Opis:
Purpose: The aim of this study was to analyse the integration of structure, strategy and culture in the design of a management system in selected municipal offices. Design/methodology/approach: The goal was implemented through own research, which was carried out in selected municipalities and was of a pilot nature. A questionnaire and interview were used for the research. Findings: The conclusion that has been made was that in the analysed municipalities, the vision and mission of the municipalities specified in the strategy are consistent with politics. However, in the strategy, there are no records regarding structure and culture in the analysed municipalities. The structure, strategy and culture are not integrated (or are to a lesser extent), and thus these are not components in the design of an integrated management system. Research limitations/implications: The results of the conducted research may be an inspiration for further work related to the issues of management in public administration. A limitation is the difficulty in conducting research in the offices (including reluctance to complete questionnaires). Practical implications: Improving management in municipal offices. Social implications: This depends on the management in the office as to whether a given municipality is developing or not. This translates into the quality of life of the inhabitants. Originality/value: Designing an integrated management system at the municipal office.

The aim this research was to analyze the ways of integration of management systems in food sector. The study involved the policy phase described in the specification PAS 99, which is one of common elements of integrated management systems. Four organizations were selected for the study. The organizations had introduced and certified at least two standardized management systems. It was assumed that the investigated organizations should have implemented the HACCP system. Studies were conducted as a case study. The employees responsible for the functioning of management systems were interviewed in all four organizations. The study was conducted in the form of in-depth interviews based on pre-prepared script. The scenario was developed based on the PAS 99 guideline. The process of integration of management systems implemented in the studied companies reveals the full compliance of an integrated management system with PASS 99 in the policy area. All organizations have a policy document setting out the requirements for management systems, which takes into account the implemented systems in organizations. Each organization has a single policy document setting out the requirements of all implemented management systems. Integration of the management policy takes place in a natural way in organizations and is one of the easiest areas in the process of management systems integration.

Subject and purpose of work: Understanding of the nature and importance of the integration of management systems in local government administration is the aim of this article based on a modern challenges of the economy. Materials and methods: In the first parts of the article author presents the specifics of public management against factors that affect present on developing new concepts in the management of local institutions, including the New Public Management. Article is a draft proposal publication and is the kind of confrontation of requests that constitute basically the result of research, including research conducted by the author. Results: The article presents the conditions and recommendations for the proper implementation of integrated management systems in these institutions. Particular attention has been emphasized the importance of decentralization and leadership in public organizations, whose intention is to integrate the systems functioning in practice. Conclusions: In summary, the potential benefits of integrated management systems in local government administration, including benefits for clients and organizational economic benefits were included.
Przedmiot i cel pracy: Celem artykułu jest przybliżenie istoty i znaczenia integracji systemów zarządzania w administracji samorządowej na tle współczesnych wyzwań gospodarki. Materiały i metody: Autorka w pierwszych częściach opracowania prezentuje specyfikę zarządzania publicznego na tle czynników, które wpływają obecnie na rozwój nowych koncepcji zarządzania w instytucjach samorządowych, w tym New Public Management. Artykuł ma charakter opracowania przeglądowego i stanowi swoistą konfrontację wniosków będących wynikiem badań naukowych, w tym badań prowadzonych przez autorkę. Wyniki: W artykule przedstawiono warunki i zalecenia dla prawidłowego wdrażania zintegrowanych systemów zarządzania w tych instytucjach. Ze szczególną uwagą podkreślono znaczenie decentralizacji oraz przywództwa w organizacjach publicznych, których zamiarem jest integrowanie funkcjonujących w praktyce systemów. Wnioski: W podsumowaniu zawarto potencjalne korzyści zintegrowanych systemów zarządzania w administracji samorządowej, w tym korzyści dla klientów, korzyści ekonomiczne oraz organizacyjne.

The team of authors is engaged in the IMO corresponding group on INS / Alert Management and in national task groups primarily specialising in “Navigational Alert Management” matters. This presentation is based on the outcome of serious discussions carried out at different work group sessions in Germany and has been widely used as a guideline when details of an Alert Management concept are analysed (e.g. alert related communication and de-escalation strategies). A separate paragraph of definitions within this presentation describes “Function Alerts” which are not relevant for the navigational tasks carried out by the officer of the watch. Alerts appear to be nonrelevant became the subject under discussion whether their announcement should be automatically filtered out by a navigational module within an INS. This could be one effective method of resolution to minimise (the number of high priority) alerts.

Zarządzanie jakością jest nowoczesną i praktyczną metodą podejmowania problematyki jakości. Reguły zarządzania jakością określono przez opracowanie serii norm ISO. Reguły te określane są jako systemy zarządzania jakością. Obecnie większość organizacji stosuje te reguły postępowania, gdyż są one racjonalne. Wdrożone do praktyki systemy zarządzania jakością są korzystne dla samych organizacji i dla klientów. Jeszcze niedawno funkcjonowały w praktyce trzy niezależne systemy zarządzania. Były nimi: systemy zarządzania jakością, systemy zarządzania środowiskiem oraz systemy związane z bezpieczeństwem i higieną pracy. Taką sytuację mieliśmy w krajach wysoko rozwiniętych, a w ostatnim czasie także w Polsce. Taki stan powodował wysokie koszty związane z opracowywaniem i wdrażaniem do praktyki poszczególnych systemów zarządzania. Wysoki poziom kosztów wzbudził zainteresowanie organizacji koncepcją integracji poszczególnych systemów zarządzania. Koncepcja ta jest niewątpliwie bardziej dojrzała i w znaczący sposób obniża wysokość wspomnianych nakładów. W Polsce system zintegrowanego zarządzania w chwili obecnej nie jest zbyt popularny. Wykonane badania ankietowe to potwierdzają. Należy mieć nadzieję, że sytuacja w tym względzie w Polsce się zmieni. Zmiana ta powinna spowodować wzrost konkurencyjności polskich organizacji w dobie globalizacji.
Quality management is a modern and practical method of making the issue of quality. Quality management rules are defined by the development of a series of ISO standards. These rules are referred to as quality management systems. Today, most organizations apply these rules of conduct, because they are rational. Implemented into practice quality management systems are beneficial to the organizations themselves and for customers. Until recently, there were in practice three independent management systems. They included: quality management systems, environmental management systems and systems related to health and safety. Such situation we had in developed countries, and recently also in Poland. This condition resulted in high costs associated with developing and implementing the practice of various management systems. This high cost has caused interest in the organization of the concept of integration of management systems. This concept is certainly more mature and substantially reduces the amount of these expenditures. In Poland, an integrated management system at the moment is not very popular. Made surveys confirm this thesis. It is hoped that the situation in this regard in Poland will change. This change should increase the competitiveness of Polish organizations in the era of globalization.

Intelligent Transport System (ITS) in the city and the metropolitan area should be linked to the Mobility Policy (MP) formulated and implemented for this area. On the one side, the implementation of the ITS is one of the MP tools. On the other side, the specific parameters of the ITS (algorithms, tools, efficiency measures) associated with the elements of MP such as its objectives, zoning, priorities. On the basis of the review of model components of MP and IT’S THE common elements and significant correlation are summarized. The theoretical considerations are supplemented with examples from Wroclaw. This article is a continuation of the author’s work and thoughts published under the title of both issues. At their beginning the basic elements of MP and ITS are defined. Then, the ITS is described as a tool in the context of MP’s objectives, zoning and priorities. Next, the ITS parameters such as algorithms, tools, efficiency measures are defined in terms of the MP. Later, the author summarizes the common characteristics and significant correlation between ITS and MP. This allows to provide dedicated solutions to Wroclaw. The summary of the article are desirable directions of integration between MP and ITS. The key issue is here the implementation of integration of management and development among MP and ITS.

Current power grid and market development, characterized by large growth of distributed energy sources in recent years, especially in Europa, are according energy storage systems an increasingly larger field of implementation. Existing storage technologies, e.g. pumped-storage power plants, have to be upgraded and extended by new but not yet commercially viable technologies (e.g. batteries or adiabatic compressed air energy storage) that meet expected demands. Optimal sizing of storage systems and technically and economically optimal operating strategies are the major challenges to the integration of such systems in the future smart grid. This paper surveys firstly the literature on the latest niche applications. Then, potential new use case and operating scenarios for energy storage systems in smart grids, which have been field tested, are presented and discussed and subsequently assessed technically and economically.

The current period of development of Ukraine is characterized by the intensification of European integration processes, among which ensuring the adaptation of the national border security system to the European standards takes an important place. Opis:
An implementation of international standards in the management systems of organizations is increasingly promoted in non-regulated sector in globalized markets. Authors of the paper present the partial results of the research in the area of projecting and implementation of integrated management systems according to international standards ISO 9001, ISO 14001, OHSAS 18001, ISO 27001 etc. Based on an analysis of the latest standards for management sub-systems with HLS structure implementation, an innovative concept of model for an implementation and maintaining of integrated management systems is introduced. The proposed process algorithm on Deming’s PDCA cycle of the implementation is applicable to any type of organization and economic sector according to the NACE codes and with the respect to newly adopted requirements of ISO standards, e.g. documented information on IMS.
Wdrożenie międzynarodowych standardów w zakresie systemów zarządzania organizacji jest coraz częściej promowane w nieregulowanym sektorze w zglobalizowanych rynkach. Autorzy niniejszego artykułu przedstawiają częściowe wyniki badań w zakresie projektowania i wdrażania zintegrowanych systemów zarządzania zgodnie z międzynarodowymi normami ISO 9001, ISO 14001, OHSAS 18001, ISO 27001 itd. W oparciu o analizę najnowszych standardów dla podsystemów zarządzania z wdrożeniem struktury HLS, wprowadzono innowacyjną koncepcję modelu wdrożenia i utrzymania zintegrowanych systemów zarządzania. Proponowany algorytm procesu w cyklu wdrażania PDCA Deminga, który uwzględnia nowo przyjęte wymagania norm ISO, np. udokumentowane informacje o IMS, ma zastosowanie do każdego rodzaju organizacji i sektora gospodarki według kodów NACE.

The intensive development of Enterprise Resource Planning (ERP) is caused by huge competition on the production market and thus the need to optimize costs, efficiency and production time. However, the integration problem is still unresolved. One of the main problems is related to monitoring the realisation of production. In many ERP systems, this issue is very weakly performed. Data from different sub-systems are not fully integrated, therefore the process of decision-making is very difficult. The main purpose of the research described in this paper was to develop a prototype of a module for the settlement of production tasks in an integrated ERP-class system. The problems related to the module of the settlement of tasks of production workers, and online presentation of employee performance and machine condition was analysed.
Intensywny rozwój ERP spowodowany jest ogromną konkurencją na rynku produkcyjnym, a co za tym idzie – koniecznością optymalizacji kosztów, wydajności i czasu produkcji. Jednak problem integracji procesów biznesowych jest nadal otwarty. Jedną z głównych trudności jest monitorowanie realizacji produkcji. W wielu systemach ERP problem ten jest uwzględniany w bardzo małym stopniu. Dane z różnych podsystemów nie są w pełni zintegrowane, dlatego podejmowanie decyzji jest bardzo trudne. Głównym celem badań opisanych w artykule jest opracowanie prototypu modułu do rozliczania zadań produkcyjnych w zintegrowanym systemie klasy ERP. Przeanalizowano problem związany z modułem rozliczania zadań pracowników produkcyjnych oraz prezentacją online wydajności pracowników i stanu maszyn.

Pozwala to na efektywne wykorzystanie repozytoriów informacji zarządczych a w nich pełną integrację informacyjną tak niezbędną dla menedżerów w zakresie tworzenia wielowymiarowych analiz i bieżącego raportowania. Aby zapewnić efektywne ich wykorzystanie, współczesne organizacje mają do dyspozycji różnorodność metod zarządzania procesami biznesowymi. Jedną z nowocześniejszych metod zarządzania, umożliwiającą szybkie reagowanie na zmiany otoczenia i antycypacje jest koncepcja controllingu operacyjnego. Controlling, który jest zorientowany na przyszłość jest jednym z instrumentów nowoczesnego zarządzania a zarazem źródłem informacji zarządczych dla kierownictwa. Różnorodność oraz bogactwo tych informacji wymaga stosowania nowoczesnych metod ułatwiających tworzenie repozytoriów danych ułatwiających i przyspieszających analizę informacji zarządczej i dostarczanie na określone centra decyzyjne. Trudno jest zatem dziś mówić o efektywnie funkcjonującej organizacji, a w niej controllingu jako instrumentu oceny i tworzenia przyszłej strategii bez analizy procesów i wspomagających ich realizację systemów informacyjnych. Dlatego też tak istotne jest wykorzystanie funkcjonalności hurtowni danych jako centralnego repozytorium danych zarządczych wraz z metodyką Business Process Management jako instrumentu wspomagającego controlling. Jej wykorzystanie może być więc efektywnym czynnikiem w automatyzacji i mapowaniu procesów controllingu operacyjnego w przedsiębiorstwie.
The subject article aims to prove the importance of new methods in operational controlling, stimulating corporate strategy creation, based on innovation and extended management information. These two are key factors for various kinds of integrated management systems of today’s organizations. The dynamic technology development in few recent years, covering also integrated management systems, discovered new effective solutions for real time corporate governance, such as Process Reengineering, Business Intelligence, Data Mining or Business Process Management. All these stands for fully integrated and harmonized IT ecosystem that is highly required by corporate managers for any Big Data analysis, reporting and decisioning processes. The concept of controlling is a key element in proper and effective business management and financial governance. It significantly helps organizations in real-time decisioning and risk mitigation. At the same moment the critical element for successful decision is cleanness of data sets, central repository and data warehouse configuration. Corporate Governance should have solid data process management policy, highly educated data analysts and correctly applied Business Process Management methods. All above significantly improves operational controlling appliance, controlling process mapping and process automation in modern enterprises. We should consider then Business Process Management as key element for corporate growth within competitive markets.
