    Purpose – The main purpose of the paper is to systematize the concept of intellectual capital of an enterprise, assess the effectiveness of the use of intellectual capital and analyze its impact on the added value. Research method – The paper uses the intellectual capital analysis method during the period 2009-2017 using the VAICTM intellectual added value factor and is based on data from financial statements. The basic statistical tool, which is the arithmetic mean was also used for the study. Results – The study showed that the intellectual capital of PKN Orlen is increasing as is the difference between the market and accounting values of the company. The main source of growth is human capital. Implications – The result of the study are conclusions in the form of practical recommendations for PKN Orlen in the area of intellectual capital development.

    Opis:
    Intellectual capital is, in general, considered to be a component of a company’s market value, which is not always reflected in its financial statements. The authors analyzed 21 of the most common methods of measuring company’s intellectual capital. Detailed analysis of these methods made it possible to identify a set of 7 basic criteria that clearly distinguish them. The paper presents a comparative matrix of methods of measuring intellectual capital in terms of all the considered criteria. It is shown that, among the best known methods of measuring intellectual capital, there is no so-called “standard measure”, i.e. one which fulfils all the criteria at the same time.

    Zadaniem artykułu jest wskazanie metod wyceny kapitału ludzkiego, które mogą zostać zastosowane w jednostkach samorządu terytorialnego z zachowaniem specyfiki finansowania i zarządzania tymi jednostkami. W pierwszej części artykułu omówiono definicje kapitału ludzkiego, w drugiej nakreślono specyfikę kapitału ludzkiego w jednostkach publicznych. Następna część artykułu to skrócona prezentacja metod pomiaru kapitału ludzkiego wraz ze wskazaniem metod, które mogą być skutecznie zastosowane w jednostkach samorządu terytorialnego. W artykule rozważa się zasadność stosowania w JST konkretnych metod wyceny kapitału ludzkiego. Pytaniem zasadniczym jest kwestia, czy w JST powinny być stosowane metody wyceny kapitału ludzkiego oraz jakie kwestie zarządcze mogłyby uwzględniać pozyskane w ten sposób miary. W celu znalezienia odpowiedzi na nurtujące autora pytania zastosowano analizę literatury dotyczącej miar kapitału ludzkiego oraz specyfiki zarządzania jednostkami samorządu terytorialnego.
    The purpose of the article is to indicate methods for the valuation of human capital that can be applied in local government units, maintaining the specificity of their financing and managing. The first part of the article will discuss the methods of measuring human capital in general and the legitimacy of using these methods. In the second part, attention will be directed to the management aspects that affect the specificity of management of local government units. The third part will be the justification for the application of specific methods for the valuation of human capital in LGU. The main question which the article attempts to answer is whether the methods of evaluation of human capital should be used in local government units.

    Opis:
    Effective and proper management of the quality of transport services allows the use of the latest quality standards, which are the most important and at the same time a key element in the era of constant competition. From a wide range of quality management methods, in this paper special attention has been paid to those that focus on customer satisfaction as a determinant of quality. Critical Incident Technique (CIT) analyzes the sources of customer satisfaction and dissatisfaction. Thanks to the Customer Satisfaction Index (CSI), it is possible to measure and analyze customer satisfaction, while the Importance-Performance technique enables measuring the perception and significance of factors or variables affecting the quality of services from the point of view of buyers.
    Efektywne i właściwe zarządzanie jakością usług transportowych umożliwia wykorzystanie najnowszych standardów jakościowych, które są najważniejszym, a zarazem kluczowym elementem w dobie nieustannej konkurencji. Spośród szerokiej gamy metod zarządzania jakością w artykule zwrócono szczególną uwagę na te, które skupiają się na satysfakcji klienta, jako determinancie jakości. Critical Incident Technique (CIT) analizuje źródła satysfakcji, jak i niezadowolenia klientów. Za sprawą Customer Satisfaction Index (CSI) możliwy jest pomiar i analiza satysfakcji klientów, natomiast technika Importance –Performance, umożliwia pomiar postrzegania i istotności czynników, czy zmiennych, wpływających na jakość usług, z punktu widzenia nabywców.

    W artykule przedstawiono schemat blokowy stacji wzorcowniczej z zastosowaniem multipleksera z kalkulatorem błędu oraz opisano algorytmy sprawdzania liczników energii elektrycznej. Przedstawiono dwie metody sprawdzania liczników energii elektrycznej, które są dobierane w zależności od parametrów punktu obciążenia licznika NPi.
    This paper describes a structure of the meter test station for electricity meter testing and algorithms checking electrical energy meters. The presented model (Fig. 1) consists of: a calibrator, electrical energy meters (under test), photo heads, a multiplexer with error calculator and a PC. The calibrator works as the high-accuracy programmable power supply. Electrical energy meters work as energy-to-frequency converters. The multiplexer with error calculator functions as a precise timer, pulse counter and error calculator for the given position k. Photo heads enable connection between the test station and energy meters with optical outputs. The multiplexer with error calculator computes the value of error percentage ? for energy meter Lk. The error percentage calculation (3) is based on the actual energy EP and energy measured by the energy meter ELk. The paper describes the main algorithm (Fig. 2) and two testing algorithms for electrical energy meters. The first testing algorithm (Fig. 3) is based on the method of time measurement for the defined number of impulses. This algorithm is used for testing electrical energy meters with low frequency outputs (S0 standards). The second testing algorithm (Fig. 5) is based on the method of impulse counting in a defined period of time. This algorithm is used for testing electrical energy meters with high frequency outputs. The algorithms of the multi-position measurement station will be the foundation for future analysis of dynamic parameters and developing the software for the physical meter test station model.

    This article presents the results of research conducted in 2016 on methods of obtaining and processing data related to customer service in urban transport in Poland. Based on this, the respondent’s method used to measure customer satisfaction, the frequency of methods used in the analysis of data, and the importance of determinants to ensure proper analysis results were described.

    Due to special conditions of functioning of machinery and devices used in coal mining, the process of its selection is important and should comprise variability of working conditions. A short review of methods of assessment of coal workability used as yet was done and the results were divided into groups. Significance of measurements and assessment of mechanical characteristics (including workability) is proven by worldwide in scientific centres by numerous elaborated methods of its assessment. In the article new devices used in determining and assessing mechanical characteristics of coal that significantly influence durability and reliability of mining machinery were described.

    Ze względu na bardzo specyficzne warunki pracy maszyn i urządzeń stosowanych w górnictwie węglowym, istotny jest sposób ich doboru, uwzględniający zmieniające się w trakcie pracy warunki. Prawidłowy dobór, wpływa na zwiększenie trwałości i niezawodności maszyn i urządzeń, co przekłada się na uzyskiwane efekty ekonomiczne. Z uwagi na ważność zagadnienia, jakim jest pomiar i ocena właściwości mechanicznych węgla (w tym pomiar urabialności węgla), dokonano krótkiego przeglądu dotychczas stosowanych metod oceny urabialności węgla na świecie. Istotę problemu potwierdza ilość opracowanych metod w różnych ośrodkach naukowych na świecie. W artykule opisano nowe, powstałe w Polsce przyrządy do wyznaczania i oceny właściwości mechanicznych materiału węglowego (urabialności), których autor niniejszego artykułu jest współtwórcą. Przedstawiono ich budowę, zasadę działania oraz oryginalność zastosowanych rozwiązań. Godnym podkreślenia jest fakt, że opisane przyrządy na Międzynarodowych Targach Innowacji Technologicznych w Brukseli, zdobyły ZŁOTY i SREBRNY MEDAL.
    The extremely specific environment of work of machines and equipment used in coal mining causes that their selection, taking into consideration the changing conditions, is a matter of great significance. Adequate selection enhances the durability and reliability of machines and equipment, which translates into the obtained economic effects. Due to the significance of coal mechanical properties measurement and evaluation (including coal workability measurement), the previously applied methods for coal workability assessment have been reviewed. The im-portance of the problem is confirmed by the number of methods developed in different research centres all over the world. The article presents new measuring devices for determining and evaluating the mechanical properties of coal material (workability), whose co-creator is the author of this article. The construction, the principle of operation and the originality of the ap-plied solutions have been described. Worth emphasising is the fact that the presented instru-ments were awarded GOLD and SILVER MEDAL at International Trade Fair For Technological Innovation in Brussels.

    В статье были представлены концепции иерархической модели обсле-дования качества жизни в отношении к целям социальной политики, а также инструменты позволяющие проводить это измерение. Качество жизни в этом подходе определяется на основе теории потребностей, которая отождествляется с уровнем удовлетворения социальных потре-бностей. Кроме того была представлена связь понятия качества жизни с социальной интеграцией и сбалансированным развитием.
    W artykule przedstawiono koncepcje hierarchicznego modelu badania jakości życia w kontekście celów polityki społecznej oraz narzędzia umożliwiające ten pomiar. Jakość życia w tym ujęciu zdefiniowana jest na gruncie teorii potrzeb, czyli utożsamiana jest z poziomem zaspokojenia potrzeb społecznych. Ponadto przedstawiono powiązania pojęcia jakości życia z integracją społeczną i zrównoważonym rozwojem.
    The study presents the concept of the hierarchical model of quality of life investigation in the context of social policy objectives and tools for the life quality measurement. Quality of life in the context of social policy is defined on the ground of the theory of needs, which is identified with the level of satisfaction of social needs. Moreover, the links of the concept of quality of life with social integration and sustainable development were presented.

    issue of measuring social added value, created within the framework of social projects constitutes the key problem of mainstream social economy. The basic principles and methods of social project implementation have been largely assimilated by public institutions as well as by third sector organisations. Yet the basic knowledge about the methods of social projects evaluation is missing. The article "Measuring social added value" deals first with the attempt to define and categorise the notion of social added value and second, it presents two methods of evaluating the impact of social orgnisations on their environment: social shareholder return and multiplier LM3.     W artykule podano definicję charakterystyki kątowej momentu statycznego silnika skokowego i zamieszczono klasyfikację stanowisk do badań charakterystyk kątowych. Opisano zbudowaną w Politechnice Warszawskiej automatyczną stację pomiarową do badania charakterystyk statycznych silników skokowych, skonstruowaną z wykorzystaniem wieloletnich doświadczeń autorów w dziedzinie badania właściwości mikromaszyn elektrycznych. Opisano schemat budowy stanowiska pomiarowego, podano konfigurację systemu pomiarowego. Scharakteryzowano program komputerowy do sterowania pomiarami i prowadzenia akwizycji wyników oraz ich graficznej wizualizacji.     In the introduction of the paper there is justified a need of using modern and effective test stands for studying stepper motors with regard to automation of their manufacturing processes and mass production of these motors. A definition of static torque/rotor position charac-teristics of a stepper motor as well as a definition of its static stability zone and angular deviation of the rotor position while loaded with an external torque are given. There is included a classification of test stands for studying angular characteristics of stepper motors (Fig. 1), and there is described an automatic measurement station for studying static characteristics of stepper motors, built at the Warsaw University of Technology, designed on the basis of a long-standing experience of the authors in the field of studying properties of electric micromachines. A schematic of a structure of the measurement station is shown (Fig. 2), and a configuration of the measuring system is presented (Fig. 3). In Tab. 1 the basic functional parameters describing the device are collected and its essential metrological features are given. In the further part of the paper there is characterized a computer program for controlling measurements and performing data acquisition related to results of the measurements as well as their graphical visualization. An algorithm of the program operation is also presented (Fig. 5). At the end there are presented exemplary static torque/rotor position characteristics of a hybrid motor supplied in a standard way (Fig. 6) and not supplied (no current flow) - Fig. 7, obtained by means of the described system. The summary describes shortly the content of the paper and provides interpretation of the obtained results of measurements. The references consist of an extensive list of publications related to the problem of studying characteristics of stepper motors, issued over a period of many years.

    W opracowaniu omawiane są niektóre problemy dotyczące pomiaru efektywności pedagogicznej. Jest to ciągle problem otwarty. Dlatego konieczna jest reinterpretacja całej konwencji terminologicznej. Dotyczy to także edukacji informacyjnej i informatycznej. Konieczne jest nowe określenie w tym zakresie siatki problemowej. Wyróżnienie rodzajów efektywności wewnętrznej i zewnętrznej pozwala na opracowanie katalogu wskaźników dla każdego z nich, a przez to dobór metod i narzędzi pomiaru. W ostatnim czasie szczególnie ważne są problemy oceny efektywności zewnętrznej, a w tym badanie losów i przydatności zawodowej absolwentów, ocena efektywności różnych form doskonalenia zawodowego, w tym tzw. egzaminów zewnętrznych, pozwalających na uzyskanie certyfikatów. Konieczna jest także ocena poziomu rozwoju społeczeństwa informacyjnego. Proponuję zastosowanie wskaźników: szansy cyfrowej (DOI) i gotowości sieciowej (NRI).
    This study is to take certain issues concerning the measurement of the effectiveness of teaching. It is still an open problem. Therefore it is necessary to reinterpret the whole convention of the terminology. This also applies to IT and information education. It is needed to determine the area of issue net. Mention the types of internal and external efficiency allows creating the catalog of indicators for each of them and thus the selection of methods and tools of measurement. Nowadays there are particularly important issues to value the effectiveness of external including future and professional suitability of graduates, evaluate the effectiveness of various forms of professional development and so-called: external exams that enable to obtain certificates. It is also necessary to value the level of development of information society. I suggest using in this case indicators such as Digital Opportunity Index (DOI) and Network Readiness Index (NRI).
