Opis:
Reduction of ecological risks of shipping is a challenging task that requires methods of legislative and regulatory control, organizational measures, and technical and technological support. Furthermore, the matter concerns not only the reduction of possible risks but also the level of existing impact on the marine environment because of exhaust gas emissions by ships, discharge of waste and ballast water, as well as control of ecological consequences of accidents. The purpose of this study is to analyse possible sources of environmental impact during ship operation cycles, identify significant risks, review existing potentials to reduce the risk of ship accidents and their environmental consequences, and develop solutions to existing problems. This study offers results, which can serve as the initial basis for the formation of comprehensive measures on the reduction of environmental risks, and consequences of possible accidents for the environment caused by ships and international shipping.

This article considers a new method of decomposing the ship route into global and local planning using MATLAB and Simulink developed by the authors. The authors propose to create a program code in MATLAB and operate it into Simulink. Wherein, the corrective coefficients were written in MATLAB. Such trajectories are constructed as a set of points, collected into the special matrix. In determining of the angle value of the rudder was used the ship’s turning ability such as: high (HG), middle (MD) or low (LW) with regard to passage area. Moreover, in the article were analyzed and calculated the ship rudder effectiveness for Proportional-Integral-Derivative (PID) control. The paper is devoted to the problem of safety navigation. First of all is the task of planning the path: the trajectory of the vessel’s movement in the local water area. The purpose of planning the vessel trajectory in the local water area is to ensure navigation safety due to marine traffic and environmental conditions. One of the tasks of the present work is controlling following a desired trajectory. The article notes affect of the vessel motion deviation into control process.

Modern industries often attempt to implement innovations that have a disruptive potential. In shipping, this included a largely unsuccessful introduction of nuclear propulsion in late 20th century, among other concepts. Nowadays, introduction of increased autonomy is being associated with prospects of various industry-wide benefits, but is also burdened with serious obstacles. The objective of this study is to investigate reasons behind the failure of nuclear-powered merchant ships introduction and whether lessons learnt from it can be applied to the prospective implementation of autonomous merchant ships. It advocates that three aspects of maritime technology are crucial for its successful implementation: perceived level of safety, economical feasibility, and legal setup.

The purpose of this paper is to present the results of a query aimed at assessing the validity of the topic of crankcase explosions prevention in the main marine engines. The study takes into account the engine type, engine manufacturer, ship’s age, accident severity, ship’s location at the time of the incident, and the share of fatal accidents in the analyzed population of crankcase explosions. One of the primary hazards associated with offshore and deep-sea ship operations – and primarily ship power plants – are fires and explosions that result in accidents and incidents with an average frequency of 60 days. This paper discusses the actuality of crankcase explosion hazards in the main propulsion engines of various types of sea vessels. The assessment was made based on the results of a statistical analysis of historical data from 1972 to 2018. The methodology consisted of three stages: (1) a selection query to obtain the source data, (2) analysis of the obtained results (data separation, extraction of additional information, and statistical analysis), (3) synthesis of the obtained information, and drawing conclusions about the numerical indicators describing the statistical distribution of individual events for the given evaluation criteria. The analysis showed that the risk of crankcase explosions affects ships of all ages – both in crosshead (31%) and trunk piston engines (61%) – and that the number of serious incidents (67%) remained constant over the investigated period. Half of all incidents occurred on vessels younger than 15 years old. 58% of explosions took place in engines of the most popular prime movers manufacturers. The probability that a main engine crankcase explosion will result in injury or death is 17.34%.

Offshore wind farms can improve safety at sea because they are clearly visible landmarks at sea. Although they limit the sea area available to sailors and ships, they will increase the scope of observation of the sea traffic from land, constitute additional landmarks and, thanks to the installation of additional devices in their waters, expand the area of communication between ships and land services, and increase the scope of information on sea traffic available to the services. They also practically do not limit the possibility of observation through the farm's reservoir.

The purpose and scope of this paper is to present the demand of Polish waters for the boat MoB MEDS the Mobile Base of the Marine Emergency Diving Service, which would enable necessary underwater works (repairs and inspections) for ships requiring immediate assistance. The MoB MEDS boat could also protect sensitive sea areas against potential oil and / or chemical spills from the ship, which could seriously threaten the safety of human life, the safety of navigation and the protection of the natural environment with its unique ecological values. Mentioned demand is supported by the analysis of selected statistical data on maritime accidents in Polish waters and planned maritime investments.

Today huge capacity sea-going vessels are propelled by mega high-powered marine diesel engines, referred to as Main Engine. Turbocharging system is an integral part of large marine diesel engine plant, contributing to their safety, reliability, and efficiency. Defects in the turbocharging system could result in higher fuel consumption, erratic running of the Main Engine, and in the worst scenario may result in the stoppage of the Main Engine at sea. An inefficient turbocharging system may also cause major damage to turbochargers, resulting in undesirable accidents out at sea. To avoid such undesirable accidents and ensure smooth operations of the Main Engine, it is required to address this concern. The aim of this research is to study the turbocharging system for a large Main Engine using a Kongsberg engine simulator. Various malfunction of the Turbocharging system is considered, relevant data is collected and analysed. Moreover, a Fault Tree Analysis, (FTA) is considered to identify the top undesirable event which is the failure of the Main Engine. Based on the results of this study, various steps are suggested to avoid failure of the Main Engine due to the defective turbocharging system.

Celem niniejszej publikacji jest zwięzłe przedstawienie wybranych zagadnień, które były przedmiotem prac Międzynarodowej Organizacji Morskiej (IMO) w ciągu ostatnich dwóch lat. Dla IMO był to czas, w którym Organizacja ta musiała zmierzyć się z bardzo poważnymi skutkami pandemii COVID-19. Wpłynęła ona nie tylko na los tysięcy marynarzy i całej branży żeglugowej, ale również bezpośrednio na funkcjonowanie samej Organizacji, wymuszając przyjęcie nowatorskich i bezprecedensowych dla niej rozwiązań. Skutki tej pandemii są nadal wyraźnie odczuwalne i mają wpływ na obecne i przyszłe prace. Autorki pragną zwrócić uwagę m.in. na zagadnienia, które stały się kluczowe w tym trudnym czasie, oraz w szczególności, na aspekty związane z prawami marynarzy, jednostkami autonomicznymi, fałszywą rejestracją i rejestrami statków, zwiększeniem bezpieczeństwa w żegludze i ułatwień w handlu morskim oraz ochroną środowiska morskiego. W artykule zaprezentowano również skrótowo strukturę organizacyjną IMO.

Maritime safety involves minimizing error in all aspects of the marine system. Human error has received much importance, being responsible for about 80% of the maritime accident worldwide. Currently, more attention has been focused to reduce human error in marine engine maintenance. On-board marine engine maintenance activities are often complex, where seafarers conduct maintenance activities in various marine environmental (i.e. extreme weather, ship motions, noise, and vibration) and operational (i.e. work overload and stress) conditions. These environmental and operational conditions, in combination with generic human error tendencies, results in innumerable forms of error. There are numerous accidents that happened due to the human error during the maintenance activities of a marine engine. The most severe human error results in accidents due to is a loss of life. Moreover, there are other consequences too such as delaying the productivity of marine operations which results in the financial loss. This study reviews methods that are currently available for identifying, reporting and managing human error in marine engine maintenance. As a basis for this discussion, authors provide an overview of approaches for investigating human error, and a description of marine engine maintenance activities and environmental and operational characteristics.

This paper will give an intro into the technical backbone of the EMSN and derive necessary specifications to allow for objective testing in large scale. Further, it will demonstrate the potential of EMSN as a maritime safety test-bed on the STM case. Therefore, the simulations executed within the EMSN are evaluated regarding their safety level in order to demonstrate the effects of various measures to improve safety. Based on a fuzzy logic approach, numerical Data from the EMSN Data-Tracker is used as an input to assess a present traffic situation from the perspective of a specific ship and outputs a comprehensive safety index developed by expert opinions. The safety index is used to further analyze navigators’ behavior and decisions in different maritime traffic scenarios that are executed within the EMSN.

The development of coastal infrastructure and related maritime transport necessitatesthe intensification of vessel traffic monitoring. Navigation systems used in this research are traditionally based on the information transmitted by radio waves. Marine traffic safety requires constant supervision carried out by dedicated systems, the operation of which may be limitedby difficult environmental conditions. The possibilities of supporting navigation systems with underwater observation systems are explored here. The research was carried out using an underwater measurement system. Local disturbances of the hydroacoustic and hydrodynamic field from the moving vessels were analysed. The potential for identifying a moving vessel, for example for offshore infrastructure security purposes, is demonstrated.

This article presents topics concerning fire hazards during the use of low-speed diesel engines in marine vehicles. The causes and effects of fires in the spaces of scavenge air receivers in marine diesel engines are presented. Methods to prevent and fight these fires are shown, including the operating procedures required from ship engine room operators. The possibility of training personnel to apply the abovementioned procedures during operation using simulations of a Kongsberg MC-90 IVship engine room is presented. Simulations were conducted which included a fire in a scavenge air receiver occurring during the operation of a MAN B&W 5L90MC main engine, with loads corresponding to 50% and 100% of the machine’s recommended setting.

Sea transport of liquid substances (petroleum and its derivatives) is done with the use of vessels called tankers. Their incorrect operation constitutes a great threat to the natural environment of maritime areas. Neglect of individual operations or failure to observe guidelines in many cases lead to oil spills the consequences of which are frequently irreversible and pose a threat to environmental safety. This article analyses the threats engendered by improper operation of oil tankers and describes how the operations necessary in transport of liquid substances with the use of tankers should be performed. It is an important issue since elimination of the abovementioned threats at the same time favours the efforts aimed at the highest possible degree of safety of marine natural environment (or more broadly ecological safety). The article also attempts to answer the following questions: Is the majority of disasters involving tankers caused by a human factor? Are the disasters rather caused by political factors and armed conflicts? The answer to those questions may form a basis for further research aimed at raising the level of marine safety.

The law of general average is one of the oldest institutions in maritime law, which is still applicable in contemporary shipping. Although the role and function of general average have naturally changed throughout centuries of its history (the main reasons therefor being the popularization of maritime insurance, which evolved much later than the general average) and general average has been and is subject to criticism pointing to its anachronistic nature and redundancy in today’s maritime economic realities. However practice shows that general average continues to resist these accusations and is commonly used in the practice of maritime commercial trade. This article deals with the issue of general average in light of Polish maritime law regulations, the essence and specificity of these legislative solutions concerning the safety of shipping in Poland, and also gives examples of events that occurred at sea that permit the announcement of an act of the general average. This article also presents considerations with regard to arguments in favour of maintaining the institution of general average as a legal instrument used in shipping, as well as critical voices emphasizing the need to eliminate general average as an institution of maritime law aimed at distributing losses, incurred to avoid a common peril, to the participants of a maritime adventure.
