    Opis:
    The paper examines the ways in which business clusters contribute to an accelerated development of what are called problem regions. The author illustrates her theoretical analysis with examples of selected regions whose economic development has been accelerated by the establishment of production clusters. The adopted method of research includes an analysis of the selected aspects of economic theory and selected case studies of business clusters around the world. Specifically, the paper focuses on the American state of Arizona as a region with a developed market economy; the southern Indian state of Karnataka as a developing region; Scotland as a region excessively dependent on declining industry; and Slovenia as a region in the process of economic transformation. Business clusters are currently the most mature form of business organization that increases the probability of favorable economic effects in a problem region, the author says. Favorable economic effects generated by business clusters include economic cooperation and integration, external scale effects, internal synergy effects, as well as the multiplier and accelerator effects. All these effects improve the competitiveness of cluster members and consequently also of the host region, leading to accelerated economic development in the area.

    W artykule przedstawiona została analiza czynników i efektów lokalizacji zakładu produkcyjnego Volkswagen Crafter w Białężycach koło Wrześni. Uzyskane wyniki oparte są na wywiadach przeprowadzonych z przedstawicielami przedsiębiorstwa i władz samorządowych oraz z mieszkańcami. Badanie pozwoliło wykazać, że w zakresie czynników lokalizacji – obok kosztowych (związanych z terenem inwestycji i ulgami podatkowymi) – znaczenie miały też czynniki zaopatrzeniowe (m.in. oczekiwana wydajność pracy) oraz „miękkie” (m.in. dobry wizerunek regionu, współpraca z władzami lokalnymi). Wśród korzyści dla powiatu wrzesińskiego, jakie wynikają z inwestycji i działań podejmowanych przez władze zakładu, są przede wszystkim: utworzenie nowych miejsc pracy, sponsoring lokalnych imprez i wydarzeń, finansowanie akcji prośrodowiskowych, a także wzrost obrotów w lokalnym sektorze usługowym, napływ mieszkańców i lokalizowanie firm współpracujących z Volkswagenem.
    The article presents an analysis of the location factors and location effects of the Volkswagen-Crafter production plant in Białężyce near Września (Western Poland). The presented results are based on individual deep interviews with representatives of the enterprise and local government authorities as well as questionnaire interviews with local residents. The study showed that apart from the cost factors (related to the investment area and tax exemptions), also the supply factors (e.g. expected labour productivity) and soft factors (e.g. good image of the region, cooperation with local authorities) were important when making the location decision. The biggest benefit for the Września poviat that result from the investment is the creation of new jobs. However, the plant’s authorities undertake many activities that are beneficial for the local community, such as sponsoring of local events and financing pro-environmental campaigns. Investments effects are also connected with the increase in turnover of the local service providers, the influx of new residents and location of new companies cooperating with Volkswagen.

    Large investments can have significant impacts on local development, as illustrated by the conceptsof the multiplier effect and corporate social responsibility. The subject in this paper is the Volkswagen -Crafter car production plant opened in 2016 in Białężyce near Września (Wielkopolskie Voivodeship in Poland), one of the largest greenfield investments in western Poland since 1990. On the basis of the data obtained from company representatives and local governments, the numerous benefits for local residents and the natural environment resulting from the investment and actions undertaken at Volkswagen have been described. Questionnaires among residents have shown that the main benefits of the plant are the creation of new jobs, new municipal and infrastructure investments, an increase in Września’s prestige, an increase in service sector activity as well as housing for new inhabitants and start-up companies cooperating with Volkswagen. The recognition and reliability of Volkswagen as an employer and large enterprise (along with other factors, e.g. discounts on cars for employees) influence the above -average sales of Volkswagen in Września Poviat.

    W pierwszej części artykułu zostały przedstawione trzy koncepcje teoretyczne ukazujące wpływ dużych przedsiębiorstw na rozwój regionalny: efektów mnożnikowych, zakorzenienia oraz społecznej odpowiedzialności biznesu. W drugiej części analizie przestrzennej i pod względem rodzaju działalności zostały poddane największe przedsiębiorstwa w województwie wielkopolskim. Podmioty wyznaczono pod kątem przychodów ze sprzedaży na podstawie ogólnopolskiego rankingu „Lista 500” „Polityki”. W końcowej części artykułu opisany został wpływ największych przedsiębiorstw na rozwój województwa wielkopolskiego na przykładzie Volkswagena Poznań.
    The issue of the impact of strategic investors, particularly foreign, on regional and local development, in the last few years has become an important subject of studies in economic geography and spatial management. However, it is not easy to assess plainly the results of localization of large companies: the data are difficult to get and interpret. The aim of the article is to: 1) shortly explain three concepts explaining impact of large companies on regional development: multiplier effects, embeddedness and corporate social responsibility (CSR), 2) analyze in a spatial and branch context the largest companies (in terms of sales’ revenues) in Wielkopolska voivodeship in 2011 (the list is based on the ranking “Lista 500” “Polityki”), 3) describe an example of impact of large company – Volkswagen Poznań on regional development. The analysis showed that among the 50 largest companies in Wielkopolska voivodeship the most represent food industry (11) and retail and automotive sector (8 each). The research proved that the largest companies concentrate in the center of the region – in Poznan agglomeration, where 28 out of 50 largest enterprises (56%) are located. It was observed that 22 of the investigated enterprises were awarded for declaring activities in the field of corporate social responsibility, which comprises various actions aimed at improving local community life. The empirical example of Volkswagen demonstrated ways in which large company can contribute to the regional development.

    The article investigates the impact of force majeure crisis factors that appeared in the Ukrainian economy as a result of the global recession, the events of 2014-2021: annexation of Crimea, temporary occupation of part of the industrial territories of Donetsk and Luhansk regions, military operations in Donbas, during the fight against pandemic (COVID-19) and war in 2022 on the stable development of regions. Based on the analysis of official indicators of the State Statistics Service of Ukraine, it was proved that the said factors create additional multiplier and acceleration effects that adversely affect the dynamics of the gross regional product in the crisis conditions. It has been determined that the result of these effects is the transformation of crisis signals from a proactive to an active phase. The construction of a heat map of GRP correlation indicators made it possible to determine the existence of a disbalance between the economic and social development of the regions. Building a model of linear regression, allowed us to draw conclusions about the existing disbalance of GRP regions during the crisis and war.
    Artykuł bada wpływ czynników kryzysowych o charakterze siły wyższej, które pojawiły się w ukraińskiej gospodarce w wyniku globalnej recesji, wydarzeń z lat 2014-2021: aneksja Krymu, tymczasowa okupacja części terenów przemysłowych obwodów donieckiego i ługańskiego, wojskowe operacje w Donbasie, walka z pandemią (COVID-19) i wojny w 2022 r. Na podstawie analizy oficjalnych wskaźników Państwowej Służby Statystyki Ukrainy wykazano, że czynniki te tworzą dodatkowy mnożnik efektów akceleracyjnych, które niekorzystnie wpływają na dynamikę produktu regionalnego brutto w warunkach kryzysowych. Stwierdzono, że skutkiem tych efektów jest przekształcenie sygnałów kryzysowych z fazy proaktywnej w aktywną. Konstrukcja wskaźników korelacji mapy cieplnej GRP pozwoliła na stwierdzenie istnienia dysproporcji między rozwojem gospodarczym i społecznym regionów. Zbudowanie modelu regresji liniowej pozwoliło na wyciągnięcie wniosków na temat istniejącej dysproporcji regionów GRP w okresie kryzysu i wojny.

    Research of industrial enterprises concerning their impact on the surroundings through multiplier effects is becoming more and more important due to changes in the organisation of production processes. They mainly result from the increasing technological advancement of products and the need to achieve the expected financial effect, which is possible only through large-scale production. The result of these components is a continuous increase in the specialisation of both companies and individual industrial plants. These processes are reflected in contemporary models of industrialisation, which show that companies operate on the basis of more and more complex value-added chains. This increases the indirect impact of enterprises on the development of the surroundings. The article aims to present the mechanism of functioning of multiplier effects and indicate factors that affect different sizes, as well as the scale of their range. It also presents the evolution of the idea of multiplier effects on the ground of macroeconomics and shows the contribution of Polish researchers to this trend of knowledge. It should be noted that the research to date in this area is not often undertaken both on scientific grounds and in the field of broadly understood economic consulting for the benefit of local government units, which results mainly from the lack of data. The need to obtain detailed data, particularly financial data, within the company chain is a crucial barrier.

    W artykule przedstawiono metodę szacowania wielkość zaopatrzeniowego efektu mnożnikowego. Zaprezentowano jej zastosowanie na przykładzie Podstrefy Lublin Specjalnej Strefy Ekonomicznej Euro-Park Mielec, przy założeniu wykorzystania danych głównie z zasobów dostępnej statystyki publicznej. Zaprezentowana metoda może mieć charakter aplikacyjny dla decydentów jednostek samorządu terytorialnego, którzy rozważają stosowanie narzędzi polityki gospodarczej (tworzenie specjalnych stref ekonomiczny).
    The article presents author’s method for estimating the size of the supply multiplier effects. The paper includes example of the method’s application based on the Lublin Subzone of the Euro-Park Mielec Special Economic Zone, assuming the use of data mainly from the resources available to public statistics. Proposed method can be applied by local government decision makers who are considering (as instrument of economic policy) the establishment of special economic zones.
