Opis:
Road construction has been an ongoing engineering practice throughout human history. Although road construction technologies have changed over time, the raw material used has not changed for centuries, and it seems that it will not change in the upcoming centuries. Although some standards are used to determine the aggregate quality in road construction works, it is often complex and laborious to identify the aggregates that best meet the standards. Long-lasting and high-quality roads can be built and the most suitable aggregate is selected for the road. This study aims to select the most suitable aggregates used in hot-mix asphalt pavement production for road construction. In this study, multi-criteria decision-making methods were used for the selection of the aggregate that provides the best conditions. Aggregates used in constructing roads within the provincial borders of Ankara are produced from six stone quarries. To rank these aggregates and determine the ideal quarry for hot-mix asphalt production, the analytical hierarchy process (AHP) and the technique for order preference by similarity to an ideal solution (TOPSIS) method, which are multi-criteria decision making (MCDM) methods, were used. The results obtained from the tests on aggregates and hot-mix asphalts (HMA) were compared with the the best results based on the maximum and minimum limits determined in the standards. By comparing the the best results of the standards with the test results of the aggregates, weight scores were made for each test. Weight scores were scored and classified using the AHP and TOPSIS multi-criteria decision-making methods. As a result, the aggregate with the highest score and the quarry area represented by the aggregate were determined as the most suitable for hot-mix asphalt construction.
Budowa dróg była stałą praktyką inżynierską w całej historii ludzkości. Choć technologie budowy dróg zmieniały się na przestrzeni dziejów, to stosowany surowiec nie zmienia się od wieków i wydaje się, że nie zmieni się w kolejnych stuleciach. Chociaż niektóre normy są stosowane do określania jakości kruszyw w robotach drogowych, to często skomplikowane i pracochłonne jest uszeregowanie kruszyw spełniających te normy. Trwałe i wysokiej jakości drogi można budować przy użyciu najodpowiedniejszego kruszywa dobranego do drogi. Niniejsze opracowanie ma na celu wybór najodpowiedniejszych kruszyw do produkcji nawierzchni asfaltowych na gorąco do budowy dróg. W niniejszym badaniu zastosowano wielokryterialne metody decyzyjne do wyboru agregatu, który zapewnia najlepsze warunki. Kruszywa wykorzystywane do budowy dróg w granicach prowincji Ankary produkowane są w sześciu kamieniołomach. Aby uszeregować te agregaty i określić idealny kamieniołom do produkcji gorącej mieszanki asfaltowej, zostały użyte: analityczny proces hierarchiczny (AHP) i technika preferencji zamówień na podstawie podobieństwa do metody idealnego rozwiązania (TOPSIS), które są metodami wielokryterialnego podejmowania decyzji (MCDM). Wyniki uzyskane z badań kruszyw i asfaltów na gorąco (HMA) porównano z najlepszymi wynikami wynikającymi z maksymalnych i minimalnych limitów określonych w normach. Porównując najlepsze wyniki wzorców z wynikami testów agregatów, dla każdego testu wykonano oceny wagowe. Oceny wagowe zostały ocenione i sklasyfikowane przy użyciu wielokryterialnych metod podejmowania decyzji, AHP i TOPSIS. W rezultacie kruszywo z najwyższą punktacją i obszar kamieniołomu reprezentowany przez kruszywo zostały uznane za najbardziej odpowiednie do budowy gorących mieszanek mineralno-asfaltowych.

The linguistic q-rung orthopair fuzzy (Lq-ROF) set is an important implement in the research area in modelling vague decision information by incorporating the advantages of q-rung orthopair fuzzy sets and linguistic variables. This paper aims to investigate the multicriteria decision group decision making (MCGDM) with Lq-ROF information. To do this, utilizing Hamacher t-norm and t-conorm, some Lq-ROF prioritized aggregation operators viz., Lq-ROF Hamacher prioritized weighted averaging, and Lq-ROF Hamacher prioritized weighted geometric operators are developed in this paper. The defined operators can effectively deal with different priority levels of attributes involved in the decision making processes. In addition, Hamacher parameters incorporated with the proposed operators make the information fusion process more flexible. Some prominent characteristics of the developed operators are also well-proven. Then based on the proposed aggregation operators, an MCGDM model with Lq-ROF context is framed. A numerical example is illustrated in accordance with the developed model to verify its rationality and applicability. The impacts of Hamacher and rung parameters on the achieved decision results are also analyzed in detail. Afterwards, a comparative study with other representative methods is presented in order to reflect the validity and superiority of the proposed approach.

Systemy separacji wraz ze służbami ruchu przyczyniły się w znaczący sposób do poprawy bezpieczeństwa ruchu statków w rejonach ograniczonych. W większości przypadków ich rola jest pasywna a zdrowy rozsądek dominuje jako główny element podczas podejmowania jakichkolwiek decyzji. Zakłada się, że wprowadzenie systemu o charakterze aktywnym opartym na solidnych podstawach teoretycznych z zakresu podejmowania decyzji przyczyni się do redukcji ryzyka kolizji czy wypadku morskiego. Takie podejście rodzi jednak szereg problemów, które powinny być zdefiniowane, rozwiązane a następnie implementowane.

This study demonstrates utilization of Sense and Respond method for developing operations within housing markets by Critical Factor Index (CFI) having influence even on the strategic business performance. CFIs of knowledge intensive businesses can be measured and dynamically developed by Sense & Respond philosophy [1]. The purpose is to evaluate operative business performance in two quite different cases within quite big real estate businesses in Finland. For example, relationships with the customers, processes and possibilities for growth internally by different groups of respondents, 'hosting', 'management' and 'rent', were compared between the cases. One case company has a lot of more social housing compared to another. The work aims at finding out and understanding similarities and differences in business processes by Balanced Score Card (BSC) and by much more operations oriented OP questionnaires, and by deeper interviews in the case companies as well. BSC questionnaire has been supported by an important part of trust related factors as well. We could find similarities like: openness, customer, communication between different departments and hierarchy levels, utilizing different types of organizing systems; adaptation to knowledge and technology, utilizing different types of organizing systems. A new method for dynamic resource allocations in the operative processes in housing, especially in renting, where the customers move from one apartment to another one, has been proposed, it was validated and verified by weak and semi strong market tests in two quite big but different case companies. The preliminary but promising findings can be applicable for the whole market.

The decisions involved in rural settings are of complex nature, with some aspects compounded by the presence of intangible criteria. Hence, a suitable approach is needed that can produce effective solutions. This paper describes the applicability of a multicriteria decision-making method, specifically the analytic network process (ANP), to model the selection of an appropriate telecommunications infrastructure technology, capable of deploying e-services in rural areas of developing countries. It aims to raise awareness among telecommunication planners about the availability of ANP, and to demonstrate its suitability to enhance the selection process. The proposed model is constructed based on concerned experts' views of relevant selection criteria and potential technology alternatives. Its network structure caters for all possible dependencies and interactions among criteria and alternatives.

W pracy opisano propozycję nowego podejścia, które można wykorzystać w wielokryterialnym podejmowaniu decyzji w przypadku poszukiwania optymalnej strategii czystej w warunkach niepewności (decydent nie zna bądź nie zamierza skorzystać z informacji o prawdopodobieństwie wystąpienia poszczególnych stanów natury). Prezentowana reguła decyzyjna poprzedzona jest etapem prognostycznym, w ramach którego brane jest pod uwagę nastawienie decydenta do ryzyka (rozumianego jako możliwość uzyskania niekorzystnej wypłaty) mierzone współczynnikiem optymizmu. Etap ten służy do wyłonienia najbardziej „prawdopodobnego” (tj. odzwierciedlającego naturę decydenta) scenariusza bądź zbioru najbardziej „prawdopodobnych” scenariuszy i ma na celu zawężenie pierwotnej macierzy wypłat, na podstawie której wybierana jest najlepsza decyzja. Procedura odwołuje się do planowania scenariuszowego i do metody SF+AS (ang. Scenario Forecasting + Alternative Selection Method) przedstawionej w innym artykule i znajdującej zastosowanie w jednokryterialnych problemach decyzyjnych.
The author describes a new approach which may be used in uncertain multicriteria decision making with scenario planning to searching an optimal pure strategy. The decision maker does not know the likelihood of particular scenarios. The decision rule is supported by a forecasting stage within which scenarios reflecting the decision maker’s attitude towards risk (understood as a possibility that some bad circumstances might happen) are selected. The nature of the decision maker is measured by the coefficient of optimism. Hence, the final strategy is chosen on the basis of a reduced aggregated payoff matrix. The procedure refers to SAW (Simple Additive Weighting Method) and to SF+AS method (Scenario Forecasting + Alternative Selection Method), presented in an other paper and devoted to one-criterion decision problems.

The paper has 3 objectives: (i) identify QoL determinants of Russian Students; (ii) assess their relevance for decision-making when choosing life strategies; (iii) recognize their implications for academic teaching. The research sample were students from two Russian Universities. The study employed: literature analysis;exploratory research (direct individual in-depth interviews, survey based on a self-administered, web-based questionnaire with single-answer, limited choice qualitative & quantitative questions and gradings based on the Likert-type scale); explanatory research (informal moderated group discussions). The research findings show the relatively high significance of finance, career,stability, family, free time and other non-material QoL determinants. Research analysis reveals an inconsistency between respondents’ expectationsand their work-life balance, which imposes a question about decision-makingcriteria at an early stage of career planning and the role of tertiary educationin this process. Implications & Recommendations: (i) multicriteri decision-making processes, such as career planning, should comprise worklife balance; therefore both material and non-material QoL determinants should be incorporated into the analysis; (ii) as the role of Universities, beside educating, is also to guide and shape characters, Academia seems to be the right place for this task; (iii) therefore Universities should promote conscious lecturers as assistants to the process of identification of individual QoL determinants by their students. Contribution & Value Added: the research provides a fresh and improved perspective on quality of life and its determinants; it includes non-material QoL components and therefore brings qualitative determinants into economic research; it will provide data future comparisons; it comes from a research network linking European and Russian tertiary education institutions and University lecturers with intercultural teaching experience.

In a negotiation process, building a negotiation offer scoring system consistent with the preferences of the decision-maker is a very intricate task. A variety of methods can be used to develop such a negotiation support tool, e.g. SAW and TOPSIS, but they have several disadvantages. In this paper the issue of evaluating the negotiation template using a novel tool called SIPRES is discussed. The algorithm proposed employs the key notions of the revised Simos' procedure and ZAPROS method to elicit the negotiator's preferences over some reference solutions. On the one hand, it allows decision-makers to define their preferences in a simple and effortless way and provides a straightforward yet effective method for analyzing the trade-offs between the alternatives using selected reference alternatives only (the ZAPROS-like approach). On the other hand, the revised Simos' procedure applied in the method allows determining the cardinal scores for the alternatives. The scoring system obtained this way makes it possible to conduct a sophisticated symmetric and asymmetric negotiation analysis. An illustrative example presented in the paper concerns the European Union's multiannual financial framework negotiations.

Fasady aluminiowo–szklane to jedno z rozwiązań wykonania lekkiej ściany osłonowej. Jest to znak współczesności, jakości i estetyki. Powszechność wykorzystania fasad aluminiowo–szklanych wynika z dużej funkcjonalności oraz wysokiego standardu użytkowania. Różnorodność oferowanych przez producentów systemów fasad aluminiowych sprawia, że inwestor musi dokonać wyboru takiego, który spełni przez niego określone kryteria. Celem artykułu jest prezentacja i ocena wybranych i najczęściej stosowanych systemów fasad aluminiowych. Analizie poddano trzy warianty oferowanych na rynku systemów. Wybór wariantu został dokonany z wykorzystaniem metody analizy wielokryterialnej. Celem autorów jest przedstawienie i porównanie kilku metod wykorzystywanych w analizie wielokryterialnej poprzez rozwiązanie problemu decyzyjnego, jakim jest wybór optymalnego systemu fasady aluminiowo–szklanej.
Aluminum–glass facades are one of the solutions for the light curtain wall. It is a sign of modernity, quality and aesthetics. The common use of aluminum and glass facades is due to the high functionality and high standard of use. The variety of aluminum facade systems offered by manufacturers means that the investor must choose one that meets certain criteria. The aim of the article is to present and evaluate selected and most frequently used aluminum facade systems. Three variants of systems offered on the market were presented and analyzed. The choice of the best variant was made using the multi–criteria analysis method. To enable the comparison and evaluation of the variants authors proposed four criteria. To encode the data four different methods were used to maximize the objectivity of the result.

The paper presents calculation the Multiple Criteria Decision Analysis of concepts of a building site planning for the farm tourism. For the multi-criteria analysis a simple model using the MAUT method was adopted. The calculations take into account different weights resulting from different viewpoints for the farm tourism management by the investor and farm tourist.

Happy Planet Index (HPI) is an aggregated index that measures the extent to which each nation produces long and happy lives per unit of environmental input. The HPI uses global data on life expectancy, experienced well-being, and ecological footprint to rank countries. The last HPI report was published in 2012 and it contains data for 151 countries from all continents. The aim of the paper is to re-calculate the HPI using DEA models and other multiple criteria decision making techniques and compare the results obtained results. MCDM methods evaluate alternatives (countries) according to the set of criteria with respect to given preferences. Most of them allow ranking of alternatives according to aggregated indices defined by various methods. DEA models compare the countries with the best performers in the data set and measure the efficiency of transformation of multiple inputs into multiple outputs. Even though they are based on different principles than MCDM methods they allow ranking of evaluated units according to their efficiency or super-efficiency scores. The paper analyzes both methodological approaches and compares their results.

Research background: Individual car transport significantly burdens the environment, especially in the centres of large cities. There is pollution, traffic jams and an increase in overall noise. In the area of passenger car transport, legislation is being significantly tightened. Therefore, there are also increasing demands on public transport operators in the Czech Republic. Previously, most of the fleet consisted of diesel vehicles. These have been gradually replaced by drives that are significantly more environmentally friendly, such as the Compressed natural gas drive. The requirements defined in relation to the reduction of vehicle emissions are increasingly stricter. A number of cities, not only within the European Union, are addressing significant issues concerning the future of public transport. Purpose of the article: The main objective of the article is to demonstrate an in-depth analysis of the operation of transport vehicles in the Statutory City of Ostrava, both from the cost and environmental point of view. The comparison of transport means using CNG, electric and diesel propulsion is made. Specific factors such as the route profile or the environmental impact of the mode of transport are also taken into account. The extent of the data processed and the multidimensional nature of the assessment offer a unique analysis of the problem. The article provides an exact view of the advantages and disadvantages of operating specific means of transport. Everything is based on data on transport operations in the city of Ostrava (the Czech Republic, EU). Methods: The comprehensive evaluation is based on the application of methods from the field of financial accounting, evaluation of measured data from the operation of transport means and, last but not least, on the analysis of empirical data from the given area. The analysed data set is unique due to the time period, as is the multi-criteria evaluation methodology.  Findings & value added: The analysis performed demonstrated the economic viability of operating CNG vehicles. The main added value of the article is the unique multi-criteria evaluation procedure for the vehicles. The paper shows the evaluation of a complex decision problem in the transport field in the form of a case study implemented in the city of Ostrava. The evaluation results then consider both cost and environmental factors, which can be described as a comprehensive and highly innovative approach. The defined assessment can then be applied to other European and world metropolises.

AHP and the Kano model are such prevalent TQM tools that it may be surprising that a true hybrid decision-making model has so far eluded researchers. The quest for a hybrid approach is complicated by the differing output perspective of each model, namely discrete ranking (AHP) versus a multi-dimensional picture (Kano). This paper presents a hybrid model of AHP and Kano model, so called two-dimension AHP (2D-AHP). This paper first compares the two approaches and justifies a hybrid model based on a simple conceit drawn from the Kano perspective: given a decision hierarchy, child and parent elements can exhibit multi-dimension relationships under different circumstances. Based on this premise, the authors construct a hybrid two-dimension AHP model whereby a functionaldysfunctional question-pair technique is incorporated into a traditional AHP framework. Using the proposed hybrid model, this paper provides a practical test case of its implementation. The 2D-AHP approach revealed important evaluation variances obscured through AHP, while a survey study confirmed that the 2D-AHP approach is both feasible and preferred in some respects by respondents. Although there have been rich research efforts to combine AHP and Kano model, most of them is simply about a series of individual usage of each methodology. On the other hand, the type of hybridization between AHP and Kano model in this paper is quite unique in terms of the two dimensional perspective. The model provides a general approach with application possibilities far beyond the scope of the test case and its problem structure, and so calls for application and validation in new cases.

Opis:
The paper relates to the trading systems supporting traders ma- king decision on the forex market. Typical trading systems using tech- nical analysis generate a buy or sell signal when the technical indicator crosses a given oversell or overbought levels. The paper extends the approach in which the above strict crisp conditions are replaced by fuzzy relations. The indicators are treated not independently as it is in the typical systems but jointly. Currency pairs are compared in the muliticriteria space in which each criterion is dened by a membership function referring to a given indicator. New formulations of the mem- bership functions for dierent indicators are proposed. General ideas of the algorithm generating non-dominated alternatives in the multi- criteria space are presented. The algorithm has been implemented in an experimental system. Computational results for dierent time win- dows using real-world data from the forex market are presented and discussed.

Opis:
In this paper the multicriteria optimisation problem in scheduling of discrete manufacturing systems is presented. The proposed method is an extension of work on integrated management system for variable and multiassortment production to order in small and medium-sized enterprises (SMEs) that is developed in the Institute of Automation Processes Engineering and Integrated Manufacturing Systems of Silesian University of Technology. Particular attention was paid to discuss the scheduling system operating conditions in an integrated environment - a system operating in real time. The proposed method indicates different decision-making stages to be taken in scheduling, from defining the problem, determining the structure of the production system, constraints and objective function, up to the generation and evaluation of solutions. The various approaches of decision maker participation in the process of finding the best solution are taken into account: a priori, posteriori and interactive.
