Opis:: In what follows I analyze, on a macro-level, the role played by the OSCE in negoti-ating the ceasefire agreement during the conflict in eastern Ukraine. The activity set up to implement the cease-fire arrangements of the OSCE Special Monitoring Mission in Ukraine will be examined in more detail. By analyzing the documents of the OCSE, I will focus on the specific scale, mechanisms, and ways of implementing tasks that result from the Minsk Agreements and which the OSCE Permanent Council imposed on the Mission. This analysis will also be an attempt to assess its efforts so far and to indi-cate the most important difficulties and obstacles faced by the international community in the process of normalization of the Donbas situation.

Opis:: Przedmiotem opisu w tym artykule jest analiza zawartości, jaka została przeprowadzona na materiale archiwalnym, udostępnionym na nośnikach zewnętrznych przez TVP S.A., a dotyczącym całościowego programu emitowanego w dniach od 4 do 10 czerwca 2018 roku w stacji TVP Info. Do badania zastosowano metodę analizy contentu, która polega na badaniu wszelkich artefaktów w komunikacji, przede wszystkim dokumentów, nie tylko tekstowych czy obrazowych, a także form audiowizualnych i multimedialnych. Jest ona szczególnie przydatna w przypadku badania złożonych materiałów, które ukazują się w sposób powtarzalny i systematyczny1 . Użycie tej metodologii wymagało podjęcia regularnych studiów nad pełną dokumentacją w obrębie analizowanego medium, bez przeprowadzania jakiejkolwiek selekcji i wskazywania na część artefaktów. Spośród całościowego materiału, którego dotyczyło badanie, wyodrębniono kategorie w celu wskazania występowania najbardziej znaczących i dominujących fragmentów przekazu – zarówno w zakresie ilościowym (frekwencja grup programów tematycznych w skali jednego tygodnia), jak i w zakresie jakościowym – ze szczególnym wskazaniem na: informacyjne materiały reporterskie w programach informacyjnych i informacyjne materiały reporterskie w programach publicystycznych, których ocena ekspercka pod kątem ich misyjności okazała się kluczowa w prowadzonych badaniach.
The subject matter of this article is the analysis of the content of the material from the archives, shared by TVP S.A. [the Polish public television] on external media, related to the entire programme broadcast from 4 to 10 June 2018 on the TVP Info channel. The study involved content analysis, which entails a study of all the artefacts used in communication, and above all documents, not only in the form of text and image, but also audio-visual and multimedia forms. Such study is particularly useful in the research of complex material which is recurrent and systematic. Using this methodology required regular studies of the complete documentation within the analysed medium, without performing any selection or pointing to a certain part of the artefacts. Within the entire studied material, certain categories were formed in order to point to the occurrence of the most significant and dominant fragments of message – both with regard to the quantity (frequency of specific thematic programmes within a single week), and with regard to the quality – with special emphasis placed on news reporters’ materials in news programmes and news reporters’ materials in journalistic programmes, whose expert analysis with regard to their mission proved crucial to this research.

Opis:: In order to accomplish the mission of a public radio it is necessary to manage the broadcasting time adequately, taking into account the mission-related objectives, such as production of programs focusing on matters important for local communities. Public radio should be perceived by the audience as a reliable and trustworthy source of information. At the same time it should compete for young listeners and improve attractiveness of the program without excessive commercialization. Therefore, being a public station, Radio Rzeszów SA broadcasts a wide variety of programs focusing on information, opinions, culture, entertainment, education and sport, in compliance with its mission. Moreover, the schedule of programs is designed taking into account the criteria for the preferred programs, as defined by the National Broadcasting Council. The numerous mission-related tasks of a public broadcasting entity include programs for national and ethnic minorities. Polskie Radio Rzeszów produces and broadcasts the most refined genres of radio journalism, such as reportage and radio drama.In Rzeszów Radio these are programs for Ukrainian and Łemko minorities. The related achievements are presented in the article, which also discusses the findings of Radio Rzeszów monitoring conducted by the National Broadcasting Council as well as a survey commissioned by us.
