Of the methods of establishing the identity of state and national security and the mutual relationship between these terms, one of the ways to see the complexity of the issue is to refer to legislation. The author puts forward a hypothesis that both Polish law and the practical planning and organizational activities of public administration and other entities provide many arguments that these concepts are not identical, but there are strong axiological, epistemological, and ontological links between them. The author is convinced that determination of the domain of the concepts in question and the relationships between them will make it easier for public administration bodies to plan, organize, and carry out specific tasks in the field of security.

Problems related to social security can be seen as a particular type of security in various aspects. In the literature of political science, economics, sociology or security studies there are different concepts of characterizing this category. The issue of social security is a complex and ambiguous, because this phenomenon is dynamic and depends on many factors. This work is an attempt to answer the question of what are the theoretical basis of social security on the basis of the security studies and whether it can enter the other, closely related to national security category concept, eg. social security of the nation. The reference point for discussion is the system of national security. Authors proposed a definition of societal security of the nation and pointed out the main elements characterizing this concept as an opposition to the social security, understood in terms of welfare state. The other rationale for the choice of topic is also a need to shape the way to solve scientific problems of modern science on the basis of security studies, including those related to operationalization of concepts and gaps in knowledge, which should focus on the search for representatives of this new scientific subdiscipline.

Stan wyjątkowy jest jednym z trzech stanów nadzwyczajnych określonych w Konstytucji z 1997 r., a jednocześnie jednym z dwóch, obok stanu wojennego, które wymagają udziału dwóch organów w ich ogłaszaniu. Ten przejaw demokratyzacji ustroju państwa, ochrony przez uzurpowaniem sobie nadmiaru władzy przez jeden organ, a także próba zmuszenia egzekutywy do współpracy, nie jest najlepszym rozwiązaniem z punktu widzenia sprawności rządzenia państwem, szczególnie w takich okolicznościach, gdy wystąpią przesłanki wprowadzenia stanu nadzwyczajnego. Bez wątpienia było to konieczne po 1992 roku, w okresie przejściowym, lecz obecnie udział dwóch organów władzy publicznej (po kolei: rady ministrów, prezydenta) w proklamowaniu trzeciego (sejm) w uznaniu, lub nie, postanowienia prezydenta o wprowadzeniu stanu wyjątkowego (wręcz szczególnie tego stanu) może łączyć się z ostrą rywalizacją i, jak słusznie się zauważa, paraliżem decyzyjnym w razie wystąpienia potrzeby nagłej reakcji . Zważywszy na przesłanki, trudno się oprzeć wrażeniu, że instytucja stanu wyjątkowego i procedura jego wprowadzania sięga czasów już dość odległych, zaś przesłanki spowodowane działaniami terrorystycznymi oraz działaniami w cyberprzestrzeni to już inne, całkiem nowego typu warunki. W doktrynie słusznie się przyjmuje, że przesłanki wprowadzenia stanu wyjątkowego dotyczą bezpieczeństwa wewnętrznego, jednak nie można się zgodzić z dość powszechnym poglądem, że przy wprowadzaniu stanu wyjątkowego chodzi o ochronę przed zagrożeniami wewnętrznymi . Nie można, ponieważ zagrożenie wewnętrzne powinno mieć swoje źródło, i skutek, wewnątrz państwa, a - niestety - przyczyny zagrożenia konstytucyjnego ustroju pań-stwa, bezpieczeństwa obywateli lub porządku publicznego, jak choćby szantaż polityczny, działania o charakterze terrorystycznym lub działania w cyberprzestrzeni mogą mieć charakter zarówno wewnętrzny, jak i zewnętrzny. Ustawodawca co prawda uznał, że działania o charakterze terrorystycznym lub działania w cyberprzestrzeni mogą się wiązać z pojawieniem się przesłanki do wprowadzenia stanu wojennego, a więc w konsekwencji zewnętrznego zagrożenia państwa, jednak należy wziąć pod uwagę fakt, że nie każde zagrożenie zewnętrzne wiąże się z wprowadzeniem stanu wojennego. Musi ono przede wszystkim spełniać wymóg posiadania cechy zagrożenia militarnego, a dokładnie rzecz ujmując - wiązać się ze wszystkimi formami agresji określonymi w prawie międzynarodowym . Celem niniejszego artykułu jest wskazanie i omówienie aspektów kompetencyjnych, kierowania bezpieczeństwem narodowym w warunkach stanu wyjątkowego.
A state of emergency is one of the three states defined in the Constitution of 1997 and, at the same time, one of the two states, apart from the state of war, which require two governing bodies to announce them. This manifestation of the democratic political system, protection against a single authority usurping excessive power, as well as an attempt to force the executive to cooperate, are not the best solutions in terms of the efficiency of state governance, especially under the circumstances in which there are presumptions to introduce a state of emergency. Without doubt, this was necessary after 1992 during the transitional period but, nowadays, the contribution of two public authorities (in turn: the Council of Ministers and the President) to proclaim, and the third one (the Parliament) to recognise or not, the President’s resolution on the introduction of a state of emergency (especially this state) can be related to acute rivalry and, as rightly observed, to decision-making paralysis in the case of the need for an emergency response . Considering the presumptions, it is hard to resist the impression that the institution of a state of emergency and the procedure for its introduction date back to the old times, while the presumptions due to terrorist activities and actions in cyberspace make different conditions of a totally new type. The doctrine rightly assumes that the presumptions for the introduction of a state of emergency are related to internal security; however, one cannot agree with the quite common view that the introduction of a state of emergency is about protection against internal threats . This is due to the fact that an internal threat should have its source and result within the state and, unfortunately, the reasons for a threat to the constitutional political system, to the safety of citizens and public order, such as political blackmail, terrorist activities or cyberspace actions can be of both an internal and external nature. Although the legislator decided that terrorist activities and cyberspace actions can be related to the appearance of a presumption to introduce a state of war and, thus, consequently an external threat to the state, it should be borne in mind that not every external threat is linked to the introduction of a state of war. First of all, it must match the characteristics of a military threat and, more accurately, it must be related to all forms of aggression defined in international law. The aim of this article is to indicate and discuss the remit of national security management during a state of emergency.

The paper seeks to answer how Ukraine perceives the neighboring quasi-state of Transnistria in the context of its national security and how the 2014 Ukrainian-Russian conflict has influenced that perception. It finds that previously Transnistria – a pro-Russian region with Russian troops and security service – was assessed by Ukraine as a low-risk threat, but that because of the conflict, the quasi-state has been identified by Ukraine as a direct threat to its security and territorial integrity.

In the opinion of the authors, the anti-corruption strategy adopted for the first time in the history of the United States of America is an expression of the American administration’s taking respon‑ sibility for combating corruption at the global level in order to protect its own interests and the democratic system, but also a legal tool to disseminate and unify political and institutional as‑ sumptions in democratic legal states. It will enable the reduction of transnational corruption and kleptocracy and facilitate the fight against pathologies often connected to corruption such as drug war, terrorism and money laundering. The U.S.strategy can serve as a model in developing the next anti-corruption strategy in the Republic of Poland.

The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

The article deals with the problem of national security in the contemporary world which is greatly influenced by the process of globalization and digitalization. The paper highlights the role of national security in modern state building. The following issue has been of great interest to many outstanding scientists worldwide especially since the beginning of the XXI century. However, the subject matter of national security in the system of public administration has not been clearly defined yet. Therefore, the paper analyzes the approaches to define national security and points out its distinctive features. Moreover, it emphasizes the fact that at the level of national, regional and global relations the concept of national security is often associated with security strategies. Thus, the article puts emphasis on the predominant characteristics that help to distinguish between these two concepts. In addition, the research clarifies the characteristic features of national security as well as state security. Security, like many other categories of social sciences, does not have a conclusive definition. What is more, the category of security has an interdisciplinary significance. Therefore, scientists define it in accordance with the subject matter and the specifics of cognition and research. Nevertheless, many outstanding scholars view security as an anthropocentric category related to man’s socialessence and value. Accordingly, security presupposes having freedom from the risk, danger and the threat of change to the worse. Most scientists agree that security is a constituent of every aspect of human life. Consequently, security issues consideration is of great significance. All in all, nowadays it is greatly important to achieve a state of security as our globalized society frequently leads to different challenges and dangers. The results of the research contribute to better understanding of the issue and make it possible to introduce effective mechanisms of public administration in the field of national security.

The article concerns the current situation of civil transport in Poland. The author discuss the various branches of transport, analyzing the state of their infrastructure. Article describes changes that were taking place in the aviation, rail and road during the last decade, including numbers of passenger and freight transport. An analysis of the applicability of civil transport for defensive purposes in case of an emergency and external threat was carried out. A comparison of particular transport channel’s capabilities to adjusting into needs of the armed forces, taking into account the strengths and weaknesses, was undertaken.

The Territorial Defense Force (TDF) is the youngest branch of the Polish Armed Forces. However, the aggressive Russian policy of recent years has made it necessary to think about defense in broader terms, including this type of formations in the security strategy. The growing importance of the Baltic Sea in the policy of Poland and the resulting development of the Polish Navy and fleet make it necessary to tighten cooperation between the formations. In the future, the TDF, as a dynamically developing military formation, could also play a greater role in terms of defending Polish maritime interests. This article indicates some areas of potential cooperation between the Polish Navy and the TDF.

The task to ensure security in contemporary world is a complicated political, scientific-technological and socio-economic problem. As the security itself is complicated, multifactor and hierarchized phenomen also its investigation has to be of an interdisciplinary character. The character of security environment, the character of security risks and threats and also the character of tools for their elimination are essentially changing. The basis to security of social subject consisted in arrangement of the conditions for their existence, to surviving in the present time and advancement into the future. Assurance of this condition means it provided ability to the social subjects to eliminated threats that are defined. In situations of asymmetrical security, the threats are not always clearly defined. They often consist of their own structure systems, in relationships and status the subjects of internationals relations. Asymmetrical of security, by our opinion, presents a discrepancy, unbalance, non-parity between subjects of the international security environment. The unbalance, discrepancy, non-parity has political, military, economic, law, social and societal dimensions.

The article presents an analysis of the national security law in the system of law of the Republic of Poland. The author attempts to systematize the subject scope of the national security law in the context of the different field of security: political, military, economic, ecological, social, cultural, public, and informational. In addition, the author characterizes the sources of national security law, and indicates whether national security law can be considered a separate branch of law.

National Security Council is an advisory body to the President of Poland on issues relat-ing to internal and external security of the country. This body is not equipped with any powers of a governing nature, its role is focused on advising the President on matters of national security. The Constitution does not specify who may be a member of the Coun-cil, leaving decisions on the composition of RBN to sole discretion of the head of state. The actual role of the National Security Council is determined by the activity of the President, who convenes sessions of that body, and also sets themes for such meetings

Dynamic changes in the security environment are forcing us to reflect on the shape of the international order at the end of the second decade of the 21st century. The aggressive policy of the Russian Federation, which is confirmed by the conflict with Georgia in 2008 and the current situation in Ukraine, indicates that the use of military violence in the resolution of international disputes is not a historical category at all. This is of particular importance to the geopolitical location of the Republic of Poland. The length of our land border with the Russian Federation is 210 km, while with Belarus it is 418 km. The above fact has a fundamental impact not only on the public debate on the security of our country and the region, but also, and perhaps most importantly, on the shape of defence policy and the content of planning possible measures to prevent and counteract the escalation of prospective tensions in NATO-Russia relations. Both Russian military doctrine and the opinions expressed by politicians and specialists dealing with military issues and political and military experts indicate that, from the Russian perspective, the Baltic States’ membership of the North Atlantic Alliance and the presence of NATO troops on the territory of these countries, is highly unfavourable. Therefore, there are grounds to believe that countries such as Lithuania, Latvia and Estonia, are treated by Russia as natural bridgeheads, convenient for bringing possible strikes against Russia. Therefore, it is possible that blocking communication routes leading to these countries, while cutting them off from the support of allied land forces, may prove to be a key success factor in the situation of a hypothetical armed conflict, aimed not only at depriving these countries of their sovereignty, but also aimed at discrediting the power of the Alliance.

The article investigates the factors which determined the evolution of the national security concept in the Republic of Croatia during the period 1995-2013, as viewed by the political elite as well as the Croatian society. The Croatian public discourse approaches the national security in the context of either a multi-faceted reform of the country’s security sector or an improvement of both the democratic control over the military and security forces. Among the former Yugoslav republics, Croatia accomplished major goals in its pursuit of the national security policy. After a period of arduous reforms and reconstruction, the country has become a member of both the NATO and the European Union. The issues which are still disputed among the researchers are the legal bases for the security policy and the process of the internalization of values lying at the foundation of the security sector reform. It is questionable whether or not the newly established system of legal and institutional references is likely to consolidate in the social, political and economic reality of modern Croatia.

Niniejszy artykuł podejmuje zagadnienie bezpieczeństwa społecznego jako jednej z kategorii bezpieczeństwa narodowego. Społeczny wymiar bezpieczeństwa, jako dynamiczny proces charakteryzuje się ciągłymi zmianami, w których biorą udział wszystkie podmioty państwowości. Przemiany te mają przede wszystkim na celu zapewnienie egzystencjalnych podstaw życia człowieka oraz stworzenie możliwości do rozwoju indywidualnych potrzeb każdego człowieka, zarówno tych materialnych, jak i niematerialnych. Współcześnie zagrożeniem dla rozwoju i stabilności bezpieczeństwa społecznego Polaków są między innymi migracje zarobkowe, tendencje demograficzne, czy rozległa grupa patologii społecznych, w tym alkoholizm czy degradacja rodziny. Odpowiedzią na zaistniałe zagrożenia jest budowa silnego i obywatelskiego społeczeństwa powstałego na podstawie adekwatnych i dobrze przygotowanych programów edukacyjnych.
Security has always been among the most desired values. In the 21st century, security of the state rests on holistic premises, covering all its aspects and dimensions, such as national, international, political, military, social, cultural, ecological, information and local-level security. This article deals with the issue of social security as part of national security. The social dimension of security is dynamic and undergoes constant changes engaging all the agents of statehood. These changes are first of all meant to provide the existential foundations of human life and to create opportunities for the personal development of each human being - material and spiritual. An example of a contemporary risk to the stability and growth of the social security of Poles are economic migrations, adverse demographic tendencies and a wide range of social pathologies, such as alcoholism or family degradation. These challenges can be faced through constructing of a strong civil society, built on the foundation of adequate and well-designed educational programmes.

Issues related to national security problems have long been of interest to many research centres. National security, due to its role and importance for the functioning of both the state and society, has become an important research area not only for military specialists, but also civilian experts. However, despite the unquestioned principle of the need to study the problems of national security, dispute issues are increasingly appearing that require new solutions based on scientific foundations or a fuller interpretation of the applicable rules of conduct. Security as a research area is multidimensional, it is analysed primarily in terms of organisation and subject. Therefore, there is no doubt the thesis that ensuring security is a fundamental duty of the state, because it really determines the sense of its existence. The security of the state is of course also the security of its citizens. Since the dawn of human history, the security of the individual has been associated with state-forming processes. Unfortunately, security, like many other common phenomena of everyday life of individuals and societies is intuitively made aware and does not succumb to unambiguous definitions, which is why a number of discussions arise and not only in the scientific community. The national security of the Republic of Poland is a specific range of challenges generated for the state. The article looks at the conditions of external and internal national security of the Republic of Poland, which is the starting point for research on national security. National security was defined and its typology made.

Nieregularny charakter zagrożeń dyktuje zmiany dotyczące struktur organizacyjnych w zakresie obronności państwa. Zagrożenia te zostały opisane w niniejszym artykule.
In connection with the adoption in 2014 of a new National Security Strategy was created also defensive subsystem, which is an important part of the national security system. The article presents the role and tasks of specifying for each element. The attention focused on the most important and significant element – the Polish Armed Forces. The irregular nature of the threats dictate changes in the organizational structures in the defense of the nation. These threats are described in this article.

Złożony i wieloaspektowy charakter funkcji realizowanych przez państwo w dziedzinie bezpieczeństwa sprawia, że ich przedmiotowym i podmiotowym odpowiednikiem powinien być jednolity, kolektywny i uporządkowany zbiór elementów, zdolny do skoordynowanego działania we wszystkich warunkach i okolicznościach funkcjonowania państwa. Myślenie i działanie na rzecz zbudowania takiego zbioru, posiadającego cechy systemu, nie może być realizowane w oderwaniu od innych – już istniejących – szczegółowych systemów bezpieczeństwa, z systemem obronnym państwa na czele.
The current organization of national security can be treated as a system (or rather collection) distributive, and thus one that does not exist in reality, only contractual and artificially created through mental operations, by indicating (calculation) unrelated items – items separated from due to their possession of certain common characteristics (features). However, the complex nature of the functions performed by the state in the field of security that makes them the equivalent of subjective and objective should be unified, collective and structured set of elements capable of coordinated action in all conditions and circumstances of the state.

This article touches upon the problem of organizing security space under the conditions of armed aggression of the Russian Federation against Ukraine in 2022. According to the understanding of the “security” concept, it is determined that the security space should put a state and its vital interests under protection from any internal and external threats. It is emphasized that in conditions of armed aggression, the central components of the security space should be international (global) security and national security. The main areas of international (global) security should include the development and control of weapons, the fight against international terrorism, the development by the international community of effective mechanisms for countering modern global security challenges (proliferation of mass destruction weapons, namely nuclear weapons). Inclusion of military, state, information and cyber security is proposed as the main areas of national security.

Literature reports that the national security state is less and less influenced by purely military factors. This increases the role of economic factors, such as the state of the national economy, the quality of international alliances and broadly understood infrastructure level, operations of a number government administration bodies, local authorities, social organizations, as well as individual citizens. The purpose of this article is to introduce the national security issues in terms of the hard and soft its elements. The article consists of three parts. The first section explains the essence of national security in terms of the distribution of the hard and soft elements. The second part presents its own security model based on the eight elements (8-E). The third part describes the organizational changes, which may include hard and soft elements of BN. According to the assumptions of the model for the effectiveness of the changes it is necessary to adapt each of the system components. The method adopted is to analyze the research literature and its own national security organizational model.

Critical Infrastructure (CI) plays a significant role in maintaining public order and national security. The state may use many different methods to protect and control CI allocated to commercial companies. This article describes the three most important ones: legislation, ownership and government institutions and agencies. The data presented in this paper is the result of research done on the most developed countries in the EU (United Kingdom, France, Germany and Italy) and their strategic enterprises in the ICT sector, one of the most important sectors in any national security system.

Since the end of World War I, the struggle with Kurdish separatism was a common problem for Iraq, Iran, Turkey and Syria. Due to the constant struggle and a series of favourable events, currently the most independent of the Kurdish regions is the Region of Kurdistan in Iraq. The countries in the region perceive Kurdish independence, and any questioning of the Sykes-Picot agreement, as a mortal threat to the integrity of their territories. The following article describes and highlights selected security threats in the nascent Kurdish Region in Iraq. These are very complex and have different sources. The work starts with the characterisation of the geographic region of Kurdistan and the region of Kurdistan in Iraq. The next part describes the threat from the PKK, radical Islam and terrorism. An important aspect that generates threats for the Kurdistan Region in Iraq is the relationship with the Central Government in Baghdad. These relations have a negative impact on the economic and social situation in the Kurdistan Region.

The article consists of two parts. The first part describes the essence of the national security system and its structure. Using the Ishikawa diagram and the value chain, the authors presented the shortcomings of the national security system and a sequence of actions that can improve it. The second part of the article is devoted to material stocks and their role in the analyzed system. The survey research presented in this part of the article confirmed the importance of material stockpiles in ensuring national security. In addition, the research highlighted the need for government organizations to cooperate in the continuous replenishment of material stocks during a crisis.
