    W artykule podjęto próbę omówienia zagadnień związanych obszarem logistyki zorientowanym na ekologię. Celem jej jest przedstawienie na podstawie badań ankietowych, stanu faktycznego wybranego szpitala, w jaki sposób odpady są tam segregowane, utylizowane. Jak istotne znaczenie ma dla pracowników szpitala ekologistyka : czy określone wymogi są w pełni wypełniane, jakie elementy wymagają drastycznej zmiany oraz jaka jest świadomość personelu o prawidłowej gospodarce odpadami medycznymi. Na podstawie badań można również zaproponować usprawnienia, które mogą skutkować większą świadomością ekologiczną, a co za tym idzie lepszym stanem środowiska. Przedstawiono czynniki, mające wpływ na rozwój omawianej sfery. Zdefiniowano odpady, zaprezentowana zostanie ich klasyfikacja zgodnie z Rozporządzeniem Ministra Ochrony Środowiska, Zasobów Naturalnych i Leśnictwa, oraz dokonany zostanie ich przegląd przez wszystkie najistotniejsze grupy t.j.: odpady komunalne, przemysłowe i niebezpieczne oraz najistotniejsze dla niniejszej pracy odpady medyczne. Omówiono problem ilości odpadów wytwarzanych w Polsce i w Unii Europejskiej oraz przedstawiono regulacje prawne dotyczące gospodarki odpadami wraz z strategią zrównoważonego rozwoju. Zaprezentowano metodę badawczą, jaką są badania ankietowe, przeprowadzone na pracownikach placówki służby zdrowia. Zaprezentowano w formie graficznej i opisowej wybrane wyniki badań ankietowych. Dokonano ich analizy.
    This article attempts to discuss issues related to the area of logistics-oriented ecology. Its purpose is to present on the basis of surveys, the facts of the hospital, how the waste is there segregated, recycled. How im-portant it is for the hospital staff ecologistics: if certain requirements are fully complied with, what elements require a drastic change and what is the awareness of staff about the proper management of medical waste. Based on the research you can also propose improvements which might result in greater environmental awareness, and thus better environmental conditions. The factors affecting the development of this sphere. Defined waste, will be presented their classification according to the Ordinance of the Minister of Environmental Protection, Natural Resources and Forestry, and their review will be carried out by all the most important groups namely: municipal, industrial and haz-ardous, and most relevant to this study medical waste. We discuss the problem of waste produced in Poland and the European Union and presents the legal regulations concerning waste disposal, together with the strategy of sustainable development. Presented research method, which are surveys conducted on workers’ health care. Presented in graphical and descriptive selected survey results. They made their analysis.

    W obecnych czasach skuteczne wyleczenie pacjenta to za mało, by zdobyć jego zaufanie. Oceny i odczucia pacjenta są bardzo różnorodne i mogą ulegać zmianie. Dzięki opinii pacjentów można wykrywać niedociągnięcia w placówce medycznej i ciągle doskonalić jakość świadczonych usług. Niniejszy artykuł przedstawia główne definicje i zagadnienia dotyczące jakości usług medycznych, ich specyfiki oraz specyfiki rynku usług medycznych. Zaprezentowano tu wyniki badań oceny i odczuć pacjenta odnośnie usług medycznych w wysokospecjalistycznej placówce medycznej. Wnioski z badań posłużyły do zaproponowania wielu działań doskonalących.
    Nowadays, curing a patient effectively is not enough to earn his trust. Patients' judgment and feelings happen to be very different, and may vary according to their personal experiences. Thanks to reviews and feedbacks left by patients, one can discover if there are any issues in a medical centre that may need to be resolved and therefore perfect the quality of service provided by personnel. The following article presents main definitions, issues and characteristics of medical services. A research with regards to patients' feedback allowed me to propose a series of action needed for improvement of medical services.

    Opis:
    Purpose: The main purpose of the paper is to provide an introduction to the issues of the coordinated medicine model and the management of the medical facility. Due to the comprehensiveness of the topic, the paper is only a theoretical introduction to a further, more detailed publication series encompassing research assumptions. Design/methodology/approach: The paper is based on a theoretical analysis and literature review. Findings: The paper describes the theoretical assumptions of the model setting the directions for further research. Research limitations/implications: The content presented is an outline of the further research area. Practical implications: The considerations presented and references to international experience provide a basis for further research to identify possible impacts on improving the availability and quality of health service provision in Poland. Social implications: Undertaking research based on the theoretical assumptions of the model described should improve the health of the population and make more rational use of resources to improve access to services. Originality/value: The paper is primarily addressed to health care managers, as well as economists and government employees dealing with management issues in health care and public health.

    Recenzowana monografia to pierwsze opracowanie tego rodzaju w polskiej doktrynie prawa administracyjnego. Składa się z krótkiego wprowadzenia, pięciu rozdziałów, z których każdy zamknięty jest kilkustronicowym wyborem orzecznictwa sądów powszechnych i administracyjnych, a także z zakończenia zawierającego podsumowanie przedstawionych rozważań i ośmiu uwag de lege ferenda oraz obszernej bibliografii. Autorka dokonała analizy szeregu aktów o różnej mocy prawnej dotyczących administracyjnoprawnych skutków śmierci dla osób najbliższych i społeczeństwa. Uwagę zwrócono w szczególności na zagadnienia śmierci piastuna organu administracji publicznej, obowiązki zakładu leczniczego wobec pacjenta i jego rodziny, sporządzenie aktu zgonu, postępowanie ze zwłokami oraz lokalizację cmentarzy.
    The reviewed monograph is the first study of this kind in the Polish doctrine of administrative law. It consists of a short introduction, five chapters, each of which is closed with a few-page selection of the jurisprudence of common and administrative courts, and an ending with a summary of the presented considerations and eight de lege ferenda remarks, as well as an extensive bibliography. The author analyzed a number of acts of different legal force concerning the administrative and legal consequences of death for the relatives and society. Attention was paid in particular to the issues of death of the guardian of a public administration body, the obligations of the medical facility towards the patient and his family, the preparation of a death certificate, handling of the corpse and the location of cemeteries.

    18 złotych statuetek, 25 srebrnych, 12 brązowych i siedem dyplomów uznania – to wyniki XXIV edycji konkursu Budowa Roku, organizowanego przez Polski Związek Inżynierów i Techników Budownictwa przy współudziale Ministerstwa Infrastruktury i Rozwoju oraz Głównego Urzędu Nadzoru Budowlanego. Jury wyłoniło najlepsze realizacje roku 2013 ze wszystkich rodzajów budownictwa. Laureatów poznaliśmy 17 czerwca 2014 r. podczas uroczystości wręczenia nagród w gmachu Naczelnej Organizacji Technicznej w Warszawie.
    A total of 18 golden statuettes, 25 silver and 12 bronze ones, and seven recognition awards - these are the results of the 24th Edition of the Construction Site of the Year Contest, organised by the Polish Union of Construction Engineers and Technicians in cooperation with the Ministry of Infrastructure and Development and the General Office of Building Control. The jury selected the best projects in 2013 out of all types of construction projects. Winners were presented to the public on June 17th, 2014 during an award ceremony held in the building of the Polish Federation of Engineering Associations in Warsaw.

    W państwie separacji przyjaznej, jakim jest III Rzeczpospolita Polska, wolność sumienia i wyznania, jako jedno z podstawowych praw człowieka, jest gwarantowana zarówno na poziome konstytucyjnym, jak i ustawowym. Z prawa tego wynika swoboda uzewnętrzniania przekonań religijnych i prawo do opieki duszpasterskiej w każdym miejscu, w którym się znajdujemy. Z racji tego, że wolność religijna ma swoje źródło w przyrodzonej godności osoby ludzkiej, jest ona zapewniona każdemu bez względu na narodowość, rasę, stan zdrowia czy przyjmowany światopogląd. Z uwagi na rosnącą liczbę muzułmanów przebywających na terytorium Rzeczypospolitej Polskiej zasadne wydaje się spojrzenie na zakres ich uprawnień w dziedzinie wolności religijnej w specyficznej i trudnej dla każdego sytuacji bycia pacjentem zakładu leczniczego. Podjęcie wskazanego tematu podyktowane jest specyfiką prawa szariatu, które reguluje nie tylko materię ściśle prawną, ale także sprawy wchodzące w sferę życia codziennego muzułmanina i rzutujące na konieczność przestrzegania szeregu reguł, znajdujących zastosowanie także w sytuacji poddania się leczeniu szpitalnemu. Punktem wyjścia dla podjętych rozważań stała się ustawa o gwarancjach wolności sumienia i wyznania i przewidziane w niej uprawnienia wobec osób przebywających w zakładach leczniczych, które zostały skonfrontowane ze stanowiskiem prawa szariatu wobec czynności, jakim może poddać się pacjent wyznający islam. Omówione zostały m.in. zagadnienia związane z poszanowaniem prawa muzułmanina do bycia odwiedzanym przez rodzinę, prawo do postu, modlitwy czy spożywania określonych pokarmów. Przeprowadzona analiza doprowadziła do wniosku, że personel medyczny winien w możliwie najszerszym zakresie, zgodnie z przepisami prawa polskiego, zapewnić pacjentom muzułmanom warunki zgodne z wymogami ich religii. Jednakże z uwagi na to, że wolność religijna nie ma charakteru absolutnego, granicę tej wolności zawsze musi wyznaczyć wzgląd na dobro pacjentów, a przede wszystkim na wolność religijną innych osób – personelu medycznego czy pacjentów o odmiennym poglądzie religijnym.
    In the Third Republic of Poland, which represents friendly separation between the state and the church, the freedom of conscience and religion is one of the basic human rights and is guaranteed both at the constitutional and statutory level. This right creates the freedom of manifesting religious beliefs and the right to pastoral care at every place. Due to the fact that religious freedom stems from the inherent dignity of the human being, it is guaranteed to everyone regardless of their nationality, race, health or beliefs. In view of the growing number of Muslims staying on the territory of the Republic of Poland, it seems reasonable to look at the scope of their rights in the field of religious freedom in a special situation that is difficult for every person – being a patient in a medical facility. The topic in question is especially relevant given the specificity of Sharia law, which regulates not only the strictly legal matters, but also the issues from the sphere of everyday life of a Muslim that give rise to the need to comply with a number of rules, also applicable in a situation of undergoing hospital treatment. The starting point for the article is the Act on the guarantees of freedom of conscience and religion and the rights it ensures for persons in medical facilities. These rights are confronted with the views of Sharia law with regard to the treatment that can be accepted by Islamic patients. The article discusses, among others, the issues related to respecting a Muslim’s right to be visited by their family, the right to fast, pray or eat certain foods. The analysis has led to the conclusion that medical personnel should, to the fullest extent possible within the constraints of Polish law, ensure Muslim patients conditions compatible with the requirements of their religion. However, because of the fact that the right to religious freedom is not an absolute one, the limit of this freedom must always be the good of patients and, above all, the religious freedom of others – whether medical personnel or patients with different religious beliefs.

    Wstęp W artykule opisano możliwość wykorzystania autorskiej metody warstwowej oceny epidemiologicznej (WOE) do oceny potencjalnego ryzyka zakażeń w obiektach przeznaczonych dla osób starszych. Materiał i metody W celu weryfikacji możliwości użycia metody WOE do oceny zagrożeń w zakresie bezpieczeństwa epidemiologicznego środowiska zbudowanego poddano analizie dostępne źródła literatury związane z obowiązującymi w Polsce wymaganiami prawnymi w zakresie oceny ergonomii obiektów medycznych pod względem transmisji zakażeń. W artykule odniesiono się również do wytycznych Komisji Europejskiej w zakresie Nowego Europejskiego Bauhausu i systemu oceny jakości Davos Baukultur Quality System jako standaryzowanej metody oceny jakości przestrzeni zbudowanej. W pracy przedstawiono podstawowe założenie autorskiej metody WOE pozwalającej na ocenę ryzyka transmisji zakażeń oddzielnie dla poszczególnych grup elementów, z których składa się budynek. Skuteczność metody wykazano poprzez wykorzystanie jej do oceny ryzyka zakażeń na przykładzie pokoju oddziału geriatrycznego. Wyniki W artykule pokazano możliwość zastosowania narzędzia warstwowej oceny struktury budynku jako skutecznej metody wspomagającej działania ograniczające ryzyko epidemiczne. Wykorzystanie WOE umożliwia czytelne rozróżnienie potencjalnych dróg zakażeń w obrębie analizowanych obiektów i przyporządkowanie ich poszczególnym elementom składowym budynków. Dodatkowo przedstawiona metoda umożliwia zdefiniowanie koniecznych do wykonania procedur i opracowanie schematu działań minimalizujących ryzyko rozprzestrzenienia zakażeń w obrębie analizowanych nieruchomości. Wnioski Zastosowanie WOE do oceny rozwiązań architektonicznych obiektów przeznaczonych do pobytu osób starszych wiąże się z wieloma korzyściami. Metoda ta może stanowić narzędzie eksperckie pozwalające na szybką i precyzyjną ocenę potencjalnych zagrożeń epidemiologicznych. Ważną zaletą jest także możliwość wykorzystania jej, w sposób odrębny, w przypadku różnorodnych typów zagrożeń epidemiologicznych cechujących się różnymi drogami transmisji zakażeń.
    Background The article describes the potential use of an original model called the layered epidemiological assessment (warstwowa ocena epidemiologiczna – WOE) for assessing the potential risk of infections in facilities intended for elderly individuals. Material and Methods To verify the possibility of using the WOE method for assessing epidemiological safety hazards in the built environment, available literature sources related to the legal requirements in Poland regarding the assessment of medical facility ergonomics in terms of infection transmission were analyzed. The article also referred to the guidelines of the New European Bauhaus and the Baukultur Quality System as a standardized method for assessing the quality of the built environment. The article presents the fundamental assumption of the author’s WOE method, which allows for the assessment of the risk of infection transmission separately for each component of a building. The effectiveness of the method was demonstrated by using it to assess the risk of infections in a geriatric ward room as an example. Results The article demonstrates that by employing the WOE, it is possible to clearly differentiate potential infection routes within the analyzed facilities and assign them to specific building components. Furthermore, by applying the presented method, it is possible to define necessary procedures and develop action plans to minimize the risk of infection spread within the analyzed properties. Conclusions The application of the WOE for evaluating architectural solutions in facilities intended for the elderly offers several benefits. The WOE method presented in the article can serve as an expert tool for quick and precise assessment of potential epidemiological hazards. An important advantage of the WOE method is its ability to be used separately for different types of epidemiological hazards characterized by different routes of infection transmission.

    A health resort treatment facility is a particular medical entity that performs therapeutic activities because it is located in a health spa resort municipality which has the status of a spa health resort. Only the spa health resort municipality implements its own tasks related to the maintenance of health spa functions, and creates the conditions for this type of health facility to function and to develop the municipal infrastructure in order to meet the needs of people staying in the municipality for spa resort treatment. The basic, but not the sole, purpose of establishing and maintaining a health resort treatment facility is medical activity consisting in providing spa patients with health services performed as part of spa treatment integrated into the health care system. The study focuses on how the definition of this type of facility has evolved in the legislation and the directions of changes that have occurred as a consequence of the change in the legal status, as well as other important terms referring directly to the spa treatment facility. The presentation of its various types and tasks performed by these establishments enables the identification of numerous interpretation problems related to their qualification. Due to the diversified ownership structure of these medical entities, reference is made to their organizational and legal forms, with a demonstration of the possible consequences that result from transforming these establishments into health resort companies. The current epidemic in Poland allows the scope of limitations in the operation of spa treatment facilities to be shown and, consequently, changes in the organization of some types of these facilities.

    The article presents the institution of corporate governance in spa treatment entities that conduct organized activities in the field of providing spa health care services and spa rehabilitation. Using the term health resort management adopted for the purposes of this study, attention is drawn to the general administrative powers of the health resort authorities towards users (patients). There is no doubt that this sovereignty is necessary to achieve the objectives of a given entity. In the case presented here, the goal of the health resort treatment facility is to conduct spa treatment and to provide patients with guaranteed health services in this area. This study confirms that the acts of corporate law include organizational regulations and the statute of the health resort in the health resort. Against their background, reference is made to the problem of compliance with the corporate governance guaranteed by authoritative legal measures. The aim of the study is to analyze and evaluate the legal regulations concerning the authority used in the spa treatment facility. In this matter, the concept and essence of the institution of corporate governance on the grounds of doctrine and jurisprudence are discussed, and a catalog of features typical of spa company governance is indicated. The institution of the company regulations and statutes of the spa treatment facility is also examined, indicating the characteristics and legal nature of the standards established by company bodies, in terms of both the legal forms of operation of the facility and the sources of law. The issues of users and the use of a spa treatment facility allow for the indication of the rights and obligations of users of this type of facility, along with showing doubts regarding the issue of paying fees for health services in the field of spa treatment or spa rehabilitation.
