The Electronic Chart Display and Information Systems (ECDIS) became inevitable central navigational tool for effective voyage planning and voyage monitoring execution. Furthermore, each model comprises numerous navigational and other display components, each of them with its limitations, reliability and simplicity. This is also supported by the fact that there is a large number of approved manufacturer systems on the market. Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), the system models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The aim of this study is to determine navigators’ response in ECDIS comparison of different manufacturer models to identify pros and cons of specific tasks, features and other navigational functions. The present work is based on international survey in form of questionnaire conducted among ECDIS stakeholders. Answers are presented and discussed, revealing certain shortcomings of specific manufacturer ECDIS system. On the other hand, the analyses show the significant advantages of each system, potentially leading to creation of the ideal system from the end-user’s perspective. The proper configuration of ECDIS should standardise functions and display considering different types, and undoubtedly resolve a problematic issue as a consequence of numerous ECDIS models and their diversities.

The following article presents a comparative analysis of the operation of Polish ports in the Tri-City as well as the characteristics of the most prosperous Chinese ports. The comparison of such unreasonably different size ports aims at directing Polish ports to development opportunities in order to achieve trans-shipment and development growth. The change in how cargo management in an area remote from the port affects the work of the city and the port itself may suggest changes in the management of the current situation.

Opis:
This study proposes the use of generative adversarial networks (GANs) to solve two crucial problems in the unmanned ship navigation: insufficient training data for neural networks and convergence of optimal actions under discrete conditions. To achieve smart collision avoidance of unmanned ships in various sea environments, first, this study proposes a collision avoidance decision model based on a deep reinforcement learning method. Then, it utilizes GANs to generate enough realistic image training sets to train the decision model. According to generative network learning, the conditional probability distribution of ship maneuvers is learnt (action units). Subsequently, the decision system can select a reasonable action to avoid the obstacles due to the discrete responses of the generated model to different actions and achieve the effect of intelligent collision avoidance. The experimental results showed that the generated target ship image set can be used as the training set of decision neural networks. Further, a theoretical reference to optimize the optimal convergence of discrete actions is provided.

Seafaring is one of the world's most difficult professions. Seafarers have to face with many negative factors while they are at sea. These negative factors, makes the seafaring profession difficult to be preferred. Fatigue, stress, heavy weather conditions and lack of communication are some of these factors that affect seafarer’s occupational continuity and also make contribution to occurrence of marine accidents. Cadet is one of the seafarers who will be a navigation officer and captain in the near future. That’s why cadets have a significant role in maritime industry. Theoretical and practical training of cadets is very important. Purpose of this study was to examine deck cadets’ training conditions and difficulties they have to face with during their training period. In order to identify these difficulties, render their lives during trainings easier, and establish their expectations, questionnaire conducted with 618 deck cadets. Interviews were carried out with 3 trainers and 10 maritime companies that have substantial shares in Turkey’s maritime trade. As a result of this study identified factors that increase fatigue mostly, reduction measures have been exposed and have tried to offer solutions. This study is an advisory to improve the occupational continuity of cadets in the profession.

It is the basic requirement of maritime safety education to guarantee the safety of teaching operation while training the crew's occupation safety capability. Marine Training Center of Shanghai Maritime University has undertaken the practical teaching of "marine survival" for many years and come up with the whole safety procedures of training. Based on the requirements of SOLAS convention and regulations of STCW over crew training, this paper introduces the safety allocation, utilization and maintenance of teaching equipments. Through the investigation of the safety situation of students' practical operation, the safety teaching method named "four in one" has been put forward, which includes the pre-teaching safety precaution, the whole monitor during the teaching process, the post-teaching summary evaluation, and the reset and standby of teaching facilities. Finally, during the learning and training of "marine survival", crews and students are called on to place priority on personal safety rather than acquisition of knowledge and skills. Only in this way can they be capable of self-protection and protection of others in the career of seafaring.

In the paper the Author tries to present the background to e-Navigation and its definition, the key elements which in the vision for e-Navigation were covered and the IMO's strength as the co-ordinator of e-Navigation, including strategy implementation plan. The underlying important principles were stated, together with the need to take user needs into account. Recent presentations and comments showed just how ambiguous the term „users? can be in the context of e-Navigation. This led to a more in depth review of the components of the IMO Strategy Implementation Plan. The author tries to answer the question of whether these assumptions, decisions and actions taken were appropriate and sufficient. The author asks the simple question whether the mere adoption and introduction of the concept of e-Navigation in life will be enough to meet all the challenges of the twenty-first century.

This article undertakes issues included in the Green Paper project on a future maritime policy of the European Union. Emphasis is put on basic features of this study that indicate the need of a holistic approach to the maritime policy, instead of sectoral approach practiced so far. This author presents and evaluates one of the major problems concerning the human factor in the initiative, namely the role of maritime staff education, proper employment policy and participation in scientific research. Author’s view on and proposals of Poland’s participation in the development and implementation of the Green Paper ideas are presented.

This article aims at contributing to the discussion by expressing author's opinions on the present and future place and role of the International Convention STCW-78/95. The author is seeking further solutions and more effective and flexible forms and methods of training and improving the skills and knowledge of ship's personnel to meet modern and future needs of the shipping industry. The argument is based on considerations concerning seafarers' competence. The essential role of man in the safety of navigation is emphasised as well as his aspirations and need for intellectual development, set in comprehensive knowledge useful both at sea and on land.

Strength of educational system depends upon the quality pf teachers. Teachers have always been considered as one of the noblest professions. (Naz, 2016). Students are generally influenced by their teachers because they spend most of their time at school (Rahaman, 2010; Rosen, 2010). To teach students according to today’s standards, teachers need to understand subject matter deeply and flexibly so that they can help students create useful cognitive maps, relate one idea to another, and address misconceptions. Teachers need to see how ideas connect across fields and to everyday life. Teachers use suitable strategies and resources to follow instructions according to the needs of the needs of individuals and groups of students. Teachers should guide pupils learning in analyzing. Teachers should provide manifold models and explanations of concepts behaviors and skills. Teachers provide creative and critical thinking, problem solving ability, curiosity. They should know how to use various technological and communication. They should believe in change and flexibility in teaching learning process (Rahaman, 2010; Rosen, 2010).

Vietnam Maritime University (VIMARU) is a stated-owned institution in Vietnam. Undergoing more than half of a century of development, VIMARU has been facing to many difficulties and challenges such as limitation of budget from government, limited and obsolete facilities, lack of teaching staff, high density of students with very low tuition fee, and especially, limited chances for students to be trained on board training ships, shipyards and other manufacturing sites. For overcoming these difficulties and challenges, since 1990s, VIMARU had decesively renovated the organization system, especially and strongly focused on the enhancement of the linkage with industries and also, the enhancement of the international relations. In this paper, the experiences and results from the mentioned renovation process of the Vietnam Maritime University are presented.

Simulator-based training has become an integral part of Maritime education, and its effectiveness hinges on the use of appropriate assessment protocols. Despite the existence of several subjective and objective assessment techniques, instructors face difficulties in selecting and implementing the best practices that fit different learning contexts. The contextualized utility of the available assessment techniques further complicates the contexts. This study adopts a systematic literature review approach to comprehensively analyse available assessment techniques employed in maritime simulator training and to elicit their relationship with the desired learning outcomes. The study also presents a nuanced understanding of the advantages and limitations of the identified assessment techniques. Further, the state-of-the-art of assessment methods is discussed along with a few proposals for the future considering both research and practical implications. The findings of this study are expected to provide valuable guidance to maritime instructors in selecting and implementing appropriate assessment techniques that align with desired learning outcomes in simulator training.

This study analyzes the role played by social networks in maritime education and training. The objective of this study is to investigate the shortage of seafarers in maritime global transportation, as mentioned by the BIMCO. The authors divide the processes of maritime education and training into two categories: “Maritime educational institute” and “Maritime Company.” These are not systematically connected but are found in the processes between social networks; it has the social networks to both. Therefore, teaching staff members, in their roles as job advisors in “Maritime educational institutes,” use social networks in conjunction with “Maritime companies.” The teaching staff members communicate with students using these processes. The teaching staffs are the carriers in regard to how these processes are related. This study surveyed aspects of “personality” and “social networks” pertaining to teaching staffs and quantitatively analyzed the processes related to social networks.
