Opis:
Upper Silesian Agglomeration is an example of polycentric urban setting characterized by high demographic and economic potential as well as on-going structural changes, both functional and spatial. Step by step new structures of agglomeration-level management emerge. Selected development and regulatory processes can be considered to constitute a metropolisation process. The paper reflects upon the patterns of territorial management, related to this territory, aimed at increasing its metropolitan position. Problems and challenges of metropolitan management in the Upper Silesian Agglomeration are presented, accompanied by selection of framework rules and assumptions concerning metropolitan policy. The leading role of regional government is pinpointed, whereas an approach based upon establishing separate administration structures of the metropolitan area has been criticized.

Lima, miasto założone przez Francisca Pizarra jako Miasto Królów, było w okresie kolonii hiszpańskiej najważniejszym ośrodkiem politycznym i gospodarczym w Ameryce Południowej. Charakteryzowała się piękną architekturą, regularnym planem ulic, ale również bardzo głęboką segregacją społeczną, w której biali potomkowie hiszpańskich konkwistadorów stanowili warstwę uprzywilejowaną. Okres po uzyskaniu niepodległości, który nie przyniósł reform społecznych i utrwalił panujące podziały przyczynił się do stagnacji w rozwoju, a wiek XX, szczególnie od lat 60. spowodował napływ do stolicy imigrantów ze wsi, którzy nie znajdując możliwości mieszkania w mieście lokowali się na jego peryferiach i dali impuls do tworzenia się rozległych przestrzeni ubogiego budownictwa na otaczających Limę pustynnych wzgórzach.
Lima, the city founded by Francisco Pizarro as the City of the Kings, was during the Spanish colonies the most important political and economic center in South America. It was characterized by beautiful architecture, a regular street plan but also a very deep social segregation, Where white, descendants of Spanish conquistadors were a privileged class. The period after independence, which did not bring about social reform and consolidated the prevailing divisions, contributed to the stagnation of development. And the 20th century, especially since the 1960s, caused an influx of immigrants from the countryside to the capital, those who did not find the possibility of living in the city were located on its periphery gave impetus to the creation of vast areas of poor districts on the surrounding Lima desert hills.

Urban issues got into the mainstream of policy discussions lately. It is due to cities being both growth engines and spots of emerging challenges. International organisations and state authorities are in search for their urban policies. The same refers to regional authorities who need to position themselves towards metropolitan and urban areas. The paper aims at disseminating the methodological approach to identifi cation and set up of the regional urban policy. The proposed method was applied to the Polish Region Silesia (Śląskie). Findings for this area are presented in the paper.

W artykule przyjęto założenie, że pomiędzy ośrodkami metropolitalnymi a ich otoczeniem regionalnym występują naturalne interakcje. W badaniu przeprowadzonym na przykładach Krakowa i Małopolski, Warszawy i województwa mazowieckiego oraz Wrocławia i województwa dolnośląskiego analizowano, czy relacje te uwzględnia się w polityce rozwoju na szczeblu lokalnym (wielkomiejskim) oraz regionalnym (otoczenie miasta-rdzenia). Brak kompatybilności tych polityk przynosi negatywne skutki dla rozwoju województwa. Wpływ dużego miasta na rozwój jego otoczenia mógłby być większy, gdyby relacje rozwojowe pomiędzy metropolią i regionem zostały wzmocnione przez działania interwencyjne podmiotów polityki. W artykule podjęto próbę odpowiedzi na pytanie, jaki może być udział polityki władz samorządowych w obserwowanym wpływie badanych metropolii na rozwój ich otoczenia regionalnego oraz jak wykorzystywane są naturalne interakcje zachodzące pomiędzy tymi podmiotami. Obecnie władzom lokalnym i regionalnym często zarzuca się, że dokumenty strategiczne tworzy się bez uprzedniej konsultacji z zainteresowanymi środowiskami. Połączenie wysiłków władz przyniosłoby korzyści dla obu szczebli terytorialnych i spowodowało spójny rozwój społeczno-gospodarczy.
The main hypothesis of the article is that there are natural interactions between metropolitan centers and their surrounding areas (regions). In the present study, focused on the following three examples: Krakow and the Malopolska region, Warsaw and the surrounding Mazowieckie Voivodship, and Wroclaw with the Dolnoslaskie Voivodship, the author analyzes if these interactions are taken into consideration in the development of policies at the local (metropolitan) and the regional level (region surrounding the core city). A lack of compatibility of these policies has a negative impact on the development of the region. The impact of large cities on the development of their environment would be greater if it was encouraged by politicians and their interventions. The author attempts to determine how local governments can influence the impact of metropolitan cities on their surrounding areas, and what use can be made of their natural interactions. Nowadays, local and regional authorities are often accused of creating strategies without prior consultation with the interested parties. Combining the efforts of local and regional authorities would ensure a coherent socio-economic development and could be beneficial for both levels of self-government.

The objective of the article was to re-define the bipolar metropolitan area within the area of the Kujawsko-Pomorskie region (NUTS 2). Concentration of metropolitan features, as well as socio-economic situations of its communes (NUTS 5) in 2011, and also the dynamics of communes’ development in the period 2009-2011 were considered in the procedure of delimitation. Bydgoszcz and Toruń, as the economically strongest cities in the region, were established as the dual core of the bipolar metropolitan area. It was assumed that the determined metropolitan area would cover the best developed and the fastest developing communes which met the following criteria of a metropolitan area: neighbourhood, continuity, compactness, maximum distance and population. The development levels of the communes were determined with the use of syn-thetic measure. Its values were calculated considering the economic (e.g. the amount of income) and also social (e.g. unemployment) aspects of regional devel-opment, as well as features typical of metropolitan areas, such as: well-developed sectors of R&D, knowledge-based economy and serving superior services. In the research, linear arrangement methods classifying as taxonomic tools of multivari-ate data analysis was applied. The metropolitan area resulting from the research (BipOM) slightly differs from the Bydgoszcz-Toruń Metropolitan Area (B-TOM) which was formally ap-pointed in 2005 and composed all of the communes located within the area of the Bydgoski and Toruński districts (NUTS 4). Chełmża and Koronowo, as the less developed communes of the districts, were excluded from the new metropolitan area, while the communes of Ciechocinek, Nakło and Unisław, belonging to the neighbouring districts of the region, were included in the BipOM due to their significant level of regional development and its dynamics. Furthermore the Inowrocław district (bordered on the BipOM) was identified as the prospective candidate for the BipOM, due to the fact that its communes demonstrate a high potential for regional development.

The aim of the article is to characterize activities undertaken in order to ensure the position of Poznań among European metropolises and to work out the principles of spatial development of the Poznań Metropolitan Area. The primary aim is to explain whether the authorities of the voivodeship and the city itself fulfilled the conditions necessary to strengthen the development of this area. We assume that the development of the Poznań Metropolitan Area is determined above all by the features of this territory – the existing path of growth of its metropolis, suggested solutions concerning internal organization, ability to create strategic goals and cooperation between territorial units within the area as well as co-operation with the region’s authorities.The Poznań Metropolitan Area has been developing for more than a decade. This area is characterized by intensive daily flows of people, commodities and information. Moreover, cooperation links are gradually formed in the economy, more intensive in the central zone. This area is the location of activities which supplement the metropolitan functions of Poznań as well as potential investments. Unfortunately, functional integration within the metropolitan area is insufficient and re-urbanization has not brought any spectacular effects so far.Activities of the authorities of Wielkopolskie Voivodeship and of the city of Poznań foster the development of the Poznań Metropolitan Area. All the strategies of regional development formulated so far have underlined the significance of the Poznań metropolis for the maintenance of the level of its competitiveness. Strategic aims of the development of the voivodeship, the Poznań Agglomeration and the city of Poznań are not contradictory. They take into account the importance of the development of the Poznań Metropolis in the plan of spatial development of the e. The plan of spatial development of the Poznań Metropolitan Area has already been prepared The main threat to the metropolitan path of development of Poznań and sustainable growth of the Poznań Metropolitan Area, including its central zone in the form of the Poznań Agglomeration, may be difficulties in a sufficiently fast implementation of the formulated strategic goals. Organizational and financial difficulties in implementation of successive projects may be responsible for the fact that the proposed visions of development of the Poznań Metropolis will remain impossible to attain.

This paper describes the main aspects of methodology of creating and implementation the Development Strategy for the Poznań Agglomeration. Metropolis Poznań 2020. After 25 years of municipal autonomy in strongly urbanised areas, Polish metropolitan areas now face the start of an integration process in the field of metropolitan governance which has become necessary in response to the dynamic suburbanisation processes. City of Poznań, 20 suburban municipalities and district of Poznań signed an Agreement of Cooperation among the Local Governments of the Poznań Agglomeration The members of the Agglomeration Council unanimously supported the founding of the Metropolitan Research Centre and each municipality provided resources for this purpose, proportionally to their respective populations. The most promising are the prospects for cooperation in creating a Development Strategy for the Poznań Metropolitan Area and new association: Poznań Metropolis.

The rapid urbanisation of the world leads, i.a., to dynamic development of metropolitan areas. The functional relationships between territorial units which make up a metropolitan area mean that in order to prevent negative effects of metropolisation and to ensure sustainable development of such an area, the preparation of economically, spatially and environmentally coherent strategies needs to be co-ordinated on the metropolitan level. This in turn requires that the approach towards managing development shifts in favour of governance. Using London and Copenhagen as case studies, this paper explores whether the concept of governance is used in managing metropolitan areas and weather metropolitan authorities integrate sustainable development principles in their policy documents. Research is based on the analyses of form of governance and strategic programmes adopted in metropolitan areas.
Gwałtowna urbanizacja prowadzi między innymi do dynamicznego rozwoju obszarów metropolitalnych. Związki funkcjonalne zachodzące między jednostkami terytorialnymi tworzącymi obszar metropolitalny oznaczają, iż aby zapobiegać negatywnym efektom metropolizacji i zapewnić zrównoważony rozwój takiego terytorium opracowanie gospodarczo, przestrzennie i środowiskowo spójnych strategii musi być koordynowane na szczeblu metropolitalnym. To z kolei wymaga zmiany w podejściu do zarządzania rozwojem w kierunku współrządzenia (governance). Artykuł, bazując na studiach przypadków obszarów metropolitalnych Kopenhagi i Londynu, ma na celu pokazać czy koncepcja governance jest wykorzystywana w zarządzaniu obszarami metropolitalnymi oraz czy władze metropolitalne w dokumentach strategicznych uwzględniają zasadę zrównoważonego rozwoju. Badania polegały na analizie form współrządzenia w poszczególnych obszarach oraz analizie planów strategicznych przyjętych przez podmioty zarządzające metropoliami.

Autorzy na podstawie swojej pracy konkursowej starają się obronić własne poglądy dotyczące dalszego rozwoju Nowej Huty, jak również całego miasta Krakowa. Poglądy swoje podpierają istniejącymi materiałami planistycznymi i cytatami teoretyków urbanistyki, a także doświadczeniami zawodowymi. Na podstawie strategii rozwoju miasta i obszaru metropolitalnego konfrontują metropolitalne (o randze europejskiej) aspiracje Krakowa z zachowawczymi działaniami władz. Analizując historię lokalizacji i realizacji krakowskich inwestycji strategicznych po II Wojnie Światowej dowodzą, że preferowana przez decydentów „wizja” rozwoju w perspektywie 10-15 lat jest zbyt krótka dla inwestycji flagowych.
Authors based on their competition entry are trying to defend own views concerning the subsequent development of Nowa Huta, as well as the entire city of Cracow. One's views are propping with planning existing materials and quotations of theoreticians of the urban planning, as well as professional experiences. Based on the development strategy of the city and the metropolitan area they are comparing metropolitan (about the European rank) aspiration of Cracow with conservative functionings of authorities. Analysing the story of the location and the implementation of Cracow strategic investments after the Second World War are commanding, that most popular with decision-makers "vision" of development in the prospect of 10-15 years is too short for flag investments.

Jednym z najważniejszych aspektów zarządzania rozwojem obszarów metropolitalnych w Polsce w ostatnich latach staje się odnowa zdegradowanych obszarów. Sprzyja temu polityka Unii Europejskiej, wspierająca projekty rewitalizacyjne, realizowane także na obszarach największych aglomeracji. Punktem wyjścia przy prowadzeniu polityki w zakresie odnowy jest podjęcie działań o charakterze planistyczno-projektowym, związanych z opracowaniem dokumentów strategicznych na poziomie metropolitalnym. W dalszej kolejności potrzebne jest ich uszczegółowienie w opracowaniach sporządzanych na poziomie lokalnym, dotyczących rozwoju społeczno-gospodarczego (Strategie rozwoju, Plany rozwoju lokalnego) i przestrzennego (Studia uwarunkowań). Konieczne jest w końcu ich uszczegółowienie w Programach rewitalizacji, które również na obszarach metropolitalnych pełnią kluczową rolę w procesie odnowy zdegradowanych obszarów. W aglomeracji poznańskiej rewitalizacja jest przedmiotem programo wania rozwoju. Ujmuje ją zarówno planowanie metropolitalne, jak i lokalne. W rezultacie znaczną część aglomeracji stanowią obszary rewitalizacji. W dokumentach jednak niewiele jest zaplanowanych projektów zintegrowanych, a przede wszystkim zaledwie kilka ma charakter ponadlokalny, mający znaczenie dla całej aglomeracji.
One of the most important aspects of the management of the development of metropolitan areas in Poland in recent years has been the revitalisation of blighted areas. It is favoured by European Union policy supporting regeneration projects, also those implemented in major cities. The starting point in the implementation of a regeneration policy is taking planning and design measures in order to prepare strategic documents at the metropolitan area level. Next, these documents have to be made more detailed for the purpose of spatial and socio-economic development (strategies, local development plans) at the local level (research studies on determinants). Finally, further detail is necessary for regeneration programmes, which play a key role in the renewal of blighted areas in metropolitan areas. In the Poznań metropolitan area, urban regeneration is one object of development programming. It is part of both metropolitan area and local planning efforts. As a result, urban regeneration areas occupy a significant part of the Poznań metropolitan area. However, there are few well-integrated projects in the planning documents, and even more importantly, only a few of them impact more than their local area.

Ponieważ działania na rzecz zwiększania spójności gospodarczej w ujęciu przestrzennym są ważnym elementem polityki publicznej, a metropolie to główne ośrodki wzrostu gospodarczego, istotne jest zrozumienie, jaki jest zasięg przestrzenny dyfuzji rozwoju z dużych miast do otaczających je regionów, oraz które obszary charakteryzują się szczególnie niskim poziomem rozwoju na skutek braku funkcjonalnych powiązań z metropoliami. Niniejszy artykuł jest próbą zdelimitowania zjawiska dyfuzji rozwoju z miast metropolitalnych w Polsce, a także wskazania obszarów dotkniętych polaryzacją rozwoju. Analiza została przeprowadzona na poziomie gmin z wykorzystaniem miary lokalnej korelacji przestrzennej (LISA).
Strengthening economic cohesion of regional economies is usually considered as one of the major goals of regional policy. At the same time, metropolitan cities are recognized as main centres of economic growth, influencing the development perspectives of more peripheral areas. It is therefore important to know the range and the mechanism of spillover of socio-economic development from metropolises to their surroundings, as well as to identify the areas which are economically lagging as a result of missing functional links with metropolises. The authors apply the local spatial correlation measures (local Moran’s statistics – LISA) in the analysis of municipal revenues in order to delimit the diffusion and polarization of economic development in Poland.
