Recently, because of serious global challenges including the consumption of energy and climate change, there has been an increase in interest in the environmental effect of port operations and expansion. More interestingly, a strategic tendency in seaport advancement has been to manage the seaport system using a model which balances environmental volatility and economic development demands. An energy efficient management system is regarded as being vital for meeting the strict rules aimed at reducing the environmental pollution caused by port facility activities. Moreover, the enhanced supervision of port system operating methods and technical resolutions for energy utilisation also raise significant issues. In addition, low-carbon ports, as well as green port models, are becoming increasingly popular in seafaring nations. This study comprises a comprehensive assessment of operational methods, cutting-edge technologies for sustainable generation, storage, and transformation of energy, as well as systems of smart grid management, to develop a green seaport system, obtaining optimum operational efficiency and environmental protection. It is thought that using a holistic method and adaptive management, based on a framework of sustainable and green energy, could stimulate creative thinking, consensus building, and cooperation, as well as streamline the regulatory demands associated with port energy management. Although several aspects of sustainability and green energy could increase initial expenditure, they might result in significant life cycle savings due to decreased consumption of energy and output of emissions, as well as reduced operational and maintenance expenses.

In this article, the author will present issues directly related to the security of critical infrastructure, which includes, inter alia, infrastructure ensuring energy security of our country. In view of the geopolitical events that we have witnessed recently, this is one of the key problems to be solved in the legislative and systemic spheres. The problem of legislative, competence and equipment shortages in securing the critical infrastructure of the Republic of Poland at sea has been repeatedly signaled, but very often it was met with some leniency, as no one assumed that a conflict that was so brutal and "classic" in its shape could occur. Russia's aggression against Ukraine has arisen. Critical infrastructure includes not only future offshore wind farms, but also, inter alia, ports, refineries, power plants, mining platforms, etc., the protection of which would require serious revision. In this publication, however, the author will focus primarily on issues related to offshore wind energy and possible investments related to the production of hydrogen in Polish maritime areas.

The study explored the legislative database for the maritime sector to be sustainable and have an intact blue economy. The problem for organizations with shipowners that have fishing boats older than 20 years is stated. Decision-making authorities face challenges nowadays. To be in the fleet for the next decade, shipowners for their ships should deploy energy efficiency projects for marine system retrofitting to improve energy efficiency and meet environmental regulations. The Ship Energy Efficiency Management Plan’s development principles are discussed due to the current need for its deployment from 2021, so shipowners can contribute to the fast adoption of new regulations by the International Maritime Organization. In this work it is being offered to incorporate energy management issues with guidelines for upcoming regulations as well as those that are currently enforced. To improve energy efficiency, reduce environmental impact and cut fuel consumption costs, marine system retrofitting has been proposed. In this paper the focus is being put on studying energy management strengths and weaknesses which can lead to a qualitative understanding of the performance of the organizational structure, this work also focuses on the management settings concerning energy efficiency. If the organization wants to win by integrating energy policy, high-quality communication or promotion of energy efficiency issues should be employed. Marine plastic debris challenges fishing carriers on the African Union route. A possible beneficial solution for shipowners is discussed in this study.

Maritime and coastal areas are the lifeblood of many countries, being essential to their well-being. They provide trade routes, regulate the climate, and supply both organic and inorganic resources, along with energy, a crucial requirement for living and recreation. However, there are emerging disparities and barriers in terms of marine exploitation. On the one hand, existing and evolving technologies and knowledge allow better utilization of the sea, while on the other hand, the cumulative effect of human activity leads to conflicts of interest and to a deterioration of the marine environment. This article aims to consider the impact of changes in the world economy on the evolution of the fishing fleet, including the characteristics of vessels produced in consecutive years. We also attempt to determine the most common type of vessel presently operating in the world fleet. A number of external factors impact the organization and operation of the world’s fishing fleet, including economic, geographical, and political factors. The strength of each factor varies depending on the conditions in which the fleet operates. Also, we would also like to establish to what extent efforts aimed at energy demand reduction have affected the characteristics of the current fleet, determining the scale and direction of change, while also identifying any relevant constraints and limitations. The intention behind this paper is to discover the size and structure of the fishing fleet and whether it is changing as a result of environmental transformation. With this objective in mind, we have outlined a review of the literature and used statistical methods in order to carry out a comparative analysis of the size and structure of the world’s fishing fleet.

Although they became vocal in May and June 2019, due to attacks taking place in the Gulf of Oman, attacks against oil tankers are a century old problem. Because of their size and the cargo tankers appear to be easy targets. The main objective of the paper is to analyze effectiveness of different modes of attacks against oil tankers that have been undertaken since widespread use of oil has begun. A comparative case-study approach was adopted to evaluate the effectiveness of different modes of attacks against oil tankers over the long-term, namely, the last century. It briefly reviews destructiveness of three anti-tanker campaigns during both World Wars. Subsequently they are compared with two post-1945 sets of attacks that happened in the Persian Gulf region – the Tanker War of 1980s and the 2019 attacks. The scale of damages inflicted by attacks against oil tankers is varied. The experience of both World Wars shows their effectiveness. However, post-1945 events do not provide confirming evidence. The main difference is scale of hostile activities applied against tankers.These are not characteristics of tankers that make them easy targets but political conditions (war/peace state of international system) that enable application weapons and tactics of different scale of destruction.

In order to reduce the CO2 emission from ships, International Maritime Organization executes the restriction of Energy Efficiency Design Index (EEDI) which limits amount of CO2 when freight of one ton is carried at one mile. Although the realization of higher efficiency of main engine without reduction of engine output is the best solution, it might be impossible. To comply with the EEDI requirements, it is assumed that the ship’s engine power becomes smaller than the existing ship by means of improving the ship propulsive efficiency. However, shiphandling in rough seas is expected to become difficult when the engine power is reduced. In this paper it is shown that the influence of the degraded main engine exerts on the safety of shiphandling in heavy weather based on the simulation study. In these experiments, both the simulation model that decreased engine power corresponding to EEDI requirement and that with the conventional engine power were tested, and masters in active service maneuvered the test ships in the rough seas.

Together with certain non-governmental organizations and media concerns about environmental protection, the International Maritime Organization (IMO) has been strict on controlling undesirable effects on the environment and, consequently, forcing shipping companies to minimize their emissions. Besides, today’s highly advanced technology companies over the world have developed various innovative systems that can be utilized to minimize carbon emission, thus giving assurance to relevant investors that their investments are most likely to turn out well with a considerable financial gain in the short or long term. Despite all such favorable developments, in a general look, shipping companies seem reluctant in making use of technologies providing efficiency in energy consumption. This reluctance has eventually brought about the term “Energy Efficiency Gap”. This research conducts a questionnaire, created by Acciaro et al. [1], among the shipping companies in Turkey. 20 respondent companies, who represent 26 percent of the Turkish owned merchant marine fleet of over 1000 gross tonnage in terms of deadweight cargo capacity, participated in the research. The Pearson correlation analysis was used, and interpretations were made according to the obtained statistical values. The aim of the research was to identify reasons and points restraining the use of new technologies regarding energy efficiency, as well as to develop proposals for the innovators in this field about how to overcome this handicap concerning technical and managerial aspects of gaining energy efficiency.

Previous research in the domain of maritime energy efficiency has mainly addressed concerns regarding individual experiences and organizational barriers. Reflection on the reciprocal human-technology relationship, interaction design and its impact on the practitioners’ learning and organizational decision-making process is rather scarce. Informed by focus group interviews, this paper describes the essence of practitioners’ activities and the nature of interaction design and proposed improved design for energy efficiency monitoring systems. Findings suggest knowledge sharing for a mutual understanding onboard ships is critical to energy efficiency. Learning can go beyond the embodiment of individual cognitive change but becomes a collective and collaborative achievement mediated by technology, which informs opportunities for interaction design. The design needs to consider the context in which knowledge mobilisation occurs and facilitate collaborative learning. With more intelligent systems introduced to the shipping industry, it is important to consider the impact of mediating technologies in management practices and mediating technologies can be integrated into a broader collaborative learning paradigm emerging between the ship and shore. This study highlights those social-cultural dimensions important to establishing a common ground between practitioners, management and advanced technologies.

The increase of maritime international trade, especially of dangerous liquid cargos led to a significant increase of the number of sea-going ships. Their operation poses a real threat to the maritime environment both as a result of terminal events with transported dangerous liquid cargos and emissions of harmful products from fuels burnt by ship power systems. Because of those there is a need to undertake actions to prevent such occurrences using formal, legal and utilitarian tools. Philosophy of research methodology and rationalization of actions in compliance with international directives have been shown. The article presents the guidelines of the IMO Resolution MEPC 231(65) on preventing air pollution with carbon dioxide from ships. Design Energy Efficiency Index (EEDI) for a new ship was given as well as Energy Efficiency Operational Indicator (EEOI) determined for conventional ships after a completed voyage was defined and interpreted. A model of a Ship Energy Efficiency Management Plan (SEEMP) of a chosen ship has been constructed taking into account possible actions aimed at obtaining the highest power efficiency of the ship at sea voyage. Conclusions have been drawn and possible directions of further actions have been established.

Opis:
Large demand for energy results in necessity for its transportation in various ways. On land areas, energy media transfer consists mainly of transport in tanks by rail, road or river routs as well as pipeline systems for liquid or gasified hydrocarbons. A part of energy media in the world is electric energy flowing though metallic conductors of overhead and cable networks. If sea areas are considered, ship navigation routs crosses with pipelines and electrical energy transfer systems. Furthermore, every transport system can interfere with other. Marine areas occupied by pipelines and submarine cables must be excluded from use of anchors and bottom fishing gear. On the other hand, pipeline systems interfere with the free development of navigation, particularly in areas near ports. Power transfer systems modify the natural force fields in the water column, surface water and even in near-water layer of atmosphere. In this article, we show the main ways of transferring electricity in the sea and the resulting modifications of physical fields: electrical, magnetic and electromagnetic ones. We also discuss the probable impact of modifications of natural fields on ship traffic as well as corrosion of hulls of ships and marine structures. The considerations presented in the article are related primarily to the Polish Exclusive Economic Zone of the Baltic Sea.

Celem artykułu jest przedstawienie morskiej energetyki wiatrowej jako impulsu do rozwoju polskiej gospodarki morskiej. Silna gospodarka morska ma szansę stać się kołem napędowym polskiej gospodarki, a jednym z jej filarów może stać się morska energetyka wiatrowa. Na potrzeby artykułu przeanalizowano aktualne informacje statystyczne oraz dostępne opracowania dotyczące badanej tematyki. Z uwagi na innowacyjność technologii i stosunkowo niedługi okres jej rozwoju, większość dostępnych źródeł to opracowania eksperckie, udostępniane przez ośrodki badawcze. Na polskich obszarach morskich do tej pory nie wybudowano jeszcze żadnej morskiej farmy wiatrowej. Sektor w Polsce znajduje się wciąż we wstępnej fazie rozwoju, a potencjalne korzyści z jego rozwoju można oszacować na podstawie doświadczeń innych krajów, zainteresowania inwestorów rynkiem polskim oraz oceny dojrzałości polskiego łańcucha dostaw, który już teraz z powodzeniem funkcjonuje na rynku zachodnim. Szacuje się, że rozwój morskiej energetyki wiatrowej może przynieść korzyści w wysokości około 1% PKB średniorocznie w perspektywie do 2025 roku, a przychody dla polskich przedsiębiorstw i budżetu mogą wynieść nawet 73,8 mld zł. Należy również pamiętać o korzyściach dla przemysłu i sektora portowego oraz regionów nadmorskich, co, z punktu widzenia autorów, czyni morską energetykę wiatrową istotnym elementem gospodarki morskiej w Polsce.
The aim of the article is to present offshore wind energy as an impulse for the development of Polish maritime economy. Strong maritime economy could be a driving force of the polish economy and offshore wind energy can become one of its pillars. For the purpose of this article the latest statistical information and available studies on the subject were studied. Offshore wind energy is a new and innovative technology therefore most of available sources come from research and development centres. There are still no offshore wind farms built in the polish marine areas. Sector in Poland is still in the initial phase of development. Nowadays, polish supply chain plays important role on the western markets. Potential benefits from the development of offshore wind in Poland can be estimated based on the interest of investors and experiences of other countries. Development of offshore wind energy in Poland could bring many economic benefits currently estimated as amounting to an average of 1% of GDP each year by 2025 and the revenues for Polish companies and the state budget may eventually amount to PLN 73.8 billion of value added. Last but not least, offshore wind energy will shape enormous benefits for ports, maritime industry and seaside regions. That’s why offshore wind energy could play key role in in polish maritime economy.

Opis:
Morska energetyka wiatrowa jest jednym z najbardziej dynamicznie rozwijających się sektorów odnawialnych źródeł energii (OZE). Proces inwestycyjny związany z budową farmy wiatrowej na morzu łączy się bezpośrednio z problematyką transportu – nie tylko morskiego. Skomplikowana i wymagająca technologia przyniosła szereg wyzwań i problemów natury logistycznej. Od etapu badań środowiskowych lokalizacji do etapu likwidacji farmy wiatrowej inwestycja wymaga obsługi transportowej. Powstają nowe, zadaniowe jednostki pływające, zmienia się infrastruktura portowa, a przede wszystkim zmieniają się warunki dla istniejącego transportu morskiego. Pojawiają się konflikty z innymi formami użytkowania obszarów morskich, a także nowe zagrożenia – w tym w transporcie. W artykule dokonano identyfikacji najważniejszych aspektów związanych z problemami transportu dla sektora offshore, a także wskazano szanse i możliwości dla polskiego przemysłu i polskich portów. Zakres badań obejmował ocenę stanu faktycznego sektora offshore oraz wykorzystanie materiałów archiwalnych (w tym artykuły naukowe, raporty, mapy, informacje prasowe). W niniejszym artykule zidentyfikowano i wskazano porty, których rozwój zależeć będzie od obsługi przyszłych inwestycji na morzu. Mimo, że w Polsce nie powstała morska farma wiatrowa, to sektor jest widoczny, a wiele firm realizuje zamówienia na budowę, zarówno elementów turbin, jak i statków do instalacji farm wiatrowych. Z kolei planowane lokalizacje w obszarze Polskiej Wyłącznej Strefy Ekonomicznej Bałtyku determinują uwarunkowania logistyczne, które z jednej strony są zagrożeniem, a z drugiej szansą dla rozwoju transportu morskiego. Dotychczasowe ustalenia badawcze wskazują, że może zmienić się rola morskich portów, a to zależy również od pełnej identyfikacji ich potencjału.
Offshore Wind energy is one of the most dynamically developing sectors of renewable energy sources (RES). The investment process related to the construction of a wind farm at sea is directly connected with the issue of many type of transport. Complicated and demanding technology has a number of logistical problems. From the environmental survey of the location to the wind farm decommissioning stage, the investment requires transportation. New ships are being built, port infrastructure and conditions for existing maritime transport are changing. Conflicts arise with other forms of marine use, as well as new threats – including transport. The paper identifies the most important aspects of transportation problems for the offshore sector, as well as identifies opportunities for Polish industry and Polish ports. Although Poland has no offshore wind farm, the sector is strong, and many companies realizes contracts for the construction, elements of turbines and ships for the installation of wind farms. Planned locations in the area of the Polish Exclusive Economic Zone of the Baltic are determined by logistic conditions, which on the one hand are a threat and on the other a chance for the development of maritime transport. Past research findings indicate that it may completely change the role of the ports of Pomerania. This article identifies ports whose development will depend on future investment.

Opis:
The marine propulsion plants of modern commercial marine vessels are based on huge two-stroke low-speed engines, which consume very low-quality residual fuel. As a result of heavy fuel combustion, emissions of harmful (toxic) pollutants into the atmosphere, particularly sulfur oxides, occur. Consequently, such acts are subject to the laws and regulations norms governing their use in national waters, the European Union and the whole world. On the other hand, ship owners who do not comply with prescribed standards are subject to high fines and therefore the maritime economy is looking for new, cleaner sources of energy in shipbuilding. Authors based on the analysis of literature and legislation present possible solutions to the problem mentioned.
