This paper discusses the use of satellite tracking during an environmental disaster at sea, and it assesses the possibility of using remote sensing imagery captured by satellites using multispectral cameras and synthetic-aperture radar (SAR). This study is based on scientific literature and satellite tracking of the X-Press Pearl container ship disaster, which involved the EO-Browser platform. The purpose of this paper is to assess selected remote sensing methods for detecting and tracking marine pollution. The first part of the paper discusses satellite tracking of the X-Press Pearl disaster. The second part focuses on evaluation of the quality of remote sensing imagery from satellites and aircraft, when taking weather conditions into consideration. It should be noted that the research was conducted in real time when the incident occurred. News about the accident was also tracked in real time, allowing for a thorough analysis of the incident and, thus, an assessment of the different sensing systems. Although research on such disasters is crucial for the protection of the marine environment, scientific literature on this topic remains limited. This research area is very important for the protection of the marine environment, in the context of looking for solutions to these issues.

he article presents the regulations of the International Maritime Organization aimed at reducing carbon dioxide emissions from international shipping. One of the main objectives is to search the alternative to fossil fuels. The main problem is the lack of indication of the target fuel for shipping. The current changes, forced by international regulations, are made by the decisions of shipowners who themselves are looking for an alternative fuel that will enable them to continue their activities. Attempts have been made to use fuels considered as transient, which will be used in the perspective of about 10 years. However, this is too short a time compared to the life of the ship (20-30 years). This will force another change in the type of fuel used on ships still in operation, which will result in additional costs associated with the adaptation of the ship’s power plant fuel systems to a different type of fuel. The article evaluates the changes that currently taking place. Scenarios of the most likely directions of changes in a perspective of 2050 have been indicated.

Maritime spatial planning has become on of the fundamental instruments of managing human activity at the sea. It is mostly due to the rising competition for marine space, which is a consequence of rising number and variety of uses of the sea. Among the principles of marine spatial planning ecosystem approach as well as the taking into account the interaction between land and sea seem to play the most important role. First one is more general and axiological in it’s nature, while the second functions more as technical guide for planners. Together they can be called guiding principles of marine spatial planning. Ecosystem approach is a concept closely related to ecosystem services. It’s main aim is to sustain the productivity of ecosystems in the field of ecosystem services, what is often connotated with the health of the marine ecosystem. Multiple correlations between land and sea can be easily seen in the managerial goals of the marine ecosystem. Trophic relations seems to be reflected in legal regulations, but the question remains if the marine spatial planning regime really reflects the interactions between land and the sea.

Celem niniejszej publikacji jest zwięzłe przedstawienie wybranych zagadnień, które były przedmiotem prac Międzynarodowej Organizacji Morskiej (IMO) w ciągu ostatnich dwóch lat. Dla IMO był to czas, w którym Organizacja ta musiała zmierzyć się z bardzo poważnymi skutkami pandemii COVID-19. Wpłynęła ona nie tylko na los tysięcy marynarzy i całej branży żeglugowej, ale również bezpośrednio na funkcjonowanie samej Organizacji, wymuszając przyjęcie nowatorskich i bezprecedensowych dla niej rozwiązań. Skutki tej pandemii są nadal wyraźnie odczuwalne i mają wpływ na obecne i przyszłe prace. Autorki pragną zwrócić uwagę m.in. na zagadnienia, które stały się kluczowe w tym trudnym czasie, oraz w szczególności, na aspekty związane z prawami marynarzy, jednostkami autonomicznymi, fałszywą rejestracją i rejestrami statków, zwiększeniem bezpieczeństwa w żegludze i ułatwień w handlu morskim oraz ochroną środowiska morskiego. W artykule zaprezentowano również skrótowo strukturę organizacyjną IMO.

The subject of this article is the issue of legal protection of marine water against pollution. Due to the limited scope of the study, only the legal solutions of the administrative liability concerning protection of marine waters against pollution from vessels have been considered. There is no doubt that the degradation of the marine environment is a global problem that often causes irreparable harm to the environment. In the article, there were presented considerations regarding the administrative guarantee of protection of marine waters against pollution from ships. First of all, the concept of administrative liability and its types in environmental protection have been considered. After scrutinizing legal regulations in this range, three basic tools of liability for sea pollution taken by legal enitities have been thoroughly analyzed: the administrative fines imposed on shipowners, the administrative fines imposed on other entities and the revocation of the decision in the range of testing emission reduction methods. Next, the legal regulations concerning the administrative responsibility related to the pollution of sea waters have been assessed.

Risks in the maritime domain have various sources, of which the transportation of oil and other noxious products is one of key concern to industry and public stakeholders. Operational or accidental releases of oil or other pollutants from ships or offshore facilities into the marine environment can have disastrous effects on the marine ecosystems, while also leading to very significant economical losses. Therefore, national states have implemented various mechanisms for preventing and responding to pollution in the maritime domain, with activities which are often embedded in regional cooperation frameworks clustered around certain sea areas. To support collaborative, harmonized, and risk-informed oil spill Pollution Preparedness and Response (PPR) planning for response authorities, the Baltic Marine Environment Protection Commission (HELCOM), together with its research partners, and with extensive end-user and stakeholder inputs, have developed the OpenRisk Toolbox. This toolbox includes several risk assessment tools and techniques, which can assist in providing answers to a range of PPR risk management questions in a range of organizational contexts. To better understand and ensure the applicability and usefulness of the OpenRisk Toolbox, a workshop was organized where some of these tools were tested. Selected end user and stakeholder views on the perceived usefulness of the tools were collected and analyzed. Another workshop focused on further development needs to implement the tools in organizational practices. This paper first presents the OpenRisk Toolbox, then describes the settings of the workshops. Finally, a summary of the end-user and stakeholder views on the tested tools, and on future development needs, is given.

Plastic littering has recently become one of the most highly recognized dangers to the marine environment. The problem of marine plastic pollution is not new and was identified more than half a century ago. Recently, however, with increased media coverage and focusing events such as the discovery of the Great Pacific Garbage Patch, the problem can no longer be ignored. Several legal instruments address this problem. IMO norms aiming to reduce plastic debris were adopted 30 years ago. The MARPOL Convention includes annexes designed to help fight plastic debris. Other maritime legal instruments can also be leveraged to challenge this problem. As with other marine environment problems, the primary source of the problem, and thus the key to addressing it, is located on land. EU directives can serve as an interesting model for reducing marine pollution. The European Commission proposed new EU-wide rules in May, 2018 to target the 10 single-use plastic products most often found in Europe’s coastal habitats, as well as lost and abandoned fishing gear. Together these constitute 70% of all marine litter items. The adoption and implementation of this instrument may represent a game changing approach in the battle against marine pollution.

Ships are valuable sources of steel and other natural resources which can potentially be recycled and reused for economic and environmental benefits, and between 700 and 1000 ships are scrapped annually. On the other hand, up to 5% of the mass of a ship is dangerous wastes. Developed states and the European Union have introduced restrictive regulatory measures to regulate the conditions and locations of ship scrapping facilities. Despite the environmental benefits, these regulations may lose their battle for efficiency due to Asian countries which are engaged in a regulatory race to the bottom to attract ship owners to scrap their ships in their territories. The findings of this research indicate that despite being included in international and EU laws on ship scrapping, the specific instruments to prevent the movement of ship scrapping into the jurisdictions with low environmental standards are ineffective. A new global regulatory instrument is required which can find a balance between strict environmental protections and the economic interests of both the ship owner, companies engaged in ship scrapping, and countries which take economic advantage of those processes.

W artykule omówione zostały wybrane zagadnienia dotyczące współczesnych wymiarów bezpieczeństwa w aspekcie zwalczania zagrożeń i zanieczyszczeń w portach morskich. Analizując problematykę współczesnego wymiaru bezpieczeństwa na akwenach morskich, dokonano wyjaśnienia pojęcia bezpieczeństwa morskiego. Potencjalnymi źródłami zagrożeń i zanieczyszczeń wód portowych są wyloty kanalizacyjne odprowadzające ścieki sanitarne, przemysłowe i opadowe, procesy przeładunkowe prowadzone na nabrzeżach, prace budowlane, remontowe lub konserwacyjne, eksploatacja statków, odbiór odpadów ze statków.
The article discusses selected issues regarding contemporary security dimensions in the aspect of combating threats and pollution in seaports. Analyzing the problems of the modern dimension of safety on sea areas, the concept of maritime safety was clarified. Potential sources of hazards and pollution of port waters are sewage outlets discharging sanitary, industrial and rain-water sewage, transhipment processes carried out on quays, construction, renovation or maintenance works, operation of ships, collection of waste from ships.

Ship engines emit noxious gases (SO2, NOx, and VOC) and particulate matter (PM), mostly black carbon. Since 1990, the International Maritime Organization (IMO) regulations gradually restricted the level of emission of NOx, which since 2016 have to be lower than 2-3.4 g/kWh, depending on engine power. SO2 emission reduction has begun since 2010 and now the content of sulphur in marine fuels is limited to 3.5%. At the same time, the Sulphur Emission Control Areas (SECA) has been established, at which the sulphur content in fuel cannot be higher than 0.1%. Since 2020, only a fuel of 0.5% sulphur can be used at all cruising areas outside SECA. It should be noted that due to lack of efficient technology, IMO still has not issued regulations regarding the PM emission by ships. The paper discusses various electrostatic techniques used for the reduction of PM emission in Diesel engine exhausts. Electrostatic scrubber systems, using seawater, allow removal of PM from exhausts with high efficiency and simultaneously SO2 gas. Electrostatic agglomerators allow increasing submicron and nanoparticles by coagulation of those particles to the larger ones, which could be removed by conventional techniques.

W pracy zwrócono szczególną uwagę na przebieg organizacji odbioru odpadów ze statków, procedurę powiadamiania o odpadach znajdujących się na zmierzającym do portu statku oraz na obowiązujący w portach system opłat w tym zwolnienia i wyłączenia. Zamieszczone w niniejszym artykule informacje pochodzą ze źródeł literaturowych krajowych i zagranicznych oraz z ogólnodostępnych planów gospodarowania odpadami w wybranych portach UE.
This article focuses on the presentation of the applicable international regulations concerning the protection of the marine environment and the analysis of organizations to collect waste from ships on the example of some European ports. The study paid particular attention to the course of the organization of waste from ships, the procedure for notification of waste on tending to the port of the ship and on effective ports system of charges including exemptions and exclusions. Presented in this article uses information obtained from literature sources of domestic and foreign and public waste management plans in some EU ports.

Ships have an important role in among the factors causing marine pollution. Marine pollution by ships damages sea life, which effects human health indirectly, in addition it restricts usage of sea for different purposes. Increasing comprehensive and compelling liabilities related with environmental components and subjects day by day are expected results for environmental science and engineering applications according to 60% of our responsibilities of European Union Integration development. In today’s’ world, where global warming is an issue of high priority and makes us feel its impacts in our lives, leaving a livable world to the next generations is now a primary goal for all. Determination of marine pollution caused by ship operations issue is a multiple criteria decision-making (MCDM) problem, and requires MCDM methods to solve it. Therefore, the role of ship factor in maritime pollution and the possible reasons of this argument can be quantitatively evaluated based on expert knowledge and MCDM methodology. To investigate what makes to reduce the first “caused by ship operations " in marine pollution, the decision-making trial and evaluation laboratory (DEMATEL) method approach was applied in this study.

The paper presents key legal instruments governing the issues of the protection of the marine environment with respect to the management of ship-generated waste and cargo residues in European Union seaports. In view of the observed development of maritime transport, it is particularly important to organise the reception of wastes and cargo residues in seaports, in line with the principle of sustainable development. As a result of the harmonisation of the relevant legal regulations, Member States of the European Union and port and harbour authorities have taken a number of measures over the last few years to arrive at optimum solutions in this respect. The main objective of the paper is to analyse the existing system of environment al fees, the calculation criteria for such fees, and the techniques used in selected European Union seaports to submit ships’ waste notifications. The research is aimed, inter alia, at determining which of the solutions that are now used in Rotterdam, Antwerp and Klaipeda could possibly be optimal for the ports in Szczecin and Świnoujście.

Baltic Sea Regional Programme
Opis:
W roku 2011 uruchomiony został międzynarodowy projekt badawczy w ramach 8 Programu Regionalnego dla Morza Bałtyckiego (2007 – 2013) pn.: „Chemical munitions search and assessment” (CHEMSEA). Projekt ma zmniejszyć ryzyko związane z zatopioną po II Wojnie Światowej amunicją chemiczną w Morzu Bałtyckim. Partnerzy projektu mają wspólnie określić miejsca i wykonać mapę rejonów zagrożonych oraz przygotować wytyczne dla potencjalnych osób, które mogą napotkać takie ryzyko. Projekt jest priorytetowy z punktu widzenia Unijnej Strategii dla Morza Bałtyckiego. Liderem projektu jest Polska, w projekcie bierze udział 11 instytucji z państw nadbałtyckich, w tym Akademia Marynarki Wojennej w Gdyni. W artykule przedstawiono ogólnie zadania projektu i zakres udziału Akademii Marynarki Wojennej w Gdyni.
The year 2011 marked the commencement of an international research project within the 8th Regional Programme for the Baltic Sea (2007 – 2013) titled: “Chemical munitions search and assessment” (CHEMSEA). The aim of the project is to reduce the risk related to chemical ammunition sunken in the Baltic Sea after World War II. Project partners are to determine, through mutual cooperation, the locations of such ammunition and prepare a map of endangered regions as well as set forth guidelines for any potential persons that may encounter such a threat. The project received priority of the Union Strategy for the Baltic Sea. Poland has been assigned as leader of the project encompassing 11 institutions from the Baltic countries, including the Naval Academy in Gdynia. The article presents general tasks of the project and the related scope of activity assigned to the Polish Naval Academy in Gdynia.
