The article presents the history, organization and legal aspects of the search and rescue operations at sea, as well as the specialized equipment of the Polish Maritime Search and Rescue Service and other assisting services. Characteristics of fires on the sea vessels are presented. Moreover, the needful changes in the legal and training system are pointed out.

Opis:
This article looks at the architecture of the Integrated Communications Platform for the RIS Centres supporting inland navigation. It analyses the feasibility of application of satellite-based telecommunications, localization and navigation systems in inland navigation, and presents methods of integration of radio communications systems which carry out distress communications algorithms and procedures in inland navigation. Feasibility of integration of the AIS-SART and AIS-Satellite, guidance and positioning subsystems into the RIS Centre is examined. The technical specifications of the FleetBroadband and Mini-VSAT systems are examined for usability in the multifunctional information service of the RIS Centre Communications Platform.

In Finland the Regional Fire and Rescue Services (RFRS) are responsible for near shore oil spill response and shoreline cleanup operations. In addition, they assist in other types of maritime incidents, such as search and rescue operations and fire-fighting on board. These statutory assignments require the RFRS to have capability to act both on land and at sea. As maritime incidents occur infrequently, little routine has been established. In order to improve their performance in maritime operations, the RFRS are participating in a new oil spill training programme to be launched by South-Eastern Finland University of Applied Sciences. This training programme aims to utilize new educational methods; e-learning and simulator based training. In addition to fully exploiting the existing navigational bridge simulator, radio communication simulator and crisis management simulator, an entirely new simulator is developed. This simulator is designed to model the oil recovery process; recovery method, rate and volume in various conditions with different oil types. New simulator enables creation of a comprehensive training programme covering training tasks from a distress call to the completion of an oil spill response operation. Structure of the training programme, as well as the training objectives, are based on the findings from competence and education surveys conducted in spring 2016. In these results, a need for vessel maneuvering and navigation exercises together with actual response measures training were emphasized. Also additional training for maritime radio communication, GMDSS-emergency protocols and collaboration with maritime authorities were seemed important. This paper describes new approach to the maritime operations training designed for rescue authorities, a way of learning by doing, without mobilising the vessels at sea.

BackgroundIn the 1960s, the International Labour Organization passed a convention under which all countries with national shipping were obliged to create a 24-h telemedicine center for ships. In accordance with the convention, Telemedical Assistance Service centers were to provide permanent access to medical advice given by qualified doctors and to create an international platform for the exchange of information and experience. In Poland, the Telemedical Maritime Assistance Service (TMAS) was established in 2012, and its duties in a 24-h system are carried out by doctors from the University Center of Maritime and Tropical Medicine (UCMTM) in Gdynia. The aim of this work was to determine the reasons for medical officers reporting for help from the TMAS doctor on duty and to create a database of the most common diagnoses and actions undertaken, and in particular evacuation.Material and MethodsIn the presented work, the authors analyzed TMAS telephony and e-mail advice provided by doctors of the UCMTM in Gdynia, in the period from October 2012 to the end of 2018.ResultsIn the 6-year period, UCMTM doctors provided TMAS advice 225 times, recommending evacuation in over 20% of these cases. Infectious diseases were the most common cause of contact in the entire period under analysis – 61 cases were recorded, accounting for as many as 27% of all applications. Injuries were the second most frequent reason for seeking help from TMAS, and 20% of TMAS applications (44 cases) were related to trauma.ConclusionsThe obtained data show that TMAS doctors face various medical problems; therefore, providing proper medical assistance to patients requires a close multidisciplinary cooperation between medical officers, TMAS doctors and emergency services.

Today, a significant number of quite advanced technology applications support safety at sea. To the dismay of the maritime industry, the manifestation of passengers during an evacuation scenario/case has not followed a similar path of improvement, when compared to the counterpart Life Saving Appliances (LSA) Code. Embarkation and muster proceedings are still following the similar approaches that were established during the early 1900s. There have been relatively few advances in these procedures; most often, they include manually checking-in the passengers on electronic systems, along with “on the spot” completion of check-off lists and passenger counts, allowing for an influx of potential error by the concerned personnel. Furthermore, the rely and transmission of the manifest to a Maritime Rescue Coordination Centre (MRCC) is often associated with a considerable amount of time, or even involving secondary passenger counts, after the disembarkation event has been concluded. It is understandable that a vessel with limited people on-board (tankers, bulk carriers, container vessels, etc.) can effectively be abandoned in a matter of minutes, but what happens with vessels carrying a large number of passengers and more specifically those heavily engaged with cruising activities? This paper examines the creation of an electronic manifestation system that will be able to automatically record the passengers during lifeboat embarkation. This proposed system will employ the use of Near-Field Communication (NFC) and/or (Radio-frequency identification) RFID bracelets, that are already utilized within the cruise industry. It will record relevant passenger and crew data, upon their boarding on the designated lifeboat, through readers installed on the parallel sides of the entryway. The data will be displayed in electronic tablet devices to the lifeboat leaders, as well as to the Master of the vessel in real-time. This will allow for an accurate representation of the evacuation process in any given moment. Furthermore, a complete “snapshot” of that information can also be directly transmitted to the MRCC via an automated message and without any further human intervention, or even stored locally aboard the lifeboats used for the evacuation and the ship’s Vessel Data Recorder (VDR).

It is proposed the description of interface for VHF/MF/HF for simplification of DSC communication for implementation in the frame of conception developments in GMDSS services, applied to Maritime Mobile Services. This interface is realized within its integration with INS by an appropriate way on the base of common communication protocol for all three DSC communication sub bands in standardized and harmonized format and significantly simplifies the DSC user interface. It is very important for application in Maritime services, including GMDSS services, VTS services and SAR service. Suggested approach for improving DSC communication is based on the three main outputs of e-navigation strategic direction development related to the integration of communication and navigation equipment/systems, including standardized mode of operation. Implementation of the standardization demands to include in this integration the satellite AIS system. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents.
