In vorliegender Studie ist die Entwicklung der Soziallehre der Kirche von Rerum Novarum an im Schlüssel der Reaktionsfähigkeit oder Reaktionsunfähigkeit der Kirche auf die gesellschaftlichen Veränderungen und in Hinblick auf die Entwicklung dieser Lehre von der ideologischen Konfrontation mit den modernen Ideologien zu den letzten Enzykliken, die in den Vordergrund die Zivilisation der Liebe und Barmherzigkeit stellen, als spezifisches christliches gesellschaftliches Paradigma ohne Ambition, dass die Kirche an der Macht partizipieren würde, vorgestellt. Auf jeden Fall beeinflusst die Soziallehre mit ihren Grundprinzipien in allen Zeiträumen die Entwicklung der europäischen Kultur und ihrer Rechtsordnung. Akzentverlagerung von der Alternative zu den bestehenden Gesellschaftssystemen auf die ethische Rolle der Soziallehre der Kirche stärkt zunehmend die Bestrebung für die Durchsetzung der Religionsfreiheit als ein grundlegendes Menschenrecht. Und gleichzeitig eine klare Unterscheidung zwischen der Mission der religiösen und politischen Institutionen sowie der zentralen Rolle des Staatsbürgers und Gläubigers in einer demokratischen und pluralistischen Gesellschaft.
The article presents the development of the social teaching of the Church from Rerum novarum onwards from the view of responsiveness or non- responsiveness to the social changes and regarding the development of the teaching from ideological confrontation with modern ideologies to the last encyclicals which put emphasis on the civilization of love and charity as a specific social paradigm without the ambition that the Church would be in power. In any case, in all periods, the social teaching with its basic principles has influenced the development of the European culture and its legal order. The shift of focus from the alternative to the existent social systems to the ethical role of the social teaching of the Church has strengthened the endeavours to establish religious freedom as a basic human right. And at the same time, the clear differentiation between the mission of religious and political institutions and the central role of a citizen and believer in a democratic and pluralist society.

“Development” is the most commonly used single word by economists, policymakers, inter-national financial institutions and politicians. Although, as a polysemic word, “development” has different meanings - it is used largely to describe an improvement in the quality of life of people. Initially, development was perceived as the growth of domestic, national or individ- ual income. Over time, the perception of development was broadened, and now it encompasses various dimensions in defining development. In addition to the traditional economic elements, it includes many socioeconomic and political dimensions such as poverty, inequality, unem- ployment, freedom, democracy, dignity, self-respect and self-esteem. UNDP defines develop- ment as a process of enlarging people’s choices, while Sen defines it as a process of expansion of freedoms. These choices or freedoms lead to an improvement in the quality of life of people and there is no argument about that. However, as I perceive it, development is not a process as considered in terms of traditional and modern development ideologies, but a superior status that human beings strive to capture or reach. Expansion of choices or freedoms and the elimi- nation of poverty, inequality, etc. are the processes that convey people to the development. The policies and programs drawn up to achieve the improvement of so-called choices or free- doms are the instruments that expand the processes. These processes will end when the entire human society reaches the so-called pinnacle of development.

The article is devoted to the presentation of metaphysical ideas about the free will of the individual, hidden in political ideologies, through conceptual analysis and the thesaurus of analytical philosophy. In this paper, we analyze the extent to which the metaphysical postulates of the most famous ideological projects of modernism (communism, Nazism and liberalism) are compatible with modern theories of freedom in analytical metaphysics, and show their poor compatibility. At the same time, we have proposed an alternative to modern ideologies in the form of republicanism, which does not seem to have unsolvable metaphysical problems in its own definition of freedom. In this article we have demonstrated that the fundamental metaphysics of individual freedom is a legitimate criterion for assessing the relevance, validity and relevance of political ideologies, as it is not an abstract detached theorizing, but the founder of our ideas about the constitution of normative in terms of personal responsibility.
