Opis:
Tanker casualties that happen from time to time in the world cause serious damage to environment with disastrous effects. In particular, casualties of tankers “Prestige”, “Erika” and “Nakhodka” where ships were seriously damaged, broken in the middle or separated into two parts showed that salvage operations in many cases were not effective. Such casualty in the Baltic Sea, that is closed area, may lead to the total destruction of the environment. The paper describes a proposed system of preventing marine environment pollution from damaged tankers. Problems related to towing of damaged tankers to the safe harbour or area, that consist an important element of the system, are discussed in more detail with reference to model tests of towing of damaged tanker performed at Iława Training and Research Centre for Ship Manoeuvrability.
Katastrofy zbiornikowców, które zdarzają się co jakiś czas, powodują poważne szkody w środowisku morskim. W szczególności katastrofy zbiornikowców „Prestige”, „Erika” czy „Nakhodka”, gdy statki zostały poważnie uszkodzone, przełamane w połowie lub rozbite na dwie części, wykazały, że akcja ratownicza w wielu przypadkach nie była efektywna. Gdyby taka katastrofa zdarzyła się na Bałtyku, które jest morzem zamkniętym, mogłoby to spowodować całkowite zniszczenie życia w morzu. W artykule zaproponowano system zapobiegania zanieczyszczaniu morza przez uszkodzone statki. Problemy odholowania takich statków do bezpiecznego portu czy akwenu, stanowiące ważny element systemu, omówiono szczegółowo w powiązaniu z badaniami holowania uszkodzonego zbiornikowca przeprowadzonymi w Badawczo-Szkoleniowym Ośrodku Manewrowania Statkami w Iławie.

The author discusses the main sources of marine environment pollution and measures to prevent, reduce, and control to ensure effective protection, and cooperation on a global or regional basis. Legal measures have been included for enforcement with respect to the marine environment from harmful effects that may arise from pollution from land-based sources, pollution by dumping, pollution from vessels, and pollution from activities in the Area. Enforcement comprises proper measures by flag and port States as well as coastal States. Topical issues have been discussed rules and principles regulated by the United Nations Convention on the Law of the Sea (1982). i.e. uses of the seas and oceans, the conservation of their living resources" and the study, protection, and preservation of the marine environment. Also, the same selected matters of the marine environment protection and regional co-operation in Europe as well as in Asia and Pacific rims have been included.

Plastic littering has recently become one of the most highly recognized dangers to the marine environment. The problem of marine plastic pollution is not new and was identified more than half a century ago. Recently, however, with increased media coverage and focusing events such as the discovery of the Great Pacific Garbage Patch, the problem can no longer be ignored. Several legal instruments address this problem. IMO norms aiming to reduce plastic debris were adopted 30 years ago. The MARPOL Convention includes annexes designed to help fight plastic debris. Other maritime legal instruments can also be leveraged to challenge this problem. As with other marine environment problems, the primary source of the problem, and thus the key to addressing it, is located on land. EU directives can serve as an interesting model for reducing marine pollution. The European Commission proposed new EU-wide rules in May, 2018 to target the 10 single-use plastic products most often found in Europe’s coastal habitats, as well as lost and abandoned fishing gear. Together these constitute 70% of all marine litter items. The adoption and implementation of this instrument may represent a game changing approach in the battle against marine pollution.

The subject of this article is the issue of legal protection of marine water against pollution. Due to the limited scope of the study, only the legal solutions of the administrative liability concerning protection of marine waters against pollution from vessels have been considered. There is no doubt that the degradation of the marine environment is a global problem that often causes irreparable harm to the environment. In the article, there were presented considerations regarding the administrative guarantee of protection of marine waters against pollution from ships. First of all, the concept of administrative liability and its types in environmental protection have been considered. After scrutinizing legal regulations in this range, three basic tools of liability for sea pollution taken by legal enitities have been thoroughly analyzed: the administrative fines imposed on shipowners, the administrative fines imposed on other entities and the revocation of the decision in the range of testing emission reduction methods. Next, the legal regulations concerning the administrative responsibility related to the pollution of sea waters have been assessed.

W artykule omówiony został problem wybranych zdarzeń wypadkowych na morzu prowadzących do różnych stanów zagrożenia środowiska: morza, lądu i atmosfery. Na podstawie opracowań i raportów organizacji zajmujących się ochroną środowiska morskiego, autor wskazał własne spostrzeżenia oraz uwagi. Pod względem zagrożeń, transport morski sytuuje się jako jeden z bardziej niebezpiecznych dla środowiska. Utrudnienia związane z dotarciem do miejsca zdarzenia, przeprowadzenia akcji, ryzyko zatopienia statku, w tym zatopienia paliwa i dużych ilości niebezpiecznych ładunków znajdujących się na statku, powodują, że zdarzają się katastrofy o skali dotyczącej znacznie większych obszarów w porównaniu do katastrof na lądzie. Wskazano przykładowe skutki dla środowiska. Pozostają pytania: czy można było zapobiec wypadkowi i czy można było ograniczyć skutki w chwili zdarzenia oraz podczas akcji ratunkowej.
Paper discussed the problem of chosen accidents at sea leading to different environment threats of sea, land and atmosphere. On the base of elaborates and reports carried out through marine environment protection organizations, author indicated own observations and remarks. Taking into account the threats, transport by sea seems to be the one of more dangerous to the environment. Difficulties with reaching the place of accident, performing the rescue action, risk of ship’s sinking with fuel and cargo inside cause that the disaster may happened in a bigger scale having influence on much larger areas in comparison to land one. It was indicated the demonstration effects to environment. They were left the questions: was it possible to prevent the disaster and was it possible to restrict the effects in a moment of accident and during the rescue action.

Ship engines emit noxious gases (SO2, NOx, and VOC) and particulate matter (PM), mostly black carbon. Since 1990, the International Maritime Organization (IMO) regulations gradually restricted the level of emission of NOx, which since 2016 have to be lower than 2-3.4 g/kWh, depending on engine power. SO2 emission reduction has begun since 2010 and now the content of sulphur in marine fuels is limited to 3.5%. At the same time, the Sulphur Emission Control Areas (SECA) has been established, at which the sulphur content in fuel cannot be higher than 0.1%. Since 2020, only a fuel of 0.5% sulphur can be used at all cruising areas outside SECA. It should be noted that due to lack of efficient technology, IMO still has not issued regulations regarding the PM emission by ships. The paper discusses various electrostatic techniques used for the reduction of PM emission in Diesel engine exhausts. Electrostatic scrubber systems, using seawater, allow removal of PM from exhausts with high efficiency and simultaneously SO2 gas. Electrostatic agglomerators allow increasing submicron and nanoparticles by coagulation of those particles to the larger ones, which could be removed by conventional techniques.

Ships are valuable sources of steel and other natural resources which can potentially be recycled and reused for economic and environmental benefits, and between 700 and 1000 ships are scrapped annually. On the other hand, up to 5% of the mass of a ship is dangerous wastes. Developed states and the European Union have introduced restrictive regulatory measures to regulate the conditions and locations of ship scrapping facilities. Despite the environmental benefits, these regulations may lose their battle for efficiency due to Asian countries which are engaged in a regulatory race to the bottom to attract ship owners to scrap their ships in their territories. The findings of this research indicate that despite being included in international and EU laws on ship scrapping, the specific instruments to prevent the movement of ship scrapping into the jurisdictions with low environmental standards are ineffective. A new global regulatory instrument is required which can find a balance between strict environmental protections and the economic interests of both the ship owner, companies engaged in ship scrapping, and countries which take economic advantage of those processes.

In the process of oil exploitation and transportation, large amounts of crude oil are often spilled, resulting in serious pollution of the marine environment. Forecasting oil spill reverse trajectories to determine the exact oil spill sources is crucial for taking proactive and effective emergency measures. In this study, the backward-in-time model (BTM) is proposed for identifying sources of oil spills in the East China Sea. The wind, current and random walk are three major factors in the simulation of oil spill sources. The wind drag coefficient varies along with the uncertainty of the wind field, and the random walk is sensitive to various traits of different regions, these factors are taken as constants in most of the state-of-the-art studies. In this paper, a self-adaptive modification mechanism for drift factors is proposed, which depends on a data set derived from the drifter buoys deployed over the East China Sea shelf. It can be well adapted to the regional characteristics of different sea areas. The correlation factor between predicted positions and actual locations of the drifters is used to estimate optimal coefficients of the BTM. A comparison between the BTM and the traditional method is also made in this study. The results presented in this paper indicate that our method can be used to predict the actual specific spillage locations.

Bioluminescence, the phenomenon of light production by living organisms, occurs in forms of life as various as bacteria, fungi and animals. Nevertheless, light-emitting bacteria are the most abundant and widespread of luminescent organisms. Interestingly, most species of such bacteria live in marine environments. In this article, the biochemical mechanism of bacterial luminescence and its genetic regulation are summarized. Although the biochemistry and genetics of light emission by cells have been investigated in detail, the biological role of bacterial luminescence has remained obscure. Here, we discuss recent discoveries that shed new light on this problem. Finally, we provide examples of how bacterial luminescence can be employed in marine biotechnology, especially in the detection of toxic and mutagenic pollution in aquatic environments.

Risks in the maritime domain have various sources, of which the transportation of oil and other noxious products is one of key concern to industry and public stakeholders. Operational or accidental releases of oil or other pollutants from ships or offshore facilities into the marine environment can have disastrous effects on the marine ecosystems, while also leading to very significant economical losses. Therefore, national states have implemented various mechanisms for preventing and responding to pollution in the maritime domain, with activities which are often embedded in regional cooperation frameworks clustered around certain sea areas. To support collaborative, harmonized, and risk-informed oil spill Pollution Preparedness and Response (PPR) planning for response authorities, the Baltic Marine Environment Protection Commission (HELCOM), together with its research partners, and with extensive end-user and stakeholder inputs, have developed the OpenRisk Toolbox. This toolbox includes several risk assessment tools and techniques, which can assist in providing answers to a range of PPR risk management questions in a range of organizational contexts. To better understand and ensure the applicability and usefulness of the OpenRisk Toolbox, a workshop was organized where some of these tools were tested. Selected end user and stakeholder views on the perceived usefulness of the tools were collected and analyzed. Another workshop focused on further development needs to implement the tools in organizational practices. This paper first presents the OpenRisk Toolbox, then describes the settings of the workshops. Finally, a summary of the end-user and stakeholder views on the tested tools, and on future development needs, is given.

The paper discusses the possibilities of modelling the bi-directional reflectance distribution function (BRDF) in sea areas polluted by oil. Three sea basin models are considered: a coastal one free of oil, one polluted by an oil film and one polluted by an oil emulsion. The following concentrations of oil were compared: for the film, 1 cm3 of oil per 1 m2 water surface, for the emulsion 1 cm3 of oil in 1 m3 of water. The optical properties of Romashkino crude oil were taken into consideration, as were various angles of incident solar light. The conversion of BRDFs into a directional distribution of the optical contrast of polluted areas is demonstrated.

Despite being a major environmental issue, marine pollution from land-based sources has not been addressed through a clear and coherent international legal framework. The aim of this article is, therefore, to reconduct such fragmented framework to a single international rule, with the potential of effectively tackling the issue. This led the investigation to focus on the Principle of Prevention, which, despite being a cornerstone of international environmental law, has remained quite evanescent as to its normative content. With this in mind, the article attempts to reconstruct the actual content of the rule with specific regard to the issue at stake. In order to do so, it has been essential to identify the standard of “diligence” States are held to in such regard and to verify how such “due diligence” interacts with the primary rule and contributes to fill it with normative content. The result is a single legal rule with a renewed potential, especially in terms of enforcement opportunities.
Pomimo faktu, że sprawa zanieczyszczenia mórz, którego źródłem jest aktywność człowieka na lądzie, stanowi jeden z głównych problemów środowiskowych, do tej pory nie doczekała się jasnego i spójnego międzynarodowego ujęcia prawnego. Dlatego też celem niniejszego artykułu jest sprowadzenie wielu fragmentarycznych ujęć do jednej regulacji o statusie międzynarodowym, która byłaby w stanie skutecznie rozwiązywać ten palący problemu. Taka intencja prowadziła autora do skupienia się na zasadzie prewencji, która – chociaż jest fundamentem międzynarodowego prawa – wciąż pozostaje niedookreślona, jeśli idzie o treści normatywne. Mając powyższe na względzie, autor podejmuje próbę zrekonstruowania rzeczywistej treści tej zasady, ze szczególnym uwzględnieniem tematyki podjętej w pracy. W tym celu podstawą działania było zidentyfikowanie standardu staranności państw w tej kwestii oraz zweryfikowanie, w jaki sposób taka „należyta staranność” współgra z podstawowymi zasadami i przyczynia się do wypełnienia treści normatywnych. W rezultacie wypracowano jedną prawną regulację z odnowionym potencjałem, szczególnie jeśli idzie o możliwości egzekucyjne.

Lake Saimaa is the largest lake in Finland and the Saimaa inland waterway network is one of the main transport corridors for merchant shipping. The Saimaa inland watercourse is a challenging operating environment due to shallow waters, narrowness of the fairways, fast currents as well as the sensitiveness of the environment. It is recognised that the heavy vessel traffic poses a risk of oil pollution. An oil spill incident in inland waters has a high potential for contaminating shorelines and affecting populated areas. Responding to such an incident involves several governmental and regional authorities, agencies and voluntary organisations. Inter-agency coordination is considered a key element in incident management. Several exercise types can be used to train multi-agency collaboration in joint response operations. This paper analyses the benefits of tabletop exercises in the strengthening of joint preparedness and contingency planning. Paper compares the outcomes of discussion-based exercises with operations-based drills and full-scale exercises. The analysis is based on four oil spill response tabletop exercises and five oil response drills conducted in Saimaa region in 2017–2018. Different types of exercises make it possible to focus on different aspects of the response operation. Operations-based exercises are useful in improving technical skills and testing procedures and the functioning of the equipment. Due to time restrictions, the equipment deployment drills usually focus on a specific function or a single task. Tabletop exercises can be used to assess contingency plans on a strategic level. Tabletop exercises offer an opportunity to clarify roles and responsibilities, discuss priorities and establish inter-agency agreements. The advantages of tabletop exercises include their flexibility in scenario-building, low-cost implementation and the possibility to study a longer time span in order to gain a more holistic view of the response operation.

Opis:
The bioaccumulation ability of radionuclides 51Cr, 54Mn, 57Co, 60Co, 65Zn, 85Sr, 109Cd, 110mAg, 113Sn, 137Cs and 241Am in two red algae species from the southern Baltic Sea – Polysiphonia fucoides and Furcellaria lumbricalis – was determined under laboratory conditions. P. fucoides demonstrated better bioaccumulative properties towards most of the investigated radionuclides. As a result, P. fucoides can be recommended as a good bioindicator of radioactive environmental pollution. The bioaccumulation of radionuclides in F. lumbricalis was studied during an extended laboratory experiment. The initial extensive uptake of radioisotopes was followed by the rapid removal of cations; in general, concentrations tended to decrease with time. 137Cs displayed a different behaviour, its concentration in the algae increasing over time mainly due to its large ion radius; this is a factor that could be responsible for the stronger mechanical and chemical bonding of Cs+ and that could hamper the movement of ions in both directions.

Opis:
The paper presents implementation of probabilistic ships collision model to evaluation of possible oil spills in the Southern Baltic Sea area. The results of the model is time, place and size of the oil spill due to ships collision. The results could be used for oil spill response action plans. The paper will open the discussion about validation of achieved results and will try to answer the question about verification of Baltic Sea oil spills data in comparison to worlds statistics.
