W artykule poddano weryfikacji proponowaną w metodykę drganiowego badania degradacji konstrukcji budowlanych w zastosowaniu do oceny miar rozpływu energii drganiowej w segmentach murowych (ceglanych). Analizy teoretyczne i weryfikacja praktyczna badania wrażliwości informacyjnej proponowanych miar procesów drganiowych wskazują na szerokie możliwości ich zastosowań, w szczególności możliwe jest zastosowanie przedstawionej metodyki w zarządzaniu kontrolą jakości.
The presented study subjected to the verification of dictated vibration methodology study of building structures degradation in the application to the assessment of vibration energy flow measurements in masonry (brick) segments. Theoretical analysis and practical verification of the information sensitivity testing of proposed measures of vibration processes indicate the wide possibilities of their applications, it is possible to apply the presented methodology in the quality control management.

Research background: In the literature little discussion was made about predicting state of time series in daily manner. The ability to recognize the state of a time series gives, for example, an opportunity to measure the level of risk in a state of tranquility and a state of turbulence independently, which can provide more accurate measurements of the market risk in a financial institution. Purpose of the article: The aim of article is to find an appropriate tools to predict, based on today's economic situation, the state, in which time series of financial data will be tomorrow. Methods: This paper proposes an approach to predict states (states of tranquillity and turbulence) for a current portfolio in a one-day horizon. The prediction is made using 3 different models for a binary variable (Logit, Probit, Cloglog), 4 definitions of a dependent variable (1%, 5%, 10%, 20% of worst realization of returns), 3 sets of independent variables (un-transformed data, PCA analysis and factor analysis). Additionally, an optimal cut-off point analysis is performed. The evaluation of the models was based on the LR test, Hosmer-Lemeshow test, Gini coefficient analysis and CROC criterion based on the ROC curve. The analyses were performed for 43 individual shares and 5 portfolios of shares quoted on the Warsaw Stock Exchange. The study has been conducted for the period from 1 January 2006 to 31 January 2012. Findings & Value added: Six combinations of assumptions have been chosen as appropriate (any model for a binary variable, the dependent variable defined as 5% or 10% of worst realization of returns, untransformed data, 5% or 10% cut-off point respectively). Models built on these assumptions meet all the formal requirements and have a high predictive and discriminant ability to one-day-ahead forecast of state of turbulence based on today's economic situation.

This article presents the concept of the methodology for assessing the implementation of programmes of measures adopted in the State Water and Environmental Programme, and, in consequence, in the framework of the first water management plans for river basin districts in Poland, as approved by the Council of Ministers on 22nd February, 2011, and published in the official journals. The scope of work in the methodology concept primarily concerns two basic analyses: assessment of the accomplishment of programmes of measures with regard to the degree of their accomplishment, and assessment of the effectiveness of scheduled programmes of measures. The level of accomplishment should be understood as the quantitative status of progress of particular measures, whereas effectiveness means their direct or indirect impact on the achievement of environmental goals of the Water Framework Directive. For this purpose, for some of the measures databases and reports existing in institutions responsible for the performance of measures indicated in the SWEP were used. For the rest of the measures, the survey method was used. For the purpose of the surveying process, the preparation of appropriate matrixes with measures marked for institutions, and also of email address databases, were proposed. Also, identifiers serving to link answers with specific areas on maps that trace measures were proposed. The present and forecast situation concerning reporting in the scope of the WFD and other tasks connected with it in the field of environmental protection leads to the conclusion that the coordination of reporting at the state level and the improvement of the flow of information between interested institutions is necessary.

Celem niniejszego artykułu jest analiza zagadnień związanych z występującymi w polskiej Konstytucji stanami nadzwyczajnymi (stan wojenny, stan wyjątkowy, stan klęski żywiołowej). Zagadnienia stanowiące przedmiot badań odnoszą się do regulacji obowiązku świadczeń osobistych i rzeczowych (ciężary publiczne) w razie wprowadzenia jednego z rzeczonych stanów nadzwyczajnych. Autor swoje rozważania skoncentrował na charakterze tych świadczeń w odniesieniu oddzielnie do każdego z tych stanów nadzwyczajnych, analizując ich zakres podmiotowy i przedmiotowy, procedurę oraz zasady i tryb wynagradzania i wyrównywania strat wynikłych z obowiązku ponoszenia tych ciężarów w sytuacjach stanów nadzwyczajnych.
The aim of this article is to analyse issues related to extraordinary measures (martial law, a state of emergency or a state of natural disaster) provided for by the Polish Constitution. The subject of the research concerns the duty to provide personal and in-kind contributions (public burdens) in the event of the introduction of one of extraordinary measures. The author focused his attention on the nature of these contributions in relation to each of extraordinary measures, analysing their subjective and objective scope, the procedure, as well as the principles and mode of remuneration for and compensation of losses resulting from the duty to bear these burdens in situations of extraordinary measures.

In history of philosophy the origin of the first plans of the perfect political system, called an ideal one, or – from the time Thomas More’s Utopia was published – a utopian one, is usually associated with Plato’s philosophy in which the model of the perfect state has its justification in a transcendent principle of reality: in The State – in the supersensible world of ideas; in Laws – in the world of the principles that are inaccessible to the sensual inspection, i.e. ἀρχαί. However, already Aristotle’s testimony points to the fact that the perfect state was written about long before the times of Plato. Studies of the Pythagorean philosophy that originated before Plato, allow the statement that its followers saw the imperfection of the political systems that they knew, and also they knew its causes, which they perceived in infringement by political structures of the principle of universal justice that is omnipresent in the universe. The first plans of the perfect system must have been originated already in the first, so-called old Pythagorean union; however, the state of the writings by the Pythagorean philosophers does not allow their detailed reconstruction. On the basis of fragments and the doxographic evidence that are preserved and recognized as authentic we can only infer that they thought that the state-polis as a microcosmos in its structure should imitate the structure of the universe – the model and pattern of perfection for all beings constituting the universe, which can be reduced first of all to the conviction that in all the aspects of its functioning it should be subjected to the measure, harmony and proportions determined by universal justice. We find a confirmation of such a conception of the perfect system in the collection of the so-called Pythagorean apocryphal works preserved to our times – works that were written towards the end of the 4th or at the beginning of the 3rd century B.C., and popularized under the names of “old” Pythagoreans (like Charondas, Zaleukos, Archytas of Tarentum, Ocellus, Hippodamus of Miletus, Aresas, Diotogenes, Sthenidas, Ecphantus, Euryphamus of Metapontum), transmitted by late philosophers and compilers, like Porphyrius, Iamblichus or Stobaeus. Since the standpoints of various researchers as to the dating and origin of those writings differ from one another, it should be accepted that they were written either as imitations of the old-Pythagorean writings that have not been preserved, or they developed, according to Pythagorean teaching on the principles and the universe, findings included in the so-called Πυϑαγορικὰ ὑπομνήματα. Among those apocryphal works we find a lot of writings explicitly or implicitly devoted to the question of the perfect political system: the very form of politeia, the authority, status and obligations of the ruler, laws and their sources, the status and obligations of citizens, education, ethical and moral norms. All these writings share acceptance of a definite model for the perfect system: it is the universe and its structure. According to the old-Pythagorean teaching about two principles-ἀρχαί, the universe consists of the rational principle containing proportion and measure (πέρας), and the principle devoid of this measure and proportion (ἄπειρον). In the structure of the universe the rational principle puts its measure and proportion on the irrational principle – which is manifested in the proper numerical relations, in the harmony of oppositions, in the equilibrium of coming into existence and disappearance of all the beings the universe consists of, as well as in the eternal existence and invariability of the very universe. Disturbance of the proper proportions of the structure causes its disintegration. The authors of the pseudo-Pythagorean writings perceive the causes of political upheavals and falls of states in such disturbances of the proper proportions and relations in the field of polis. Hence the perfect political system is one that in the micro scale imitates the correctness of the structure of the universe, which should be manifested in proper relations between the ruler or the authority and the citizens, and in passing proper laws that should be a “translation” of the law of universal justice into the language of human decisions in citizens’ ethical and moral actions. Hence Pythagorean apocryphal works are a proof that long before Plato philosophers wrote about the perfect political system.
