The European Commission has lately been exposed to increasing pressure from the Italian and Greek Governments to actively participate in solving the problem of growing immigration from African and Middle East countries. This surging pressure has resulted in actions aimed at redistributing immigrants among the EU Member States. The implementation of this solution would mean that the immigration issue is most likely to also affect countries which have not had to deal with large immigrant populations in the past. This article focuses on potential immigration to Poland, as one the largest economies in the EU Member States. It aims to answer the question whether Poland needs and is ready, in social, economic and cultural terms, to accept international immigrants from developing countries. Another problem tackled by this paper is the European Union’s attitude towards immigration. It is argued that the redistribution of migrants will be pointless unless other accompanying actions are taken simultaneously. The twin issues of the immigration crisis and the distribution of immigrants have revealed problems resulting from differences between the Member States in terms of their quality of life, including differences in wages and social benefits. This article posits that had the EU met the cohesion goal many economic and social problems, including migrants’ distribution, would not have arisen.

In the great upheavals of globalization, this article will focus on those who are not directly involved in this great movement. These include migrants. For them, the most useful language is that of survival, both social and professional. In this context, we will focus on the training demands that emanate from certain professional fields in France, formulated in the urgency of economic and human situations that concern the public employment actors, the training structures and of course the learners/workers themselves. Indeed, certain economic sectors are under pressure, in the sense that they are struggling to recruit. Recourse to migrant labour is therefore one of the solutions, but, in most cases, the question of mastering the language of the host country in oral and/or written form arises,. Didactic solutions must be found on a case-by-case basis, in a very precise and specific way. In order to describe and analyse this situation, the article will be based on two experiences of technical and linguistic training in two vocational training fields: i) catering and ii) building and public works.

The article discusses the idea and structure of emigration pastoral care within the legal order existing after the Holy See published Erga Migrantes Caritas Christi instruction in 2004. The author considers the legal-pastoral directives of the Instruction against Code of Canon Law and the latest doctrine judgments. The first part presents the state of old pre-council and pre-code legislation, and the second part deals with the norms contained in CCL of 1983 against the Magisterium of the Church after the Second Vatican Council. The third (main) part systematically discusses directives whose legal character derives from the published Instruction, particularly those referring to chaplains of emigrants and procedures of their appointment, pastoral structures (personal parish, mission cum cura animarum, ministry in a territorial parish and ethnic ministry in a territorial parish), and the national coordinator for chaplains. Finally, the responsibility of particular bishops and Bishops' Conference (including the special bodies for migrants), and the role of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People.

In the article I examine the modes of social involvement that are present in contemporary Swedish cinematography. In my opinion, many of the directors from this Scandinavian country are trying to include in their works the elements of social criticism. Problems that appear in these films are related, inter alia, to the questions of equality, globalization, multiculturalism, migration, emancipation of women, trafficking, and consumerism.

This article analyses France’s foreign policy towards Africa from a realist perspective. It identifies how this policy creates a state of inequality in terms of Franco-African relations through the Francafrique system and how the long-term policy’s consequences have led to negative impacts on the European Union’s External Migration Policy towards the world’s poorest continent. This inequality in terms of Franco-African relations is explained from the perspective of other theories including the Dependency theory and Capital System that highlight inequality between the Global South and the Western world. As a result, it is highly important to examine the volumes of illegal migrant flows to the European territories crossing the Mediterranean Sea from the Sahel and Sub-Saharan Francophone countries to understand how the EU’s External Migration Policy is impacted by the foreign policy adopted by one of the most powerful players in the international system and EU’s member states towards Africa.

The paper analyses the case of labor migration of CIS ethnic Koreans (Koryo-saram) to South Korea. Because of an ethnicity-based preferential policy, they are offered better conditions than other migrants, but in many cases they choose to switch to a condition of semi-compliance by voluntarily taking jobs in sectors that fall out of their visa requirements. This option is dictated by the absence of Korean language skills and better remuneration in the illegal market, but at the same time exposes them to worse working conditions and vulnerability caused by illegality. This situation, that is convenient for all parties – the state, employers, sub-contracting recruitment agencies and in the short term also migrants – can be explained by two factors – a neoliberal distortion of the local job market in the interests of companies and the resilience of Koryo-saram workers – that are marked by an underlying inequality of power structures. An approach focused on political feasibility suggests that trade unions could be the best answer at hand to address this condition with possible mid-term improvements deriving from forms of transnational social protection.

Niniejszy artykuł prezentuje rezultaty badania pilotażowego na temat relacji polskich migrantów z norweską służbą zdrowia. Badanie miało charakter jakościowy – przeprowadzono 20 częściowo ustrukturyzowanych wywiadów z Polakami mieszkającymi w Norwegii dłużej niż dwa lata, którzy mieli kontakt z norweskim systemem ochrony zdrowia. Celem badania była identyfikacja potencjalnych problemów pojawiających się w kontakcie polskich migrantów z norweskim świadczeniodawcą. Kwestionariusz wywiadu, zbudowany w oparciu o Wywiad Ukształtowania Kulturowego (DSM V) zorientowany został na pozyskanie możliwie bogatych danych, w celu identyfikacji innych czynników utrudniających korzystanie ze służby zdrowia, niż obustronny deficyt kompetencji językowych, na co wskazywano głównie w poprzednich badaniach. Norweska służba zdrowia w świetle odpowiedzi respondentów otrzymała mieszane recenzje, mniej więcej tyle samo osób było zadowolonych z jej funkcjonowania, co przeciwnie. W niniejszym badaniu kwestia zaufania wysunęła się na pierwszy plan interpretacyjny – polscy pacjenci ufają lekarzowi, o ile ten spełni ich kulturowe oczekiwania (np. przepisze antybiotyk lub inny silny środek, czego oczekiwaliby od lekarzy w Polsce), co nazwaliśmy „warunkowym zaufaniem”. Badani wspominali również o problemach w dostępie do lekarzy specjalistów w Norwegii w porównaniu do Polski, co może być odzwierciedleniem różnic w systemie organizacji opieki zdrowotnej – w Norwegii lekarz pierwszego kontaktu (GP) ma więcej obowiązków, które wymagają kompetencji, niż w Polsce, gdzie GP jest osobą kierującą na badania do specjalisty jeżeli pojawi się problem medyczny, którego nie potrafi rozwiązać. Artykuł stanowi zatem studium relacji polskich migrantów z zagranicznymi systemami opieki zdrowotnej – które w przyszłości powinny być ponawiane – a zastosowana w nim metoda jakościowa umożliwiła prezentację zróżnicowanych postaw osób najbardziej zainteresowanych praktycznymi aplikacjami płynących zeń wniosków – Polaków stale przebywających w Norwegii.
This article presents the results of a pilot study on Polish migrants’ relations with the Norwegian health services. The study was qualitative in nature – 20 partially structured interviews were conducted with Poles living in Norway for more than two years who had contact with the Norwegian healthcare system. The aim of the study was to identify potential problems arising in the contact of Polish migrants with the Norwegian healthcare provider. The interview questionnaire, built on the basis of the Interview of Cultural Formation (DSM V), was focused on obtaining as rich data as possible in order to identify other factors hindering the use of healthcare than the bilateral deficit of language competence, which was indicated mainly in previous studies. In light of the respondents’ answers, the Norwegian health service received mixed reviews: about as many people were satisfied with its functioning as those who were not. In this study, the issue of trust came to the fore of the interpretation – Polish patients trust a doctor if they meet their cultural expectations (e.g. prescribe an antibiotic or other strong agent, what they would expect from doctors in Poland), a phenomenon we name “conditional trust”. Respondents also mentioned problems in obtaining a referral/accessing specialist doctors in Norway as compared to Poland, which may reflect differences in the system of organization of healthcare. In Norway, GPs have more responsibilities that require competences than in Poland, where a GP is a person referring patients for tests to a specialist if a medical problem arises that s/he cannot solve. Therefore the article is an introduction to research that should be conducted in the future on the relations of Polish migrants with foreign health care systems. The qualitative method used has enabled the presentation of the diverse attitudes of people most interested in the practical applications of conclusions, namely Poles permanently residing in Norway.

Artykuł analizuje dane na temat cudzoziemców zarejestrowanych jako osoby bezrobotne w Polsce. Najwięcej zarejestrowanych bezrobotnych pochodzi z krajów byłego Związku Radzieckiego, w szczególności z Ukrainy, Rosji, Białorusi, Armenii. Za taki rozkład odpowiadają różne czynniki, np. Ukraińcy to największa i dynamicznie rosnąca społeczność imigrancka, więc proporcjonalnie obarczona największym ryzykiem bezrobocia. Z kolei osoby ujęte w statystykach jako Rosjanie to głównie uchodźcy z Czeczenii. Niemal nieobecni wśród zarejestrowanych bezrobotnych są imigranci z Wietnamu, Indii i Chin, mimo że społeczności z tych krajów są w Polsce relatywnie duże. Z samym statusem bezrobotnego jest związany dostęp do pewnych podstawowych świadczeń społecznych (zwłaszcza objęcie publiczną opieką zdrowotną). Natomiast udział osób z prawem do zasiłku w populacji cudzoziemców zarejestrowanych jako bezrobotni jest bardzo niski, mniejszy niż w przypadku ogółu bezrobotnych w Polsce. Ponadto analiza odsetka bezrobotnych w zależności od państwa pochodzenia wykazała, że w latach 2012–2017 udział bezrobotnych w populacji imigrantów z poszczególnych grup co do zasady zmniejszał się. Przyrost populacji imigranckiej był dużo większy niż przyrost liczby bezrobotnych. W podsumowaniu zaproponowane są wyjaśnienia niskiego poziomu bezrobocia wśród imigrantów w Polsce. Analizując bezrobocie rejestrowane imigrantów w Polsce, artykuł wypełnia ważną lukę badawczą dotyczącą analizy bierności zawodowej cudzoziemców w RP.
The article analyses the data about foreigners registered as unemployed in Poland. The most numerous groups of the registered unemployed originate from the post-Soviet bloc, especially Ukraine, Russia, Belarus, Armenia. This distribution is a result of various determinants, for example Ukrainians constitute the biggest and dynamically increasing migrant community, so the numer of unemployed is proportionally higher. The individuals who have a Russian passport are usually refugees from Chechnya. The numbers of registered unemployed from Vietnam, India and China are marginal, despite the fact that these communities are relatively numerous in Poland. The sole status of unemployed is associated with the access to some basic welfare benefits (especially access to public healthcare). The share of individuals who have a right to unemployment benefit within the migrants populations is very low, lower than in case of the unemployed natives in Poland. Moreover, the analysis of the percentage of the unemployed depending on the country of origin exposed that in years 2012–2017 the share of unemployed in the migrant population often decreased. The increase in the migrant population was much higher than the increase in the number of the unemployed. The summary offers some explanations of the low level of migrant unemployment, indicating that most foreigners are labour migrants. The analysis of the registered unemployment among migrants fills in a significant gap in research about joblessness of foreigners in Poland.

The article describes vocational trajectories of migrant doctors who work in Poland. A typology of careers is introduced. It encompasses three models: migrants who graduate from Polish medical schools, migrants from third (non-EU) countries who come to work in Poland after graduation, an “intra-European” migrants, who benefit from the free movement of workers and services in the European Union. The statistical part situates the discussed issues in the macro-sociological context, demonstrating the main countries of origin, countries of medical education and frequency of naturalization. The qualitative study focuses on a description of individual motivations for migration and work in Poland. The study indicates that in the case of labor migration the reasons for international mobility include (also) non-economic, cultural factors, for example reluctance to work in the grey market in the sending country, where low official income is compensated by bribes.

The article describes the main directions and reasons for educational migration in Europe as well as the Europeanization of the educational strategies of the young Poles. Those strategies are beginning to resemble the behavioural patterns of their peers from other EU countries. Nowadays, it is becoming more and more common for the Poles to take up studies abroad. The text provides an analysis of the official data about educational migration in various EU countries and a description of the author’s own research among Polish students in London based on participating observation, interviews and questionnaires. Official data about educational migration in the EU indicate that students often take up university studies in the states which share a border with the sending country. In consequence, they can keep being mobile and frequently change their place of residence. They increase their chances in the labour markets of both countries and they do not make hasty assumptions as to their country of settlement. Moreover, the analysis of the Poles studying in London indicates that educational migrants are prepared to look for a job not only in the sending country and the country of university study, but also in other European countries. The migrants educated abroad can apply for more attractive jobs in Europe, and thus they are better prepared and more prone to Europeanization or to making proper use of the EU rights connected with free movement of persons, services and capital. Their career perspectives are not limited to the sending country and the country of university study, but include also vocational projects in other EU countries. The example of the Poles in London shows that educational migrants constitute a special group, different from labour migrants. They can speak several foreign languages and have had migration experience even before taking up university studies. They are either children of multinational marriages or are in relationship with foreigners.

This article explores the interactions of migrant Polish business owners with the new entrepreneurial culture in their host country (the UK). The research question of the article concerns how migrant business owners experience the entrepreneurial culture of their host society and how this process reflects noneconomic aspects of labor market adaptation. In the theoretical dimension, the aim is to develop a perspective of examining the labor market adaptation of migrants as a cultural process which reflects certain values and internalized or institutionalized patterns of thinking and acting (Hofstede 2005). The study examines cross-cultural encounters in three interconnected areas: entrepreneurs’ relations with the state, their interactions with other business people, and their interactions with their employees. International mobility provides individuals with the potential to modify their habits and beliefs in the new structural settings and socio-cultural environment of their activities. Socioeconomic crises are moments of trial for migrants, highlighting the challenges of adaptation but also clarifying differences in values and behaviors. The COVID-19 pandemic perpetuated the migrants’ view of the host country as an entrepreneurship-friendly state and enhanced their vision of the host’s entrepreneurial culture as one based on a high level of trust in regard to business owners. The analysis is based on the qualitative method (53 interviews with Polish migrant entrepreneurs).

The aim of this article is to examine the specific nature of the mobility patterns and labor market integration of the Turkish community in Poland, and to situate those phenomena in the broader context of migration from Turkey to northern Europe. Migration from Turkey to Poland is much newer than migration from Turkey to Western European states but has grown dynamically in the past decade. These migration flows are distinct from those inside the EU or from post-Soviet European countries such as Ukraine or Belarus to Poland. The article distinguishes three occupational trajectories that are typical for Turkish migrants in Poland. These paths are characterized by the various social environments in which they develop: the host society, the ethnic community, and the international (expat) community. Analysis reveals the great importance of co-ethnic networks, which play an even more crucial role because Turkish mobility to Poland is not supported by the state policies of either the sending or receiving country. The article refers to data from an original qualitative study (in-depth interviews) as well as to official statistical data from various sources.

In order to explain attitudes towards the Polish welfare system the author analyses the statistical data and in-depth interviews with foreigners living in Poland. The topics discussed included, inter alia, health care, education, invalidity and old-age pension, and safeguards against poverty. The article begins by presenting the methodology and the legal framework. The second section describes experience of Ukrainian labour migrants with the Polish welfare with particular attention given to the practices they apply and, as well as comparison between Polish and Ukrainian welfare systems. Next, the experience of citizens of western EU member states is described.

Opis:
Men and women, who leave their countries, their families, their education and their work to undertake a journey. Some fleeing war, others terrorism, others poverty; looking for solutions, for themselves or for their loved ones. Some need medical care that they cannot access in their home country.  Each one has their own story and we simply do not know enough about them. Immigrants’ life histories can provide us with a lot of useful information that can help us understand the contemporary phenomenon of migration from pedagogical, sociological and economic points of view. The paths and trajectories of entire communities remain unknown, their needs unheard and the enormous wealth in terms of the relationships, the level of mutual help and the competences is neither brought to light nor properly evaluated. This paper, born of a series of biographical interviews carried out with adult immigrants from countries in West Africa, reflects on the relationship between education, work, and the communities to which the immigrants belong.

The article examines the labour migration of Ukrainians to the Warmia-Masuria province. Such research methods as systematic, comparative, behavioural, statistical data analysis, document analysis, focused interviews and case study helped to identify current trends and key challenges presented by migration flows of Ukrainians to the province. The main factors affecting Ukrainian labour migration to the province are analysed, with particular emphasis placed on quantitative descriptions of the features of Ukrainian employment in the region. It is concluded that there are prospects for further labour migration of Ukrainian workers to Warmia-Masuria.
