Opis:
The article presents migration as a threat to international security in the 21st century. The first part presents the problem of people migrating to Europe, including third-country nationals. It is shown that uncontrolled mass migration has forced European countries to provide budget, shelter and counselling for migrants. Furthermore, there were many cases when migration met with disapproval of indigenous people and fear of the impossibility of integrating different cultures and customs. European Union has introduced financial tools to support member countries in financing migration-related problems including the Asylum, Migration and Integration Fund; and the Internal Security Fund. The article also mentions the European immigration policy adopted in 1999. The second part of the article refers to negative effects of migration: trafficking in human beings and forced labour. It is shown that they are widely practiced. To eliminate illegal activities, actions, which the author describes, are being taken within Europe. Polish people have also experienced trafficking in human beings and forced labour abroad. Such crimes have been reported within Poland as well. Finally the author states that the security of the European Union is threatened not only by external migrants, but also by citizens who migrate internally.

The migration crisis influenced the internal situation in Sweden to a great extent. Owing to an intensive migrant inflow and a massive submission of asylum applications, the topic of immigration became an integral part of the political discourse. Therefore, a question should be asked, whether intensified migration will cause any visible changes in Sweden, especially in the field of politics and social attitudes towards foreigners. Sweden, until now, has been perceived as a tolerant and open state and society. The aim of the article is to test the hypothesis assuming that there is a correlation between the migration crisis, the radicalisation of the Swedish society and the growing support for the Sweden Democrats, the only anti-immigration political party in Sweden.

The article presents results of the study carried out in Mońki, which is a town characterized by high intensity of economic emigration. The study was conducted in 2016, during the so-called the migration crisis, i.e. the increased influx of immigrants and refugees to the countries of the European Union. Although the wave of this influx did not reach Poland, but the migration crisis has become an important social issue, especially in the mass media. Our survey shows how being a member of an emigrant sending community affects the attitude towards receiving immigrants and refugees.

Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensification of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensifi ed by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.

Analyzing Poland’s current activity regarding the influx of refugees and the formulated attitude towards action in the field of restriction and control of the influx undertaken by European and international institutions, one should notice increasing reluctance to accept immigrants. What is more, there is a growing trend in the public debate in Poland to identify (to correlate) the influx of refugees with the problem of security. Although Poland is neither located on the main transit routes nor a destination for immigrants (including refugees), there is a process of systematically including this issue in the public discourse and analyzing the consequences of the potential increase in the influx of immigrants in the context of state security. Relationships that arise at the interface between migration and security point to the process of securitization of immigration, which involves integrating migration issues into a catalogue of state security threats and considering them through the lens of possible threats to the receiving societies.

This article is a cognitive-analytical text that looks at the so-called “migration crisis”, which turned out to be an attempt to destabilise the situation on the border between Belarus and Poland, Lithuania and Latvia in 2021. Following the introduction, which outlines the main goals and theses of the article, the author looks at the origins of the operation by the name of “sluice”, and the nature of the “migration crisis” on the Polish-Belarusian border in the period from August to December 2021. On the basis of the information available, retrieved mainly from the official website of the Border Guard, the author has attempted to describe the operation of the Belarusian authorities and border services in the process of bringing migrants to Belarus, and then “transferring” them over to Poland and other countries of the European Union. The text ends with a summary of the issues raised, and an attempt to outline the prospects of bringing the crisis to an end.

Currently, Türkiye is a country with the largest number of refugees in the world. Over 3.7 million of them come from Syria. At the beginning of the migration crisis which affected European Union member states, Türkiye as a transit destination provided refugees with a place at Temporary Accommodation Centers (TACs). After signing the agreement with the European Union (on March, 21 2016) and with the increasing number of refugees in Türkiye, it became impossible to place all of them in refugee camps. Syrians began to migrate not only to border cities and towns, but also to Istanbul and other Turkish metropolises. This article aims to show the impact of refugees on the situation of Istanbul and other Turkish cities. The analysis is intended to answer the following questions: how did refugees change the structure of Turkish cities? How did the migrations of the Syrian community affect the border cities of Türkiye and the metropolises in the western and central part of the country? Which socio-economic problems did the increase in the number of refugees generate in Türkiye? What kind of social problems arose in Turkish cities with the arrival of Syrian refugees?

This thesis is about the necessity of strong cooperation between Greece and Turkey to solve migration crisis in the European Union. The wave of illegal immigrants to Greece started in 2010. Migrants come to Greece trough the territory of Turkey. Greece and Turkey in 2001 have signed a readmission agreement. On 16 December 2013 Turkey and European Union signed another special readmission agreement. However as a breakthrough we may see an extraordinary summit between European Union and Turkey in 2016. In a few weeks (April 2016) from the summit we may say that it has brought positive changes. However, to solve migration crisis in Europe there must be full cooperation between Greece and Turkey based on trust and respect.

The migration crisis of 2015 has left its mark on many EU countries. Some, such as Greece or Spain, were countries on the front line. Others, namely Germany, Great Britain, and Sweden became destination countries for many newcomers. Some, like the countries of the Visegrad Group, opposed the actions and decisions of the EU made in the face of the crisis. European solidarity has become a big question mark and we can observe a serious upsetting of the whole integration project which is, of course, up for discussion. This state of affairs consisted of the attitudes towards the crises of such countries as Poland or Hungary, here anti-immigration and populist parties came to power, creating a vision of flexible solidarity on the European political scene. The purpose of this article is to analyse the Polish migration policy, show the direction of the changes in its construction along with the change of government and the societal reaction to strangers, as a direct result of actions taken by the ruling parties. It is important to understand the political, economic and social context of the changes occurring in the social consciousness and to attempt to formulate a forecast for the future.

The aim of this article is to analyze Polish foreign policy, its nature and instruments of implementation under the migration crisis. The migration issue is in this case the determinant of foreign policy, which verified and actuated Polish external policies in the bilateral relations, as well as in the framework of multilateral cooperation. The migration issue has also become a determinant of European policy of Poland prejudging the extent and mechanisms of Polish involvement in the solution of the migration crisis in European institutions. It should be noted that a different approach to EU policies and its activities to prevent and mitigate the effects of the influx of people on its territory is reflected in the relations between Member States, as exemplified by the Polish-German relations. The migration issue is also reflected in the activities of the Visegrad Group. Fear of the consequences of mass migration into the EU and, above all, opposition to the obligation to accept refugees based on the quota system proposed by the European Commission intensified cooperation within the Visegrad Group. From the Polish foreign policy perspective, the Visegrad Group is seen as an important entity influencing its effects.

Aim. The goal of the paper is to analyse the constantly growing scale of migration and its impact on the European political and social sphere; to show the concern of European politicians and society about the newcomers, which leads to social hostility and unpredictable situations. There is a concern that migrants, being representatives of different cultural environments and religions, will bring social disharmony, raise the crime rate and terrorism in Europe and cause a certain threats to European society. Methods. The basis of the paper are the following research methods – statistical, descriptive and analytical, which represent certain sources: the study courses and books, scientific papers, empirical materials, published on official websites and documents in the field of migration and its policy. Results and conclusion. Modern migration is complicated by the strong emotional reaction and hostile attitude of European society, which has a direct negative impact on the European political situation and society itself. The situation has become even more complex by the fact that the migrants are mostly from Islamic countries with strong religious ideology and cultural roots that create serious obstacles for their integration. Here it is worthy of highlighting the role of Diasporas and their impact on the integrational processes. Cognitive value. It appears that the 21st century has become the era of migration. Thus, the representatives of all social sciences are paying attention to the study of this unusually complex phenomenon. Yet, despite the significant interest of researchers, for politicians, and the civic sector the phenomena of migration still is not studied properly.

The article entitled ‘The development of the European Union in the areas of migration, visa and asylum after 2015. Priorities, effects, perspectives’ is a contribution to the public discourse on one of the biggest problems and challenges facing the European Union in the 21st century from a political, economic and social perspective. The (un)controlled influx of refugees to Europe after 2015, which is the result of political destabilization and the unstable socio-economic situation in the region of North Africa and the Middle East, clearly indicates that during the ‘test’, the existing refugee protection system in the European Union did not pass the ‘exam’. In connection with the above, attempts to modify it have been made at the EU level. This article is a presentation of individual solutions (‘Fortress Europe’, ‘Open Door Policy’, ‘Sluice’), as well as an analysis and evaluation of the possibilities of their implementation in the current difficult crisis conditions.

In accordance with the theses of the current article, there exists an overarching principle of migration security priority, which is applicable at the level of the shaping of EU’s migration policy, whereas the European Council has a real infl uence on the shape and directions of the development of EU’s migration policy. In actual fact, the European Council performs the function of the creator within the sphere of asylum and return policy – develops programme guidelines, provides solutions to problems and proposes possible changes in the instruments of the law. The article presents the results of an in-depth analysis of the conclusions of the European Council with regard to the management of migration processes in the era of the migration crisis, which escalated in April 2015.

The migrant crisis in Europe is one of the most challenging problems that European Union has faced since its very existence. By examining the process of acculturation of Middle Eastern migrants in Zagreb this paper will provide a basic insight in this cultural phenomenon. The possibilities of the successful integration lies within the religious identity of Islam as partially common both to migrants and Muslim population in Croatia. Another positive factor for the successful integration can be found in the history of Muslim population in Croatia whose rich tradition and integration in the Croatian society can been regarded as highly instructive. The main goal of the paper is to present the experience of the encounters that individuals from the Islamic Centre in Zagreb had with the Immigrants from Middle East through the qualitative methodology and the deep interview method. This research should provide better understanding of the importance of religious identity in the process of integration of Middle East migrants in the European society and guidelines for overcoming the risks of parallel societies. In addition the authors will present an overview of the problems that occur in education process in the context of religious identities, with an emphasis on Islam in Croatian educational system.

Nowadays, migration of people on the territory of the European Union has become one of the factors determining Poland’s foreign policy and determining its bilateral relations due to the scale and dynamics of this phenomenon. Notwithstanding the fact that Poland, unlike other EU Member States directly bearing the costs of mass influx of migrants, is not a target country for migrants, the migration crisis associated with mass influx of people also indirectly affects the Polish reality. Emphasizing the implications of the migration crisis from the point of view of state security consistently strengthens critical opinions in Poland and at the same time determines the reluctance of the Polish society to accept immigrants (mainly from the Middle East and North Africa). The article focuses on the repercussions of the migration crisis from the perspective of Polish-German relations. The basis for this research area is, on the one hand, the role of Germany in the context of the migration crisis and, on the other, the presentation of different positions by Poland and Germany regarding the methods of stopping the inflow of migrants into the EU.

Migration policy, which until recently was absent in public space, has found its place in public debate and scientific research in recent years. Undoubtedly, the migration policy gained in popularity in 2015, when migrants began to migrate to Europe on a massive scale and the situation of their uncontrolled influx was described as a migration crisis. Although migration is a common phenomenon and has been known for years, increased migratory movements require countries to pursue a well-considered and consistent policy in this area. The situation in Europe has prompted reflection on Polish policy towards foreigners, which at that time, was different from European standards.

Opis:
The purpose of the present paper was: to specify the significance of the problem of the migration crisis in the Polish media debate as well as to point out similarities and dissimilarities in the manner of presenting (depending on a given narration applied) this phenomenon on the basis of two major, albeit ideologically distinct, weeklies, that is “Polityka” and “Do Rzeczy”, with the said two news magazines actively participating in the above-mentioned debate. The paper reconstructs the narrations presented by the said opinion-forming weeklies referring to the migration crisis and the issues related thereto. We also analyzed to what extent the weeklies differed with respect to the scrutinized phenomenon. For the sake of analysis, we availed ourselves of the assumptions of the agenda-setting theory. In our opinion, the conducted analysis allows for regarding the problem of migration crisis as a major area for opinion-forming activities of both weeklies. The respective editors of both weeklies put forward specific interpretations of social phenomena; and what is more, the suggested narrations, in a multi-faceted way, built a model for comprehending the events of European importance, with the said events perceived, on the one hand, as a threat to the Polish state (“Do Rzeczy”); on the other hand, as a challenge which demands Poland’s participation in the European politics (“Polityka”). Each weekly, while referring to some argumentation aimed at the demonstration of its sole moral rightness, attempted to discredit the position of the other.

Opis:
In the article, an attempt to characterize migration movements observed in the beginning of the second decade of the XXI century is made. The aim is to present challenges and threats for security o f the EU region and member states, caused by massive migration flows. A debate within the European Union on possible solutions of the problem is analyzed. Differences in the approach to the migration crisis are taken into account, motivated on one hand by the desire to guarantee protection to refugees and persons in a refugee-like situation, on the other - to preserve security of EU citizens, member states and the organization.

Opis:
The study analyzes the responses of the European Union (EU) and the Association of South-East Asian Nations (ASEAN) to the 2015 migration crisis and answers two questions: first, why did those two regional organizations prove ineffective in dealing with 2015 migration crisis? Second, why despite different legal, institutional and functional frameworks for cooperation in the migration field, the process by which both organizations made their decisions was very similar? The analysis of the EU and ASEAN migration governance frameworks shows neither too much integration (EU) nor too little (ASEAN) favor regional migration crisis solving.
Po drugie, dlaczego pomimo różnych normatywnych, instytucjonalnych i funkcjonalnych ram współpracy w obszarze migracji proces podejmowania decyzji w związku z kryzysem migracyjnym wyglądał podobnie w obu ugrupowaniach? Analiza modelu zarządzania problemem migracji w UE i ASEAN wykazała, że zarówno za dużo, jak i za mało integracji nie sprzyja rozwiązywaniu regionalnych kryzysów migracyjnych.

Opis:
The aim of this study is to assess the scale and effects of influx of people from Africa and the Middle East to European Union countries and to present the objectives of the “Marshall Plan with Africa”, which aims to support African economic activation and intensify the economic links within this region. The assessment also addresses the risk of escalation of migration to Europe and European Union initiatives aimed at containing the African population within their countries. The author focuses on the activities presented in the first pillar of the “Marshall Plan” which provide for improving the investment climate in African countries, including the ease of doing business, developing trade and establishing a free trade area, and ratifying the Trade Facilitation Agreement (FTA). The paper is based on the primary literature on the subject under study and the sources of data include Eurostat, UN, WTO and Africa Infrastructure Knowledge Program.
