For logistics enterprises, site selection and path layout are related to the cost and efficiency of distribution, which is a very critical issue and has an important impact on the development of enterprises. Compared with land logistics, the cost of marine ship logistics is higher due to the high cost of ships, so the research on the location and path layout of its distribution centers is also particularly important. This paper established a two-layer model under the assumption that unit transpor-tation costs and administration expenses are known for the site selection and path layout problems of marine ship logistics distribution centers. Corresponding constraint conditions were set. The upper layer was the optimization model of the site selection problem of the distribution center, and the objective function was to minimize operating and construction costs and was solved using the quantum particle swarm optimization (QPSO) algorithm. The lower layer was the optimization model of the distribution path layout, and the objective function was to minimize the logistics distribution cost and was solved using the ant colony optimization (ACO) algorithm. The model was verified through an example analysis. It was assumed that there were three ships, five candidate distribution centers, and ten customer points. The model was solved in MATLAB software. The results of the example analysis showed that compared with K-means, genetic algorithm (GA), and particle swarm optimization (PSO)-ACO algorithms, the QPSO-ACO algorithm had the shortest running time, about 60 s, which saved about 50% compared to the K-means algorithm. The optimal cost of the QPSO-ACO algorithm was 293,400 yuan, which was significantly lower than the K-means, GA, and PSO-ACO algorithms (459,600 yuan, 398,300 yuan, and 357,700 yuan). In this example, the site obtained by the QPSO-ACO algorithm was distribution center 2, and the obtained path distribution was 1-7-5-4, 2-6-3, and 10-8-9. The results verify the effectiveness of the QPSO-ACO algorithm in solving the problem of site selection and path layout. The QPSO-ACO algorithm can be applied in the actual marine ship logistics.

Ship traffic is one of the factors that is presented in almost all of the existing grounding models, and is considered as one of the affecting factors on the likelihood of grounding accident. This effect in grounding accident is mostly accepted by the experts as a common sense or simply by just generalizing the ship‐ship collision cases to grounding accidents. There is no available research on the actual causal link between the ship traffic and grounding accident in the literature. In this paper, authors have utilized the statistical analysis on historical grounding accident data in the Gulf of Finland between the years 1989 and 2010 and the AIS data of the same area in year 2010, as the source of ship traffic data, to investigate the possible existence of any correlation between the ship traffic and the grounding accident. The results show that for the studied area (Gulf of Finland) there is no correlation between the traffic density and the grounding accident. However, the possibility of the existence of minor relation between the traffic distribution and grounding accident is shown by the result. This finding, however, needs further investigation for more clarification.

The paper presents general rules of utilization of database, called „significant ships list,” for preliminary design of ship’s propulsion and configuration of power plant. Knowledge collected in the database is related to new buildings classified according to type, displacement, shipping class etc. It encompass general dimensions, characteristics of mobility ,propulsion’s power and type of main engines and propulsors, electric power plant, boilers and main mechanisms of a power plant. In the paper is presented method of utilization of the significant ships list during design of a container ship with capacity of 1300 TEU and speed of 18 knots. The first step of propulsion and main engine’s selection is determination of main dimensions, i.e. displacement, length, draft and breadth. That dimensions cannot be selected random way, due to hull’s mobility, stability and durability constraints. The list of significant ships consisted of 30 units, and amongst them, 17 were selected and analyzed. Others were rejected because of significant difference from mean values what could be due to different class of the ships.

Currently, the Baltic Sea States suggests a proposal to designate the Baltic Sea as an Emission Control Area for nitrogen oxides, in accordance with Annex VI of MARPOL73/78. The emission would be estimated on the data produced by the AIS (Automatic Identification System) system that is compulsory for ships. Therefore, exhaust emission of the ships' can be computed using the actual speed and main propulsion shaft power. Mostly, main propulsion engines' exhaust emission is dependent to realistic performance and can be determined. The research plan has been prepared, aimed an evaluating the main propulsion engine performance and emissions. In cooperation with the ship owner, the experimental program onboard the container vessel, equipped with latest large bore, two-stroke, and slow speed MAN B&W electronic controlled engine was carried out. The records set of vessel speed and related engine shaft power, fuel consumption and exhaust emission for container vessel is formed. Taking into account; main engine performance, types of fuel and other input data, the emission factors were determined for ship sea service state. Main engine shaft power estimation and measurement setup, examples of main engine shaft power, the shaft power equation coefficients density, example of main engine service operation, fuel oil consumption group, the ship speed estimated form, example of main engine area operation influenced by weather conditions are presented in the paper.

A model is developed for studying marine traffic flow through classical traffic flow theories, which can provide us with a better understanding of the phenomenon of traffic flow of ships. On one hand, marine traffic has its special features and is fundamentally different from highway, air and pedestrian traffic. The existing traffic models cannot be simply extended to marine traffic without addressing marine traffic features. On the other hand, existing literature on marine traffic focuses on one ship or two ships but does not address the issues in marine traffic flow.

W artykule opisano różnego rodzaju domeny statku. Omówiono domeny o zróżnicowanych kształtach i wymiarach (2D–3D), stosowanych w różnych fazach żeglugi morskiej. Przedstawiono domeny jako narzędzia w nawigacji morskiej do oceny ryzyka w nawigacji. In this paper different kind of ship domain has been defined and described. Different dimensions and shapes of ship domain (2D–3D) used in all phases of navigation has been discussed. The ship domain as a tool in navigation for assessing the risk in navigation has been given. How to use the ship domain to increase safety of navigation in restricted waters has been discussed.

Corrected VI Annex to MARPOL Convention requires from January 1st 2015 the use of low sulphur fuels on seagoing ships. The target of requirement is reduction of environment harmful substances in exhaust gases coming from marine fuels combustion. Areas of sea trade are divided into two zones: special Sulphur Oxide Emission Control Areas (SECA) for example Baltic Sea and areas outside SECA. On SECA sea areas the contents of sulphur in marine fuel should not excess 0.1% and on outside SECA the same is 3.5%. In the future i.e. from January 1st 2020, the maximum contents of sulphur in marine fuels on outside SECA areas should be 0.5%. These requirements create serious problems for ship owners operating worldwide. The first problem is considerable higher price of low sulphur fuels, which affects operational costs of fleet. The second problem is adaptation of ship engines to be fuelled with low sulphur fuels. At present, the heavy fuel oils being in common use on ships does not fulfil environ protection requirements. As a result, the use of new grades of marine fuels becomes necessity to fulfil environment protection requirements as well as price requirements to keep merchant fleet operation profitable. The wide use of “ecological fuel” i.e. natural gas as marine fuel is expected. The type of ship propulsion plant, which can be used in the future, will effect on the course of marine energetic plants development. The development of hybrid propulsion, electric propulsion, diesel engines fuelled with natural gas and turbine propulsion driven by natural gas. The paper includes proposal of combined turbine propulsion plant fuelled with natural gas, which according to authors can be leading type of marine propulsion plants in the future.

The paper presents the consequences of LNG usage as a marine fuel. The restrictions of harmful substances emission to atmosphere from marine engines, especially in controlled emission areas (ECA and SECA areas) of nitrogen oxides and sulfur oxides, forces the engine makers to use additional installations, which operation may fulfill the purification requirements of exhaust gases. The option is a usage gaseous fuels, especially liquid natural gas (LNG) or compressed natural gas (CNG). There is no an alternative – only gaseous fuels may fulfill the Tier3 level without exhaust gases purification process. In prognosis about 650 ships (in high scenario about 2000) will be fuelled LNG in the year 2025. It was written why the liquid fuels stay unattractive. The basic problem is still the limited network of LNG distribution in ports and the lack of small vessels or barges for LNG bunkering. The proposition of design of LNG tank and barges were presented. The next problem is a deficiency of LNG bunker port in deep sea before entering the ECA areas. The controlled emission areas will extend in the near future. The LNG or CNG seemed to be the preferring fuel in industry due to CO2 emission limits and environmental taxes. The demand for LNG in prognosis to 2025 in bunker ports varies 0.1-18% of total fuel bunker depending on legislation and low or high case, in base case it will be 3%. It depends on the conviction of ship-owners that is no return from transition to the LNG or CNG ship fuelling. The examples to LNG ship conversion were described.

It was undertaken many tests for determination the conditions of safety bunkering, storage on board, preparation and supplying the fuel to the engine and realization of working process. About dozens merchant ships were applied LNG as a fuel. There is enough experience for spreading the LNG usage. The basic problem is still the limited network of LNG distribution in ports. The next one is the conviction of ship-owners that is no return from transition to the LNG or CNG fuelling. In the end it may occurred to the double beneficial situation that the fuel costs would be decreasing and simultaneously the improvement of exhaust gases quality (the restriction of negative effects for the natural environment).

Opis:
Navigational risk assessment is a complex process, which aims to determine the level of safety over the analyzed area. Usually two approaches are used: qualitative and quantitative. Engineers tend to view risk in an objective way in relation to safety, and as such use the concept of risk as an objective safety criteria. Among engineers risk is defined as a product of probability of occurrence of an undesired event and the expected consequences in terms of human, economic and environmental loss. These two components are equally important; therefore appropriate estimation of these values is a matter of great significance. This paper deals with one of these two components: the probability of vessels. collision assessment. A new approach for probability estimation of collision between vessels is presented, rooted in aviation experiences. The presented model for collision frequency estimation takes into account historical traffic data from AIS, generalized vessel dynamics and uses advanced statistical and optimization methods (Monte-Carlo, Genetic Algorithms).
Szacowanie ryzyka nawigacyjnego jest złożonym procesem, którego celem jest określenie poziomu bezpieczeństwa na analizowanym akwenie. Zazwyczaj stosowane są dwa podejścia: jakościowe i ilościowe. Inżynierowie definiują ryzyko jako prawdopodobieństwo wystąpienia niepożądanego zdarzenia oraz wynikających z niego konsekwencji tj. utraty życia ludzkiego, aspektów ekonomicznych oraz zanieczyszczenia środowiska. Te dwa komponenty są w równym stopniu ważne; dlatego odpowiednie oszacowanie wartości ma bardzo duże znaczenie. W artykule zaprezentowano jeden z dwóch czynników: prawdopodobieństwo szacowania kolizji statków. Przedstawiono nowe podejście dotyczące szacowania prawdopodobieństwa kolizji pomiędzy dwoma statkami, które zostało zaczerpnięte z doświadczeń lotnictwa. Opisany model szacowania częstotliwości kolizji bierze pod uwagę dane otrzymane z systemu AIS, uogólnioną charakterystykę dynamiki statku przy użyciu zaawansowanych metod statystycznych i optymalizacyjnych (Monte-Carlo, algorytmy genetyczne).

The paper presents the usage of mathematical theory of evidence in maritime and offshore applications. This paper brings together a collection of some research on the Dempster–Shafer theory of belief functions. By bridging fuzzy logic and probabilistic reasoning, the theory of belief functions has become a primary tool for knowledge representation and uncertainty reasoning in expert systems. This paper can serve as the authoritative reference in the field of evidential reasoning and an important archival reference in a wide range of areas including uncertainty reasoning in artificial intelligence and decision making in maritime and offshore applications, in management, engineering and transport, in marine shipping, coastal management, navigation, surveillance, monitoring and observation. In particular the paper describes uncertainty reasoning approaches to decision making in maritime and offshore applications, possible applications in safety-based assessment, Coastal Management Expert System, mathematical theory of evidence in marine navigation, the optimisation problem of monitoring stations distribution and finally the facility location and location science.

Modern industries often attempt to implement innovations that have a disruptive potential. In shipping, this included a largely unsuccessful introduction of nuclear propulsion in late 20th century, among other concepts. Nowadays, introduction of increased autonomy is being associated with prospects of various industry-wide benefits, but is also burdened with serious obstacles. The objective of this study is to investigate reasons behind the failure of nuclear-powered merchant ships introduction and whether lessons learnt from it can be applied to the prospective implementation of autonomous merchant ships. It advocates that three aspects of maritime technology are crucial for its successful implementation: perceived level of safety, economical feasibility, and legal setup.
