    The present article is an attempt at systematizing the most important management conceptions concerning public management. The starting point for this was the determination of the significance of the “public management” term and pointing at its multidimensional character. Further on the author makes a review of the opinions regarding the genesis of the public management, and then he goes on to present briefly the development of this discipline from the historical perspective. The last part of the article contains the foundations of two contemporary streams of public management, i.e. new public management and public governance.

    Opis:
    This article presents the practical aspects of human resource management in local government. The subject of research is the phenomenon, activities and processes in the public sector units. In my study the methods used to diagnose the nature of the issues under consideration: observation, examination of documents and a questionnaire. The survey was attended by employees of the four offices of the county Brzezinski: Jeżów Municipal Office, Municipal Office Brzeziny, Brzeziny City Office and district office in Brzeziny. The selection of these sites was not random. It was decided to analyze how local governments operate at the level of municipalities, cities and the county. The survey questions covered both working atmosphere, tasks, responsibilities and practices observed the functioning of local government units. Observations and comments of employees at various levels were used for further analysis and research on issues of organization and operation of selected aspects of human resource management in the public sector.
    Celem artykułu jest przedstawienie praktycznych aspektów zarządzania zasobami ludzkimi w samorządzie terytorialnym. Przedmiotem badań są zjawiska, czynności i procesy zachodzące w sektorze publicznym. W badaniach własnych zastosowano metody pozwalające zdiagnozować istotę rozpatrywanego zagadnienia: obserwację, analizę dokumentów i ankietę. W badaniu ankietowym wzięli udział pracownicy czterech urzędów z powiatu brzezińskiego: Urzędu Gminy Jeżów, Urzędu Gminy Brzeziny, Urzędu Miasta Brzeziny oraz Starostwie Powiatowym w Brzezinach. Wybór tych miejsc nie był przypadkowy. Postanowiono przeanalizować, jak funkcjonują samorządy na szczeblu gminy, miasta i powiatu. Pytania zawarte w ankiecie dotyczyły zarówno atmosfery pracy, zadań, obowiązków oraz obserwowanych praktyk funkcjonowania jednostek samorządu terytorialnego. Spostrzeżenia i uwagi pracowników różnych szczebli posłużyły do dalszej analizy i badań nad problematyką organizacji i funkcjonowania wybranych aspektów zarządzania zasobami ludzkimi w sferze publicznej.

    Celem artykułu jest opracowanie profilu kompetencyjnego doradców ds. zatrudnienia w publicznych służbach zatrudnienia, odzwierciedlającego niedawne zmiany i redefinicje tych ról zawodowych. Artykuł oparty jest na analizie stanu profesjonalizacji ról zawodowych pracowników PSZ w Europie, na podstawie badań prowadzonych przez autora w latach 2012–2014 na zlecenie Komisji Europejskiej. Badania te obejmowały studia literaturowe, przegląd dostępnych badań oraz autorskie badania ankietowe przeprowadzone wśród przedstawicieli Publicznych Służb Zatrudnienia 22 krajów UE, uzupełnione o wywiady pogłębione oraz analizę rozwiązań stosowanych w PSZ. Na podstawie tych badań autor opracował Europejski referencyjny profil kompetencyjny dla doradców PSZ i EURES w celu podniesienia profesjonalizacji ról zawodowych w tych specyficznych usługach publicznych.
    The aim of this article is the development of competence profile for employment counsellors within public employment services, reflecting the recent changes and redefinition of these professional roles. This article aims to analyse the state-of-play in relation to professionalization of vocational roles of PES employees in Europe, on the basis of research conducted by the author in the years 2012–2014 for the European Commission. These studies included literature review, analysis of available research and structured survey conducted among representatives of the Public Employment Services in 22 EU countries, complemented by in-depth interviews and analysis of solutions used in PES. On the basis of this research a European reference competence profile for PES and EURES counsellors has been created by the author for the purposes of increasing professionalization of roles within these specific public services.

    We have witnessed fundamental changes in developmental conditions in the last decade. Their pace is constantly growing, and the increasing dynamics of socio-economic transformations create a new reality. The consequences of the changes affect not only companies, but also public administration. Therefore, the goal of the article was to identify the directions of the reforms of new public management in Polish and Spanish public administration in the years 2010-2015. An analysis of the research results shows that the most important trends of the reforms in Poland included: i) transparency of actions, ii) digital administration and e-government and iii) cooperation between various entities of the public sector, whereas Spanish respondents regarded the following trends as the most important: i) digital administration and e-government, ii) reduction of the public sector, iii) transparency of actions. The results of the research show the progressive convergence of the directions and tools of the reforms in EU countries, while maintaining differences in some aspects of development in particular countries.

    Objectives: The public sector has been subjected to financial pressure. One of the tools to improve the environment of the public sector entities and introduce greater management flexibility in governance is establishing Shared Services Centres (SSCs). Research: The article presents a case study regarding the implementation process and the effectiveness assessment of this solution based on the example of the city of Toruń. Research Design & Methods: The paper provides a case study of SSC of the city of Toruń. Findings: Based on the results, it can be concluded that the key barrier to the implementation of SSCs as the innovation tool of public management is the lack of understanding of business management tools among directors of public sector units that were not involved in the issue of management efficiency. Implications / Recommendations: What appears to be the most challenging is the sociological factor that matters in terms of SSCs implementation. Social capital of the units’ directors, trust, and reciprocity is much more important than institutional arrangements. Contribution / Value Added: The paper shows the first evaluation of SSC in local government in Poland based on a case study. It is believed that this approach might be very fruitful for further theoretical research and practical implementation. Article classification: research article

     In response to the assumptions of new public management models and public or good governance, practical aspects of research in the area of public administration and the development possibilities of qualitative research methods are presented in the article. Due to the fact that qualitative research has become increasingly popular in the above disciplines, data archiving and transparency is discussed (Moravcsik), (Yom et al.) and guidelines and principles are established (American Political Science Association). However, there is a lot of controversy among scholars (Monroe), and some examples are missing. This paper presents the challenge of ‘openness’ in the empirical activities (or empirical practice) of researchers. Its purpose is to present the archiving data potential from in-depth interviews on the example of a small set of qualitative data from research in the field of public administration. Firstly, the basic assumptions of new models of functioning of public administration and related consequences for researchers are described. In the second part, the challenges related to openness in contemporary public administration models are briefly mentioned. Next, the method of creating an archive from existing data, individual stages, documents, and data is outlined; it is based on the author’s best practice on Qualidata (American Political Science Association; Van den Eynden et al.) and DA-RT principles.1 The summary includes examples of probable opportunities and challenges related to usage of data archiving for the research in public administration and political science development.

    The analysis of the condition of financial support of the state social policy in the economically developed countries and in Ukraine was made. The idea about the influence of the GDP growth rates dynamics on the share of social expenditures of these states was expressed and verified. It was defined that a relatively stable and high level of government social expenditures (nearly 20 percent) is achieved after several medium-term economic cycles, after which the economic system adapts to market relations, and the stabilization of social expenditures occurs. It makes it possible to assert that there is a certain optimum of the level of social expenditures, and the state aims to maintain it after its achievement. This level of expenditures ensures the implementation of the main goals of the state social policy.

    Artykuł jest próbą opisania w jaki sposób przejść od podejścia produktowego do podejścia procesowego zarządzania danymi przestrzennymi w polskich warunkach prawnych i faktycznych. Zaprezentowano nowatorski, autorski model przepływu danych przestrzennych w administracji publicznej, który między innymi: w zakresie wykorzystywania danych przestrzennych zrównuje sferę realną (faktyczne wykorzystanie) i sferę regulacyjną (prawną), racjonalizuje wydatkowanie środków finansowych przez administrację publiczną, odchodzi od podejścia opartego o wytwórców danych na rzecz użytkowników danych przestrzennych (zmian na podejście procesowe zarządzania danymi przestrzennymi), posiada zidentyfikowane mechanizmy stabilizacyjne, które uniezależniają model od zmian kompetencji poszczególnych podmiotów administracji publicznej. Następnie przedstawiono analizę staniu istniejącego w polskim systemie prawnym oraz zaproponowano zmiany do obowiązujących przepisów prawa, które dostosują obowiązujący model przepływu danych do modelu zaproponowanego przez autorkę.
    The paper is an attempt to describe how to transform from the product approach to the process approach in spatial data management in Polish legal and actual conditions. The paper presents an original, innovative model of spatial data flows in public administration, which: equate the real sphere (the actual use) and the regulatory (legal) sphere of using spatial data, rationalize disbursement of funds by public administration, get away from the approach focused on spatial data producers towards the spatial data users approach (changes into the process approach of spatial data management), offer stabilization mechanisms that make the model independent from changes in the competence of public administration bodies. The paper also presents the analysis of the binding conditions included in the Polish legal system and discusses possible changes of existing legal regulations that will adapt the current data flow model to the model proposed by the author.

    We developed, justified and verified methodological foundations for the professional training of specialists in public management of quality and security of socio-cultural forms of education, science and innovation systems of diploma-training of future representatives of the academic sphere, successors of scientific heritage of the trans-boundary level to consolidate the efforts of quality and safety cohesion of acquired and prolonged trajectories of employment and professional development , pleasure insurance according to the needs and requirements of interested and academically worthy and capable categories of applicants for educational and scientific services and consulting and advisory services to build intellectual and emotional capacity of perspective development of transcultural interaction of communicative perception of understanding and consent of diverse categories of society without breaking the biosocial stability equilibrium. We achieved the goals of axiological analysis of conceptual and categorical apparatus with regard to the problem of professional training of future public management specialists on the basis of scientific schools of managerialism in philosophical, psychological and pedagogical and managerial literature; we established the semantics of organization of professional training of future public management specialists for teaching activity ; we justified the structure of professional competence of future public management specialists. We applied a set of methods – axiological analysis, systemic and institutional for semantics of the training management system in higher education institutions and the development of methods for organizing professional training of future public management specialists for teaching activity; method of analogy and probabilistic modeling.

    Opis:
    Customs security, arguably one of the key factors of the economic dimension of public security, has a multifaceted character: it is crucial for economic operators, the society, and the state. At the national level, activities in this regard are performed by, among others, the National Revenue Administration. The goal of this paper is to discuss its role and activities. The research hypothesis has been formulated as follows: the National Revenue Administration, having regard to the significance of its protective function for public security, undertakes effective measures aimed at minimising threats and ensuring protection, and, as such, plays a key role in providing customs security. The paper has been structured as follows: the first part looks at the essence of security from the perspective of economic interests; the second part refers to the role and select activities of the National Revenue Administration as a guardian of customs security. A relevant summary follows, outlining the conclusions drawn from the considerations presented. The research was based on the descriptive analysis, preceded by a review of the subject literature, as well as an in-depth analysis of domestic and EU secondary legislation.
    Bezpieczeństwo celne, będące jednym z elementów ekonomicznego wymiaru bezpieczeństwa publicznego, ma wieloaspektowy charakter i jest istotne dla przedsiębiorców, społeczeństwa i państwa. Na poziomie krajowym zadania z tego zakresu realizuje m.in. Krajowa Administracja Skarbowa. Wskazanie na jej rolę oraz działania jest celem artykułu. Hipoteza badawcza została sformułowana następująco: Krajowa Administracja Skarbowa, mając na uwadze znaczenie funkcji ochronnej dla bezpieczeństwa publicznego, podejmuje skuteczne działania, których celem jest minimalizowanie zagrożeń i ochrona, pełniąc tym samym istotną rolę w zapewnianiu bezpieczeństwa celnego. Struktura artykułu obejmuje dwie części oraz podsumowanie. W pierwszej omówiono istotę bezpieczeństwa w aspekcie interesów ekonomicznych, druga odnosi się do roli i działań Krajowej Administracji Skarbowej jako strażnika bezpieczeństwa celnego. W podsumowaniu przedstawiono wnioski płynące z rozważań zawartych w artykule. W badaniach wykorzystano analizę opisową, poprzedzoną przeglądem źródeł literaturowych i aktów unijnego i krajowego prawodawstwa wtórnego.
    Die zollrechtliche Sicherheit, die eine der Elemente auf der wirtschaftlichen Ebene der öffentlichen Sicherheit ist, hat den multidimensionalen Charakter und ist wichitg für die Unternehmer, die Gesellschaft und den Staat. Auf nationaler Ebene nimmt die Aufgaben in diesem Bereich u. a die nationale Finanzverwaltung wahr. Der Artikel zeigt ihre Rolle und Tätigkeiten. Die Forschungshypothese wurde formuliert, wie folgt: die nationale Finanzverwaltung, in der Erwägung der Bedeutung der schützenden Funktion für die öffentliche Sicherheit, nimmt wirksame Maßnahmen vor, deren Ziel die Minderung von Risiken und der Schutz ist, sie spielt also eine wichtige Rolle bei der Gewährleistung der zollrechtlichen Sicherheit. Die Struktur des Artikels umfasst zwei Teile und eine Zusammenfassung. Im ersten Teil wurde das Wesen der Sicherheit im Aspekt der wirtschaftlichen Interesse erörtert, der zweite bezieht sich auf die Rolle und Tätigkeiten der nationalen Finanzverwaltung Polens als Hüter der zollrechtlichen Sicherheit. In der Zusammenfassung wurden die sich aus dem im Artikel enthaltenen Überlegungen ergebenden Schlussfolgerungen dargestellt. In den Untersuchungen nutzte man die beschreibende Analyse, der eine Übersicht der Literaturquellen und Akte der sekundären Rechtsvorschriften auf der EU- und nationalen Ebene vorausgeht.
    Таможенная безопасность, являющаяся одним из элементов экономического измерения общественной безопасности, носит многогранный характер и имеет существенное влияние на предпринимателей, общество и государство. На государственном уровне, задачи в этой сфере, в частности, возложены на Национальную налоговую администрацию. В статье рассмотрена роль и деятельность этого органа. Для нужд работы была сформулирована следующая исследовательская гипотеза: Национальная налоговая администрация, учитывая важность защитной функции для общественной безопасности, принимает эффективные меры, направленные на минимизацию угроз и защиту государства, тем самым выполняя важную роль в обеспечении таможенной безопасности. Статья состоит из двух частей и выводов. В первой части обсуждена сущность безопасности в аспекте экономических интересов, во второй – речь идет о роли и деятельности Национальной налоговой администрации – стоящей на стражи таможенной безопасности. В исследовании использовался описательный анализ, которому предшествовал обзор научной литературы и правовых актов Европейского Союза и национального законодательства.
