    Opis:
    The article presents issues related to legal regulations pertaining to unmanned aerial vehicles (UAVs) in Poland and France. It describes commercial and non-commercial rules of UAV use. It also summarizes conditions concerning UAV weight, procedures of personnel and certification, as well as the space where UAVs may perform flight operations. Additionally, the application and use of UAVs in civil and military environments are described. It allows for the statement that the UAV role in air transport is increasing. Due to the benefits they offer, such as the possibility to remain in the air for a long time, performing flight operations in a harmful environment and little influence on the natural environment, UAVs will be increasingly important and systematically replacing manned aircraft.

    The paper deals with issues related to security and defence as seen from the perspective of the role played by military education. The essence of the new security environment realm and new threats for security are described. The importance of military educational institutions is underlined. In this context, observations and reflections on education and training based on NDU Warsaw’s experiences are offered. There are four leading issues mentioned. The first one is the approach to military education, the second one is the curricula, the third one is research and the lessons learned, and the fourth one is to share the experiences of an activity aimed at forging strategic trust. Finally, the author puts forward suggestions on how to strengthen educational cooperation in the Europe and Asia-Pacific region.

    This paper presents the most vital parts of technical tests of military vehicles in relation to environmental protection. The presented method is based on the most popular military off-road truck of the Star 1466 type. It includes a diagram showing the parts of the test of this vehicle from the perspective of environmental protection whose sequence is not imposed. What is solely required is that all these parts are executed - in accordance with the applicable provisions. For this purpose, the paper presents the methodology (whose major parts are described) of testing the vehicle complying with the requirements of environmental protection. Furthermore, it outlines the process of checking leakages of exploitation fluids, smoke opacity, measurement of external noise of this vehicle and the measurement of the level of an acoustic signal. The description of particular checks is based on the applicable provisions and regulations, as well as on typical and commonly available measuring instruments. It is stressed how important it is to maintain and follow the technical parameters - concerning the systems (units) responsible for polluting the environment - which are required by particular provisions and regulations. In the conclusions, the most crucial documents governing the organization of stations used for testing military vehicles, as well as methods and necessary equipment, have been presented.

    The study is related to the pedagogical experiment on the systemic controlled impact on the formation of educational environment in higher educational institutions. The article aims to verify the effectiveness of introducing the pedagogical system of educational environment formation in higher educational institutions on the example of an aviation educational institution. Evaluation of the effectiveness of the pedagogical system of educational environment formation is based on the monitoring analysis. Diagnostic techniques of the expert examination have been described. The statistical insignificance of discrepancies between the data of control and experimental samples has been proved. Significant changes in the educational environment formation levels in the control and experimental groups have been confirmed.

    The author of the article characterizes the working environment of a military pilot in terms of the external environment, where is performed flight and psycho-physical requirements. The article presents the conditions for the functioning of a military pilot on the modern battlefield. It indicates the need for human cooperation with the advanced technologies used in military aviation and to apply strict criteria for selection of candidates for service as a military pilot.
    W artykule zostało scharakteryzowane środowisko pracy pilota wojskowego w aspekcie otoczenia zewnętrznego, w którym wykonywany jest lot, oraz wymagań psychofizycznych. Przedstawiono również warunki funkcjonowania pilota wojskowego na współczesnym polu walki i wskazano na konieczność współdziałania człowieka z zaawansowanymi technologiami wykorzystywanymi w lotnictwie wojskowym oraz stosowania ścisłych kryteriów doboru kandydatów do służby w charakterze pilota wojskowego.

    Autorzy pracy podejmują problematykę zmian w podejściu do pozyskiwania i utrzymywania kapitału ludzkiego w Siłach Zbrojnych RP w zestawieniu ze zmianami w środowisku bezpieczeństwa. Wskazują na ideę Wojsk Obrony Terytorialnej jako antidotum na taktykę „zielonych ludzików” zastosowaną przez Rosję podczas aneksji Krymu w 2014 r. oraz rozwiązania wprowadzone ustawą z dnia 11 marca 2022 r. o obronie Ojczyzny i program zwiększenia liczebności Wojska Polskiego jako element budowy potencjału wojskowego będącego elementem skutecznego odstraszania. Do osiągnięcia celu, to jest wzrostu liczebności SZ RP do ok. 300 tys. żołnierzy, konieczna była systemowa zmiana w obszarze rekrutacji oraz form i zasad pełnienia służby wojskowej. Wskazanie na nowoczesne – nadążające za rozwojem współczesnych pokoleń – rozwiązania oraz wzrost atrakcyjności służby w organizacji uchodzącej dotychczas w opinii wielu za konserwatywną jest istotą niniejszego opracowania.
    The authors of the work take up the issue of changes in the approach to acquiring and maintaining human capital in the Polish Armed Forces in comparison with changes in the security environment. They point to the idea of the Territorial Defense Forces as an antidote to the “little green men” tactics used by Russia during the annexation of Crimea in 2014, as well as the solutions introduced by the Act of March 11, 2022 on defense of the homeland and the program to increase the size of the Polish Army, as an element of building military capability as an element of effective deterrence. To achieve the goal, i.e. to increase the size of the Polish Armed Forces to approx. 300,000 soldiers, a systemic change in the area of recruitment as well as the forms and principles of military service was necessary. Pointing to modern – keeping pace with the development of modern generations – solutions and increasing the attractiveness of service in an organization considered by many to be conservative is the essence of this study.

    The main objective of the combat logistic support in a specific battle environment is to maintain a continuous required supply and to recover/evacuate damaged equipment. Depending on the type of environment, there are some problems with providing troops with the supply which should be of proper sort and amount and fulfil the troops’ needs at right time and in the right place. The force protection of supply convoys and logistic points in a specific battle environment becomes a significant problem for the commanders of logistic troops. The effectiveness of combat logistic support in a specific battle environment can be augmented by using new technologies complementing standard solutions in the field of force protection of supply convoys and logistic points.
    Głównym celem zabezpieczenia logistycznego wojsk realizujących zadania w specyficznych środowiskach walki jest zapewnienie ciągłości zaopatrywania oraz rozpoznanie, ewakuacja i naprawa uszkodzonego sprzętu wojskowego. W zależności od rodzaju środowiska, w jakim prowadzone są działania występują pewne problemy związane z dostarczeniem żołnierzom odpowiedniego rodzaju środków zaopatrzenia, we właściwej ilości, czasie oraz w nakazane miejsce. Ochrona i obrona konwojów oraz urządzeń logistycznych w specyficznych środowiskach walki staje się istotnym problemem dla dowódców pododdziałów logistycznych. Skuteczność zabezpieczenia logistycznego wojsk realizujących zadania w specyficznych środowiskach walki można zwiększyć, wykorzystując nowe technologie uzupełniające standardowe rozwiązania w zakresie ochrony i obrony konwojów oraz urządzeń logistycznych.

    Celem artykułu jest wykazanie wpływu zastosowania nowych technologii na zabezpieczenie logistyczne wojsk realizujących zadania w specyficznych środowiskach walki. Zabezpieczenie logistyczne wojsk w specyficznych środowiskach walki stanowi istotny problem zarówno dla zabezpieczanych, jak i zabezpieczających. W zależności od rodzaju środowiska występują różne problemy ze sposobem dostarczenia odpowiedniego rodzaju i ilości zaopatrzenia skoordynowanych z potrzebami odbiorcy w odpowiednim czasie i przestrzeni. Istotą zabezpieczenia logistycznego wojsk w specyficznych środowiskach walki jest zapewnienie ciągłości zaopatrywania w niezbędne asortymentowo i ilościowo zaopatrzenie oraz ewakuacja uszkodzonego zasadniczego sprzętu wojskowego. Zabezpieczenie logistyczne wojsk realizujących zadania w specyficznych środowiskach walki można usprawnić poprzez zastosowanie nowych technologii stanowiących element uzupełniający tradycyjne rozwiązania.
    The aim of an article is to show a influence of the implementation of new technologies in combat service support on specific battlefield. The logistic support in specific battlefield cause many problems on both sides: in supported forces and in logistic subunits. Depending on the type of the environment, there are various problems with how to provide the right sort and quantity of supplies coordinated with needs of the recipient in the right time and space. The essence of the logistic support in specific combat environments is to ensure continuity of military supply chain of necessary assortment and quantity of supplies and evacuation of damaged basic military equipment. Improving of the effectiveness of logistic service support for combat forces in specific combat environments can be achieved through the use of new technologies that is complementary to traditional solutions.

    Przedmiotem niniejszego opracowania jest analiza poziomu bezpieczeństwa środowiska międzynarodowego w regionie Morza Południowochińskiego w XXI w., zwłaszcza z perspektywy dwóch najważniejszych podmiotów stosunków międzynarodowych ChRL i USA. Zauważa się stopniowe przejmowanie inicjatywy przez Pekin, którego odzwierciedleniem jest rozwój potencjału sił zbrojnych, a zwłaszcza marynarki wojennej oraz rozwijanie polityki gospodarczej w regionie, która krok po kroku wciąga i uzależnia poszczególne państwa w tym regionie. Jednocześnie dostrzega się stopniowe zmniejszanie roli Stanów Zjednoczonych w Azji Południowo-Wschodniej, których podstawowym celem polityki „powstrzymania i ograniczania” Chin jest utworzenie bloku państw Azji Wschodniej i Południowo-Wschodniej zdolnego, pod przywództwem Waszyngtonu, przeciwstawić się ewentualnym tendencjom ekspansjonistycznym Pekinu. Zauważa się przy tym, że to Pekin przejmuje stopniowo inicjatywę jako centralny ośrodek kształtujący środowisko międzynarodowe w regionie.
    The subject of this paper is to analyse the level of international environment security in the South China Sea region in the 21st century, especially from the perspective of the two most important international relations of the PRC and the United States. It is noted that Beijing gradually takes over the initiative, which is reflected in the development of the abilities of the armed forces, especially of the navy, and the development of economic policies in the region, which gradually draws and makes individual states in the region dependent. At the same time, there is a gradual decline in the role of the United States in South East Asia, the primary purpose of which in terms of “the policy to prevent and restrict China” is to create a block of East and South East Asian states able to confront Beijing’s possible expansion tendencies under Washington. It is noted that Beijing gradually takes over the initiative as the shape international environment center in the region.
