Opis:: The paper presents the possibilities of applying one of the multi-criteria assessment methods (the development measure method) in the processes of multi-variant design of technical and organizational solutions on the example of selecting equipment for a newly designed mine working in a hard coal mine. Using the case study, the authors proposed an alternative solution for decision-making problems in mining companies in relation to solutions based solely on unit costs of coal mining. The case study is preceded by the presentation of general principles regarding cost accounting in mining companies as well as the use of multi-criteria assessments.

Opis:: Facing increasing business volumes and internationalisation, office lease issue is becoming increasingly relevant to business enterprises. They become an integral part of the business which determines the outcome of commercial activities. Current assessment methodologies for types of office leases are flawed because they lack comprehensiveness and they are not linked to the objective of a lease, that is improvement of business deliverables. The methods for quantitative assessment of lease types are flawed. The objective of this article is developing a hierarchical system of indicators in connection with commercial real estate (office) leases adapted for quantitative assessment using multi-criteria methods. As a result of the research, it has been obtained that such system contains three categories: economic, premises and environmental. 12 indicators fall into the first one, 24 – into the second and 16 – into the third one.

Opis:: The article presents the issues of land intermodal transport, taking into account their impact on the natural environment. The subject of the research is the use of the ELECTRE I method as a decision support tool in the assessment of various variants of transport, taking into account intermodal transport, i.e., transport on the initial and final sections of the route with the use of road transport and transport in the middle longest section by rail transport. This significantly reduces the emission of harmful compounds emitted into the atmosphere by the transport industry. In connection with the above, research on the possibility of choosing transport routes using mixed modes of land transport has been presented. The analyzed transport from point A to destination B considers two reloading operations at the land intermodal terminals. For each of the variants, indicators related to emissions from fuel consumption, the total time and cost of the process, the share of rail transport in the entire process, and the distance of road transport were calculated. The final analysis of the results shows that the following parameters had the most significant impact on the course of the research: the level of carbon dioxide emissions into the atmosphere and the total cost of the process for a given variant. Based on the conducted research, it can be concluded that the variant of transporting cargo from Rybnik to Świdnik with reloading at the PCC Intermodal terminals in Gliwice and the Lublin Container Terminal turned out to be the most advantageous solution.

Opis:: Due to the growing scales of business and internationalisation, the issue of the office lease is becoming more and more relevant for companies. They are becoming an inherent part of business, on which the results of the commercial activity depend. Currently existing methodologies for the assessment of the office lease options are imperfect as they lack complexity; they are not associated with the objective of the lease – the improvement of the business results; the methods of the quantitative assessment of lease options are far from perfect. The paper aims at formulating the hierarchical indicator system of commercial real estate facilities (offices) adjusted for the multi-criteria assessment and at calculating the lease options based on this indicator system. To achieve this goal, the following methods have been used: scientific literature analysis and multi-criteria assessment methods.

Opis:: The process of implementing sustainable development started at the end of the 20th century with the aim to balance economic, social and environmental development and minimize damage to humans and the environment. Nowadays, when new economic problems emerge social interest groups lobby, environmental standards are raised, sustainable development becomes an integral part of democratic society and is a particularly relevant object of scientific investigations. Taking into consideration the aspect of sustainable development complex assessment, the research problem can be formulated as follows: how to assess sustainable development comprehensively? This research, according to statistical data analysis (Lithuania’s case), identifies multi-criteria method (SAW) as the best method of analyzing sustainable development from the approach of different dimensions (economic, social and environmental). According to the results of SAW method, it can be noted that when a country is improving economic indicators, environmental indicators usually decrease, which in turn determines the characteristics of the social dimension slight decrease.

Opis:: The article considers several modern scientific papers substantiating the need for assessing workplace safety and focusing on methods applied for the quantitative assessment of working conditions. The analysis found unsolved problems in qualimetry, which could lead to the development of new practical and generally applicable methods to effectively assess working conditions. The analysis proved the relevance of the topic and helped to determine the aim of the article, i.e., the development of a methodology for the quantitative assessment of working conditions in industries, considering harmful production factors. An exponential distribution, which belongs to the theory of extreme statistics, was proposed for the transition of heterogeneous single indicators of harmful factors into a dimensionless scale. Affine transformations were used to combine dissimilar scales, making it possible to divide segments on dissimilar scales into equal proportions. The article proposes a step-by-step method for determining a complex indicator of working conditions in industries. The proposed methodology allows management decisions that minimise the deviation in actual values of harmful factors from the optimal ones. The developed technique was tested at one specific metallurgical production site.

Opis:: The article presents a method of selecting a fleet of vehicles with a homogeneous structure for tasks based on the statistical characteristics of their operational parameters. The selection of a vehicle fleet for tasks is one of the stages of vehicle fleet management in transport companies. The selection of a vehicle fleet for tasks has been defined as the allocation of a vehicle model to a given company, which is associated with the unification of the vehicle fleet to one specific type. The problem of selecting a fleet of vehicles has been presented in a multi-criteria approach. The operational parameters assessing the selection of vehicles for the tasks are mileage and the number of days to the first and subsequent failure, and vehicle maintenance costs. The developed method of selecting a fleet of vehicles for the tasks consists of two stages. In the first stage, the average operating parameter values are determined using statistical inference. In the second stage, using the MAJA method, a unified model of the fleet of vehicles operating in the enterprise is established.

Opis:: Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

Opis:: The aim of this paper is to assess the groundwater potentiality using statistical multi-criteria evaluation and AHP (analytic hierarchy process) as an additional method to the hydrogeological research in order to create a map that represents the groundwater potentiality. The extraction of this map is based on the study of multi-criteria input data, such as lineaments, land use, lithology, drainage, slope, soil, rainfall and geomorphology. Weights were assigned using the AHP method to all these multi-influencing factors according to their influence on groundwater potential. Sensitivity analysis was calculated to validate the AHP weights result. The presented methodology has been applied to the Bouhedma region in southwestern Tunisia, located in an arid climate. This technique revealed that very good, good, moderate and poor groundwater potential zones are spread over 382 km2 (26.9%), 437 km2 (30.7%), 552 km2 (38.8%) and 51 km2 (3.6%), respectively. Furthermore, the effect of each influencing factor on groundwater capacity was computed. The results provide significant information and found to be helpful in better planning and management of groundwater resources.

Opis:: The paper is to present a multi-criteria approach for sustainability assessment of manufacturing processes, which can be applied to carry out the sustainability assessment of manufacturing processes requiring less detailed data, time, and expert knowledge, but still providing a company-level analysis. The analytical hierarchy process method is used to determine ranking of simple and relevant activity areas for manufacturing processes in terms of sustainability objectives. Analytical technique is also employed to assess the degree of sustainability in manufacturing due to limited information which appear to be a characteristic of the case study presented. One goal of sustainability characterization methodology is to improve the manufacturing sustainability performance. Similar to the baseline scenario, sustainability reevaluation for sustainability improvement is also applied and discuses performance profile at the process level. This approach seems particularly useful when comparing different processes. It makes applicable for various industries and might be a challenge to derive priorities for systematic improvement. The applicability and usability of the proposed assessment method was verified by the case study in company producing heating devices.

Opis:: The comparative analysis of methods for assessing the fatigue strength of the rail vehicle used in the Ukraine and the EU is described in this article. As a result of the comparison, the following main diff erences of the indicated methods are distinguished: 1. In Ukraine, fatigue strength assessment is carried out using the fatigue strength factor, which should not exceed the normative value. In the countries of the European Union, the fatigue strength is evaluated according to the permissible stresses, and the permissible stresses are determined using stress strain diagrams. 2. According to the requirements of the Norms in Ukraine for determining the fatigue strength factor, the endurance limits of standard samples in a symmetrical loading cycle are used. The stress limit diagrams, which are used in European norms, are constructed for characteristic structural elements taking into account the asymmetry of the stress cycle coeffi cients. Analytic studies and analysis of experimental data carried out by the author have made it possible to develop a number of recommendations aimed at increasing the reliability of the results of estimating the fatigue strength of load-bearing structures of selfpropelled rolling stock and to make proposals for harmonizing the relevant regulatory documents in Ukraine and the EU countries.
W artykule przedstawiono analizę porównawczą metod oceny wytrzymałości zmęczeniowej pojazdów szynowych wykorzystywanych na Ukrainie i w krajach UE. W wyniku wyżej wymienionego porównania wyróżniono następujące istotne różnice w opisanych metodach: 1. Na Ukrainie, ocena wytrzymałości zmęczeniowej prowadzona jest przy użyciu wskaźnika wytrzymałości zmęczeniowej, który nie powinien przekraczać wartości normatywnej. W krajach Unii Europejskiej, wartość zmęczeniowa jest oceniana w odniesieniu do poziomu do dopuszczalnego naprężenia, a dopuszczalne naprężenia określane są przy użyciu wykresu naprężeń i odkształceń. 2. Zgodnie z wymaganiami norm na Ukrainie, dla określenia wskaźnika wytrzymałości zmęczeniowej wykorzystuje się granice wytrzymałości standardowych próbek przy symetrycznym obciążeniu. Wykresy granic naprężenia używane w europejskich normach, są konstruowane dla charakterystycznych elementów konstrukcyjnych z uwzględnieniem współczynników niesymetrycznego cyklu naprężenia. Przeprowadzone przez autora opracowania analityczne oraz analiza danych doświadczalnych umożliwiły opracowanie szeregu rekomendacji mających na celu podwyższenie rzetelności wyników oceny wytrzymałości zmęczeniowej konstrukcji nośnych elementów taboru z własnym napędem i przygotowanie propozycji zharmonizowania odpowiednich dokumentów regulacyjnych na Ukrainie i w krajach UE.

Opis:: Głównym celem pracy była ocena i analiza wybranych wariantów zagospodarowania przestrzennego obszaru poprzemysłowego znajdującego się w Zielonej Górze. Na podstawie przeprowadzonej inwentaryzacji terenowej oraz sporządzonej dokumentacji fotograficznej wybranego obszaru, a także analizy dokumentacji planistycznych określono możliwe kierunki przekształcenia istniejącego terenu. W analizach wykorzystano metodę AHP w celu określenia optymalnego sposobu rewitalizacji obszaru.
The main aim of the project was to assess and analyze the possible spatial development methods of the post-industrial area being developed in Zielona Góra. On the basis of the conducted field inventory and photographic documentation of the selected area and the analysis of planning documents, possible directions of transformation of the existing area were defined. In the analyzes, the AHP method was used to determine the optimal way to revitalize the area.

Opis:: Inwestycje celu publicznego stanowią szczególną grupę wśród inwestycji budowlanych. Są one z reguły dużych rozmiarów a ich budowa warunkowana jest potrzebami społeczności lokalnych. Przepisy narzucają konieczność analizy wariantów tego typu inwestycji oraz uwzględnienie rozwiązań powodujących jak najmniejsze szkody dla środowiska. Analizowany przykład jest obiektem specyficznym, głównie z powodu przebywania na nim w trakcie imprez sportowych jednocześnie bardzo dużych grup ludzi. Procedura przygotowania inwestycji powinna uwzględniać różne warianty lokalizacji oraz rozwiązania konstrukcyjno-projektowe. Ocena wariantów inwestycji przeprowadzona w artykule uwzględnia specyficzną funkcję obiektu, a kryteria stosowane w analizie dotyczą takich zjawisk jak: redukcja zanieczyszczeń i hałasu, strefa oddziaływania na otoczenie, kolizje z elementami środowiska naturalnego oraz możliwość bezpiecznego parkowania dużej liczby samochodów. Ze względu na dużą liczbę czynników uwzględnionych w postępowaniu konieczne jest zastosowanie sprawnych metod wspomagania procesów decyzyjnych. W artykule opisano przykład oceny wariantów z zastosowaniem metod analizy wielokryterialnej. Otrzymany wynik badań potwierdził przydatność proponowanej procedury.
Public purpose investments constitute a special group among the construction investments. They are generally large and their construction is conditioned by the needs of the local communities. The regulations impose the need to analyze variants of this type of investment and to take into account the solutions that cause the low environmental damage. The analyzed example is a specific object, mainly due to the presence of very large groups of people during sporting events. The analysis of the evaluation criteria should cover different location variants as well as design and construction solutions. The assessment of investment variants in this paper takes into account the specific function of the facility, and the criteria used in the analysis concern such phenomena as pollution and noise reduction, environmental impact, collisions with environmental elements, and the ability to safely park a large number of cars. Due to the large number of factors involved in the procedure, it is necessary to employ effective methods of supporting the decision-making processes. The article describes an example of evaluating variants using multicriteria analysis methods. The obtained results confirmed the usefulness of the proposed procedure.

Opis:: Ze względu na planowanie i gospodarowanie przestrzenne, plany inwestycje czy ocena stopnia przekształcenia środowiska niezwykle ważnym aspektem jest waloryzacja środowiska krajobrazowego i ocena krajobrazu kulturowego. W pracy przedstawiono kryteria oceny krajobrazu oraz zaproponowano wielokryterialny model oceny uwzględniający wielu decydentów oraz ich niezdecydowanie co do oceny, wynikające z faktu subiektywizmu odczuć osób oceniających. Na podstawie zaprezentowanego modelu można określić poziom zmian zachodzących w krajobrazie kulturowym, jak też dokonać analizy porównawczej wybranych krajobrazów na podstawie przyjętych kryteriów.
Due to spatial planning and management, investment plans or the assessment of the degree of transformation of the environment, an important aspect is the valorisation of the landscape environment and the assessment of the cultural landscape. The work presents the criteria for landscape evaluation and a multi-criteria evaluation model was proposed that takes into account many decision-makers and their indecision as to the assessment, resulting from the subjective nature of the feelings of the assessors. On the basis of the presented model, one can determine the level of changes taking place in the cultural landscape, as well as make a comparative analysis of selected landscapes based on the adopted criteria.
