Opis:: Act of March 11, 2022. on defense of the Homeland is a classic example of an “executive act” for the constitutional regulation of issues related to state security, including military security. The Homeland Defence Act contains the so far missing specification of the normative solutions contained in the Constitution of the Republic of Poland of April 2, 1997. They concern in particular the development of regulations concerning the following constitutional issues: the Armed Forces of the Republic of Poland, the duty of a Polish citizen to defend the Homeland, the President of the Republic as the supreme commander of the Armed Forces of the Republic of Poland and the Council of Ministers as the body that ensures the external security of the state and exercises general management in the field of national defense. The main goal of the legislator is to replace the archaic and incompatible with the current needs and tasks of the Polish state and the Armed Forces of the Republic of Poland regulations contained in the Act of November 21, 1967. on the general duty to defend the Republic of Poland.
Ustawa z 11 marca 2022r. o obronie Ojczyzny jest klasycznym przykładem „ustawy wykonawczej” do konstytucyjnej regulacji zagadnień związanych z problematyką bezpieczeństwa państwa, w tym bezpieczeństwa militarnego. W ustawie o obronie Ojczyzny dokonano brakującego do tej pory uszczegółowienia rozwiązań normatywnych znajdujących się w Konstytucji RP z 2 kwietnia 1997r. Dotyczą one w szczególności rozwinięcia regulacji dotyczącej następujących zagadnień konstytucyjnych: Sił Zbrojnych Rzeczypospolitej Polskiej, obowiązku obywatela polskiego obrony Ojczyzny, Prezydenta Rzeczypospolitej jako najwyższego zwierzchnika Sił Zbrojnych Rzeczypospolitej Polskiej oraz Rady Ministrów jako organu, który zapewnia bezpieczeństwo zewnętrzne państwa i sprawuje ogólne kierownictwo w dziedzinie obronności kraju. Zasadniczym celem ustawodawcy jest zastąpienie archaicznych i nieprzystające do obecnych potrzeb i zadań państwa polskiego oraz Sił Zbrojnych Rzeczypospolitej Polskiej regulacji zawartych w ustawie z 21 listopada 1967r. o powszechnym obowiązku obrony Rzeczypospolitej Polskiej.

Opis:: Komunikat został zainspirowany uczestnictwem Centralnej Biblioteki Wojskowej w 87. Kongresie IFLA w Dublinie w Irlandii. Na corocznym spotkaniu przedstawicieli środowiska bibliotekarskiego z całego świata poruszano zagadnienia dotyczące: roli i miejsca bibliotek w zmieniającym się świecie – także postpandemicznym, zarządzania informacją i wiedzą (w tym wiedzą ukrytą), wykorzystania nowoczesnych technologii informacyjnych i komunikacyjnych w pracy bibliotecznej, łącznie z big data, przetwarzaniem w chmurze, sztuczną inteligencją. Tegoroczny kongres był nietypowy z dwóch powodów. Został zorganizowany po przerwie spowodowanej pandemią COVID-19, a ponadto odbywał się w czasie wojny rosyjsko-ukraińskiej.
The article was inspired by the participation of a delegation from the Central Military Library in the 87th IFLA Congress in Dublin, Ireland. The annual meeting of representatives of the library community from around the globe addressed issues concerning the role and place of libraries in a changing world – also in a post-pandemic one, information and knowledge management (including tacit knowledge), the use of modern information and communication technologies in library work (with big data, cloud computing, artificial intelligence). The congress held in 2022 was unusual for two reasons: it was organised after the break caused by the COVID-19 pandemic, and besides, it took place during the Russian-Ukrainian war.

Opis:: Pojęcie bezpieczeństwo jest definiowane przez różnych ludzi nauki. Definicje te jako, że dotyczą tej samej materii różnią się szczegółami wynikającymi z punktu widzenia poszczególnych autorów. Wspólnym mianownikiem jest dostrzeganie obszarów wspólnych i stwierdzenia, że bezpieczeństwo to stan w którym podmiot do którego się odnosi nie znajduje się w stanie zagrożenia, a także jest w stanie realizować stawiane jemu zadania czy też osiągać założone cele. Celem artykułu jest wykazanie, że określenie bezpieczeństwo logistyczne w odniesieniu do Sił Zbrojnych RP nie jest nadużyciem i jego stosowanie jako określenie stanu zaspokojenia potrzeb logistycznych i zdolności do realizacji zadań jest w pełni uzasadnione. W artykule przedstawiono jako podmiot Siły Zbrojne RP, które generują potrzeby logistyczne i ich zaspokojenie zapewnia warunki wykonania zadań co w konsekwencji zapewnia im bezpieczeństwo logistyczne.
The concept of security is defined by different scholars. These definitions as they relate to the same matter differ in the details of the resulting from the point of view of the individual authors. The common denominator is the perception of common areas and determine that security is a State in which the entity to which it refers is not under threat, and is also able to carry out for him a task or achieve goals. The aim of the article is to demonstrate that the term security logistics for the armed forces of the RP is not abusive and its use as the State meet the needs of the logistics and the ability to carry out tasks is fully justified. This article presents as an entity armed forces RP, that generate the logistical needs and their satisfaction provides the conditions for the implementation of tasks which in turn provides them with security.

Opis:: The article is dedicated to the study of higher military education in Ukraine and the foundations for ensuring and guaranteeing the quality of training of military specialists in higher military educational institutions. The article shows the role and significance of the Armed Forces of Ukraine, and systems of military education as important intellectual components of the system of security and defense of the state. The basic national and global trends in the development of military education are substantiated. The effective practical implementation should facilitate the training of military specialists capable of mastering modern forms, types of armed struggle, the use of troops, and adequately respond to the challenges of security and defense of the state.
Artykuł poświęcony jest analizie systemu wyższego szkolnictwa wojskowego na Ukrainie oraz podstawom zapewnienia i zagwarantowania wysokiej jakości kształcenia wojskowych kadr specjalistycznych w dedykowanych im instytucjach edukacyjnych. Pokazuje on rolę i znaczenie Sił Zbrojnych Ukrainy i systemów edukacji wojskowej jako ważnych elementów bezpieczeństwa i obrony państwa. Uwzględniono także podstawowe narodowe i światowe trendy w rozwoju edukacji wojskowej, których skuteczne wdrożenie powinno ułatwić kształcenie specjalistów wojskowych zdolnych do opanowania nowoczesnych form i rodzajów walki zbrojnej, użycia sił zbrojnych oraz odpowiedniego reagowania na wyzwania obrony i bezpieczeństwa państwa.

The potential of the logistics as the intangible resources – people and material assets-stocks, military equipment, infrastructure is designed to accomplish specific tasks. They can only take place in specific organizational framework and in accordance with established procedures. The fulfilment of this expectation causes the need to take account of the effects of modern technology on the process of creating a military logistics system.

Opis:: This article attempts to analyze the problems arising at the junction of two social institutions: the army and military families. It shows, in the face of the transformations taking place in the area of family life and in the face of professionalization of the Polish Armed Forces, how complex relationships between these two worlds are created. The article raises the issue of dual loyalty and „greed” of these institutions. A feature that modern family and the army share is the fact that each of these institutions would like to focus the attention and energy of its members and involve them in their actions as much as possible, which would secure their operations. Such a demanding attitude, however, has a negative impact on the performance of social roles outside the institution. The empirical analyses on the topic conclude with the condition and problems of modern military family. They also show how the duties and requirements for the profession of a soldier affect the organization, structure and functions of the family, the course and the rhythm of their life, homely atmosphere, the content and scope of the role played, the manner of satisfying their needs and the lever of the satisfaction. This text is a contribution to further research of the presented issue.
