    Opis:
    W artykule omówiono zagadnienie pomiaru spójności ocen w procesie podejmowania decyzji strategicznych. Decyzje strategiczne wymagają często formułowania ocen na podstawie subiektywnych przekonań decydentów, a wybór ostatecznego rozwiązania jest efektem analizy wielu czynników jednocześnie. W artykule przedstawiono propozycję podziału systemów oceny, następnie wyjaśniono pojęcie spójności ocen. Spójność ocen powiązano z zasadą przechodniości preferencji. Do pomiaru odstępstw od tej zasady zaproponowano wskaźnik konsystencji Kendalla oraz wskaźnik spójności Saaty’ego.
    The article discusses the problem of consistency measurement in the process of strategic decision making. Strategic decisions often require the formulation of uncertain assumptions which are based on subjective evaluations of decisionmakers and the strategic choice is the result of analysis of many factors simultaneously. At the beginning of the article a proposal of the classification of assessment systems is characterized, then the concept of consistency and the essence of pairwise comparisons are presented. Consistency is associated with the principle of preference transitivity. Kendall’s coefficient of consistence and Saaty’s consistency ratio are proposed as the tools of measurement.

    Opis:
    The aim of the article is to present the possibilities of using the AHP method in the project process. The first part of the article discusses the theoretical assumptions of the method of AHP (analytic hierarchy process). At the beginning, the rules of construction of the system hierarchical structure and procedures for assessing elements of the system are described. The second part of the article focuses on the characteristics of the case study. The article assumes that a comprehensive evaluation of project variants is not only the basis for choosing the best solution, but also allows a deeper understanding of the complex decision problems.
    Celem artykułu jest przedstawienie możliwości wykorzystania metody AHP w procesie projektowania. W pierwszej części artykułu omówione zostały założenia teoretyczne metody AHP (procesu analitycznej hierarchizacji). Na początku przedstawiono zasady budowy struktury hierarchicznej systemu, a następnie procedury oceny elementów systemu. Zwrócono przy tym uwagę na sposób weryfikacji spójności ocen. Druga część artykułu koncentruje się na charakterystyce przypadku zastosowania metody w procesie projektowania systemu komunikacji zewnętrznej firmy. W artykule przyjęto założenie, że wszechstronna ocena wariantów projektowych umożliwia głębsze zrozumienie problemu projektowego oraz jest podstawą wyboru najlepszego rozwiązania.

    Opis:
    The problem of estimation of the preference relation in a finite set on the basis of pairwise comparisons, in the form of differences of ranks with random errors, with the use of nearest adjoining order idea (NAO), is investigated in the paper. The results presented are extension and correction of the earlier works of the author; especially the case of multiple independent comparisons of each pair is examined. The comparisons of each pair are aggregated through the average or the median of comparisons. The estimated form of the relation is obtained in both cases on the basis of discrete programming tasks. The properties of the estimators are obtained under weak assumptions about distributions of comparison errors, in particular, the distributions may be unknown.

    We examine the satisfaction of the condition of order preservation (COP) concerning different levels of inconsistency for randomly generated multiplicative pairwise comparison matrices (MPCMs) of the order from 3 to 9, where a priority vector is derived both by the eigenvalue (eigenvector) method (EV) and the geometric mean (GM) method. Our results suggest that the GM method and the EV method preserve the COP almost identically, both for the less inconsistent matrices (with Saaty’s consistency index below 0.10), and the more inconsistent matrices (Saaty’s consistency index equal to or greater than 0.10). Further, we find that the frequency of the COP violations grows (almost linearly) with the increasing inconsistency of MPCMs measured by Koczkodaj’s inconsistency index and Saaty’s consistency index, respectively, and we provide graphs to illustrate these relationships.

    When determining a group ranking, the information about experts’ opinions may be sometimes incomplete. In such cases, usually only the outranking matrix L or the majority margin matrix ΔL is available. Debord [2] presented a technique for constructing the set of experts’ opinions based on the majority margin matrix. The method proposed – simple and efficient – provides a set of experts’ opinions consistent with the given majority margin matrix.
