In the run-up to independence uprising, from October 1861 to June 1862 thanks to permit the authorities of the United Kingdom of Italy and the intervention of Giuseppe Garibaldi functioned in Genoa and Cuneo Polish Military School was closed due to diplomatic pressure by the partitioning powers. Over the course of several months was the theoretical preparation of the January Uprising leadership cadre, and 15 graduates covered the self-command of the guerrilla armed parties. 4 of them belonged to the most prominent commanders for the entire war, also 4 can be regarded as promising. One showed just to be average, two were clearly weak. In two cases, it is difficult to set a clear assessment. For two commanders, former soldiers of the Austrian army were disappointing in the field. The Italic episode was an added element of military knowledge. The most significant was the individual's characteristics, although it certainly proved to be a useful body of knowledge transmitted by the emigration of well-prepared teachers cadet school.

Opis:
The article discusses research findings on issues related to the preparations for defending the country taken at the end of the 1930s by the leadership of the Polish armed forces. Although the current historiography contains a great number of studies and articles dealing with this subject, the impression is that the role played by military propaganda in these preparations received too little emphasis. Propaganda for the defence of the state was intended to include as many citizens of Polish society as possible, also from ethnically and geographically diverse backgrounds. Therefore, the article contains an analysis of extensive propaganda activities, which after 1935 were implemented by the Polish military authorities in the face of the growing threat of war, carried out mainly on the basis of archives from the resources of the Central Military Archives (Centralne Archiwum Wojskowe) in Warsaw. The essence of the discussion is the question why the military authorities of that time insisted that highlanders living in the Eastern Carpathians, primarily the Hutsuls, be involved in the defence preparations of the country. In the first place, propaganda measures were considered, with the help of which the army's leadership tried to influence the civilian population. Trying to explain why the use of the most effective propaganda tools, such as the press, radio and sound film turned out to be ineffective towards highlanders living in the furthest corners of the Carpathians, among other things, the lack of a well-developed communication network in that area was indicated. It was established that in the present situation the military authorities managed to involve the Hutsuls, Lemkos and Boykos in the life of the current state only thanks to the annual organisation of the ‘Mountain Festival’. The celebrations organised in order to unite all highlanders who lived in the territory of the Polish state were also conducive to carrying out effective military activities by the armed forces against the Polish population most distant from civilisation.            Research has shown that this type of activities was of great importance for the development of the situation in the Eastern Lesser Poland dominated by Ukrainian nationalists. Attention was drawn to the extremely valuable assets of the Hutsul region. It was an exceptionally attractive area in terms of tourism, sports and health. Thus, it had the chance to attract crowds of tourists from all over the country, which would strengthen the Polish element in the whole region. Hutsuls, however, were sceptical about the Ukrainian national movement, which made the army's leadership recognise them as an element easy to bind with the Polish state. Thereby, the inhabitants of the Hutsul region could be a counterbalance to the anti-state Ukrainian movement in Eastern Lesser Poland – an area of strategic importance! Unfortunately, advanced and properly conducted works were interrupted by the outbreak of the Second World War.
Druga połowa lat trzydziestych upływała pod znakiem nasilającego się zagrożenia wojennego. Władze wojskowe Drugiej Rzeczypospolitej usiłowały objąć propagandą na rzecz obrony kraju, zróżnicowane pod wieloma względami społeczeństwo polskie. Z powodu napiętej sytuacji w Małopolsce Wschodniej, kierownictwu sił zbrojnych bardzo zależało, aby w przygotowania wojenne zaangażować górali zamieszkujących najdalsze zakątki Karpat, w szczególności Hucułów. Brak odpowiednio rozbudowanej sieci komunikacyjnej na terenie Karpat Wschodnich, nie pozwolił na zastosowanie najskuteczniejszych narzędzi propagandowych, jakimi wówczas były prasa, radio oraz film dźwiękowy. Zainteresowanie sprawami państwa wśród Hucułów, Łemków i Bojków – górali najbardziej oddalonych od cywilizacji, wzbudziło dopiero organizowane co roku (1935–1938) „Święto Gór”. Współpraca górali huculskich z armią, ułatwiała walkę z antypaństwowym ruchem ukraińskim w Małopolsce Wschodniej. Do wzmocnienia polskości w tym regionie przyczynić się miało również odpowiednie wykorzystanie nieocenionych walorów Huculszczyzny.

Opis:
Purpose: The purpose of the article is a presentation and an analysis of research on motivational salience and satisfaction with training in the field of security and defense that was carried out with the assistance of a number of universities and academies in Europe. Method: Survey research and statistical analysis including, and certain statistical methods were applied for processing of the grouped statistical data, their interpretation and offering of the relevant decisions. Results: The study attempts to outline the foundation of the methodology for conducting research on motivational salience and its relation with satisfaction in security and defense training, following the example of higher education institutions in Europe. The research findings are characterized by the scale of scientific and practical research and covering 19 educational institutions in the field of security and defense in Europe. The research is distinguished by the presence of a scientific subject not only at the national level but also at the international level. The results are in the area of interest to the academic staff of the military universities and academies of Austria, Belgium, Bulgaria, Estonia, Spain, Lithuania, Poland, Portugal, Romania, Slovakia, the Netherlands, the Czech Republic, Sweden, Switzerland, and others. Conlusion/findings: The study was discussed at the extended scientific board of the Logistics of the Security Department at the Vasil Levski National Military University in Bulgaria. The thesis that has been elaborated as a result of carried out works was the subject of the defense in the Security and Defence area of higher education in Bulgaria.

Method: Survey-based on the questionnaire that included 24 points, helping achieve the scientific goals and allow testing the validity of the research hypothesis formulated and made scientific assumptions. The representative sample has been made up of 156 people. Results: The main part of the study was conducted in the period 2013-2017 and aims to analyze the motivational performance in the training process of four consecutive classes of learners in order to develop models for linear prognosis of trends on certain dimensions: 1) Personal effort, 2) Perceptions and attitudes towards equity 3) Achieved results and performance, 4) Positive and negative reinforcements, awards and sanctions, 5) Relation expected effort - prize probability - degree of satisfaction. Conlusion/findings: Protecting and promoting the development of Bulgarian education in the field of security and defense could not be achieved without stepping up cooperation in a bilateral format and without using the opportunities for implementing integrated educational and scientific projects in the EU Encouraging and motivating young people to continue their education in these areas is an important milestone in overcoming social and demographic problems through the production of security and defense specialists without neglecting the need to develop and strengthen the scientific and research activities for their training needs and the process of acquiring appropriate education.

Stałą funkcją państwa jest prowadzenie przygotowań obronnych. Podstawę przygotowań obronnych państwa stanowią potrzeby obronne oraz wynikające z nich zadania obronne. Są to przedsięwzięcia realizowane przez organy władzy i administracji publicznej, jednostki organizacyjne podległe i nadzorowane przez te organy, instytucje państwowe, przedsiębiorców oraz obywateli. Związane są z przygotowaniem państwa do sprawnego działania i przetrwania w warunkach zewnętrznego zagrożenia państwa i w czasie wojny, a także usuwanie skutków po zażegnaniu zagrożenia, zmierzające do przywrócenia stanu normalnego funkcjonowania państwa. Zadania te w administracji publicznej są realizowane na stanowiskach pracy związanymi z obronnością kraju. Łącznikiem pomiędzy państwem w zakresie polityki obronnej i siłami zbrojnymi, a obywatelami i różnymi instytucjami „cywilnymi” w terenie są terenowe organy administracji wojskowej. W TOAW zatrudnieni są członkowie korpusu służby cywilnej. Realizują zadania na rzecz obronności i bezpieczeństwa państwa. Właściwe przygotowanie zasobów osobowych TOAW obejmujące planowanie, organizowania i zarządzanie gwarantuje realizację zadań w powyższym zakresie na najwyższym poziomie.
Conducting defense preparations is a permanent function of the state. The basis for the defense preparations of the state are defense and resulting needs of them defense tasks. These are projects implemented by authorities and public administration, organizational units subordinate and supervised state institutions, entrepreneurs and citizens. They are associated with the preparation of the state for efficient operation and survival in conditions external threat to the state and during war as well as removal of effects after averting the threat, aimed at restoring the normal state of the state's functioning. These tasks in public administration are carried out related to national defense. A link between the state in the field of defense policy and the armed forces and local military administration bodies are citizens and various "civil" institutions on the ground. Civil service corps members are employed in TOAW. They carry out tasks for the defense and security of the state. Proper preparation of TOAW's personal resource, including planning, organization and management, guarantees the implementation of tasks in the above-mentioned scope at the highest level.

The system of creating of advances for the Armed Forces of the Slovak republic from the citizens of the Slovak Republic has not been supplemented for more than 10 years. With regard to changes in the security environment as well as potential threats of a nonmilitary nature, the issue of deplorability of armed forces advances becomes a question of the most up-to-date. The fact that, for a long time, there was no exchange and, in particular, the training of advances, the back-ups of the armed forces became unusable for practical deployment. For these reasons, the political leadership of the state has also begun to re-educate and refill the process. The process of renewing training is linked to the adoption of the necessary legislative changes. As shown by the results of the first pilot training project on voluntary training and the forthcoming second year, in addition to an adequate incentive contribution, the issue of national pride and patriotism will also need to be addressed in the future.

The substantial re-education of the Polish Armed Forces has necessitated replenishment of the number of reserve personnel. To this end, new forms of short military training for volunteers have been introduced, in line with the objective that within the next few years the number of soldiers and civilian employees of the military will initially exceed 200,000, and later 300,000. The aim of this article is to analyse the possibilities of increasing Poland’s defence capacity through in-service training for teachers of military preparation units. The research included analysis of the literature on the subject of military education classes in Poland, as well as the study of regulatory documents in the area under consideration. Theoretical research methods such as analysis, synthesis and inference were also applied. The study presented here includes an account of the origins of the military preparation units and a description of the features of the in-service training for teachers of those units, conducted at the War Studies University.

Objectives: To clarify the factors that influence the individual’s career orientation and professional fulfillment of cadets, which can be deeply personal as well as dictated and conditioned by the external environment. Methods: A Survey of trainee opinion in the professional field of Administration and Management at the National Military University. Results: The study focuses on the socio-demographic and educational aspects of the need for training in the professional field of Administration and Management, following the example of the Department of Security Logistics, National Military University, Bulgaria. Respondents in the survey were 164 trainees from 5 consecutive years of study in the Bachelor's degree program in the professional field of “Military Affairs”. Conclusions: It is necessary to direct its efforts to recruit future trainees mainly from secondary schools, vocational high schools of economics and vocational high schools of mechanical and electrical engineering, trainees from families with low- and middle-income, trainees with strong personal motivation to practice the military profession, trainees who achieve high results in their education. The information channels for accessing better, timely and reliable information about the applying process and training at the Vasil Levski National Military University should be expanded using social networks, media and more information campaigns in schools. To a large extent, parental opinion about trainees’ choice of the military profession, also has an influence which was found to be very positive.
