The drought ranked first in terms the natural hazard characteristics and impacts followed by tropical cyclones, regional floods, earthquakes, and volcanoes. Drought monitoring is an important aspect of drought risk management and the assessment of drought is usually done through using various drought indices. The western region in Algeria is the most affected by the drought since the middle of the 70s.The current research focuses on the analysis and comparison of four meteorological drought indices (standardized precipitation index – SPI, percent of normal index – PN, decile index – DI, and rainfall anomaly index – RAI) in the Tafna basin for different time scales (annual, seasonal, and monthly) during 1979–2011. The results showed that the SPI and DI have similar frequencies for dry and wet categories. The RAI and PN were able to detect more drought categories. Meanwhile, all indices have strong positive correlations between each other, especially with Spearman correlation tests (0.99; 1.0), the meteorological drought indices almost showed consistent and similar results in the study area. It was determined in 1982 as the driest year and 2008 as the wettest year in the period of the study. The analysis of the trend was based on the test of Mann–Kendall (MK), a positive trend of the indices were detected on a monthly scale, this increasing of indices trend represent the increasing of the wet categories which explains the increasing trend of the rainfall in the last 2000s. These results overview of the understanding of drought trends in the region is crucial for making strategies and assist in decision making for water resources management and reducing vulnerability to drought.

In this study, we analyzed and compared the data of meteorological parameters such as pressure, temperature and relative humidity, obtained with the Microwave Radiometer Profiler (MWRP) and radiosonde. The MWRP was deployed at Aryabhatta Research Institute of Observational Sciences (ARIES) Nainital, during Ganges Valley Aerosol Experiment (GVAX) in order to carry out the vertical profiling of these meteorological parameters, for a period of 10 months (June 2011 to March 2012). Simultaneously, four radiosondes were launched in a day during the entire campaign. For MWRP, quality checked vertical profiles of the data archived for the months of February (winter) and March (spring) 2012, are analyzed on the basis of diurnal and monthly variations of height above mean sea level (AMSL) from 2 km to 12 km. The analysis showed that the same pressure variation for both the observations during February and March 2012. However, significant differences in the variation of temperature and relative humidity were observed. For the mentioned period, MWRP observations of pressure and temperature showed relatively lower values as compared to radiosonde on going above from 2 to 12 km. The correlation between MWRP and radiosonde observations have been calculated for the above-mentioned parameters. A strong and significant correlation (0.90 to 0.99) for temperature and pressure were observed between MWRP and radiosonde observations, however, the insignificant correlation has been found in the case of relative humidity.

Altimetric measurements indicate that the global sea level rises about 3 mm/year, however, in various papers different data spans are adopted to estimate this value. The minimum time span of TOPEX/Poseidon (T/P) and Jason-1 (J-1) global sea level anomalies (SLA) data required to detect a statisti-cally significant trend in sea level change was estimated. Seeking the trend in the global SLA data was per-formed by means of the Cox-Stuart statistical test. This test was supported by the stepwise procedure to make the results independent of the starting data epoch. The probabilities of detecting a statistically significant trend within SLA data were computed in the relation with data spans and significance levels of the above-mentioned test. It is shown that for the standard significance level of 0.05 approximately 5.5 years of the SLA data are required to detect a trend with the probability close to 1. If the seasonal oscillations are removed from the combined T/P and J-1 SLA data, 4.3 years are required to detect a statistically significant trend with a probability close to 1. The estimated minimum time spans required to detect a trend in sea level rise are ad-dressed to the problem of SLA data predictions. In what follows, the above-mentioned estimate is assumed to be minimum data span to compute the representative sample of SLA data predictions. The forecasts of global mean SLA data are shown and their mean prediction errors are discussed.

Opis:
The paper describes selected research achievements into the effect of weather on road traffic from the perspective of various combinations of traffic characteristics and meteorological conditions. Studies to date have focused on different traffic parameters and changes in them as a consequence of weather variety. In making a comparative analysis, researchers identify the optimal weather conditions for road traffic and driver perception. Research in this field is conducted using a variety of data resources, backgrounds, and methodologies. The review of papers shows that results may be strongly dependent on the subject region (especially the climate zone), human behavior, and the legal framework (e.g., speed restrictions). However, the local view is important as well, and information regarding specific road attributes should not be overlooked. Comparison of the results of individual studies can be problematic owing to the myriad of different methodologies, so the description of any analysis of weather’s effect on road traffic parameters must include detailed information about the researcher’s specific approach to the problem as the following paragraphs of the paper advocate.

A statistical analysis of Baltic Sea upwelling has been carried out to cover, for the first time, the entire sea area for the period 1990–2009. Weekly composite SST maps based on NOAA/AVHRR satellite data were used to evaluate the location and frequency of upwelling. The results obtained were analysed and compared with earlier studies with excellent agreement. Our study enables the most intense upwelling areas in the entire Baltic Sea to be evaluated. According to the analysis of 443 SST maps, the most common upwelling regions are found off the Swedish south and east coasts (frequency 10–25%), the Swedish coast of the Bothnian Bay (16%), the southern tip of Gotland (up to 15%), and the Finnish coast of the Gulf of Finland (up to 15%). Pronounced upwelling also occurs off the Estonian coast and the Baltic east coast (up to 15%), the Polish coast and the west coast of Rugen (10–15%); otherwise the upwelling frequency was between 5 and 10%. Additionally, simulated SST distributions derived from a Baltic Sea numerical model were analysed for the same period. Furthermore, at specific positions close to the coastline, surface winds based on the SMHI meteorological data base were analysed for the same 20-year period. Wind components parallel to the coast were discriminated into favourable and unfavourable winds forcing upwelling. The obtained frequencies of upwelling-favourable winds fit very well the observed upwelling frequencies derived from satellite SST maps. A positive trend of upwelling frequencies along the Swedish east coast and the Finnish coast of the Gulf of Finland was calculated for the period 1990–2009.

The paper presents the results of study of convective cloud development over land and sea. The study was based on data from the Gdańsk-Rębiechowo radar and upper air sounding from the Łeba aerological station. Radar data from the classical channel were analyzed for the atmosphere scanned at 6 elevation angles of the antenna beam. Vertical profiles of the atmosphere along selected paths presenting radiolocation reflectivity in the detected cloud structures were produced using the recorded radiolocation reflectivity. Conclusions concerning the cloud structure, the physical state of water in the clouds and the thermodynamic state of the atmosphere were formulated as the results of comprehensive analysis of the radar and upper air sounding data. The obtained values of selected parameters and indices were used to quantitatively describe selected physical processes and to formulate forecasts concerning weather phenomena that might pose threats to land, air and sea transport as well as for some industrial and agricultural branches. The developed method of radar and aerological data processing will be applied to further studies of convective clouds in other regions. It will also enable to assess the impact of environmental conditions on the development of convective processes.

We present results of measurements of aerosol physical properties conducted on board of r/v Oceania during two cruises to the Spitsbergen region in 2014 (AREX 2014) and 2015 (AREX 2015). Measurements of aerosol size distribution, aerosol scattering coefficient and black carbon concentrations were made in two different Spitsbergen fjords: Hornsund and Kongsfjorden. The aerosol size distribution was measured in the size range from 0.09 μm to 47 μm using two aerosol size distribution spectrometers and a standard condensation particle counter. For the scattering coefficient an integrating nephelometer was used. Black carbon concentration was measured by an aethalometer. Temporal variabilities in physical properties of aerosol observed during the AREX 2014 and AREX 2015 campaigns were much higher than the differences between both fjords. The basic factors influencing aerosol conditions were advection and local generation of marine aerosol. In 2015 an episode of smoke advection was observed in both fjords causing an increase in the mean black carbon concentration from 7–12 ng m−3 to about 60 ng m−3, and an aerosol scattering coefficient at 550 nm from 2–4 Mm−1 to 12–17 Mm−1. Moreover, under certain conditions statistically significant gradients in aerosol optical properties were observed along the fjord axis reflecting an impact of mountains surrounding the fjords.

Monitoring of progress in the implementation of the Paris Agreement as well as the Katowice Climate Package is not possible without conducting observations and measurements of the status of individual elements of the atmosphere and hydrosphere using a uniform methodology. These measurements in Poland are carried out by the Institute of Meteorology and Water Management – National Research Institute, which this year is celebrating its 100th anniversary, playing a role of the national hydrological and meteorological survey. Measurement data collected, processed and made available by IMGW-PIB improve the ability to identify and assess potential threats early by using modern tools to detect extreme weather events, and thus allow public authorities and the public to provide up-to-date data on the state of the atmosphere and hydrosphere, forecasts and warnings in both everyday and threat situations. The data collected and processed by the Institute are the basis for determining the level of achievement of the objectives of the Paris Agreement, but also for monitoring, forecasting and planning necessary actions in the territory of Poland. These activities, in order to ensure consistency and correctness of interpretation as well as planning activities implementing the Paris Agreement by recipients and users of forecasting systems all over the world, are carried out in cooperation with hydrological and meteorological survey and services within the World Meteorological Organization.

Air temperature and precipitation conditions in the Kaffiøyra region in the summer season (21st July–31st August) for the period of 1975–2010 are described: 1) on the basis of data gathered in 18 expeditions during which meteorological measurements were done, and 2) on the basis of complete series of data combining both original and reconstructed data. The latter ones were obtained using data from Ny Ålesund meteorological station, which are strongly correlated with the data from Kaffiøyra. Seasonal statistics presented for air temperature and precipitation based on these two sets of data reveal only slight changes. Temperature parameters (daily mean, maximum and minimum) for summer in Kaffiøyra in the study period (1975–2010) show upward trends, which are, however, statistically significant only for the daily mean. On the other hand, precipitation totals in the study period reveal a downward trend, but not statistically significant. Such thermal-precipitation behaviour in the study part of Spitsbergen in general terms is similar to those in other parts of Spitsbergen.

Ship navigation and operational activities at sea need meteorological and hydrographic information to enhance safety and efficiency. Besides observations collected from deployed data buoys, marine meteorological information services rely on weather observation reports from ships to increase the data density and thus service quality. Automatic Identification System (AIS), adopted internationally to facilitate ship-ship and ship-shore data exchange, has developed into communication links between ship/shore and buoys with many potential applications. This paper presents AIS applications designed and implemented for marine meteorological information services in a long-term project initiated by the Central Weather Bureau of Taiwan. Achievements of this initiative include: versatile service delivery via shore-based AIS network to shipborne application platforms such as smart phones, remote controllable moving weather data collection, and assisted sharing of weather observation reports from ships. Typhoon forecast and warning is one of the key applications implemented for this region.

Grass pollen allergens are a frequent cause of pollen allergy in Poland and other European countries. The research on aeroplankton conducted in Lublin since 2001 allows characterization of the course of grass pollen seasons and estimation of the effect of maximum and minimum temperatures, relative air humidity, precipitation and maximum wind velocity on the taxon’s pollen concentration. The gravimetric method was used in the study. During the eight-year research period, the pollen season usually started in the first or second decade of May and, as a rule, it lasted till the end of August, and quite exceptionally, in 2002 and 2008 till mid-August. The mean length of the pollen season was 107 days. The highest grass pollen risk was observed in the 26th and 27th week. The highest annual counts reaching over 3600 pollen grains cm-2 were noted in 2008, while in the other study years they ranged from 741 to 1909. The date of the pollen season onset and its course were highly dependent on weather conditions, which was confirmed by the statistical analysis. The greatest significant influence on the pollen season was exerted by maximum temperature, relative air humidity and the maximum wind.

The investigation of Ambrosia pollen counts in the air of Sosnowiec was carried out from 1998 to 2010 by means of the volumetric method. The pollen season which was determined by means of the 98% method started at the end of July and the beginning of August and lasted until the end of October. The highest Ambrosia pollen count was recorded in 1999 (222 grains x m-3) and the lowest in 2001 (18 grains x m-3). It was stated that the daily count of pollen grains depended on the wind direction and maximum air temperature. The strongest correlations were found with maximum temperature and with a wind direction from the south east. A high negative correlation coefficient was found between the frequency of inflows of air masses from the west and the annual total of pollen grains and the value of the maximum daily count. The closest sites of Ambrosia L. are at a distance of 25–40 kilometres from the sampling point. Significant correlations with the frequency of inflow of air masses can support the conclusion that Ambrosia pollen grains recorded in Sosnowiec were most probably carried not only from local sources but also, at least in part, from distant places.

Throughout history, human beings have been affected by the ongoing events in their environment. While some of the events take place in the sphere they live on, some of them are in the way that events outside the earth affect the world. Necessary measures should be taken on time and in place so that people are not adversely affected or at least minimally affected by the aforementioned events. Geological hazards are the most important risks that occur in the environment of human beings and have a high probability of damaging people’s life and property.
