The main features and tendencies in the formation and development of the modern media system in Ukraine after the collapse of the Soviet Union are examined in the article. In particular, the factors influencing the transition from the Soviet model of the press to the model of polarized pluralism are analyzed. The author also identifies the conditions necessary for the stable and progressive development of the media system to emerge in Ukraine, which include the development of public broadcasting, guaranteeing the independence of the media in various dimensions, the development of media pluralism, the strengthening of the mechanisms of self-regulation of the media, raising standards and increasing the diversity of forms of journalist education.

Although the academic interest in media and information literacy (MIL) is ever increasing, there are not many studies that analyze the public perception of media literacy. This article analyses the interrelations between encouragement measures implemented by media policy and the perception of media literacy in society. The research employs data from a national representative survey (May 2019; N=1,017 respondents). The study explores the respondents’ media literacy perceptions; opinions on risks potentially caused by insufficient media literacy skills; and respondents’ experience with MIL activities. The survey results are compared with survey data on media literacy encouragement measures, aims and target audiences obtained from the Media Policy Unit at the Ministry of Culture media literacy partners. The theoretical background is supported by the media literacy ideological model, which explains media literacy within relationships with the social institutions in which it is practiced, as well as social processes. The data results are controversial. Even though more than half of Latvia’s population view their media literacy knowledge as insufficient, 52% of the respondents are not interested in MIL issues. Concerning the consequences of insufficient media literacy skills within society, the respondents focused mostly on threats to children (40%) and general public safety (28%), decrease in welfare (28%), societal regress (25%), fewer opportunities for high-quality education (26%) and Latvia being behind other EU countries (24%). Even though the media literacy encouragement measures in Latvia include activities aimed at various audiences, they have been noticed by only a slight number of respondents (7–10%).

The author’s intention was to recall the definition, genesis and development of the Polish Catholic press in various historical and political periods by reviewing the available literature on the subject. The emergence of Catholic-oriented periodicals in Poland dates back to the first half of the 19th century during the partitions, while significant development took place after the Second Polish Republic regained independence. The first years of the People’s Republic of Poland were characterised by illusory democratic freedoms, which is why new Catholic periodicals were established. An important turning point came in 1953, when almost all periodicals published by the Catholic Church were closed. Between 1953 and 1956, the editorship of Tygodnik Powszechny was taken over by the PAX Association, which collaborated with the Communist authorities, with the aim of dividing Catholic circles. During the political thaw, some titles were reinstated, although their content was still subject to strict censorship. The democratic changes of 1989 brought in the free market, which in turn became a financial challenge for Catholic editorial boards. Due to a lack of funds, the longstanding Przegląd Powszechny ceased its publications in 2012. The article is an informative and bibliographical review and shows the correlation between the development of the press and changing political conditions. The analysis results in a fragmentary study of the selected press segment.

Celem artykułu jest określenie wpływu mediów na kształtowanie struktury partycypacji politycznej w serwisie Twitter, która przybiera formę obserwowania przez użytkowników profili wybranych polityków. Koncepcja i metody badań: głównym założeniem analizy jest uwydatnienie bipolarności procesów komunikacyjnych, będących jednocześnie odbiciem interakcji społecznych i politycznych w Polsce, oraz przedstawienie określonej koncepcji analitycznej, pozwalającej wskazać pozycję mediów w kształtowaniu i przenoszeniu aktywności użytkowników. Proces badawczy polegał na dwupoziomowej analizie. Na poziomie pierwszym skupiała się ona na określeniu rangi mediów informacyjnych oraz ich roli i pozycji w strukturze sieci tworzonej przez odbiorców. Na poziomie drugim prowadziła zaś do stworzenia modelu klasyfikatora binarnego oraz oszacowania jego możliwości predykcyjnych w odniesieniu do mediów i wybranych polityków. Stworzona koncepcja analityczna opiera się głównie na danych ilościowych, a w ich pozyskaniu, obróbce i analizie wykorzystano język programowania R oraz protokół Twitter REST API, umożliwiający dostęp do publicznych danych. W ramach projektu przeanalizowano struktury relacji charakterystyczne dla 8 366 926 użytkowników. Wyniki i wnioski: badania uwydatniły podział opinii publicznej widoczny w sieciach komunikacji tworzonych przez użytkowników. Przeprowadzona analiza wykazała siłę poszczególnych mediów, które mogą wpływać na decyzje publiczności o obserwacji danego polityka w przestrzeni serwisu Twitter. Eksploracja unikalnych sieci relacji użytkowników, oparta na statystycznej analizie korelacji oraz regresji binominalnej, potwierdziła tendencję użytkowników obserwujących media uznane za konserwatywne lub prawicowe oraz lewicowe lub centrowe do obserwowania odpowiednio profilu Andrzeja Dudy lub Rafała Trzaskowskiego. W ramach przeprowadzonych badań oszacowano również siłę predykcyjną stworzonego modelu. Oryginalność i wartość poznawcza: projekt, którego wyniki prezentowane są w niniejszym artykule, stanowi wstęp do badań nad tworzeniem struktur komunikacyjnych w serwisie Twitter. Wykorzystanie większości liczących się polskich mediów dostarcza wiedzy nie tylko na temat rangi poszczególnych nadawców i wydawców mogących mieć wpływ na wybory podejmowane przez użytkowników, ale również prezentuje niewykorzystaną dotychczas koncepcję modelu klasyfikatora binarnego w określaniu sieci relacji medialno-politycznych w polskiej wersji serwisu Twitter.
The aim of the article is to determine the influence of the media on shaping the scope of political participation on Twitter, which takes the form of users observing the profiles of selected politicians. Research methods: The aim of the analysis is to emphasize the bipolarity of communication processes, which are also a reflection of social and political interactions in Poland, and to present a specific analytical concept that allows to indicate the position of the media in shaping and transferring user activity. The research process was based on a two-level analysis. At the first level, it focused on defining the importance of information media as well as their role and position in the structure of the network created by recipients. At the second level, it led to the creation of a binary classification model and the estimation of its predictive capabilities in relation to the media and selected politicians. The developed analytical concept is based mainly on quantitative data, and the R programming language and the Twitter REST API protocol were used in their acquisition, processing and analysis, which enables access to public data. As part of the project, the relationship structures characteristic of 8,366,926 users were analyzed. Results and conclusions: The research highlighted the division of public opinion visible in user-driven communication networks. The conducted analysis showed the strength of individual media that may influence the public's decision to observe a given politician on Twitter. The exploration of unique networks of user relations, based on statistical correlation analysis and binomial regression, confirmed the tendency of users observing media considered to be conservative or right-wing and left-wing or centrist to follow the profile of Andrzej Duda or Rafał Trzaskowski, respectively. As part of the research, the predictive power of the created model was also estimated.

Ethics as a codified value system enters into relations with politics and its representatives in the context of events, platforms, and information. Particularly important for the borderline of ethics and politics is the platform of public media. Within this space there is a problem of media ethics, understood as reflection on ethical codes and controversial media cases. This article describes the case of Radio Mercury journalist released from his post after an interview with European Member of Parliament Ryszard Czarnecki. The purpose of this study is to present the dynamics of communication processes between media and politicians in the contex of ethics. This text is intended to discuss aspects of media ethics and journalistic ethics in the context of specific media reports. The study uses mixed methods (qualitative and quantitative) that focus on media discourse analysis.
Etyka jako skodyfikowany system wartości wchodzi w relacje z polityką i jej przedstawicielami w ramach wydarzeń, platform i informacji. Szczególnie istotna dla pogranicza etyki i polityki jest platforma mediów publicznych. W ramach tej przestrzeni pojawia się problem etyki mediów, rozumianej jako refleksja odnosząca się do kodeksów etycznych i kontrowersyjnych przypadków z płaszczyzny mediów. Artykuł opisuje sprawę dziennikarza Radia Merkury zwolnionego po wywiadzie przeprowadzonym z europosłem Ryszardem Czarneckim. Celem badania jest prezentacja oddziaływania świata polityki na media (polityzacja mediów) z uwzględnieniem kontekstu etycznego. Tekst ma za zadanie omówić aspekty etyki mediów i etyki dziennikarskiej w odniesieniu do określonych przekazów medialnych publikowanych w kontekście komunikacji politycznej. W ramach badania wykorzystane zostały metody mieszane (jakościowe i ilościowe), skupiające się wokół analizy dyskursu medialnego.

Recent worldwide convergence of telecommunication and information technologies and dynamic development of mass media lead to noticeable changes in functioning of contemporary countries and societies. Currently, modern information and telecommunication technologies (ICT) begin to play greater role and filter down to almost every field of contemporary human life becoming a very popular subject of researches. Information revolution, that is a rapid technological development, within the scope of computers, communication processes and so" ware (involving substantial decrease in the costs of processing and sharing information), is the driving force behind globalisation. As a result, many social spheres of men remain greatly influenced by modern technologies. Easy access to information (being a consequence of development of the Internet, television and mobile communications) affects millions of people in the world, and also changes rules of social life in a broader perspective. Increasingly greater social impact of telecommunication and information technologies and growing political importance of the Internet (as a form of ICT) seem to be vital arguments that substantiate the usefulness of this study. The aim was to answer question about influence of the Internet on political life, and thus its application into contemporary democracies. Answers to the above questions should be backed up with data concerning the usage of ICT (mostly the Internet) in various political processes. The further analysis include three phenomena: informing, communicating and voting.

Regarding the contemporary role of mass media, especially television, and rising allegations of trivialization of the political life it is worth to consider how these opinions are justified. It evokes the question whether we are dealing with a situation in which public debate through the media seems to be based not on rational and logical conclusions, but on the competition, whose participants focus exclusively on creating their own images and pursuing symbolic politics. These trends cause that democracy evolves towards mediocracy, and the nineteenth-century ideologies lose their attraction to the simple message, free of thought. This phenomenon is considered in this paper in the meme theory context. The theory, introduced by Richard Dawkins, refers to a unit of cultural transmission, and in politics can be interpreted as short, blunt message, image or symbol, catchy enough to take over the imagination of the recipient. It is characterized by aggressive persuasion, apparent ambiguity and it is aimed to falsify the reality. Besides, its emotional assessment excludes any rational debate. It seems interesting, therefore, the trend of contemporary democracy, and question whether the public debate limited to an exchange of simplified, emotional arguments involves the danger of civil society erosion.

The aim of the article was to present the attitude of the media in Poland towards the outbreak of one of the most notorious political scandals of recent years. The subject matter of the analysis was the following: politicians' positions against the disclosed „Tape Scandal” presented via the media; the attitude of the Polish media towards this political scandal and the „heroes” of this affair; evaluation of the weekly Wprost's activity. The following research methods were used in the study: analysis of the content of selected media reports focusing on „Tape Scandal”, comparative method and case study. As a result of the analysis of the content of the weekly press, it was verified that the „Tape Scandal” of 2014 caused a political division in the media.

Throughout the evolution of public political discourse we have repeatedly seen the effects of scandals on the careers of many politicians. Although the cultural and societal norms that have traditionally dictated the results of such scandals have changed dramatically within the last two centuries, I believe that the aftermath of these scandals may be better understood by analyzing and comparing the politician’s previously established public image to the scandal at hand. I will argue that a negative impact only occurs if and when there is a clear contradiction of character that presents the politician as a deceitful or hypocritical person in the media sphere and therefore the eyes of the public.

The paper presents an analysis of the influence that the social media have on the modern politics phenomenon. For politics, just like any member of the public, the Internet is a very convenient medium. It not only allows for a relatively low cost to reach diverse customers, but it is also an excellent tool for meeting the requirements of the politics personalization. Not only their own websites, on-line discussions and e-mail offer today a politician possibility of mediating communication with citizens (voters). Becoming increasingly popular, blog offers many exciting opportunities to provide information. Every political party can find a politician who owns and runs a blog (including Joanna Senyszyn, Waldemar Pawlak, Ryszard Czarnecki, Janusz Korwin-Mikke, Marek Migalski). Most of them treats virtual notebooks as a tool to present their views and image. They emphasize certain information which they believe and have not been adequately provided by other media. Undoubtedly, online diaries begin to play an increasingly important role today in political communication. Even though they are much more “poor” from parliamentary websites, because they contain only the texts published by the author, they are a great advantage of personalistic character. Popularity of blogs among politicians (not only in Poland) is steadily increasing. One of the things attesting to the validity of this court is its constant evolution. Online diaries are more and more powerful. You can now post on blog not only a text, but also a photo, short video or audio file. It should be noted that the political debate is closely dependent on the media and changing with the emergence of new communication tools. Blogs made a significant transfers in this area. For the purposes of this article, subject of study focused on two levels of analysis, for the elections to the Parliament (if they were held this Sunday) and in the context of political ideology. The analysis of empirical data was related to the two main issues: ownership and operation of political blogs and track their entries by the voters.
