Purpose – The purpose of the article is to assess the significance of multiannual expenditures in the state and budgets of local government units in Poland. Research method – In order to achieve the objective, the methods of comparative analysis of budget expenditures extending beyond one financial year of the state and local government units were used. The research period covers the years 2014-2018. The source of data utilised for the analyses are reports relating to the performance of the state budget and information on the performance of the budgets of local government units, as well as databases on multiannual financial forecasts of local government units. The analysis used data on expenditure related to the implementation of multiannual programmes (in the state budget) and expenditure on undertakings shown in multiannual financial forecasts (in the budgets of local government units). The analysis also included the non-expiring expenditures. Therefore, it was possible to indicate the share of expenditures extending beyond one financial year in the budgets executed annually. Results – The research results indicate that despite the existence of solutions for long-term budget planning at the level of the state and local government units in Poland, the scale of implementation of multiannual expenditures in annual budgets remains relatively small. In addition, differences in the implementation of multiannual expenditures between specific categories of local government units were pointed out.

The research identified patterns in the multiannual course of start and end dates, and length of growing season (GS) in Central Europe since the end of the 19th century in selected cities of Central Europe in the period 1893–2020. GS start in the analysed stations was characterised by high year-to-year variability, particularly in those located more southwards, i.e. in Prague and Vienna. A smaller variability occurred in GS end dates. The GS was subject to prolongation, although these changes in particular cities were uneven and had different causes. In Toruń and Potsdam, its increase was caused by a greater shift of the end date, and in the remaining stations, it was determined by its earlier start date. Two subperiods were distinguished that differ in terms of intensity of changes of the start and end dates, as well as the length of the GS. The intensification was observed recently.

The present study concerns the issue of financing the budget of the European Union. The article presents selected factors in the evolution of EU finances and delineates the attempts at replacing the sources of financing taken up in 2011 and pertaining to the financial perspective of 2014–2020. Scenarios for EU development have been indicated, with particular emphasis on their implications for the future shape of the EU budget. The article also presents the main priorities and assumptions of EU financing after 2020 in the context of accepted multiannual financial framework.

Nowadays, human activity has been playing an increasing role in determining the quality of surface waters. The aim of the following article is to show an influence of anthropogenic factors influencing the variability of chemical composition of river waters in a catchment area with an agricultural use of lands. The authors carried out the analysis of surface waters quality, made an inventory of pollution sources of surface waters and presented the proposal of quality improvement of surface waters in the Miechów and Kazimierz districts. Research on the concentration of biogenic compounds was conducted in the Nidzica catchment area. Data for research was obtained from the Voivodship Inspectorate for Environmental Protection, County Offices and Commune Offices. The tested area was an agricultural one. The major pollutants of the waters of catchment areas include both area and point pollution. Fertilizers and natural fertilizers are used to raise the yield and then they get into the surface waters by flushing from the fields. The main goal is to investigate the dynamics of changes in the content of nutrient compounds in surface waters during the year (seasonal changes) and in the multiannual period (multiannual changes).

The aim of the article is to identify the consequences of Brexit from the point of view of the EU finances. The first section focuses on the share of member states in the EU budget revenue. The author attempted to estimate the additional contribution of each member state. The second section briefly shows in which EU programmes the UK still takes part. The third section concentrates on the adjustment of the shares in the capital of the European Investment Bank and the European Central Bank to the reduced number of shareholders. The next part discusses the budgetary correction mechanisms as a historical remnant of the British rebate. In the last section the author describes the Brexit Adjustment Reserve, which supports regions and sectors most affected by the United Kingdom’s withdrawal from the European Union.

W artykule autorzy omawiają problematykę dotyczącą współczesnego zarządzania finansami państwa, odwołując się do dobrych praktyk rządzenia opartych na koncepcji New Public Management (NPM – nowego publicznego zarządzania) i public governance (zarządzania publicznego). Celem artykułu jest wykazanie, że wdrażanie wymienionych koncepcji związane jest z upowszechnieniem metod zarządzania polegających na realizacji programów zaspokajających potrzeby publiczne z jednoczesną troską o poprawę efektywności wydatkowanych środków pieniężnych i jakości świadczonych usług. Jedną z istotniejszych metod jest planowanie wieloletnie traktowane jako podstawa do tworzenia planów rocznych, czyli budżetów. W prezentowanym tekście przedstawiono również polskie regulacje prawne w tym zakresie.
In the article, the authors discuss issues concerning the financial management of the modern state, referring to good governance practices based on the concept of New Public Management ( NPM - New Public Management ) and public governance ( public management ). The purpose of this article is to demonstrate that the implementation of these concepts is related to the dissemination of management methods involving the implementation of programs addressing public needs with simultaneous concern for improving the efficiency of cash expenditure and quality of services. One of the most important methods of long-term planning is regarded as a basis to create annual plans or budgets. The article also presents polish regulations in this regard.

The study presents the characteristic of annual, seasonal and diurnal course of cloudiness in Poland in 2001–2016. The analysis was performed on 28 meteorological stations (IMGW-PIB); the data came from threefold climatological observations. Based on the data, the average course of annual, seasonal and diurnal cloud cover, maximum and minimum values were estimated. Moreover, the average number of characteristic nephological days during the year was calculated. The analysis confirmed a decrease in cloudiness in the spring and in the summer accompanied by an increase in the autumn and in the winter season. Furthermore, in the summer the values of diurnal cloud variation were higher in the summer than in the winter. August was the least cloudy month (56%) while December proved most cloudy (79%). During the entire period in question, the Pomeranian Lakeland was most clouded while the Szczecin Shore Zone proved the least cloudy.

The article reflects on the negotiations on the EU’s 2021–2027 Multiannual Financial Framework and the European Union Recovery Instrument. It gives an overview of exceptional circumstances surrounding the negotiations, broad scope of the legislative package negotiated, and complex decision-making process. The paper also examines the final agreement, in particular as regards the size of the new long-term budget, the shift in spending priorities, and changes in the way the EU actions are financed. The author concludes that despite many difficulties on the road to the agreement, some elements of the outcome can be characterised as groundbreaking. She gives some arguments that a departure from path dependency in financing of the EU is possible. However, whether or not the change is permanent, depends on the successful implementation of the decisions made. The Conference on the Future of Europe gives an opportunity to continue the debate on further reform of the EU finances.

The article presents the definition of the legally determined state budget expenditure and the critical attitude of the science representatives to their increase in recent years. In this context, the development of these expenditure in the fiscal policy and their causes are explained. In the Author’s opinion, the stabilizing expenditure rule and the Multiannual State Financial Plan cannot automatically affect the level and the rationalisation of the legally determined state budget expenditure. Therefore, there is a need of conducting the detailed policy concerning the legally determined expenditure, based on a four-year spending reviews and being reflected in the Budget Bills, reports on the implementation of the state budget and Multiannual State Financial Plans. There is a chance that the principles of such a policy will be prepared by a special team created for this purpose in the Ministry of Finance for the spending review.

The purpose of this paper is to analyze the impact of the European Union’s multiannual financial framework 2021–2027 on regional governance in Poland. The article is based on results of the research in the area of multilevel governance of the EU in the context of regional development. In particular, it aims to explore the influence of strategic and financial arrangements which might determine the processes of regional govern-ance in Poland. The paper shows the key proposals elaborated by the European Commission and their potential consequences for the Polish regions. The final section of the paper describes how a new mechanism in the area of the rule of law as part of the conditionality rule can limit the access to the European Structural and Investment Funds for Polish regions. The paper has been elaborated using the following two methods: 1) institutional analysis of the key EU law regulations in the area of multiannual financial framework and regional policy; 2) case study. The article also implements up-to-date scholarly findings included in available scientific literature. The added value of the article is that the subject in question is yet to be discussed extensively by researchers.

Opis:
Phytoplankton community structure was studied from 2002 to 2016 in the Vistula Lagoon (southern Baltic Sea) in the context of the 2010 shift in its population, as well as the reason for this shift and its environmental impact. This evident shift was indicated by Multidimensional Scaling at the Bray Curtis similarity level of 31%. Before 2010, the primary components of phytoplankton were Cyanobacteria (up to 98% of the biomass, October 2007) and Chlorophyta (40%, July 2002). After 2010, the contribution of Cyanobacteria considerably decreased, and the proportions of other phyla increased. The total phytoplankton biomass positively correlated with phosphorus, and Cyanobacteria biomass with silica. Evident changes were also observed in the seasonal dynamics of phytoplankton. Before 2010, the highest values of biomass occurred in autumn, and were related to high biomass of Cyanobacteria. Higher biomass has been recently reached in spring, during the dominance of Ochrophyta associated with Chlorophyta, Charophyta, and Cryptophyta. Generalised additive models showed a significant decreasing trend of the total phytoplankton biomass, Cyanobacteria, Chlorophyta, and flagellates, suggesting a decrease in eutrophication. This trend is concurrent with a considerable increase in the ratio of zooplankton to phytoplankton biomass since 2010. The increased ratio, however, did not result from elevated zooplankton biomass, but from the drop in phytoplankton biomass. Therefore, the most probable reason for the decrease in phytoplankton biomass was the simultaneous decrease in the concentration of all nutrients. The potential additional impact of filtration by a new alien bivalve Rangia cuneata G. B. Sowerby I, 1832 is also discussed.
