The meeting, held on 27-28 May 2014, gathered representatives of twelve SAIs – members of the Subcommittee on Internal Control Standards and representatives of external partners that cooperate with the Subcommittee – the International Federation of Accountants (IFAC) and the Organisation for Economic Cooperation and Development (OECD), as well as of the ministries of finance of Lithuania and Poland – to represent the main addresses of the documents that the Subcommittee develops. The participants of the meeting discussed the Subcommittee’s work plan for the years 2014-2016 that comprises, among others, a revision of the guideline on reporting on internal control and the guideline on risk management in the public sector. At the bilateral meeting, President of NIK Krzysztof Kwiatkowski and Auditor General of Lithuania Giedrė Švedienė discussed, among others, ideas for further cooperation of the SAIs of the Baltic and Eastern European regions, the initiative of the SAI of Lithuania to conduct a parallel audit of municipalities, and the organisation of the European Court of Auditors’ visits to the EU Member States.

The main aim of presented article is to present methodology how sophisticated products as compressor equipment can be considered and analysed as a complex technical system which consists of jointly operating components – a set of hardware, software, operational staff and documented information. In process modelling, these components are interacting in different processes of inputs, outputs, mechanisms (resources) or management. Based on the regulatory requirements for each component of the system, a key efficiency indicator can be identified. This allows to control the process and make appropriate decisions to improve the system. The application of the proposed methodology for the development and implementation of an integrated management system reduce the cost of resources and significantly improve the quality of the implementation of processes.

The concept of corporate social responsibility (CSR) since several dozen years has been recognized as one of the most important solutions used by companies that want to build competitive advantage through concern for economic effects, people and the environment. Important role in the management of CSR by these companies is the implementation of its standards and norm and their reporting. However, the question arises whether such activities are sufficient to actually talk about the company as a socially responsible organization. In the presented article, a broader analysis of this problem was undertaken, trying to answer what determines the company's recognition as socially responsible.

Celem głównym artykułu jest określenie roli najwyższego kierownictwa w zarządzaniu aktywami fizycznymi zgodnie z normą ISO 55001:2014. Norma ISO 55001:2014 uzupełnia braki dostępnych regulacji i wymagań w zakresie problematyki techniczno-organizacyjno-decyzyjnej dotyczącej zarządzania aktywami. W pracy wykazano, że wykorzystanie w podejściu do zarządzania aktywami normy ISO 55001:2014 pozwala na wyodrębnienie najważniejszych obszarów organizacji podlegających zarządzaniu. Tymi obszarami są: kontekst organizacji, procesy, planowanie funkcjonowania, ocena skuteczności zarządzania i doskonalenie oraz zapewnienie odpowiednich środków. W tekście zidentyfikowano także obszary związane z zarządzaniem aktywami, które w normie zostały przypisane wprost do zakresu odpowiedzialności najwyższego kierownictwa. Są to: zaangażowanie i akcentowanie cech przywódczych, opracowanie polityki zarządzania aktywami, przyporządkowanie uprawnień i odpowiedzialności z tytułu zarządzania aktywami, realizacja przeglądu zarządzania i aktywów. Okazuje się, że zarządzanie aktywami zgodnie z normą ISO 55001:2014, występujących w różnych postaciach i na różnym poziomie zaawansowania technologicznego, generuje nowe potrzeby w obszarze zadań do wykonania przez naczelne kierownictwo organizacji.
The main aim of the article is to determine the role of top management in managing physical assets in accordance with ISO 55001:2014. The ISO 55001:2014 standard contains supplementing technical, organisational and decision-making requirements related to asset management. It turns out that the application of ISO 55001:2014 in the asset management approach allows the identification of the areas of the organisation management. These areas are: context of the organisation, processes, planning of the organisation, performance evaluation, improvement and provision of proper support. The responsibilities of the top management which result directly from the standard are also identified in the work. These include: commitment and emphasis on leadership skills, development of asset management policy, assignment of authorities and responsibilities in view of asset management, completion of management and assets review. It turns out that asset management in accordance with ISO 55001:2014, which is present in various forms and at various levels of technological advancement, generates new needs in the area of tasks to be performed by the top management of an organisation.

The main aim of the article is to determine the role of leadership in risk management in the organization in accordance with the ISO 31000:2018. An additional goal of the article is to make an attempt to identify the risk factors occurring in business activities and to create management styles that take into account their existence. The study shows that some various factors of a political, economic and social nature might be the source of risk. These factors create both opportunities and threats for the organization. It turns out that the normative approach to risk means the existence of two levels of supervision in risk management. There is a structural supervision implemented in relation to the organization’s policy and strategy. There is also a task supervision, carried out in particular in relation to the level of operational activity. The research shows that according to the ISO 31000:2018 standard, management, regardless of the type of supervision exercised, is an element of the risk management framework and the principles of risk management are the basis of management’s operations. The provision of resources and documenting risk management are the most important management tasks related to risk management.
Celem głównym artykułu jest określenie roli kierownictwa w zarządzaniu ryzykiem w organizacji zgodnie z normą ISO 31000:2018. Dodatkowym celem artykułu jest próba identyfikacji czynników ryzykogennych występujących w działalności gospodarczej i kreowania stylów zarządzania uwzględniających ich istnienie. W pracy wykazano, że źródłem ryzyka są różnorodne czynniki o charakterze politycznym, gospodarczym i społecznym stwarzające dla organizacji zarówno szanse, jak i zagrożenia. Z przeprowadzonych rozważań wynika, że w normatywnym podejściu do ryzyka przewiduje się dwupoziomowy nadzór w zarządzaniu ryzykiem. Jest to nadzór strukturalny, realizowany w stosunku do polityki i strategii organizacji, oraz nadzór zadaniowy, realizowany w szczególności w stosunku do poziomu działalności operacyjnej. Z badań wynika, że według normy ISO 31000:2018 kierownictwo, niezależnie od rodzaju sprawowanego nadzoru, jest elementem struktury ramowej zarządzania ryzykiem, a istotnymi czynnikami podejmowania zadań przez kierownictwo są zasady zarządzania ryzykiem. W obszarze najważniejszych zadań kierownictwa związanych z zarządzaniem ryzykiem znajdują się zapewnienie zasobów oraz dokumentowanie zarządzania ryzykiem.

Celem głównym artykułu jest identyfikacja czynników optymalizujących zużycie energii w organizacjach usługowych. Podstawą powstania pracy jest wynik obserwacji funkcjonowania organizacji usługowych z branży motoryzacyjnej. Autor, formułując koncepcję świadomego zarządzania energią w organizacjach usługowych, wykorzystał wybrane wymagania stanowiące treść normy ISO 50001:2011. W artykule wykazano, że problematyka nadzorowanego zużywania energii ze względu na wyczerpywanie zapasów i surowców będących źródłem energii zyskuje ostatnio na znaczeniu. W określonych przypadkach nadzorowane (lub/i systemowe) zarządzanie energią ma związek z ułatwieniem spełniania przez organizację obowiązujących przepisów prawnych. Niejednokrotnie zarządzanie energią umożliwia poprawę wyniku finansowego organizacji. Dowiedziono także, że proste działania, takie jak identyfikacja miejsc poboru energii, montaż automatycznych wyłączników urządzeń, analiza rachunków za zużycie energii czy podejmowanie decyzji zarządczych z uwzględnieniem przesłanek energetycznych, pozwalają na optymalizację zużycia energii. Okazuje się, że wkomponowanie tylko wybranych wymagań normy ISO 50001:2011 w ogólny schemat zarządzania organizacją usługową wystarczy do uzyskania efektu doskonalenia w zakresie zarządzania energią.
The main goal of the work is to identify the factors that optimize the energy consumption in service organizations. The article has been based on the results of the observation of service organizations from the automotive industry. The author has formulated the concept of conscious energy management in service organizations on the basis of selected requirements constituting the content of the ISO 50001:2011 Standard. It is shown in the paper that the problem of supervised energy consumption has been gaining more importance lately because of the fact that natural resources of energy are getting smaller. In some cases, the implementation of supervised (and/or systematic) energy management system is related to facilitating compliance with legal requirements. Often, energy management makes it possible to increase the company’s profit. It has been shown that simple operations such as the identification of the place of energy consumption, the installation of automatic device switches and the analysis of the costs of energy bills saves energy consumption. The organization costs are reduced when energy consumption is taken into account during the management. It turns out that incorporation of only selected requirements of the ISO 50001:2011 Standard into a general concept of service organization management improves energy management.

Purpose: The aim of the paper is to analyze the main project management standards and topics connected with quality management in projects. Design/methodology/approach: Critical literature analysis. Analysis of international literature from main databases and polish literature and legal acts connecting with researched topic. Findings: The considerations presented in the publication made it possible to analyses the most important aspects of project management in the context of quality management. The publication concentrate on problems connected with various aspects of project management. The paper says about ISO and non ISO related projects trying to characterize and compare various types of standards and approaches. There is a spatial attention towards analysis of quality management in projects. Especially problems connected with risk in process which are important part of quality management and also play important role in ISO 9001 quality management standards. Paper also contains some analysis connected with the impact of COVID-19 pandemic on the project management and try to conclude main methods how to manage teams in project management in virtual environment. Originality/value: Detailed analysis of all subjects related to the problems connected with project management in the conext of standards and quality management.

Pursuant to Article 68(3) of the Constitution of the Republic of Poland, a pregnant woman is entitled to special care from the State. Therefore, it seems extremely important to indicate uniform, universally binding standards in order to improve the quality of services provided and to respect the fundamental rights due to women and their children in maternity care. Unfortunately, as the analysis and reports concerning the observance of patients’ rights during the perinatal period show, the current standards are not always properly implemented by medical institutions, and the legal guarantees of observance of perinatal care standards are not sufficient. The aim of the article is to discuss the legal regulations in force in the field of perinatal care, to indicate their subject and subject scope and to conduct a legal analysis of the proposal of new organisational standards of perinatal care, which are to enter into force as of 1 January 2019. The basis for the discussion is the presentation of the legal form of the existing standards of perinatal care. It is extremely important to answer the question whether the principles of medical knowledge should be enacted in the form of standards of medical procedure in the form of universally binding normative act, or whether they should constitute guidelines and recommendations that are legally non-binding. Perinatal care standards in the context of the duty of doctors and medical staff to apply current medical knowledge and to act with due diligence deserves additional attention. The article contains a detailed analysis of the proposal of new standards and presents de lege ferenda postulates, especially in the field of legal guarantees of observance of perinatal care standards in Poland.

The paper discusses the usefulness of two dedicated quality management systems for learning service providers. The systems have been described in the international standard ISO 29990 and Polish national standards MSUES (Małopolska Standards for Education and Training Services). The results are based on a survey of managers who have implemented one of those systems in their training companies. It was found that the implementation of the discussed systems could contribute to success on the training market. The quality of training services is viewed as an important factor in personnel improvement. Most of the studies on that subject omit the key cause of high quality training, which is quality management in the training company. This paper attempts to bridge that gap.
W artykule omówiono przydatność dwu dedykowanych systemów zarządzania jakością dla dostawców usług szkoleniowych. Systemy zostały opisane w międzynarodowym standardzie ISO 29990 oraz polskim standardzie MSUES. Prezentowane wyniki opierają się na przeprowadzonych badaniach menedżerów, którzy wdrożyli jeden z omawianych systemów w swoim przedsiębiorstwie. Wyniki pokazują, że wdrożenie omawianych systemów może przyczynić się do osiągnięcia sukcesu na rynku szkoleniowym. Jakość usług szkoleniowych jest uważana za istotny czynnik wpływający na efektywność podnoszenia kompetencji pracowników. Tymczasem większość badań w tym temacie omija kluczowy czynnik wpływający na wysoką jakość szkolenia, którym jest zarządzanie jakością w firmie dostarczającej usługi edukacyjne. Artykuł wpisuje się w tę lukę.

As we deal with risk in many aspects and in different phases of the technical object's life cycle, we should choose and apply proper methods for risk assessment. Some of the methods are common and typical, and some of them are rarely used. The paper presents a general overview of the methods and techniques, which are to be of use in the risk assessment, namely, in the risk analysis. Obviously, we have to take into account such methods applicable for risk reconnaissance as well as the risk treatment. Nevertheless, the methods of risk analysis are the most frequently used and not very well known at the same time. Due to limited space, the paper offers only a general overview and not very deep and comprehensive information.
Aby prawidłowo zarządzać ryzykiem w różnych aspektach i w różnych fazach życia obiektu technicznego, należy wybrać i zastosować właściwe metody oceny ryzyka. Niektóre z metod są powszechnie stosowane i typowe, innych używamy bardzo rzadko. Artykuł przedstawia ogólny przegląd metod i technik, które mogą być wykorzystane w ocenie ryzyka, a mianowicie - w analizie ryzyka. Oczywiście podczas takiej oceny należy wziąć pod uwagę zarówno metody wykorzystywane do identyfikacji, jak i minimalizowania ryzyka. Jednak to metody analizy ryzyka są najczęściej wykorzystywane, jednocześnie często będąc mało znanymi. Ze względu na ograniczoną ilość miejsca, artykuł prezentuje jedynie generalny przegląd informacji na temat istniejących metod i technik stosowanych podczas oceny ryzyka.

Opis:
The article aims to present the role of supplier evaluation criteria in reducing purchasing risk. Before a purchasing enterprise starts cooperating with suppliers, it set specific requirements and expectations. The fulfilment of these requirements and expectations is verified through the evaluation of suppliers. Evaluation results should indicate potential risks that may arise in the development of partnership cooperation. The article includes the results of empirical research conducted using the computerassisted telephone interviewing (CATI) technique in medium and large manufacturing companies operating in Poland. The results of the conducted empirical research indicate that companies wishing to partner with suppliers try to limit the level of risk associated with purchases. When evaluating suppliers, manufacturers focus mainly on reducing the risk associated with the defective technical quality of products, timely deliveries, delivery flexibility, time to restore continuity of deliveries, completeness of order fulfilment and delivery documentation, as well as price competitiveness. Also, in the evaluation of suppliers, companies operating in Poland are beginning to pay attention to the reduction of negative environmental impact.
