China’s Maritime Education and Training (MET) has been providing numerous talents for its shipping industry in the past decades. However, the traditional Chinese MET emphasized more on crew training but ignored shipping services’ fields. This paper firstly redefines the concept of MET from a broader perspective, then outlines the current status quo of MET in China from the new broader angle, consequently analyzes the main problems of Chinese MET, and finally proposes suggestions for regarding governments, institutions, as well as shipping companies, aiming to offer valuable ideas during the process of decision-making.

Rozkaz Dowództwa Okręgu Korpusu VIII przekazany w dniu 1 września 1939 roku na ręce komandora Tadeusza Podjazd-Morgensterna, komendanta Szkoły Podchorążych Marynarki Wojennej, nakazujący natychmiastową ewakuację podchorążych z Bydgoszczy do Pińska rozpoczął nowy, dramatyczny etap w dziejach polskiego szkolnictwa morskiego1.
The order issued by the 8th Corps HQ on 1st, 1939 and delivered to captain Tadeusz Podjazd-Morgenstern, Commandant Naval Cadets School, requiring that he should immediately evacuate the cadets from Bydgoszcz to Pińsk, began a new, dramatic stage in the history of the Polish maritime education. Further unfavorable course of events on the front thwarted the plans to resume the training process again. On 11th 1939 captain Tadeusz Podjazd-Morgenstern received an order to dissolve the school and transfer his cadets to sailor battalions based on the Riverine Flotilla. The conditions to resume the training process arose two months later in Great Britain. The paper makes an attempt to present the whole stage of the history of the Polish maritime education connected with the existence of the Naval Cadets School abroad.

Opis:
The paper presents the system of evaluation of education currently in force in Poland. In order to standardize the quality of education in all the courses and in all of the higher education institutions the State Accreditation Committee was founded in the present form in 2002. There were prepared criteria that include the issues associated to assuring the adequate conditions of studying as far as the didactic base is concerned, teaching staff, didactic programmes (included the fulfilling the basic programme minimum), organization of the didactic process, etc. The Maritime University of Gdynia educates and trains the specialist for working at sea. Thus far, the didactic system must meet the requirements not only of the SAC (typic al for a technical university) but also of the STCW convention that imposes adequate requirements as far as the subjects, number of hours, periods and subjects of practical training, etc. is concerned. For the graduates that will work at sea, the problems of meeting criteria of education were presented taking Faculty of Marine Engineering of the Maritime University of Gdynia as an example the, which prepares students in the course of Mechanics and Machine Building and prepares graduates for the work at sea as mechanic officer of merchant marine. The paper presents Medium Speed Engine Room Full Mission Simulator. The simulator has been developed based on cutting-edge solutions currently used in medium-sized, computer controlled engine rooms (one four-stroke type main engine with a reduction gear and controllable pitch propeller). This kind of computer controlled engine room is typically in use on modern container ships.

The promotion of gender equality and women's empowerment has been a goal of the United Nations Organization and its specialized agencies, within each one's particular scope of competencies. The World Maritime University (WMU), a postgraduate maritime university founded by the International Maritime Organization (IMO), has put in place its own policies to promote the participation of women in the maritime transport sector. The main idea behind this case study analysis is to look at how WMU's policies on gender equality and women's empowerment have evolved over time; their impact on student and employee body, curriculum, conferences and seminars; and propose areas for improvement. This research is aimed at gaining a deeper understanding of an ongoing process by exploring enrolment and hiring statistics, documents and related articles over a period of 34 years (from 1983 to 2017).

The vegetable oil is well known as green fuel for diesel engines due to its low sunphur content and renewable stock. However, there are some problems raising when vegetable oil is used as fuel for diesel engines such as highly effected by cold weather, lower general efficiency, separation in layer if mixed with diesel oil and so on. To overcome that disadvantiges, the authors propose a new idea that to use a continuous fuel mixer to blend vegetable oil with diesel oil to make so called a mixed fuel supplying to diesel engines inline. In order to ensure a quality of the mixed fuel created by continuous mixer, a homogeneous testing was introduced with believable results. Then, the continuous mixer has been installed into fuel supply system of diesel engine 6LU32 at a lab of Vietnam Maritime University in terms of checking a real operation of the fuel continuous mixer with diesel engine.

Opis:
The Potential Emergency Situations Simulator (PESS) for Constantza Maritime University (CMU) should provide training and practicing of the students or course attendants in choosing the best strategies in a given emergency situation, which is an informational high entropy, multi-tasking, fast changing environment. The simulator is used for the realistic modeling of a crisis situation and it is useful for both marine officers and emergency situation officials. The simulator will be used as an educational instrument enabling the interactive study of the different emergency situations. It has the aim of training students to efficiently react to emergency situations such as a leak from a ship/chemical plant, fire, poisonous gas emissions, or any other situations that could show a potential danger. The trainee must be provided with realistic information and the response of the model on the actions of the trainee must be in accordance with the real conditions and scientific based. It must be possible to accelerate the simulation speed without loss of information or functionalities. The input of the external weather conditions is a must, as well as the trainee-oriented graphic interface. It must be possible to change the chemical and physical properties and characteristics of the different polluting agents. The simulator is also used to evaluate the best strategies to be followed in an ongoing crisis. In order to fulfill this aim, the simulation must have the capability to receive data from various sensors, transducers and servers. The courses are designed to accommodate up to six course participants. Each course includes course material such as course manuals and other documents. The courses include hands-on experience with simulator operations and maintenance. To help the start up of the simulated emergency situations training at Constantza Maritime University, we have made a manual which includes some well-designed exercises with scenarios, initial conditions and relevant documentation. The exercise documentation includes the exercise objectives, exercise guidance, instructor guidance, expected results and all other information to make the exercise successful for an inexperienced instructor.
