CSR (Corporate Social Responsibility) is a concept that fundamentally changes the approach to relations with stakeholders, and it is not about strictly business relations. It is also not about obligations or some kind of compensation for the negative effects of the company's business activity. The essence of this concept is the requirement to understand that the company has not only obligations towards its owners, but also towards society. The idea of corporate social responsibility corresponds in a model way to the mission and objectives of a municipal enterprise performing tasks of a public utility nature, because theoretically there is no conflict of interests between the owners and its clients. Therefore, an important research problem is the search for an answer to the question: Who benefits the most from the activities of a municipal enterprise? Are they members of the local government community (residents) who are the actual owners of the municipal enterprise?

There is no information on the initial period of operation of the municipal chancellery in Lviv. The town writers and documents issued by the council and the municipal tribunal were first mentioned in the second half of the 14th century. One of the chancellery’s basic tasks was to produce and maintain documents of various provenance. The first, unfortunately lost, archive was established in the second half of the 14th century. There are various hypotheses as to its location, including the former town hall, which was erected around the mid-14th century. The archives were burnt down in 1381 together with the town hall, as is mentioned in the old chronicles of Lviv and later in the town books of Lviv. From the early 15th century, with the development of various forms of chancellery, the town hall became the place where activities of the chancellery and of particular offices of the municipality were conducted; the place where current documentation was maintained, the place where official activities took place and parties for the chancellery staff were held. Until the end of the 15th century the municipal archives were housed in the town hall, then in the house of the writer, in a building on Szewska Street. The most important documents and deeds were stored in the treasury at the town hall.

Town halls in the cities of the Wołyń region in the modern era (Summary)The article presents source material on town halls found in the towns of the Wołyń region. The first references to the town halls in question date back to the sixties of the sixteenth century. Prior to their appearance the meetings of the judicial authorities were held in the Mayor’s house which, in the seventeenth century, was the second most important public building in the town. As such, it served as a courtroom hosting jury trials. Town halls in the Wołyń region were made of wood, and it was not until the latter half of the seventeenth century that town halls made of brick or stone began to appear. However, these buildings did not even survive until the eighteenth century, and, unfortunately, no image of these edifices is preserved today. The way in which the towns of the region functioned was significantly affected by a group of men remaining in the service of the municipal authorities. Among the latter, to whom references are made in our sources, are: the servants of mayors and deputy mayors, the town crier, the executioner, night watchmen, town hall guardians and town guards. In addition to having underdeveloped municipal services, the towns of the region in question were administered along less complex lines than those following the administration of the other towns of the Old Poland, which can be taken to indicate the underdevelopment of both their municipal economies and their self-government as well. However, there can be no doubt that in employing town servants municipal authorities in the region, in the sixteenth and seventeenth centuries, took into consideration the financial possibilities of the town budget.

Celem niniejszego artykułu jest przedstawienie na przykładzie Dobczyc problemów, z jakimi na przełomie lat 20. i 30. XX wieku borykały się samorządy małych miast na terenie byłego zaboru austriackiego. W tym celu przeanalizowano funkcjonowanie władz miejskich, gospodarowanie mieniem komunalnym oraz omówiono strukturę budżetu tego małego miasteczka. Podjęto również próbę oceny działalności samorządu w Dobczycach. Podstawą źródłową była lustracja gospodarki komunalnej w 1932 r. Wykazała on liczne zaniedbania i nadużycia, ale także to, że lokalna administracja nie radziła sobie z polityką budżetową
The aim of this article is to use the example of Dobczyce to present selected problems faced by the governments of small cities of the former Austrian partition of Poland at the turn of the 1920s and 1930s. To critically assess the town’s municipal government, the author has examined its functioning mechanisms, management of public property, as well as budget structure. The source basis were the documents related to the inspection of the municipal economy in Dobczyce carried out in 1932, which pointed to many acts of negligence and abuse, as well as to the fact that the local administration did not manage the budget well.

According to the amendment to the Act on maintaining cleanliness and order in communes, a stationary a municipal solid waste collection point (MSWCP) must be established in each Polish commune or commune union and situated close to the commune center. This point (MSWCP) should exist in the commune (or commune union), which are covered in 100% by protected zone. These objects are a new element in managing of the stream of municipal solid waste in Poland, known in the European countries as “household waste recycling centers” (HWRC). The aim of the work was developing the procedure with the use of tools enabling setting potential locations for MSWCPs in protected areas. The developed method was applied (for verification of the assumptions) in the process of seeking optimal locations for MSWCPs in the communes located in the Świętokrzyski National Park (ŚNP) protection zone. The paper presents the methodology for setting locations for municipal solid waste collection points. A method was developed using the Analytic Hierarchy Process (AHP) and Geographical Information System (GIS). It was possible to designate between 98 and 191 potential locations of MSWCPs in the communes situated in the ŚNP protection zone. The assumed criterion of maximum distance from the commune center eliminated 85% of locations. Optimal locations for MSWCPs in each commune were determined using AHP method. The main results of this research was to establish of MSWCP location for every commune in analyzed protected zone, based on the proposed methodology. The method presented in the paper may be a tool for the environment impact assessment of these investments.

Today, the digital revolution has also caught up with the administration. The digitalisation of the (public) administration has strong links to the security issues. Digitalisation could be interpreted as one of the tools for the good governance and it has several challenges, as well. In this article the situation and the challenges on the cybersecurity issues of e-administration services and practice of Hungarian municipalities will be analysed. The challenges and risks are significant, because of the fragmented Hungarian municipal system by which the economic power of the Hungarian municipalities is relatively limited. If we look at the regulation it was focused on the development a horizontally integrated e-administration. Although the acts on this system have been passed in the last years, and the former restrictions of the electronic administration have been eliminated, but the practice of the Hungarian e-administration is partly different. The new, enhanced e-administration resulted new challenges, which was partly solved by the radical nationalisation and centralisation of the former municipally performed tasks. The municipal e-administration systems have been built mainly by the largest municipalities, but their operation could be further developed, and thus the municipal cybersecurity is a developing part of the Hungarian public administration tasks, as well.

Today, the digital revolution has also caught up with the administration. The digitalisation of the (public) administration has strong links to the security issues. Digitalisation could be interpreted as one of the tools for the good governance and it has several challenges, as well. The public administrations, as well, the Hungarian administrative law has been significantly impacted by the COVID-19 pandemic. The administrative procedural law has been influenced by the epidemic transformation. However, the rules on e-administration have not been reformed significantly (due to the digitalisation reforms of the last years), but several regulations and mainly the practice of the Hungarian administration has been transformed during the last two years. The pandemic situation had several challenges and opportunities, by which the traditional way of administration has been altered during these two years.

The mandatory authorities – the municipal office and the mayor of the municipality – play an irreplaceable role at the municipal level. Both bodies are elected. These authorities influence the direction of municipal development in the upcoming term of office, the municipal representatives’ protection of citizens’ needs and interests as well as fulfilment of the tasks and obligations imposed by the law. The main aim of the article is to clarify the importance and seriousness of the mayor as the highest representative of the municipal government in the Slovak Republic. Another aim is to present new realities connected with the mayor’s office as well as new requirements associated with it.

The article focuses on the issues of supervision over the disbursement of assets of municipal companies under Polish law. The authors discussed basic issues related to the system of municipal companies and presented the results of the research consisting in collecting and analyzing the reports of the Supreme Audit Office on the functioning of Polish municipal companies. Three categories of irregularities related to the supervision of the use of the property of municipal companies were distinguished: in the field of providing financial support to municipal companies, in the field of compliance with statutory restrictions on conducting business activity by municipal companies, and in the field of exercising ownership supervision over these companies. De lege ferenda conclusions were also offered in the scope of legal provisions requiring amendment due to too much freedom of interpretation.

The operations of the treasury in municipal councils in old Silesian towns have not been widely studied. Based on the collected source materials, the article presents the structure of finances at the Złotoryja town hall in the second half of the 17th century. In that period Złotoryja was in the final stages of economic recovery following the end of the Thirty Years War. An analysis of the source materials showed that the town’s largest source of income was extraordinary inflows (mainly from agricultural tax) and interest on loans drawn with the municipal council. The key expense in this period was for the extensively developed bureaucratic apparatus. At the forefront were the salaries of the magistrates and clerks, i.e. higher and middle level officials. Entertainment costs for the officials (expenses to honour higher ranking officials and organize occasional banquets) and expenses related to their political life, such as participation in various diplomatic missions, were also material. The municipal authorities’ financial “extravagancies” were responsible for over 50% of all expenses incurred on the council’s administrative activities. Although the source materials are modest and only allow for a fragmentary reconstruction of the budget for Złotoryja’s town hall, some of the political and social activities of the council can be observed. The ledgers are without doubt very useful for learning about the clerical structures and various forms of its representation.

The concept of self-government system in Poland assumes an important role for municipalities, which is the basic territorial unit of community of residents. It is the area where, with the help of democratically elected authorities, the basic needs of local communities shall be fulfilled. One of these needs, and at the same time, the own task of municipality, is to ensure public order and security of citizens. According to legislation, the proper measure supposed to be the communal police (municipal police in municipalities), which is a local uniformed formation, providing administrative-ordinal tasks. The first units of the communal police were formed in Poland in 1991. For all these years, however, they did not become a common service in the country. The communal police function just in one-fourth of municipalities and generally focus the heaviest negative emotions and social opinion of all the uniformed services. The author of the study, indicating causes of this situation, comments their underestimated by citizens role in shaping public order and security of local societies, juxtaposing it with the state of civic consciousness.
