Intencją autora artykułu jest zaprezentowanie procesu przemieszczenia kontyngentu wojskowego na odległy teatr działań, z uwzględnieniem poszczególnych etapów jego realizacji w świetle obowiązujących standardów i wymagań sojuszniczych. Szczególną uwagę zwrócono na aspekty ekonomiczne towarzyszące procesowi decyzyjnemu oraz wielowariantowość działania, a także na fazę wykonawczą przedsięwzięcia z uwzględnieniem szeregu zagrożeń i sposobów minimalizacji ryzyka ich wystąpienia. Ukazane zostały również problemy związane z organizacją transportu na teatrze działań oraz funkcjonowaniem powietrznych i morskich mostów transportowych.
The main purpose of this article is to present the deployment process of a military contingent to an overseas theatre of operation in the light of NATO standards and requirements. In particular, attention has been drawn to the economic aspects associated with planning and executing an operation and also other important problems connected with supply chain security. An attempt has been made to show the in-theatre transport system organisation including procedures and capabilities of military airlift and sealift.

Proper organization and functioning of supply to Polish Military Contingents performing tasks outside the country is one of the essential elements of maintaining their proper operational capability. In addition to the National Support Element, a particular role in the procurement proces is provided by the Logistic Supply Unit (LSU) to whom the Polish Military Contingent has been allocated. The forementioned body is also responsible for the organization and implementation of the specialized training process for National Support Element soldiers, and then directing its activities in the field of national logistical support. Apart from a number of undertakings resulting from the obligations of supplying Polish Military Units, LSU also carries out tasks related to the organization of wheeled transport with supply from the country to the mission area, material resources and military equipment withdrawn from the Polish Military Contingents to the country, and the logistics of support the rotation of subsequent PMC shifts.
Prawidłowa organizacja i funkcjonowanie zabezpieczenia materiałowego polskich kontyngentów wojskowych wykonujących zadania poza granicami kraju jest jednym z zasadniczych elementów utrzymywania ich właściwej zdolności operacyjnej. Szczególną rolę w procesie zaopatrywania w środki zaopatrzenia, oprócz Narodowego Elementu Wsparcia, odgrywa oddział gospodarczy (OG), któremu na zaopatrzenie przydzielono Polski Kontyngent Wojskowy (PKW). Organ ten odpowiedzialny jest także za organizację i realizację procesu szkolenia specjalistycznego żołnierzy Narodowego Elementu Wsparcia, a następnie kierowanie jego działalnością w zakresie logistycznego wsparcia narodowego. Oprócz szeregu przedsięwzięć wynikających z obowiązków związanych z zaopatrywaniem polskich jednostek wojskowych OG realizuje także zadania związane z organizacją transportu kołowego z zaopatrzeniem z kraju do rejonu misji, środków materiałowych i sprzętu wojskowego (SpW) wycofywanych z PKW do kraju oraz rotacji kolejnych zmian PKW.

One of the common problems encountered frequently in logistic issues is PDPTW (pickup and delivery problem with time windows) where a limited transport base is to be used to expedite goods in an efficient way from point A to point B. Every organisation, both business and non-profit is, for obvious reasons, unable to grasp the whole logistic process without the aid of automation, so it has to be equipped with a logistics support system. A viable alternative to other analytical solutions can therefore come in the form of a system based on genetic algorithms, which takes into account the limitations of the infrastructure, the time frame and the resulting penalty for any delay. This platform should also allow for the transition from a mathematically defined solution to a problem (however little practical use it has) to the real logistical problems based on the actual needs of the industry. Such a system was implemented, and with the basic genetic operators (cloning, mutation and crossover) is able to plan a solution for any arbitrarily defined, solvable problem of transportation, with the help of any algorithm using those operators. After starting the program and entering the dataset, the pre-set number of simulated generations of the genetic algorithm is started with the default chosen SPEA algorithm (strength Pareto evolutionary algorithm). The results of the simulation in the form of the final set of solutions are being saved to a file. For the algorithm applied to the test problem, the optimal solution for each variable, or middle-ground solutions were found.
Jednym ze standardowych problemów spotykanych często w zagadnieniach logistycznych jest PDPTW (Pickup and Delivery Problem with Time Windows), gdzie dysponując ograniczoną bazą transportową, należy w sposób efektywny transportować towary z punktu A do B. Każda organizacja, zarówno biznesowa, jak i o charakterze niekomercyjnym, z oczywistych powodów niemożności ogarnięcia całościowo procesów logistycznych bez pomocy automatyzacji musi być wyposażona w system wsparcia logistycznego. Alternatywą dla innych rozwiązań analitycznych może być zatem system oparty na algorytmach genetycznych, biorący pod uwagę możliwości infrastruktury oraz ramy czasowe i wynikające z nich kary za opóźnienia. Platforma ta powinna też umożliwić przejście od rozwiązywania problematu zdefiniowanego matematycznie (jednak mającego nikłe zastosowanie praktyczne) do problemów logistycznych opartych na faktycznych potrzebach przemysłowych. System taki został zaimplementowany i przy użyciu podstawowych operatorów genetycznych – klonowania, mutacji i krzyżówki jest w stanie planować rozwiązania dla dowolnie zdefiniowanego rozwiązywalnego problemu transportowego oraz dowolnie zdefiniowanego algorytmu używającego tych operatorów. Po uruchomieniu programu i wprowadzeniu danych rozpoczynana jest symulacja zadanej ilości pokoleń algorytmu genetycznego, domyślnie wykonywanych według algorytmu SPEA (Strength Pareto Evolutionary Algorithm). Wyniki symulacji w postaci końcowego zbioru rozwiązań wypisywane są do pliku. Dla zastosowanego algorytmu dla problemu testowego znalezione zostały rozwiązania optymalne dla każdej ze zmiennych bądź rozwiązania pośrednie.

Budownictwo to jedna z najważniejszych gałęzi gospodarki. Specyfika tej branży powoduje, że logistyka odgrywa ogromną rolę w prowadzeniu prac budowlanych. Szczególnie istotny jest tutaj system metalogistyczny, związany z dostarczaniem materiałów na miejsce inwestycji. Celem artykułu jest przedstawienie istoty funkcjonowania hurtowni budowlanych z uwzględnieniem wsparcia logistycznego usług w budownictwie oraz zaprezentowanie istotnych korzyści, które daje wykonawcy budowlanemu współpraca ze sprawnie funkcjonującym składem budowlanym. Podczas pracy nad artykułem zastosowano metodę obserwacji uczestniczącej. Na podstawie przeprowadzonej analizy stwierdzono, że hurtownie budowlane odgrywają niezwykle istotną rolę w systemach logistycznych firm budowlanych. Główne korzyści, które oferują wykonawcom budowlanym, to nie tylko zapewnienie dostępności materiałów oraz ich terminowa dostawa zsynchronizowana z harmonogramem prac, ale także możliwość skorzystania z wielu usług dodatkowych.
Construction is one of the most important branches of the economy. The specificity of this industry causes that logistics plays a huge role in conducting construction works. The metalogistic system related to the delivery of materials to the investment site is particularly important here. The aim of the article is to present the essence of the functioning of construction wholesalers, taking into account logistic support for construction services and to point out the significant benefits for the builders resulting from cooperation with an construction warehouse. The participant observation method was used. Based on the analysis, it was found that construction wholesalers play a very important role in the logistics systems of construction companies. The main benefits that they offer the builders include not only the availability of materials and their timely delivery synchronized with the work schedule, but also the access to many additional services.

Logistic support of local government units in Poland is a one of subject that, in the area of logistics considerations, occupies an even more important place. On the one hand, the question is whether logistics in LGU should be considered as an element of effective management and, on the other hand, logistic activities should be considered in terms of support. The differences in consistency and scope of logistic activities (and logistical support) at different levels of LGU have been assumed to be the basic issue. The reflections were based on theoretical assumptions about the possibilities of using logistic processes and actions in the functioning of local government units. The article has a theoretical character. The logistic paradigm has attempted to define integrated logistical support for local government units. Using the method of secondary analysis of documents and the deduction technique, the possibility of proposing the concept of vertical integration of logistic support measures in local government units was proposed. To this end, the scope of logistic support for territorial self-government units has been characterized, taking into account the voivodship, poviat and commune levels. Identification and discussion of the concept of integrated logistic support of the territorial self-government units has been identified and implemented thus realizing the purpose of the article aiming at identifying possibilities of integration of logistic support measures as a contribution to the economic and social development of Poland’s regions.
Wsparcie logistyczne jednostek samorządu terytorialnego w Polsce stanowi temat, który w zakresie rozważań o logistyce zajmuje coraz ważniejsze miejsce. Z jednej strony poszukuje się odpowiedzi na pytanie, czy logistyka w JST rozpatrywana powinna być jako element skutecznego zarządzania, a z drugiej strony czy działania logistyczne należy jednak rozpatrywać w kategoriach wsparcia. Za podstawowy problem przyjęto różnice w spójności i zakresie działań logistycznych (i wsparcia logistycznego) na różnych szczeblach JST. Rozważania oparto na teoretycznych przesłankach możliwości wykorzystania procesów i działań logistycznych w funkcjonowaniu JST. Artykuł ma charakter teoriopoznawczy. Na kanwie paradygmatu logistyki dokonano próby zdefiniowania zintegrowanego wsparcia logistycznego JST. Wykorzystując metodę analizy wtórnej dokumentów źródłowych oraz technikę dedukcji, przyjęto możliwość zaproponowania koncepcji pionowej integracji działań wsparcia logistycznego w JST. W tym celu scharakteryzowano zakres wsparcia logistycznego dla JST z uwzględnieniem szczebli: wojewódzkiego, powiatowego i gminnego. Zidentyfikowano i omówiono przesłanki koncepcji zintegrowanego wsparcia logistycznego JST, realizując w ten sposób cel artykułu dążący do identyfikacji możliwości integracji działań wsparcia logistycznego jako przyczynku do rozwoju gospodarczego i społecznego regionów Polski.

Background: The aim of the considerations is to present the concept of the ecological footprint of logistic support for a rescue operation on the example of a natural disaster. Increasing pressure of environmental requirements placed on all logistic activities, including logistic support, justifies the attention drawn to the subject. Methods: Selecting a natural disaster - as a reference for the concept of the ecological footprint - constitutes an attempt to draw attention to the fact that logistic support for a rescue operation in the case of a natural disaster - apart from an unquestionably positive role - also negatively affects the environment, which should be exposed, and this will be manifested by creation of measuring and analysing instruments necessary within undertaken activities aimed at minimalization of the negative impact of logistic support on the environment. The ecological footprint can be considered to be such an instrument. Results: Based on the general formula of the ecological footprint and its methodology presented in "Working Guidebook to the National Footprint Accounts 2014", a formula of the ecological footprint of logistic support for a rescue operation on the example of a natural disaster was created. Conclusions: The assumptions of the concept of the ecological footprint of logistic support for a rescue operation on the example of a natural disaster were based on the assumptions of logistic support for a rescue operation and on the assumptions of the resource concept and external costs of logistic support for a rescue operation on the example of a natural disaster.
Wstęp: Celem rozważań jest przedstawienie koncepcji śladu ekologicznego wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej. Coraz większa presja wymogów środowiskowych wywierana na wszelką działalność logistyczną, w tym również tą, w formie wsparcia logistycznego, uzasadnienia atencję dla podjętej problematyki. Metody: Wybór katastrofy naturalnej - jako płaszczyzny odniesienia koncepcji śladu ekologicznego - jest z kolei próbą zwrócenia uwagi, że wsparcie logistyczne akcji ratunkowej w sytuacji katastrofy naturalnej, oprócz bezsprzecznie pozytywnej roli, również oddziałuje negatywnie na środowisko, które należy eksponować, czego przejawem będzie tworzenie instrumentów pomiaru i analizy, niezbędnych przy podejmowaniu działań, mających na celu minimalizację negatywnego oddziaływania wsparcia logistycznego na środowisko. Ślad ekologiczny można uznać za taki instrument. Wyniki: W oparciu o ogólną formułę śladu ekologicznego oraz jej metodykę przedstawioną w "Working Guidebook to the National Footprint Accounts 2014", utworzono formułę śladu ekologicznego wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej. Wnioski: Założenia koncepcji śladu ekologicznego wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej oparto na założeniach wsparcia logistycznego akcji ratunkowej oraz na założeniach koncepcji zasobowej i kosztów zewnętrznych wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej.

Koncepcja wspomagania logistycznego i metoda analizy wspomagania logistycznego powstały w obszarze logistyki wojskowej. Coraz częściej są stosowane w systemach cywilnej logistyki. Artykuł prezentuje wyniki badań nad własnościami użytkowymi koncepcji wspomagania logistycznego i metody analizy wspomagania logistycznego. Badania polegały na zastosowaniu koncepcji wspomagania logistycznego (logistics suport) i metody analizy wspomagania logistycznego (supportability analysis) do usprawnienia funkcjonowania dystrybucji w warunkach wybranego przedsiębiorstwa.
The concept of logistic support and supportability analysis method developed in the area of military logistics. Increasingly are used in civilian logistics systems. The article presents the results of research on the utilitarian properties of concept of logistic support and supportability analysis method. The study included the use of the concept of logistic support and method of supportability analysis to improve the operation of the distribution in the conditions of the selected company.

In paper was showed structure of "Homar" rocket system, its technical equipment and need of logistic support. In that support it is taken into account need of maintenance of systems on specified level of reliability. Together with logistic support it was stressed need of economic support within life cycle of rocket system. Particular attention is taken to repair processes applicable in peace time and within operation. In the peace time it was taken into account service and repair abilities arising from structure like service and repair planned arising from parameters characteristic for given kind of equipment. Similar procedures of service and repair were showed for operation. During the peace time there are standard procedures and equipment but during operation there is necessity of using special repair workshops. It was proposed workshop of special repair on the wheeled chassis and vehicle of technical support designated for temporary repairs and evacuation of damaged equipment to point of gathering that equipment. There were proposed specialists to conducting service and repair works in mentioned workshops. For transportation of weapon system (rockets) was proposed vehicle with ability of loading and unloading on itself and/or launch. In service and repair and loading/unloading processes were proposed proper systems of security of works. Great attention in work was dedicated to problems of logistic support of fire system (launch). It concern of commanding systems, executive systems and commanding superior and subordinate subsystems. Those commanding modules/vehicles which should be technically efficient are the subject of service and repair processes similarly to basic modules. Separate problem of logistic support are subsystems enable gathering of additional information from reconnaissance UAVs and meteorology support. Logistic support of system was proposed taking into account life cycle of fire system module. In that process it was dedicated great attention to acquisition stage with using of tender as the main way to get lowest costs. In the maintenance stage in particular was stressed service and repair processes. At the end of maintaining stage of fire system there are proposed conditions concerned with disposal and/or recycling. That work emphasizes practical attitude from logistic support point of view in application aspect. It is also proposed that the problem of logistic support should be enclosed to general system of management of maintenance processes which encompass of land forces equipment.

W artykule przedstawiono metodykę postępowania w procesie zabezpieczenia logistycznego systemów uzbrojenia. W procesie zabezpieczenia zaproponowano ocenę ekonomiczną za pomocą wskaźników. Przywołano proces przetargowy, szacowanie kosztów w całym procesie eksploatacji oraz w procesie recyklingu i utylizacji, uwzględniono proces zabezpieczenia misji zagranicznych. Przewidziano system wyznaczania wskaźników ocenowych za pomocą funkcjonującego systemu informatycznego.
A procedure is presented in the paper to secure the process of logistic support of weapon systems. It is proposed to use tools of financial effectiveness for this process of support. And for that reason some tools are presented like the biding process and estimation of costs within the whole life cycle and for recycling and utilisation. Support of international missions is taken into account. A concept for determination of evaluation tools by using existing computerised systems is also presented.

W referacie przedstawiono analizę możliwości wykonawczych systemu rakietowego MLRS-P, z wykorzystaniem krajowego zaplecza badawczo-rozwojowego i przemysłu obronnego. Uwzględniono harmonogram realizacji systemu i jego uwarunkowania wdrożeniowe. W artykule przedstawiono możliwości czasowe, a szczególnie skupiono się na współpracy dotyczącej powstawania pocisków rakietowych. Przedstawiono możliwości produkowania elementów rakietowego silnika i jego oprzyrządowania. Pozostałe składniki systemu rakietowego są możliwe do pozyskania w krajowym przemyśle obronnym. W artykule zwrócono uwagę na możliwość wykorzystania doświadczenia zespołu, który zaprojektował i wdrożył do produkcji artyleryjski system rakietowy BM-21 M.
Feasibility study of Missile System MLRS-P by using Polish research and development institutions and defense industry is presented in the paper. The schedule of system development and requirements of implementation are presented. The time perspective is included focusing on the cooperation for the development of rocket motors. Capacities for the manufacture of rocket motor’s components and fittings are described. The remaining parts of the system can be manufactured by the Polish defence industry. A stress is put in the paper to use the experience of the team that developed and introduced into the manufacture process the artillery rocket system BM-21 M.
