    Artykuł odnosi się do wydarzeń masowych, czyli „imprez” o takim charakterze, ale niewymienionych w ustawie o bezpieczeństwie imprez masowych. Scharakteryzowano w nim kilka rodzajów tego typu wydarzeń oraz dokonano analizy zadań poszczególnych „uczestników” imprezy. W dalszej części tekstu przedstawiono zagrożenia dla bezpieczeństwa uczestników imprez o charakterze masowym powodowane przez celowe lub intencjonalnie błędne kwalifikowanie wydarzeń do innych kategorii niż imprezy masowe. W podsumowaniu wskazano na główne powody takiego postępowania organizatorów, czyli nieprecyzyjne przepisy prawne oraz celowe omijanie i wykorzystywanie tych zapisów ustawowych, a także chęć zminimalizowania „formalności” (dokumentacji, opinii, instrukcji, regulaminów, zezwoleń), a co za tym idzie – nakładów finansowych (np. na obowiązkowe służby informacyjne i porządkowe).
    The paper refers to mass events which are mass events not stated as such in the Act on Mass Events Security. The author focuses on providing the characteristics of several types of such events and an analysis of objectives assigned to the particular entities participating in these events. The next part of the paper presents the characteristics of threats posed to the security of mass event participants by the purposeful or intentionally wrong qualification of these events as not falling into the category of mass events. In the conclusions, the main reasons for such behaviour of the organisers are pointed out, including imprecise legal regulations and intentional circumvention and misinterpretation of such legal regulations, along with the intention to minimise all the formalities (documentation, opinions, instructions, regulations, and permits), involving financial costs (e.g., obligatory presence of information, security and emergency services).

    The subject matter addressed in this article concerns inspection procedures intended to ensure mass-event security. Such inspections are conducted by the executive bodies of a commune or by a Province Governor. The inspection powers include an assessment of the compliance of the running of the mass event (including a higher-risk mass event) with the conditions specified in the permit to hold the event, and – if these conditions are found to be violated by the organisers – the discontinuation of the event. The inspection may also result in issuing a decision prohibiting the organisation of the mass event if, after issuing the initial permit, it is found that there has been a breach of the security conditions which constituted the grounds for its issuing. In addition, the Province Governor may prohibit the organisers from conducting a mass event with public participation or from conducting the mass event on the territory of the Province or its part, or discontinue the mass event while in progress.

    Each country has an obligation to provide its society with a sense of broadly understood security. Public safety occupies a special place in this catalogue both in everyday life and at mass events. At such gatherings, the participant has the right to require decent entertainment, a good atmosphere, but above all the awareness that his property, health and life will not suffer. One has the right to expect this without wondering who is responsible for his safety at this place and time. Additionally, he has the right to believe that the event organizer has fulfilled all his duties. The above article focuses on changes in the approach to securing mass events and actions aimed at introducing statutory regulations on this issue. The manner in which the police conducted their duties due to imposed changes to the law on the security of mass events and the Police Act was analysed. The role of the Water Police Station in protection of public safety and order in waters intended for general use was also indicated, especially in the context of securing mass events of an artistic and entertainment nature.

    From time immemorial the society has had the need of mass entertainment, defined nowadays as the mass events. The example of this can be the organization of the Roman society, where, after analyzing the source materials, we can indicate some numerous examples of the mass events, religious, sports, or political ones. In the Roman legislation we can find a series legal regulations concerning the rules of organizing such events, chiefly, if it is about the public security. In each city, also in Rome, there was the calendar of mass events, which was completed all the time. The bodies responsible for organizing the mass events in Rome were the consuls and ediles, while, in municipalities the duumvirs and ediles. They had to provide the appropriate measures to organize the events and to guarantee the security. In case of the political events, organized during the election, the responsibility lay with the organizers. The security of the participants, particularly at the amphitheatres, was guaranteed through the legislative regulation of the principles of taking the seats at the audience. Breaking the rules was punished by the high fine. The security of the mass events in the Ancient Rome maybe was not so clearly defined as it is nowadays, but it was the matter of the Roman legislators and the public bodies. Hence, during the frequent sports events or the other entertainments organized at the huge buildings, as for example at Circus Maximus, which could contain even about 300,000 spectators, the construction disasters or public riots were the rareness.

    Artykuł poświęcony został zmianom w ustawie o bezpieczeństwie imprez masowych. Pierwsza regulacja w tym zakresie została wprowadzona ustawą z dnia 22 sierpnia 1997 roku. Zastąpiła ją w całości ustawa z dnia 20 marca 2009 roku. Praca prezentuje podstawowe zmiany jakie zostały wprowadzone przez ustawodawcę w 2015 roku. Skupiono się głównie na identyfikacji uczestników imprez masowych, sposobie sprzedaży biletów, skróconym okresie przechowywania materiału utrwalonego podczas imprezy, zmianie administratora zarządzającego danymi wprowadzanymi do systemu identyfikacji uczestników, zakresie informacji umieszczanych we wskazanym systemie, możliwości udostępniania uczestnikom miejsc stojących, obligatoryjności orzekania przez sąd środka karnego w postaci zakazu wstępu na imprezę masową. Analizie poddano aktualny stan prawny, który odniesiono do poprzedniej regulacji poprzez wyodrębnienie nowych zapisów oraz charakterystykę zmian wprowadzonych w obowiązujących dotychczas przepisach.
    The article was devoted to changes in the law on mass events safety. The first regulation in this area was introduced by the Act of 22 August 1997. It was entirely replaced by the Act of 20 March 2009. The paper presents the fundamental changes that were introduced by the legislator in 2015. The main focus was on identifying the participants of mass events, the way of ticket sales, the shorter periods of the storage of material recorded during the event, the change of the administrator of data entered into the participants identification system, the scope of information placed in a designated system, the possibility of making standing place available to the participants, obligatory jurisdiction by the court of the punitive measure in the form of a ban on entry to a mass event. The current legal status, which was referred to the previous regulation by separating the new provisions and the characteristics of the changes made so far in the current legislation, was analysed.
