    The dynamically developing global IT infrastructure and the increasing importance of modern information technologies represent a huge challenge in the process of socialization and education of children and young people. Undoubtedly, it is extremely important to prepare current and future generations for a skillful use of modern technologies. Therefore, it is essential to implement new technologies in the teaching process at all levels of education as well as during preventive and therapeutic activities. This study analyzes the functioning of three institutions that use modern information technology within educational, preventive and therapeutic interventions. These institutions have been selected to be environmentally diverse, show the international context and demonstrate a different potential for ICT use. The main objective of the research was to identify innovative ways of using modern technologies in supporting educational and compensatory activities undertaken by selected institutions.

    The study presents theoretical assumptions of the research in the scope of the impact of threats resulting from the use of modern information technologies on students’ education outcomes. Part I addresses the theoretical and methodological aspect of research conducted in 2019. It systematizes the considerations undertaken, their brief characteristics, and the course of research. The conclusions include ones drawn after the implementation of the initial stage and the theoretical part together with the adopted assumptions. Attention was drawn to the broad spectrum of the research area, which so far has not covered civilian students of a hierarchical university in terms of the negative impact of threats resulting from the use of modern information technologies.
    W opracowaniu przedstawiono założenia teoretyczne badań w zakresie oddziaływania zagrożeń wynikających z stosowania nowoczesnych technologii informacyjnych na wyniki kształcenia studentów. Część I prezentuje aspekt teoretyczny oraz metodologiczny badań prowadzonych w 2019 roku. Dokonano usystematyzowania podjętych rozważań, ich krótkiej charakterystyki oraz przebiegu badań. We wnioskach ujęto konkluzje powstałe po realizacji etapu wstępnego oraz części teoretycznej wraz z przyjętymi założeniami. Zwrócono uwagę na szerokie spektrum obszaru badawczego, którym dotychczas nie byli objęci studenci cywilni zhierarchizowanej uczelni wyższej w aspekcie negatywnego wpływu zagrożeń wynikających z użytkowania nowoczesnych technologii informacyjnych.

    The second part of the publication discusses the results of practical research on the impact of threats to the use of modern information technologies and independent Internet-based acquisition of knowledge on the results of students’ learning outcomes. It presents the course of empirical research with the methods and tools used. The summary presents the conclusions that arose during and after the research. Attention was drawn to the broad spectrum, which so far has not been covered by civilian students of the hierarchical university. The negative impact of threats on unaware users of modern information technologies is highlighted and described.
    Druga część publikacji omawia wyniki badań praktycznych w zakresie oddziaływania zagrożeń stosowania nowoczesnych technologii informacyjnych oraz samodzielnego zdobywania wiedzy w oparciu o sieć Internet na wyniki kształcenia studentów. Zaprezentowano w nim przebieg badań empirycznych wraz zastosowanymi metodami oraz narzędziami. W podsumowaniu przedstawiono wnioski powstałe w tracie oraz po zakończeniu obszaru badawczego. Zwrócono uwagę na jego szerokie spektrum, którym dotychczas nie byli objęci studenci cywilni zhierarchizowanej uczelni wyższej. Podkreślono oraz opisano negatywny wpływ zagrożeń na nieświadomych użytkowników nowoczesnych technologii informacyjnych.

    Poruszane w tekście zagadnienia wiążą się z problematyką budowy nowych systemów informacyjnych w nauce, które w piśmiennictwie określa się mianem e-library, library 2.0, e-science, Web 2.0 etc. Artykuł mówi o koniecznych zmianach zachowań ludzi nauki w zakresie publikowania w kontekście wspomnianych kierunków rozwoju komunikacji naukowej. Autor przewiduje, że budowa nowych systemów informacyjnych spopularyzuje samopublikację (self-publishing) tekstów naukowych, która zdynamizuje rozwój repozytoriów o otwartym dostępie (open access). Zjawisko samopublikacji wpłynie także na zmianę metod oceny publikacji naukowych. Ich ocena będzie mogła się dokonywać przez automatyczne obliczanie cytowalności. Stopniem uzyskiwanych cytowań będzie można także parametryzować teksty opublikowane przez autorów w repozytoriach już po pozytywnej ocenie peer review. Ponadto, jak twierdzi autor, zjawisko samopublikacji powinno spopularyzować blogosferę w nauce, a w tym kontekście z pewnością pojawi się nawyk bezpośredniego komentowania wzmianek uczonych o własnych pracach badawczych przez specjalistów reprezentujących te same dyscypliny. Taka wymiana informacji będzie możliwa dzięki rozpowszechnieniu się samopublikacji i powinna w pełni zastąpić organizowanie drogich konferencji naukowych, w których udział bierze najczęściej tylko część środowiska. Autor uważa, że na marginesie zasygnalizowanych zmian pojawią się także zjawiska niepożądane, których przejawem z pewnością będzie „wykluczenie” najstarszych generacji uczonych, z uwagi na niemożność opanowania przez nich nowych technologii.
    The issues raised in the article correspond to the problems of building up new information systems in science that are labelled in the relevant literature as e-library, library 2.0, e-science, Web 2.0, etc. The article specifically deals with the changes to be necessitated in the habits of the scientific community towards publishing in view of the mentioned directions of the development of scientific communication. The present writer predicts that the construction of the new information systems will soon make self-publishing of scientific content much more popular and more widespread. This, in turn, will effect in a vigorous development of open access academic repositories. The phenomenon of self-publishing will be also conducive to a change (a kind of a shift) in the method of evaluation of published research and scientific material. The evaluation and research assessment will also include automatic computation of relevant citations. A degree of received citations could become one of the parameters to be used in said repositories, supplementing the positive evaluation provided by peer review. Moreover, the phenomenon of self-publishing should popularize scientific blogs and, within this particular context, foster the appearance of a habit of immediate commenting on scientific reports of scholars on their own research work by other specialists representing the same disciplines. Such an exchange of information will be feasible due to the new possibilities offered by self-publishing and should fully replace the necessity of organizing expensive scientific conferences that are mainly attended by just a fraction of the community members. The author of the article is fully aware that, beside the favourable effects of the phenomenon outlined in the article, there are also some undesirable side effects. These can be manifested by a possible ”exclusion” of older generations of scholars from the vitality of the process as the latter group is not inclined to accept and successively master new technologies.

    In the article, the authors describe the potential of using virtual reality systems in the aspect of increasing information superiority on the modern battlefield. The purpose of the article is to identify virtual reality systems as a tool to support this process. At the beginning, the authors present the genesis of virtual environments and they make a critical analysis of several virtual reality simulators, which have been the subject of scientific research in the last few years. In this way, the authors emphasise the dynamic development of the ICT sector and the possibility of using its technical innovations to support military operations. Next, the authors discuss data processing, which was correlated with the cycle of strategic thinking. Presentation of the hierarchy of information in information systems was the result of these analyses. In addition, the authors refer to the implementation of the communication process in the context of maximising the information superiority. They point to the relationship between the process of designing interactive virtual reality systems and communication theory. Finally, they highlight the advantages and disadvantages of virtual reality simulators in the context of increasing information superiority on the modern battlefield.

    Ważną formą zapewnienia wysokiej jakości edukacji uczniom obarczonym różnego rodzaju problemami i trudnościami jest wykorzystanie nowoczesnych technologii informacyjno-komunikacyjnych w procesie edukacji, diagnozy oraz oddziaływań terapeutycznych. Szanse te stawiają przed szkołami poważne zadania związane z koniecznością wprowadzenia zmian w zakresie procesu dydaktyczno-wychowawczego przy wykorzystaniu tych funkcjonalności. Należy mieć oczywiście świadomość, że nie ma uniwersalnych, sprawdzających się zawsze i w każdej sytuacji rozwiązań generowanych przez nowoczesny sprzęt multimedialny dla optymalizacji procesu edukacji, terapii i diagnozy uczniów ze specjalnymi potrzebami edukacyjnymi, które sprawdzą się w różnych kontekstach sytuacyjnych. Dlatego też ważne jest, aby do każdego dziecka, do każdego problemu i każdej sytuacji podchodzić indywidualnie i bardzo ostrożnie. Rozważając kwestie wykorzystania środków multimedialnych w edukacji, warto poza wieloma korzyściami mieć na uwadze także zagrożenia, jakie mogą im towarzyszyć. Dlatego też konieczne jest podejmowanie wszelkich działań mających na celu upowszechnianie edukacji medialnej, która dostatecznie przygotuje wszystkich uczestników społeczności szkolnej do racjonalnego korzystania z mediów elektronicznych.
    An important form of providing high-quality education to students with various types of problems and difficulties is the use of modern information and communication technologies in the process of education, diagnosis and therapeutic interactions. These opportunities pose serious tasks for schools regarding the need to make changes in the teaching and learning process. One should, of course, be aware that there are no universal, one-size-fits-all solutions generated by modern multimedia equipment to optimize the process of education, therapy and diagnosis of students with special educational needs. Therefore, it is important that each child, each problem and each situation be approached individually and very carefully. When considering the issues of using multimedia in education, it is worth paying attention not only to the numerous benefits resulting from such opportunities, but also to the risks that may accompany them. Therefore, it is necessary to undertake all activities aimed at disseminating media education that would prepare all participants of the school community for the rational use of electronic media.

    The purpose if this paper is an analysis of the influence of modern information and communication technologies on teamwork in the university. The research has been conducted in the Department of Management of a Cracow state university in Poland. The authors of this article undertook a field-based questionnaire survey. The sample consisted of 80 participants, including undergraduate and postgraduate students of part-time studies. The underlying paper consists of both theoretical and practical parts. The first one is a literature review and the second one presents the results of the conducted studies. The findings confirm a positive influence of modern information and communication technologies on attractiveness associated with a variety of team members, influence on on teamwork promptness and monitoring the progress of work.

    The article reveals the key problems of the development of cities facing modern challenges. The demographic, ecological and financial problems connected with the functioning of modern cities are determined. The range of issues that need to be solved with the purpose of effective development of citiesis clarified. The principles of the functioning of the smart city system due to the continuous processing andupdating of data coming from various information channels are revealed. The key approaches to understanding the main components of the smart city are presented. The perspective of the idea of a smart city was substantiated and comparison of the current state of the smart city concept in Poland and Ukraine was made. The article uses literature studies to define the ideas and challenges of a smart city as well as case studies to present solutions in this field used in Warsaw and Kiev. It turns out that these cities, though they have a great development potential, are based on individual innovations rather than on a coherent strategy. It is particularly visible in Warsaw, where the problem is the lack of integration of activities that are undertaken in a selective manner. A positive fact is the increasing involvement of ICT in the city management process. The added value is the systematic improvement of the quality of public services and the increase in social participation in the process of making public decisions. The latter aspect makes it possible to integrate local society and build trust in public institutions.
    Artykuł opisuje współczesne wyzwania, kluczowe dla rozwoju miast. Określono w nim problemy demograficzne, ekologiczne i finansowe związane z funkcjonowaniem nowoczesnych miast. Sprecyzowano zakres zadań, które wymagają rozwiązania w celu efektywnego rozwoju miast. Zaprezentowano  zasady funkcjonowania systemu smart city przy uwzględnieniu ciągłego przetwarzania i aktualizacji danych pochodzących z różnych kanałów informacyjnych. Przedstawiono kluczowe elementy koncepcji „inteligentnego miasta”. Uzasadniono potrzebę wdrażania idei smart city i dokonano porównania aktualnego jej stanu w Polsce i na Ukrainie. W artykule wykorzystano studia literaturowe do określenia idei i wyzwań miasta inteligentnego oraz studia przypadków do przedstawienia rozwiązań z tego zakresu stosowanych w Warszawie i Kijowie. W artykule wykorzystano studia literaturowe do określenia idei i wyzwań miasta inteligentnego oraz studia przypadków do przedstawienia rozwiązań z tego zakresu stosowanych w Warszawie i Kijowie. Okazało się, że miasta te, chociaż mają duży potencjał rozwojowy, bazują raczej na pojedynczych innowacjach niż na spójnej strategii. Szczególnie widoczne jest to w Warszawie, gdzie problemem jest brak integracji działań, które są podejmowane w selektywny sposób. Pozytywnym faktem jest coraz większe zaangażowanie ICT w proces zarządzania miastem. Wartością dodaną jest systematyczna poprawa jakości usług publicznych oraz wzrost partycypacji społecznej w procesie podejmowania decyzji publicznych. Ten ostatni aspekt daje możliwość integracji lokalnego społeczeństwa oraz budowy zaufania wobec instytucji publicznych.

Rozwój terenów przygranicznych przy pomocy nowoczesnych technologii to szansa dla mieszkańców na znalezienie pracy, ale również aktywizacja tych regionów do większej integracji i ich wzajemna promocja.
    Information and communication technologies for the information society at everyday life in school, at work, in private correspondence, in play. Cross-border cooperation between neighboring countries cannot do without the use of telecomputing solutions, both at the level of the state ad-ministration, the state security services, but also at the regional level. The development of the border areas with the help of modern technology is an opportunity for people to find jobs, but also activation of these regions to greater integration and mutual promotion.

    Opis:
    The subject of this article is information and communication technologies (ICT) in geographic education according to the new core curriculum from 2017 (Rozporządzenie Ministra Edukacji Narodowej …, 2017). For the purposes of analysis of the possibilities of using ICT in the school, five models have been developed regarding the inclusion of ICT in the teaching program. From the simplest models, which involve searching for didactic materials for online geography lessons on the Internet by the teacher, to the most advanced ones – related to the presence of ICT throughout education process. Each subsequent model is characterized by a greater involvement of teachers and students in the use of ICT in school practice. The analysis of the new core curriculum for geography shows that in both primary and post-primary school, selected content should be implemented using information and communication technologies. The examples of free ICT tools presented in the study (“Worldometers”, “Geographic Games, Play and Explore the World”, “Kineticcity”, “Ventusky”, “LearningApps” and “Scholaris”) are an excellent teaching aids. They help the student to better understand different, sometimes complex geographic issues.
    Przedmiotem niniejszego artykułu są technologie informacyjno-komunikacyjne (TIK) w kształceniu geograficznym według nowej podstawy programowej z 2017 roku (Rozporządzenie Ministra Edukacji Narodowej…, 2017). Na potrzeby analizy możliwości wykorzystania technologii informacyjno-komunikacyjnych w szkole, opracowano pięć modeli dotyczących włączania TIK do praktyki szkolnej. Od najprostszych modeli, które polegają na wyszukiwaniu materiałów dydaktycznych na lekcje geografii w Internecie przez nauczyciela, po najbardziej zaawansowane – związane z obecnością TIK podczas całego procesu kształcenia. Każdy kolejny model charakteryzuje się coraz większym zaangażowaniem nauczycieli i uczniów w wykorzystywaniu TIK w praktyce szkolnej. Z analizy nowej podstawy programowej do geografii wynika, że zarówno w szkole podstawowej, jak i ponadpodstawowej wybrane treści powinny być realizowane z wykorzystaniem technologii informacyjno-komunikacyjnych. Przedstawione w opracowaniu przykłady darmowych narzędzi TIK („Worldometers”, „Gry geograficzne. Graj i poznawaj świat”, „Kineticcity”, „Ventusky”, „LearningApps” oraz „Scholaris”) stanowią doskonałe środki dydaktyczne. Ułatwiają uczniowi lepiej zrozumieć różne, czasami złożone zagadnienia geograficzne.

    Opis:
    The development of Smart City systems and infrastructure should provide an implementation of assumptions for harmonious and sustainable development of urban areas. Implementation of Smart City assumptions within the city structure is related to introduction and development of passive and inert infrastructure that constitutes elements of the city infrastructure, as well as particular form of development of areas and buildings. The following research work concerns an analysis of spatial and infrastructure-related solutions as well as environmental, social and ICT systems applied within the city. Source material analyses (urban, architectural and technological sources) provide the basis for conclusions and formulation of typology and implementation of criteria for smart urban, social and ecosystem-related infrastructure implemented in the Smart City model, with the use of innovations in the field of intelligent information and communication technologies (ICT) as well as network infrastructure. The conclusions derived from the following research work contribute to the discussion on ways to shape the structure of infrastructure and nodal points in the Smart City development model in relation to sustainable development issues.

    The article describes the phenomenon of the electronic encyclopedia activity and investigates the electronic Internet encyclopedias created by the institutions of the National Academy of Sciences of Ukraine. It has been discovered that electronic encyclopedias can be divided into several varieties, the main of which is online encyclopedias, which are highly distinguished in comparison with classical printed publications by the characteristics caused by the development of information technology. In accordance with this division, the national academic encyclopedic resources are characterized in the article. The idea of the importance of creating an online encyclopedia about the National Academy of Sciences of Ukraine is presented; it also argued that current online encyclopedias are not fully equipped with a wide range of technological opportunities for their use.
    У статті схарактеризовано явище електронної енциклопедистики й досліджено електронні енциклопедії, створені установами Національної академії наук України, що функціонують в інтернет-середовищі. Виявлено, що електронні енциклопедії можна поділити на кілька різновидів, основний із яких – онлайн-енциклопедії, що найбільшою мірою вирізняються на тлі класичних друкованих видань характеристиками, спричиненими розвитком інформаційних технологій. Відповідно до цього поділу окреслено вітчизняні академічні енциклопедичні ресурси. Висунуто ідею щодо актуальності створення онлайн-енциклопедії про Національну академію наук України, а також констатовано, що наявні онлайненциклопедії не забезпечені повною мірою великим спектром технологічних можливостей їх використання.

    The article presents a proposal for changes in the regulations concerning broadly understood wiretapping. The dynamics of the development of crime using new technologies, in particular cybercrime, poses increasing challenges to the judiciary, law enforcement authorities and special services, which can only be met by introducing new legal solutions to enable the latest technological developments to be applied. At the same time, judicial case law imposes an obligation on the legislator to seek and create new legal solutions that would be able to reconcile the interests and rights of an individual with the common good. The question, therefore, arises whether a further revision of the rules is necessary in this regard, or whether a completely new approach is needed to look at the way of legal regulations concerning issues related to procedural and operational wiretapping. The article attempts to present this issue, taking into account, in particular, the changes in surveillance regulations due to the continuous and progressive development of the 5G network and the planning of the gradual implementation of the 6G network. In the authors’ opinion, the presented constructive comments de lege ferenda should be helpful in establishing a new law on operational control. The law that would comply with constitutionally guaranteed standards on civil rights while equipping the state and its law enforcement and special services with effective tools to combat new forms and manifestations of crime. The authors intend to present the issue of wiretapping – in the broad sense, against the background of modern technologies and new legal solutions, while respecting the principles of the Polish criminal trial and the expectations of practice in combating the most serious crimes effectively.
    W artykule przedstawiono propozycję zmian w przepisach dotyczących szeroko rozumianego podsłuchu. Dynamika rozwoju przestępczości posługującej się nowymi technologiami, a w szczególności przestępczości cybernetycznej, stawia przed wymiarem sprawiedliwości, organami ścigania i służbami specjalnymi coraz większe wyzwania, którym można sprostać, jedynie wprowadzając nowe rozwiązania prawne pozwalające na stosowanie najnowszych osiągnięć technicznych. Jednocześnie orzecznictwo sądowe nakłada na ustawodawcę obowiązek poszukiwania i tworzenia nowych rozwiązań prawnych, które potrafiłyby pogodzić interesy i prawa jednostki z dobrem ogólnospołecznym. Powstaje zatem pytanie, czy konieczna jest kolejna nowelizacja przepisów w tym zakresie czy też niezbędne jest całkowicie nowe spojrzenie na sposób unormowań prawnych dotyczących zagadnień związanych z podsłuchem procesowym i operacyjnym. W niniejszym artykule podjęto próbę przedstawienia tej problematyki, biorąc pod uwagę przede wszystkim zmiany przepisów inwigilacyjnych w związku z ciągłym i progresywnym rozwojem sieci 5G i planowaniem stopniowego wdrażania sieci 6G. Przedstawione konstruktywne uwagi de lege ferenda w ocenie autorów powinny stać się pomocne do ustanowienia nowego prawa dotyczącego kontroli operacyjnej. Prawa, które czyniłoby zadość normom gwarantowanym konstytucyjnie w zakresie praw obywatelskich i jednocześnie wyposażałoby państwo i jego organy ścigania oraz służby specjalne w skuteczne narzędzia walki z nowymi formami i przejawami przestępczości. Intencją autorów jest przedstawienie problematyki dotyczącej podsłuchu sensu largo na tle współczesnych technologii i nowych propozycji rozwiązań prawnych przy jednoczesnym poszanowaniu zasad polskiego procesu karnego oraz oczekiwań praktyki w skutecznym zwalczaniu najpoważniejszych przestępstw.
