The paper presents four management models of a scientific-technological park built on the basis of the in-depth analysis results of fifteen selected parks in the world. The basic functions of the park were discussed as well as the pros and cons of each model showing the possibilities for their further development. The reference was made to the Polish conditions, indicating that two corporate and network models are the most suitable for Poland. The corporate model based on the active cooperation of technical universities and public and private entities is, according to the authors, the most suitable for use in the case of science and technology parks located near a technical university. The corporate model is an alternative to the network model which allows to create science and technology parks with a dispersed spatial structure.

The article is devoted to the analysis of the experience of the European Union countries and the development of recommendations for improving the centralized model of public procurement management in Ukraine. The article is focused on clarification of the basic provisions of normative acts, which are the basis for the functioning of a centralized procurement organization, the State Institution «Professional Procurement». This applies to the Law of Ukraine «On Public Procurement», the Resolution of the Cabinet of Ministers of Ukraine «On the Implementation of a Pilot Project on the Organization of the Activities of a Centralized Procurement Organization» and the Order of the Ministry of Economic Development and Trade of Ukraine, ac-cording to which the functions of the Centralized Procurement Organization (herein-after referred to as the Central Depository) are entrusted to the State institution «Professional purchases». It has been established that centralized procurement is not necessarily carried out through a specialized organization. For these purposes, both, state limited liability companies and independent agencies (the structure of which is very similar to the structure of private companies) can be formed. Based on the experience gained, recommendations for the improvement of the Ukrainian centralized procurement organization were developed by the State Institution «Professional Procurement». In particular, it is proposed to legislate this institution with certain powers to monitor the market, to finance the work to use the customer's payment of a fixed advance payment for each procurement procedure and to use open framework agreements when conducting procurement procedures.

Różnicują one sposoby zatrudniania nowego pracownika i determinanty tego procesu, dlatego też celem niniejszego opracowania jest – oprócz ogólnej charakterystyki takich działań podmiotów gospodarczych – wskazanie pewnych specyficznych cech realizowanego doboru z punktu widzenia wykorzystywanego w praktyce przedsiębiorstwa modelu zarządzania zasobami ludzkimi.
Human resources are the most important resources of organization, shaping the competitive position for her on the market of goods and services. Duality of the man – gave the employee rise to need “hard” and “soft” of coming in the personnel management. They are diversifying ways of employing the recruit and determinants of this process. Therefore is a purpose of this study – apart from an overall description of such action of business entities – showing certain idiosyncrasies of the selection carried out of the enterprise from a point of view exploited in practice of the model of the personnel management.

The paper includes the recapitulation and critical analysis of the results of a pilot study of IT outsourcing management processes in selected industrial enterprises operating in Poland. Development of IT sourcing models in the context of ongoing globalization and technological progress is a challenge for both practice and theory. The publication concerns the principles and practices associated with the acquisition of IT resources and the management of IT sourcing in Poland ‒ a country poorly represented in the literature. Little research has been conducted on the strategic rationale behind IT sourcing decisions, the resulting challenges and the potential or actual consequences of such decisions. The article tries to identify the most problematic and critical factors for effective cooperation with suppliers of IT services. The results were analyzed on the basis of the broad empirical outsourcing literature.

Celem opracowania jest przybliżenie dwóch modelowych ujęć wdrażania strategii oraz zaprezentowanie zarysu koncepcji badań nad procesem wdrażania strategii w polskich przedsiębiorstwach. W artykule posłużono się metodą analizy literatury z zakresu wdrażania strategii na potrzeby przedstawienia i omówienia modeli wdrażania strategii. W wyniku przeprowadzonych analiz powstał zarys koncepcji badań empirycznych dotyczących implementacji strategii w polskich przedsiębiorstwach, który został zaprezentowany w ostatnim punkcie artykułu.
Цель разработки – приблизить два модельных подхода к внедрению стратегии и представить зарисовку концепции исследований по процессу внедрения стратегии на польских предприятиях. В статье испоьзовали метод анализа литературы в области внедрения стратегии для нужд представления и обсуждения моделей внедрения стратегии. В результате проведенных анализов возникла зарисовка концепции эмпирических исследований, касающихся внедрения стратегии на польских предприятиях, которую представили в последней части статьи.
The main purpose of the article is to present and analyse two strategy implementation models and to describe an outline of the research concept on the process of implementing the strategies at Polish enterprises. In the article, there was used the method of analysis of the literature on the strategy implementation. The method of analysis was used for the purpose to present and discuss strategy implementation models. In result of analyses, there was created an outline of the concept of empirical research in the field of strategy implementation at Polish enterprises. The concept of empirical research is presented in the last paragraph of the article.

Artykuł poświęcony został problematyce zarządzania czasem pracy policjanta. Dobre gospodarowanie czasem przekłada się na lepszą organizację pracy i rozwój organizacji. Współczesne koncepcje i metody zarządzania czasem pracy w organizacji oraz odpowiednio dobrana koncepcja i metoda zarządzania czasem pracy w Policji może wpłynąć pozytywnie na skuteczność i realizacje celów statutowych oraz strategicznych. To z kolei może przynieść mierzalne oszczędności. Zwrócono również uwagę na problemy powstające w związku z interpretacją przepisów prawnych normujących czas służby policjantów, jak również na brak ustawowej definicji czasu służby.
The article was devoted to the issue of time management officer. Good time management resulting in better organization of work and organizational development. Modern concepts and methods of time management in the organization and properly chosen concept and method of time management in the Police may improve efficiency and realization of statutory objectives and strategic. This in turn can produce measurable savings. Attention was also paid to the problems arising in connection with the interpretation of legal provisions regulating the time of service of police officers, as well as the lack of a statutory definition of duty.

We describe the information system that has been built for the support sanitary teams. The system is aimed at supporting analytical work which must be carried out when there is a risk of epidemic outbreak. It is meant to provide tools for predicting the size of an epidemic on the basis of the actual data collected during its course. Since sanitary teams try to control the size of the epidemics such a tool must model also sanitary teams activities. As a result a model for the prediction can be quite complicated in terms of the number of equations it contains. Furthermore, since a model is based on several parameters there must be a tool for finding these parameters on the basis on the actual data corresponding to the epidemic evolution. The paper describes the proposition of such a system. It presents, in some details, the main components of the system. In particular, the environment for building complex models (containing not only the epidemic model but also activities of sanitary teams trying to inhibit the epidemic) is discussed. Then, the module for a model calibration is presented. The module is a part of server for solving optimal control problems and can be accessed via Internet. Finally, we show how optimal control problems can be constructed with the aim of the efficient epidemic management. Some optimal control problems related to that issue are discussed and numerical results of its solution are presented.

Investigations of the situation characterized by uncertainty and risk in the last century, particularly in situations of crisis and conflict, were carried out at different levels of generality and specificity. In this article, the methodological foundations of risk evaluation models in situations of threats to system security are described. The general decision model in circumstances of risk and uncertainty and statistical risk measurement methods for crisis management are depicted. The examples of the mathematical models of the risk evaluations are also presented.
W artykule przedstawiono koncepcję metodologicznych podstaw ewaluacji ryzyka w sytuacjach zagrożeń bezpieczeństwa systemu. Przedstawiono ogólny model decyzyjny w warunkach niepewności i ryzyka oraz statystyczne miary ryzyka na potrzeby zarządzania przedsięwzięciami. Omówiono proces ewaluacji ryzyka w systemie zarządzania kryzysowego. W artykule zamieszczono przykłady modeli matematycznych ewaluacji ryzyka.

This paper presents a new concept of an approach to risk assessment which can be done on the basis of publicly available information about vulnerabilities. The presented approach uses also the notion of trust and implements many concepts used in so called trust and reputation management systems (which are widely used in WSN, MANET or P2P networks, but also in ecommerce platforms). The article shows first outcomes obtained from the presented model. The outcomes demonstrate that the model can be implemented in real system to make software management more quantified and objective process, which can have real and beneficial impact on institutional security. In article, however the emphasis was set not on the model itself (which can be easily changed) but on the possibility of finding useful information about vulnerabilities.
