Opis:
Zdolność do realizacji interesów narodowych stanowi o sile i pozycji państwa. W tym celu wykorzystuje ono szereg instrumentów, które stosuje w zależności od charakteru tegoż interesu, specyfiki otoczenia polityczno-gospodarczego oraz oczekiwań społecznych. Jednym z takich instrumentów, skoncentrowanym na prowadzeniu aktywności morskiej państwa, jest marynarka wojenna. Formuła jej działania, struktura organizacyjna oraz potencjał musi więc być dostosowany do długofalowych celów strategicznych państwa, które mają umożliwić realizację interesu narodowego. Równocześnie wizja wykorzystania sił morskich powinna mieć charakter otwarty, co pozwoli na osiąganie celów strategicznych w przypadku zmiany sytuacji międzynarodowej. Zdolność adaptacji sił morskich do zmian otoczenia międzynarodowego i niezmiennego dążenia do realizacji interesu narodowego stanowi wymóg właściwej organizacji marynarki wojennej. Analiza tych działań w latach 1918- 2018 pozwala na sformułowanie tezy, iż Polska międzywojenna potrafiła stworzyć i wykorzystać potencjał Marynarki Wojennej do realizacji interesu narodowego, jakim było utrzymanie suwerenności i ciągłości państwa. Natomiast współcześnie państwo polskie nie potrafi w pełni wykorzystać tego instrumentu, głównie ze względu na brak umiejętności zdefiniowania istoty pojęcia interes narodowy w zglobalizowanym świecie.
The ability to pursue national interests determines the strength and position of the state. To this end, it uses a number of instruments, depending on the nature of the interest, the specificity of the political and economic environment and social expectations. One of such instruments, focused on conducting maritime activity of the state, is the navy. The formula of its operation, organizational structure and potential must therefore be adapted to the long-term strategic goals of the state, which are to enable the realization of the national interest. At the same time, the vision of the use of naval forces should be open, which will allow to achieve strategic goals in the event of a change in the international situation. The ability to adapt the naval forces to changes in the international environment and the unchanging pursuit of national interest is a requirement for proper organization of the navy. The analysis of these activities in the years 1918-2018 allows us to formulate the thesis that interwar Poland was able to create and use the Navy's potential to implement the national interest, which was to maintain the sovereignty and continuity of the state. However, today the Polish state is not able to make full use of this instrument, mainly due to the lack of ability to define the essence of the concept of national interest in a globalized world

Opis:
The paper consists from two parts and generalizes traditional approaches to innovative transformations in various sectors of the EU marine industry. It is shown that shipping companies should permanently adapt and keep their business in sync with marketable changes and be ready to competitive struggle within the global economy. The critical solutions are determining the functional parameters of merchant ships at earliest stages of theirs structural designing, as and reengineering. Author offers a conceptual framework of the co-evolutionary approach to reengineering maritime transport. This problem-solving approach examines targeted ships in topological aspect as the multilayered configurations composed of various-of-a–kinds components, and in functional aspect as multicoalitional compositions. Basic attention focuses on identification of various constrains to innovative activity and choice of improvement strategies, for turning the European marine industry into the high competitive system. For completeness, in paper are presented three particular measures for an estimation of maritime transport success.

In the paper, divided into two parts, a problem of advancements in maritime education and research facing the 21st century challenges, based on the case study of the Gdynia Maritime University (GMU) experience is discussed. Part I is devoted to the advances in the maritime education and research towards the challenges in a global meaning. The maritime education challenges are focused on contribution of the University’s representatives in full implementation of the STCW 1978 as amended in 2010 convention, and on the flexible adoption of the academic specializations and programmes to the European and National Qualifications Frameworks, as well as to the needs of a global and local labour market. The research advancements in the maritime universities are basically oriented to marine transport problems, and their main focus is concentrated on the implementation of new technologies, effective and reliable technical and organizational solutions, friendly for users and environment. Part II is dedicated to the Gdynia Maritime University experiencing the 21st century challenges. In this part, firstly the education and research potential of the Gdynia Maritime University, as the one of the world-leading maritime universities, is shortly presented. And next, the GMU’s contribution and good practices concerning the participation in modification of the processes of the IMO STCW 78/2010 convention, adoption of programmes into the international and national qualification frameworks’ standards and procedures, as well as the development of research addressed to a new technological and organizational solution are described and analyzed.

Maritime safety involves minimizing error in all aspects of the marine system. Human error has received much importance, being responsible for about 80% of the maritime accident worldwide. Currently, more attention has been focused to reduce human error in marine engine maintenance. On-board marine engine maintenance activities are often complex, where seafarers conduct maintenance activities in various marine environmental (i.e. extreme weather, ship motions, noise, and vibration) and operational (i.e. work overload and stress) conditions. These environmental and operational conditions, in combination with generic human error tendencies, results in innumerable forms of error. There are numerous accidents that happened due to the human error during the maintenance activities of a marine engine. The most severe human error results in accidents due to is a loss of life. Moreover, there are other consequences too such as delaying the productivity of marine operations which results in the financial loss. This study reviews methods that are currently available for identifying, reporting and managing human error in marine engine maintenance. As a basis for this discussion, authors provide an overview of approaches for investigating human error, and a description of marine engine maintenance activities and environmental and operational characteristics.
