This paper discuss the issue of pre-stress losses which occur in the FRP prestressed concrete structures. The prestress losses consist of immediate losses just after pre-tensioning of the FRP composite and time-dependent losses. Prestress losses are affected by different factors as strength properties of used materials, ambient temperature, humidity, UV radiation, bond between the FRP material and RC specimen, type of anchorage and creep of prestressing system. Two types of tests can be found in the available literature: material samples subjected to sustained uniaxial tension which verify the relaxation of FRP tendons (Wang et al., Sasaki and Nishizaki, Shi et al and Oskouei and Taleie) and flexural tests of RC beams strengthened with pre-tensioned FRPs (Wang et al.). Authors considered different types of composites: carbon (Wang et al, Sasaki and Nishizaki, Oskouei and Taleie), aramid (Sasaki and Nishizaki, Oskouei and Taleie), glass (Sasaki and Nishizaki), vinyl (Sasaki and Nishizaki) and basalt (Shi et al.).

Introduction. Glass-ionomers have the ability to chemically bond to enamel and dentin, and are characterized by longterm fluoride release and absorption of fluoride from surrounding sources. Objective. The aim of the presented long-term clinical trial was to evaluate and compare the three-year clinical performance of the experimental glass-ionomer cement ‘SJZ/W’ with the bi-functional fluid placed in carious and non-carious cavities. Material and methods. Seventy restorations were made in adult patients of both genders. Clinical evaluation was performed at baseline and yearly intervals after placement using Ryge’s scale, considering the surface structure, anatomical form of the restoration and marginal integrity. Results. Immediately after placement, 70 restorations were assessed, 65 of which were subject to clinical evaluation after a year, 63 subject to clinical evaluation after 2 years, and 3-year evaluation was made for 55 restorations. The material showed minor changes in evaluated parameters and no differences were detected between their performance at baseline, and after three years only in anatomical shape. No post-operative sensitivity was recorded. Conclusion. The examined glass-ionomer ‘SJZ/W’ provided an acceptable clinical performance over a three-year period.

The growth in worldwide data traffic and user subscriptions in mobile telecommunication networks makes it increasingly difficult to manage network performance in an environment already containing multiple radio access technologies. Despite the rise of 5G, LTE remains the dominant technology, and new cells are installed daily to support traffic growth and new services such as voice over LTE. Detecting faulty cells in the network is one of the main concerns of operators. Self organizing networks have been introduced to deal with this problem, and their self healing functionality has improved cell fault management. Nonetheless, faulty cell detection remains challenging, and most of the tasks involved are still done manually. This paper introduces a new method of faulty cell detection in an LTE radio access network, applying multiple criteria methods to this problem. The cells are ranked based on selected key performance indicators, using the multi attribute utility theory to construct a utility function. The analytic hierarchy process is used to define weights for the criteria.

Due to its extraordinary hardness, decorative appearance and possible small dimensions, black locust wood is assumed to be an excellent material for strip parquetflooring. The favourable colour changes achieved by controlled steam treatment further increased the utilization potential of this material. Flooring was installed on a student dormitory stair landing in heavy use. Due to the flooring’s very high exposure, 5 years was considered a long enough period to compare the different face layer materials during in-service test. Oil was used as a coating to avoid the remarkable protecting effect of hard film-forming varnishes (acrylic, etc.) against abrasion. Besides the flooring turning grey (all face layers no matter what treatment), only some delamination occurred at certain places after five years in service.The laboratory test results for abrasion resistance, dimensional changes and deformation were analysed. Additionally, the Brinell-Mörath hardness after indoor service and the abrasion due to indoor service were analysed. In terms of abrasion resistance, dimensional changes and deformation, no essential differences werefound between the oil-treated and untreated black locust wood on the one hand, and the control oak specimen on the other. Long-term tests showed that, after 5 years in service, the Brinell-Mörath-hardness decreased considerably for all the testedmaterials. The type of section and the presence of wide rays influenced the roughness and the waviness of the surface after indoor service.

This article presents issues related to the implementation of performance-based budget in Poland and the arguments justifying the need for further strengthening activities in this area. The first section presents obstacles and concerns related to this new budget system raised by the experts. Next, the process of implementation of the performance budgeting is covered, with particular focus on the changes within the scope of organisation and coordination. The author discusses the connection between performance-based budgeting and strategic planning, in particular with the mid-term integrated strategies 2012–2020. In conclusion, she stresses the need for corrections and deepening the discussion on effective performance-based budgeting in Poland.

IP scheduled throughput defined according to 3GPP TS 36.314 reflects user throughput regardless of traffic characteristics, and therefore has become one of the most important indicators for monitoring Quality of Service (QoS) of the end user in Evolved Universal Terrestrial Radio Access Network (E-UTRAN). However, networks built on a distributed architecture make the above definition impossible to be applied directly due to the implementation challenges. This paper gives an overview of the classical Long Term Evolution (LTE) architecture as opposed to Dual Connectivity (DC) topology and focuses on a novel method of solving the calculation issue with the IP scheduled throughput measurement in edge computing environment. Experimental results show a good agreement with the real end user perception.
