Zarządzanie ryzykiem w sferze planowania aktywności naczelnego organu kontroli stanowi element ładu instytucjonalnego, wpływający na osiąganie celów i realizację zadań Najwyższej Izby Kontroli.
The audit topics assessment matrix (MOTK, the matrix) is a modified standard audit assessment matrix used, among others, in auditing or risk management. It is a tool for objective and standardised assessment of audit topics proposals for NIK workplans or for ad hoc audits. The objective of using MOTK is also to verify the connection between audit topics and the current NIK strategy. At present, one of the priorities of the NIK strategy for the years 2022–2024 is “ensuring national security”, comprising objectives, namely “Finance and economy”, “People”, “Environment”. The said tool uses the standard risk assessment matrix with consideration to key factors from the perspective of a Supreme Audit Institution (SAI), which should be taken into account when deciding to conduct a given audit. Thus it is an element of risk management in the area of audit planning. In their article, the authors present examples of risk management in audit planning of several SAIs, approaching them as a sort of introduction to presenting the matrix. The main objective of the article is to discuss the results of audit topics examination with the use of MOTK, and to present selected conclusions made after an analysis of the empirical material obtained. Such analysis is helpful in answering the question on possibilities to use this tool in the NIK planning process and in auditing.

This paper investigates the stress and strain state as well as formation processes of structure and features of aluminum alloys during the hot extrusion. It has been shown that during the hot extrusion the ring layers of an extruded element experience not only longitudinal and transverse deformations, but also a slip. The slip increases from inner layers to the surface layer. The tensile principal stresses and the sum of slip deformations also increase. It has been also demonstrated that at the exit of the pressing part the tensile principal stresses have different directions, forming an angle with extruder axis, which also increases towards the surface. In conclusion, it has been stated that the main radial and circumferential deformations act as restraining deformations.

A synthesis method for designing two-dimensional lossless finite impulse response (FIR) filters for various digital signal processing tasks is proposed. The synthesis method is based on using a 2-D embedding approach to obtain the paraunitary transfer function matrix of the lossless FIR filter. The elements of the paraunitary transfer function matrix are the transfer function of a given lossy FIR structure and the transfer functions for its complementary structures. The embedding method is used to design complementary FIR filter structures for several known lossy FIR filters. The lossless FIR filter matrix obtained in this article has a size of 3 × 1 and satisfies the paraunitary conditions. The conditions are described by a set of nonlinear equations. A modified Newton method is used to solve this set of equations. The proposed design method is used to determine the lossless structures of two-dimensional FIR filters for various digital processing tasks.

Opis:
Portable, hand-held ultrasound devices capable of 3D imaging in real time are the next generation of the medical imaging apparatus adapted not only for professional medical stuff but for a wide group of less advanced users. Limited power supply capacity and the relatively small number of channels used for the ultrasound data acquisition are the most important limitations that should be taken into account when designing such devices and when developing the corresponding image reconstruction algorithms. The aim of this study was to develop a new 3D ultrasound imaging method which would take into account the above-mentioned features of the new generation of ultrasonic devices – low-cost portable general access scanners. It was based on the synthetic transmit aperture (STA) method combined with the Fourier spectrum domain (SD) acoustic data processing. The STA using a limited number of elements in transmit and receive modes for ultrasound data acquisition allowed both aforementioned constraints to be obeyed simultaneously. Moreover, the computational speed of the fast Fourier transform (FFT) algorithm utilized for the ultrasound image synthesis in the spectrum domain makes the proposed method to be more competitive compared to the conventional time domain (TD) STA method based on the delay-and-sum (DAS) technique, especially in the case of 3D imaging in real time mode. Performance of the proposed method was verified using numerical 3D acoustic data simulated in the Field II program for MATLAB and using experimental data from the custom design 3D scattering phantom collected by means of the Verasonics Vantage 256™ research ultrasound system equipped with the dedicated 1024-element 2D matrix transducer. The method proposed in this paper was about 80 times faster than its counterpart based on the time domain synthetic transmit aperture (TD-STA) approach in the numerical example of a single 3D ultrasound image synthesized from 4 partial images each containing 64 × 64 × 512 pixels. It was also shown that the acceleration of the image reconstruction was achieved at the cost of a slight deterioration in the image quality assessed by the contrast and contrast-to-noise ratio (CNR).

Opis:
Birth defects affect 1 to 3 percent of the population and are mostly detected in pregnantwomen through double, triple, and quadruple testing. Ultrasonography helps to discoverand define such anomalies in fetuses. Ultrasound pictures of nuchal translucency (NT)are routinely used to detect genetic disorders in fetuses. The NT area lacks identifiablelocal behaviors and detection algorithms are required to classify the fetal head. On theother hand, explicit identification of other body parts comes at a higher cost in termsof annotations, implementation, and analysis. In circumstances of ambiguous head placement or non-standard head-NT relationships, it may potentially cause cascading errors. In this research work, a linear contour size filter is used to decrease noise from the image, and then the picture is scaled. Then, a novel hybrid maxpool matrix histogram analysis (HMMHA) is proposed to enhance the initiation and progression. The training andassessment were conducted using a dataset of 33 ultrasound pictures. Extensive testingshows that the direct method reliably identifies and measures NT. The suggested modelmay assist doctors in making decisions about pregnancies with fetal growth restriction, particularly for patients who have nuchal translucency or congenital anomalies and donot require induced labor due to these abnormalities. The performance of the proposedtechnique is analyzed in terms of error rate, sensitivity, Matthews correlation coefficient(MCC), accuracy, precision, recall, and F1-score. The error rate of the proposed model is28.21% and it is found to be better when compared with the conventional approaches. Finally, the error prediction is compared with the existing models obtained from the medicaldataset of pregnant women to identify fetal abnormality positions.

Based on a dynamic discrete model of an out-of-plane curved beam with a constant cur- vature, eigen-properties of the spatial curved beam structure in undamaged and damaged configurations are considered in this paper. In the literature, based on the equivalent sec- tion reduction method, a distributed damage modeling method is proposed. Accoding to Euler-Bernoulli beam theory, the stiffness matrix of shear, bending and torsion coupling is derived. Combined with the lumped mass matrix and the characteristic equation of the multi degree of freedom system, natural frequencies of the undamaged and damaged structures are calculated.

Tensile tests were carried out on three series of composite samples according to the ASTM (American Society for Testing and Materials). The materials tested were characterised by using the same manufacturing method. The specimens were hand-laminated using MGS L285/H285 epoxy resin. The feature that differentiates the structure of each laminate series is the type of reinforcement. A biaxial fabric IMS65 CTLX with a 0/90 arrangement was used to reinforce the C-series composite specimens; for the D-series, a symmetrical fabric Interglass 02037 with a 0/90 weave was used, and for the e-series specimens, a modular fabric IMS65 with a 45 weave was used. The share of composites in the manufacture of construction products is steadily increasing. This is due to the development of new technologies for manufacturing composite elements and composites, with properties that are more and more in line with the requirements of the industry resulting from technological progress. Composite products have to meet many performance requirements. Tensile testing is used to determine some of the key mechanical properties of laminates. Fibre-reinforced polymer (FRP) composites have been used in various engineering structures for many decades. Their unique physical and mechanical properties make them a well-known, most produced and most widely used type of composite materials. In the case of fibre composites, it is the fibres that take over the basic stresses and are responsible for achieving the appropriate stiffness and strength, while the matrix ensures optimum use of the properties of the fibres and gives shape to the manufactured element. The mechanical properties of the composite and its failure process are fundamentally dependent on the high strength of the fibres, the stiffness of the matrix and the strength of the fibre-matrix interface.

The main goal of the article is to monitor the incidence of accidents over the last 10 years, to analyse the group of risks that have a significant impact on accidents in mining companies and to evaluate them. The Risk Matrix, shows the relationship between estimated consequences and probability of risks formation. The next step is to use the workplace Risk Assessment Method to define acceptable risks and minimize the impact on workers. Another method we used is the Fault Tree Analysis (FTA) model. The output of the FTA model is the creation of a faulty tree, which resulted in the individual traumatized accidents that resulted in the definition of the resulting risk - namely a load injury.

Opis:
Nowadays, textual information grows exponentially on the Internet. Text summarization (TS) plays a crucial role in the massive amount of textual content. Manual TS is time-consuming and impractical in some applications with a huge amount of textual information. Automatic text summarization (ATS) is an essential technology to overcome mentioned challenges. Non-negative matrix factorization (NMF) is a useful tool for extracting semantic contents from textual data. Existing NMF approaches only focus on how factorized matrices should be modeled, and neglect the relationships among sentences. These relationships provide better factorization for TS. This paper suggests a novel non-negative matrix factorization for text summarization (NMFTS). The proposed ATS model puts regularizes on pairwise sentences vectors. A new cost function based on the Frobenius norm is designed, and an algorithm is developed to minimize this function by proposing iterative updating rules. The proposed NMFTS extracts semantic content by reducing the size of documents and mapping the same sentences closely together in the latent topic space. Compared with the basic NMF, the convergence time of the proposed method does not grow. The convergence proof of the NMFTS and empirical results on the benchmark data sets show that the suggested updating rules converge fast and achieve superior results compared to other methods.

The aluminium composite was fabricated through the powder metallurgy technique by reinforcing HAp (0, 5, 10 and 15 wt%) as a reinforcement. The fabricated samples were sintered through microwave sintering at 530℃ for 15 min under an argon gas environment. The fabricated composites were subjected to X-Ray Diffraction (XRD), Scanning Electron Microscopy (SEM) and Energy Dispersive Spectroscopy (EDS) analysis to confirm the constituting elements and to describe the reinforcement dispersion in the matrix. Uniform reinforcement dispersion was observed for the composite reinforces with 5% HAp, 10% HAp particles. The mechanical characterization results reveal that the Al-10% HAp composite exhibits a microhardness value of 123 ± 3 Hv and maximum ultimate tensile strength of 263 ± 10 MPa and 299 ± 9 MPa compression strength was obtained due to the presence of a strong bond among the aluminium and HAp particles.

Many interconnected systems in the real world, such as power systems and chemical processes, are often composed of subsystems. A decentralized controller is suitable for an interconnected system because of its more practical and accessible implementation. We use the homotopy method to compute a decentralized controller. Since the centralized controller constitutes the starting point for the method, its existence becomes very important. This paper introduces a non-singular matrix and a design parameter to generate a centralized controller. If the initial centralized controller fails, we can change the value of the design parameter to generate a new centralized controller. A sufficient condition for a decentralized controller is given as a bilinear matrix inequality with three matrix variables: a controller gain matrix and a pair of other matrix variables. Finally, we present numerical examples to validate the proposed decentralized controller design method.

Theoretical background: These studies are motivated by three reasons: (1) the Competitive Intelligence (CI) approach is a critical factor in increasing the organization’s ability to monitor and strengthen competitive advantage; (2) too little research has been done on the use of new management theories in the CI approach and (3) there is no research devoted to computer-assisted CI. Purpose of the article: This study proposes a comprehensive framework for extending the CI’s potential in the organization’s activities and its computer-assisted support. The purpose of this article is to develop a new CI construction theory and propose a holistic, conceptual CI model, as well as carry out its initial verification. Research methods: The comprehensive CI model is based on the following theories: (1) Resource-Based View (RBV), Industrial Organization (IO) and Business Model Canvas, which were used for CI design, (2) theories for measuring and validating CI implementation, i.e.: Competitive Profile Matrix (CPM), Industrial Critical Success Factors (ICSF) and (3) theories for integrated computer-assisted CI. The validation of the proposed comprehensive CI model was based on data on the opinions of SUV class users. Main findings: The results obtained during the validation of the CI model show great importance for a comprehensive look at the topic of computer-assisted CI. This contribution is significant because in the literature there are no such studies and conclusions obtained from them. The results obtained and conclusions should be useful for all organizations that need to analyze competitiveness using a comprehensive CI model.

In this research, aluminium metal matrix composites (AMMCs) have been manufactured through friction stir processing (FSP) by reinforcing nano-sized SiC particles in an Al6061-T6 alloy. The consequences of the volume percentage of reinforced SiC particles on mechanical properties and microstructural features were analyzed for the developed AMMCs. Microstructural evaluation of a cross-section of a friction stir processed (FSPed) sample has been conducted through Electron backscatter diffraction (EBSD) Energy dispersive spectroscopy (EDS) and a scanning electron microscope (SEM) technique. Microhardness tests were conducted athwart the cross section of FSPed specimen to obtain microhardness feature. A tensile test of FSPed samples has been conducted on a universal testing machine (UTM). Homogeneous distributions of SiC particles were found in the stir zone without any consolidation of particles. The size of the reinforcement particles was decreased slightly by increasing the volume fraction. It has been found that increasing the volume fraction of SiC particles, enhance the tensile strength and microhardness, but decreases the ductility of the aluminium. The maximum ultimate tensile strength (UTS) and microhardness were obtained as 390 MPa and 150.71 HV, respectively, at 12% volume percentage of reinforcement particles. UTS and microhardness of the FSPed Al/SiC have been improved by 38.29% and 59.48% respectively as compared to Al6061-T6. The brittle nature of the FSPed Al/SiC has increased due to a rise in the volume fraction of nanosized SiC particles, which causes a decrease in ductility.
