    The main aim of the author was to determine the influence range of towns in the light of their economic linkages. The text is part of the author’s larger research project which focuses on the problem of identification and delimitation of functional areas of small and medium-sized towns. An important element of the analyses, apart from their cognitive aspect, is a proposal of an independent tool to measure the phenomenon of economic linkages with the use of data included in the REGON (National Register of Business Entities) database. All the analyses have been conducted on the basis of 38 small and medium-sized towns in the Lodz voivodeship.

    We still know relatively little about the processes of economic transformation in medium-sized towns, which are the cornerstone of the settlement system of many rural areas, together with small towns. This paper considers a group of 39 towns in Northern Italy, located in the area between Asti and Rovigo. Using data from the Italian National Institute of Data Statistics (ISTAT), we investigated the dynamics of the number of the employed at businesses in the periods of 2001–2011 and 2012–2017, the different specialisations of the towns and their ability to attract employees within the respective employment areas. Locally differentiated performance and evolutionary trajectories are evident, preventing us from being able to think of medium-sized (but also small) towns as a coherent whole. It is also clear how the drive towards centralising employees in towns increased following the Great Recession.

    The article presents the results of the analysis of the declarations of the authorities of small and medium-sized cities in Poland regarding the need to implement adaptation measures to the effects of climate change, and an assessment of the adequacy of the planned activities in this area. As part of the study, Environmental Protection Programmes in 80 cities with a population of up to 100,000 inhabitants were analysed. In the beginning, the most important challenges that the effects of climate change pose for cities are discussed. Then the results of the research are described and discussed. The paper ends with a short summary. The obtained results are not unambiguous. On the one hand, it has been shown that the issues of environmental protection and adaptation to climate change are not among the most important priorities of the authorities of small and medium-sized cities, and the way of presenting the issue of adaptation in the analysed documents, concerning the threats caused by the effects of climate change, is not sufficient and adequate to the level of danger. On the other hand, the results show that the importance of this problem has been increasing in recent years and that the authorities of small and medium-sized towns more and more often declare the need and readiness to support adaptation measures.

    The opportunities for urban investment co-funding which emerged in Poland after its accession to the European Union are not taken to a satisfying extent, especially in towns, e.g. those with a population up to 20 000. Despite many difficulties there are attempts to break the deadlock. Such attempts may be found for example in towns of Warmia and Mazury Province whose idea of funding their revitalization programmes – apart from applying for money allocated to Regional Operational Programme (ROP) – has become participation in the Cittaslow international network of cities.

    Celem opracowania jest ocena zróżnicowania aktywności gospodarczej między miastem a jego zapleczem oraz identyfikacja uwarunkowań o podłożu ekonomicznym w przebiegu procesów suburbanizacji. Elementem dynamizującym rozwój gospodarczy w strefie podmiejskiej są niższe koszty związane z prowadzeniem działalności gospodarczej. Autorzy podejmują próbę egzemplifikacji wpływu polityki fiskalnej na rozwój przedsiębiorczości w mieście i strefie podmiejskiej na przykładzie miast średniej wielkości i ich bezpośredniego zaplecza.
    The article aims at assessing the diversification of business activity between a city and its suburbs, as well as identifying economic conditions taking place in a suburbanization process. Lower costs connected with running business activity are a significant element increasing the dynamie of its economic development. The authors attempt to exemplify the influence of the fiscal policy on the development of enterprises in the city and its suburbs on the basis of medium cities and their direct suburbs.

    The objective of the paper is to present social and occupational changes in smali towns in the Świętokrzyskie Voivodship in regard to their accessibility to communication with larger towns in the examined area. Because of the availability of statistic data for the analysis, the time period from 1995 to 2004 was selected. Answers to the following ąuestion were looked for in the paper: - is there an interdependence between the directions of the occurring social and occupational changes (a change in the number of inhabitants, changes in internal migrations, changes in the employment structure) in smali towns of the Świętokrzyskie Voivodship and their accessibility to communication with larger towns (exceeding five thousand inhabitants) in the examined area. A network of towns in the Świętokrzyskie Voivodship, in the form in which it functions sińce 1999 is examined.

    W warunkach spadku popytu na pracę następuje różnicowanie się atrakcyjności poszczególnych miast, co w konsekwencji prowadzi do reorientacji kierunków migracji. Celem artykułu jest wskazanie roli miast średniej wielkości w złożonym układzie osadniczym, jakim jest konurbacja katowicka, w świetle powiązań migracyjnych. Powiązania migracyjne rozpatrzono w oparciu o dane dotyczące odpływu migracyjnego (wymeldowania na pobyt stały).  Ludność odpływająca z miast średnich konurbacji katowickiej w znacznej części (65,9% odpływu) kieruje się na obszary województwa śląskiego. Następuje przy tym wzmocnienie powiązań migracyjnych miast średnich w obrębie samej konurbacji katowickiej. Miasta średnie wykazywały silne powiązania migracyjne z miastami dużymi konurbacji. Zainicjowane zostały jednak zmiany w strukturze tych powiązań. Głównym kierunkiem odpływu migracyjnego z miast średnich wciąż pozostają Katowice, jednak wobec osłabienia rynku pracy oraz nasilania procesów suburbanizacji słabnie siła przyciągania innych miast dużych, zwłaszcza Sosnowca, Dąbrowy Górniczej i Zabrza. W największym stopniu wzrasta odpływ migrantów z miast średnich do miast małych i na obszary wiejskie, głównie powiatów będzińskiego i mikołowskiego. Miasta średnie nie stanowią dla siebie nawzajem atrakcyjnych kierunków migracji. Zaznacza się tu jedynie istotna i rosnąca rola Będzina. Zyskują na znaczeniu także Mikołów i Łaziska Górne. Natomiast Piekary Śląskie, Siemianowice Śląskie oraz Czeladź tracą swój dotąd znaczny udział w przejmowaniu migrantów z innych miast średnich.
    In the conditions of decreasing demand for employment, a differentiation process of attractiveness of individual towns occurs which results in reorientation of migration directions. The aim of this paper is to point out the role of medium-size towns in complex settlement system of Katowice conurbation in the light of migration relations. Migration relations were considered basing on data connected with migration outflow (permanent residence check-out). Most of population (65,9%) leaving medium-size towns of Katowice conurbation heads for the areas of Silesian Province. This process increases migration relations of medium-size towns within the Katowice conurbation itself. Medium-size towns showed strong migration relations with large towns of the conurbation. Katowice remained the main direction of migration outflow from medium-size towns. As a result of job market problems and the increase of suburbanization processes, the attractiveness of other large towns especially Sosnowiec, Dąbrowa Górnicza and Zabrze decreased. The increase of migration outflow is the largest in case of emigration from medium-size towns to small towns and rural areas, especially to Będzin county and Mikołów county. Medium-size towns do not represent attractive migration directions to each other. Only Będzin shows an essential and increasing role in this process. Some increase is also visible in case of Mikołów and Łaziska Górne. On the other hand such towns as Piekary Śląskie, Siemianowice Śląskie and Czeladź are loosing their large so far contribution in overtaking migrants from other medium-size towns.

    Referat przedstawia "przeciętny ekwiwalentny czas podróży pasażera" jako propozycję syntetycznego miernika oceny jakości funkcjonowania komunikacji miejskiej w zastosowaniu do miast średnich. Zarysowano znaczenie jakości usług w komunikacji zbiorowej w nawiązaniu do dokumentów i projektów Unii Europejskiej oraz europejskiej normy temu poświęconej. Zestawiono ogólne wymogi stawiane kompleksowej metodzie oceny transportu zbiorowego oraz wskaźnikom syntetycznym odnoszących się tej oceny. Przedstawiono skrótowy przegląd prób takiego ujęcia w literaturze. Podano istotę wskaźnika, "przeciętny ekwiwalentny czas podróży pasażera", uwzględniającego zarówno zależności o charakterze fizycznym, jak i parametryzację subiektywnych ocen ważnych dla pasażera ze względu na różnorodne warunki,w jakich realizowana jest podróż. Ogólna formuła obliczania wskaźnika ma strukturę addytywną, a poszczególne składniki - postać multiplikatywną i wyrażają ekwiwalenty czasu ze względu na: dojście i oczekiwanie na przystanku, jazdę, przesiadki, system taryfowy, skargi pasażerów, zagrożenia bezpieczeństwa pasażerów. Ponadto wprowadzony jest współczynnik korygujący ze względu na dostępność i przyjazność systemu. Opisano sposób jego wyliczenia oraz podano wzory i tabele niezbędne do tego wyliczenia. Wskaźnik odnosi się do całości sieci komunikacji zbiorowej miasta. Podano powiązania wartości wskaźnika z werbalną oceną jakości, a także przykłady wyliczenia wskaźnika dla 4 polskich miast. Zestawiono uwzględniane czynniki wpływu (opisane 38 parametrami), podano zakres potencjalnych zastosowań wskaźnika oraz dokonane i planowane jego modyfikacje w stosunku do wersji pierwotnej.
    The paper presents the so-called "Equivalent average passenger travel time" as a proposal for a synthetic measure of quality assesment of public transport operation as applied to medium-sized towns. The importance of quality public transport services in relation to the documents and projects of the EU and European standards, dedicated to the quality are outlined. General requirements in relation to comprehensive methods of public transport assessment and to synthetic indicators, referring to such methods are presented. The brief overview of this approach attempts is shown. The essence of equivalent average passenger travel time is presented. It takes into account both, the physical relationships and the parameterization of subjective assessments which are important for the passenger due to different travel conditions under which travel is performed. General formula for calculating of the indicator is additive, and its individual components are represented by multiplicative forms. They express time equivalents in the terms of: access and waiting at the bus stop, ride, transfers, the tariff system, passenger complaints, threats to passenger safety and security. In addition, the correction coeffitient is introduced to refer to the accessibility and friendliness of the system. The way and formulas and tables needed to calculate it is compiled. The indicator refers to the whole public transport network of the town. Some proposal of the relationship between values of the factor and their verbal mark is presented. The calculation of indicator value results for examples of four Polish towns and number of 38 impact parameters on the factor are listed. The range of potential applications for the indicator is made. Planned modifications of the indicator in relation to its primary form are commented.

    Artykuł prezentuje wyniki badań jakości przestrzeni publicznej centrum miasta przeprowadzonych w wybranych miastach średnich regionu łódzkiego, przy zastosowaniu autorskiej metody oceny. Metoda ta składa się z trzech elementów: waloryzacji graficznej, waloryzacji tabelarycznej i badań sondażowych, w wyniku których otrzymywane są rezultaty liczbowe, umożliwiające dokonywanie analiz porównawczych przestrzeni publicznej miast w różnych aspektach. Ostatecznym efektem metody jest ranking miast, którego wyniki można przeanalizować stosując przyjęte kryteria. Badania wykazały, że najważniejszym czynnikiem wysokiej jakości przestrzeni publicznej centrum miasta jest właściwie zaplanowany i przeprowadzony program rewitalizacji, który wywołuje pozytywne zmiany we wszystkich aspektach zidentyfikowanych jako czynniki jakości przestrzeni publicznej, w tym animację nowych aktywności.
    This paper presents the outcomes of research on the quality of public space of town center, led in chosen medium-sized towns of Łódź region, using the authors’ method of assessment. Method consists of three elements: graphic valorisation, checklist valorisation and surveys, each of them giving numerical results, which enables comparison of the quality of public space in different aspects. The final effect of the method is ranking of towns, which can be analysed applying adopted criteria. Research revealed that the most important criterion of the high quality of public space of town center is well planned and executed revitalisation program, which introduces positive changes in all aspects identified as factors of quality of public space, between them animation of new activities.

    Coraz popularniejszym wątkiem analiz na gruncie studiów miejskich jest poszukiwanie szans rozwojowych małych i średnich ośrodków miejskich, które pozostają na peryferiach globalnego systemu gospodarczego i stoją przed zadaniem znalezienia alternatywnych ścieżek rozwoju. Celem niniejszego artykułu jest próba pokazania, że wspomniane miasta mogą podjąć próbę przełamania impasu rozwojowego dzięki zależnościom, jakie łączą je z instytucjami regionalnymi oraz krajowymi. Samorządy lokalne oraz podmioty prywatne nadal bowiem podtrzymują kontakty z instytucjami publicznymi szczebla regionalnego i centralnego w celu uzyskania wsparcia merytorycznego, finansowego lub rzeczowego, które jest przydatne do pobudzania impulsów rozwojowych oraz do realizacji różnorakich celów składających się na politykę lokalną. W artykule ukazano trzy potencjalne formy oddziaływania władz regionalnych i centralnych na szczebel lokalny, sprowadzające się do transferów finansowych, obsługi administracyjnej oraz kreowania priorytetów rozwojowych. Na podstawie badań zrealizowanych w wybranych polskich miastach średniej wielkości określono również, czy status administracyjny miasta wpływa na wielkość wsparcia finansowego uzyskiwanego przez aktorów lokalnych oraz determinuje rangę danego ośrodka w dokumentach strategicznych.
    One of the more and more popular tendencies in current urban studies leads to analyses which try to explain how the small and medium sized towns can develop, even if they lay on the periphery of globalization. Taking into account the trend, the aim of this paper is to describe instruments and strategies of regional and central governments which influence socio-economic conditions of SMST (small and medium sized towns) and can be helpful for these urban areas in finding an alternative path of development. The article describes three potential forms of support created by regional and central public institutions. Firstly, it shows a role of financial grants transmitted from regional and central governments to local actors. Secondly, the text discusses how the institutions strengthen attractiveness of small or medium town due to the fact that they offer important administrative services. Finally, the paper shows how the strategic priorities which are shaped by regional and central governments may support the local actors in access to the financial grants mentioned above. The article also considers if an administrative status of a town determines the access of the local actors to public funds and shapes a position of this place in regional or central strategies.
