Opis:
Bhutan for centuries has remained in a self-imposed isolation that enabled development of customs and traditions that influence all aspects of life. However, the geopolitical tensions in the middle of the 20th century forced this little Himalayan country to open up and embark upon modernisation effort, that culminated in the change of political system from absolute monarchy to constitutional monarchy. Also, in the effort to strengthen democracy, private media were allowed to be created in 2006. This paper tries to take a closer look at the way the traditional media (newspaper, television, radio) in Bhutan represent themselves on social media platforms, such as Facebook, Twitter, YouTube etc. The qualitative and quantitative analysis will help to answer questions how they convey messages to their recipients and why some of the titles abandoned websites in favour of social media accounts. From the European perspective having a working website is necessary for all businesses (that is not a case in Bhutan). This paper will also try to answer the question if the original social media strategy is an outcome of a unique media system or simply a situation when lack of funds forces editors to abandon websites. Perhaps it is readers that prefer to access information on active social media platform than on static websites.
Bhutan przez wieki istniał w narzuconej sobie izolacji umożliwiającej rozwój zachowań i tradycji, które wpłynęły na wszystkie aspekty życia. Jednak geopolityczne napięcia w połowie XX wieku zmusiły to małe himalajskiej królestwo do otwarcia się na świat oraz wprowadzenia reform modernizacyjnych, które miały kulminację w postaci zmiany systemu politycznego z absolutnej monarchii na monarchię konstytucyjną. Również w celu wzmocnienia demokracji w 2006 roku umożliwiono stworzenie prywatnych mediów. Autor niniejszego tekstu stara się przyjrzeć, jak media tradycyjne (prasa, telewizja, radio) w Bhutanie są reprezentowane w mediach społecznościowych, np. Facebook, Twitter, YouTube itd. Dzięki jakościowej i ilościowej analizie jesteśmy w stanie stwierdzić, jak przekazywane są wiadomości do odbiorców i dlaczego niektóre tytuły zrezygnowały z korzystania ze stron internetowych na korzyść mediów społecznościowych. W przypadku europejskich mediów, posiadanie strony internetowej jest niezbędne, ale to nie zawsze sprawdza się w Bhutanie. Autor również stara się odpowiedzieć na pytanie, czy ta dość oryginalna medialna strategia jest skutkiem unikalnego systemu medialnego, czy po prostu główną role odgrywa tutaj brak finansów umożliwiających posiadania stron www. Być może ci właśnie użytkownicy preferują dostęp do informacji poprzez media społecznościowe, a nie przez statyczne strony.

Along with the development of and widespread access to mobile technologies - smartphones, tablets, notebooks, GPS, Wi-Fi, RFID technologies as well as the growing number and diversity of media located in the city, such as urban screens and facades, interactive billboards and installations, media users' relationships with urban spaces has become morę sophisticated. Converging media spaces emerge from the complex relations between devices, content, as well as business and users' daily activities in urban spaces. These spaces conceptualized as processes or rather events based on users' experiences allow us to indicate the emerging multipliedplaces. Con-verging media spaces emerge in multilaterally mediatized cities and mobile media urbanization - of which interactive maps are the best example. Ali of these processes take place in the context of blurring boundaries and the merging of daily activities. The analysis presented below was based on materials gathered in New York City in November 2010 by the researcher as a foreign observer and were supplemented by materials from dif-ferent internet sources collected after the visit (articles, films, photos). The analysis includes the characteristics of physical (materiał) and virtual (digital) spaces. Furthermore, it pays attention to the meaning of emerging in-betweens. The cultural implications of widgets, switching and overlaying are also introduced.

This research describes the results of a study on young people’s media usage patterns in Latvia during a period of four years from 2007 until 2010. The present study consists of three parts: it analyses the so-called “media day” of young people and shows which media, which content and for what needs are used in different parts of the day; the study collects data about a “media set” chosen by young people and tests what media technological features are used by young people on a regular basis. The results of this particular research allow the discussion of the following questions: What is the correlation between functions of media usage and the level of young people’s awareness about important political, economic and social issues? What particular individual or social conditions can impact young people’s media usage? How does young media users’ behaviour reflect the phenomena of ‘participation culture’ or ‘collective intelligence’? The chosen methods of this research are questionnaire and focus groups discussions.

Opis:
Considering the changes in media and in society that have occurred since the heyday of the Democratic Corporatist Model, with its strong emphasis on institutionalized self-regulation of the press (Hallin & Mancini, 2004), this article examines changes in attitudes towards media accountability measures among policymakers. Attitudes prevalent in the peak years of political pressure on the media system in the Democratic Corporatist countries are compared with the attitudes existing today. The data studied are printed minutes of media debates in the Swedish Parliament in the 1960s and similar debates in recent years, Sweden being a typical country for the model. The comparison indicates that both the views on media defi ciencies and the views on remedies have changed over the last 40 years. Accountability measures are still in demand, although more through governance than from government.

„The network Tribes” – Internet as a social and intercultural mediumThe Internet communication, including so-called cross-cultural communication, is undoubtedly technologically determined, but also shaped by the “premodern” social relations which were characterized by the dominance of individualism, referring to a sense of collective responsibility not to traditional reference groups (such as the state, the nation, the family and the Church), but to other, more precursory units of an unspecified nature (so-called “new tribes”, human communities of informal nature, the existence of which maintains a network of emotional dependence, comp. Michel Maffesoli (1988). The Time of the Tribes: The Decline of Individualism in Mass Society). However, it remains just as diverse as “offline” communication: it depends primarily on the social, cultural and psychological circumstances of its participants. The contemporary Internet promotes the technological development of cross-cultural social relations, allows for the formation of new social ties, but has no significant effect on their shape and their content.

With the popular and the political competing for our global electronic attention what is often overlooked are questions surrounding access and participation on social media platforms, which have become contested domains of advertising, recruitment, propaganda, and activism. As the very definitions of what it means to be „literate“ or what constitutes a „text“ continue to change, having the ability to „read“ continues to hold significant importance. Marshall McLuhan argues in The Guttenberg Galaxy that the printing press created a paradigm shift. In removing the mystique from texts and making ideas more accessible not only did literacy rates rise, but for McLuhan, social relations and power dynamics were fundamentally and irrevocably changed. In line with a history of humanity that continually shifts power and social relations through uses of new technologies, this paper explores how new forms of language and social patterns of interactions on social media have created a similarly potent paradigm shift, changing the meaning of existence both online and in person. This is the Googleburg Galaxy.

Nowadays initiatives in the fields of media literacy such as youth participation, teacher training and curricular resources, parental support, policy initiatives, and evidence base construction - are very successful in growing the level of the critical thinking of the participants. However, there are still a few areas which need to be guided. Authors Monica Bulger and Patrick Davison make five recommendations for the development of the future of media literacy programming for educators, legislators, technologists, and philanthropists. On the other hand the report also warns against the contemporary treatment of media literacy as a panacea - in the way of how to deal with fake news.
