Research background: NGOs face an increasing expectation to be more business-like. They are becoming involved in selling services by performing a commercial activity, which, in turn, is a basic condition for creating social enterprises. The changes related to this approach are an essential condition for their survival and a significant reason for developing their new form as social enterprises. On the other hand, there is no lack of critical opinions related primarily to mission volatility. Currently, a discussion is taking place in the literature on factors that may affect NGOs' marketization; these, however, have not been empirically verified yet. The identified research gap constituted a major challenge for the author. Purpose of the article: The purpose of this paper is to verify whether conducting a business activity influences the entrepreneurial way of NGOs' operation, and to indicate the factors that have a significant impact on their marketization. Methods: On the basis of a representative national survey of 3,800 NGOs, including 412 social enterprises in Poland. a one-factor analysis of variance (ANOVA) and a stepwise backward regression analysis were carried out. Findings & Value added: The analysis of the results confirms that there are significant differences between NGOs operating as social enterprises and NGOs not performing a business activity. In contrast with the existing literature, this study indicates that social enterprises have less diversified revenue sources and use a more or less democratic governance model. Moreover, Polish social enterprises less frequently adjust their policy direction to donors' interests. The factors significantly affecting NGOs' marketization include action strategies for several years, activity in favor of external benefit takers, close business cooperation, lack of permanent financing sources, and regular activity combined with flexible working time.

This paper focuses on the unobviousness of railway liberalization in the Czech Republic. In its obvious form, the liberalization process, once set into motion, would assume a path-dependent trajectory and result in a liberalized railway market. The liberalization of Czech railway has however resulted in what this paper calls a compensatory monopoly. Compensatory monopoly depicts an informal practice which has allowed the Czech state to compensate the České dráhy (Czech Railways) with a de facto monopoly, while depriving the public rail operator of a de iure monopoly. As the paper claims, the railway liberalization has been a product of the transnationalization of Czech state through its absorption into the global economy and European Union above all. As an accession candidate and later member state of the European Union, the Czech state was obliged to internalize the railway acquis communautaire produced by the European Commission which has consequently transnationalized the Czech national railway. Due to its transnationalizing and simultaneously marketizing character, the railway acquis has also completely restructured the formal institutional setting of the Czech railway, including the social purpose of České dráhy which is no longer to serve the public interest, but rather abide by the market-based logic of business interest. Nonetheless, the acquis internalization has not remained uncontested. On the contrary, the old institutional setting has been further represented by the informal network of České dráhy-state nexus which attempted to reshape the liberalization in a way that would provide České dráhy with a patient capital and enough time to prepare for the competition on the liberalized railway market. The effect of informal practices embodied in the compensatory monopoly has thus proven the railway liberalization in the Czech Republic to be an institutional change with uneven, open-ended and seemingly contradictory outcomes.

Lithuanian governments had been conducting liberal economic policies regarding media subjects for almost two decades, till the end of 2008. However, the economic crisis in 2008 influenced the Lithuanian government to apply the measures of fiscal consolidation: in similar fashion, liberal media policy was adjusted with the state gaining more power. The aim of this article is to analyze Lithuanian media policy decisions and their effects on media sectors, organizations and workers during the period of the economic crisis and since then. The article claims that essentially reduced liberalization of taxation, slightly reduced commercialization of the national media environment and reinforced overly bureaucratic system of media regulation resulted in a lesser degree of liberalism in the Lithuanian media policy from the end of 2008 to 2015.

Opis:
The investment approach in social policy, a response to the economic, social, and demographic changes in European countries, has its unique and intriguing interpretation in the Central European context. The article’s main aim is to identify and analyze two trends in the social policy of the EU Member States, which are coherent with the paradigm of the state of social investment. The first is the reduction of institutional support, resulting in deinstitutionalization and ceding the responsibility for care services to the family. The other trend reshaping the traditional models of social policy is the marketization of social care services provided to children and older adults. Because of their historical background, the countries analyzed, Poland and the Czech Republic, adopted the social investment paradigm, creating a unique and intriguing Central European interpretation.

The work is devoted to the analysis of the process of human life’s economization Processes taking place in the economic sphere nowadays, affect the social changes in the essential way, affect both the condition of an individual and on relationships between people. The main force of the socio-cultural transformation is scientific-technological progress, especially in the communication and transport as well as promoting the principles of governing the liberal market economy by global economic actors. Neo-liberal market economy and the values and attitudes associated with it (freedom, individualism, competition, mobility, flexibility, striving at all costs to success, especially material) affect the political sphere (economization of politics, marketization of democracy) cultural (the dominance of the commercialized consumer culture) and social (destruction of traditional social structures, disintegration, dehumanisation and commercialization of human relationships and cultural patterns). Commercialized consumer culture is accompanied with marketization and economization of all spheres of life and social relations. Every-thing could be buying: education, safety, care, treatment and longer life. Life itself is also commercializing, insurance companies, employers, companies offering on the market different goods and services assign a specific monetary value to life. People are judged by perspective of consumer behaviour, and products suited to the cultural meaning. Traditional values are replaced by market, commercial values.

Higher education has become one of the key elements in building a competitive advantage for today’s knowledge-based economies. Universities are no longer just places traditionally associated with the transmission of knowledge but must also increasingly respond to the processes of marketisation and commercialisation. We observe dynamic social changes in higher education: the increase in the number of people studying at university level, flexibility of studying and learning programs, competing for students as a result of demographic processes, the risk of unemployment and competence mismatch among fresh graduates have become major challenges for universities. In this paper I will briefly discuss the neoliberal reform of higher education in Taiwan. In the last two decades, this small country in the Pacific Ocean has experienced extremely dynamic changes in the functioning of their higher education system and has become an important player in the global education market.

Głównym celem analizy prezentowanej w artykule jest wskazanie źródeł korupcji w państwach transformujących gospodarkę. Kraje o gospodarce centralnie sterowanej wydają się dotknięte korupcją w większym stopniu niż te o gospodarce rynkowej. Przyczyną tego stanu rzeczy jest m.in. zanik własności prywatnej na rzecz kolektywnej. Innym źródłem korupcji jest także scentralizowany, planowy sposób dystrybucji dóbr ekonomicznych. Wskazać też należy na tworzenie się sieci zależności pomiędzy podmiotami ekonomicznymi (przedsiębiorstwami, osobami prywatnymi, decydentami) w gospodarkach dotkniętych niedoborem towarów. W prezentowanej analizie skoncentrowano się na państwach Europy Środkowej i Wschodniej, będących członkami Unii Europejskiej.
The main purpose of this article is to identify sources of corruption in communist and post-communist countries. Communist countries seem to be more prone to the corruption phenomena compared to the countries with free market economy. A reason for this, among others, is atrophy of a private property transferred into a collective property. Other source of corruption is also centralized, planned way of economic goods distribution. Worth of mentioning is establishing of relations network among economic entities (companies, private persons, decision makers) in economies suffering from goods insufficiency – as it took place in the Eastern Europe in the second half of the 20th century.

The article concerns the phenomenon of commercialization of the modern university, and especially its two primary functions: research and teaching. On one hand, the author analyzes such phenomena as the marketisation of academic knowledge, which becomes a “commodity for sale”, and scientists, because of the dependence of the big bussines are forced to give up their passion for seeking truth. On the other hand, the learning process is shown in the context of the prevailing reductionist phenomenon of “supermarketization”, where the student becomes the client and the university is transformed into a big department store.

This article contributes to the discussion on societal changes and their impact on communication disciplines by focusing on public relations and its role in contemporary global society. The thesis is that the public relations profession has been affected by contemporary societal changes that challenge the existing body of knowledge and its underpinning theories. To understand the role of public relations in 21st century global societies and pursuing future public relations theorizing, the authors argue it is paramount to comprehend which factors at macro, meso, and micro levels lie beneath the substantial changes in today’s global society. The article presents and reflects on four major macro trends of contemporary global society and concludes with suggestions for future directions for public relations scholarship and practice that are rooted in the concept of community and the idea of being part of and at the service of a community.
