To the modern philosophy of logistic processes improvement belongs concept of Integrated Logistic Support (ILS) that was mostly developed in aircraft industry and other branches of production, and also at exploitation of Complicated Technical Systems (CTS). ILS originates from Computer Aided Acquisition and Logistic Support (CALS) initiative and it has importance of continual acquisition and products life cycle (LC) support in the present time. The main tool of ILS is Logistic Support Analysis (LSA). LSA utilizes synergetic effect of technical disciplines that use uniform special data base (DB LSA), with aim to shorten duration of technological processes, starting from research, continuing to project proposal, production, up to maintenance and complex Life Cycle Support (LCS) of CTS. In the aircraft engineering it enables to project and plan production and logistic support in real time, higher competitiveness, reengineering of company processes at research, production and working of high-tech products. Control and establishment of flexible global logistic networks, with their huge communication and coordination needs, makes assumptions of their future intensive development.

Cultural heritage is irrecoverable treasure of every nation; it indicates the development of community and demonstrates its cultural level and education. Reasons of damage or cultural heritage devastation vary: threats can be caused by anthropogenic or environmental affects, war conflict, terrorist attacks, etc. Cultural heritage protection is included into the Constitution as well as into further legislative acts and standards. Evacuation of movable cultural heritage is one way of its protection; there are high requirements for professional preparation as well as competent and complex logistic support.

The article presents the concept of building a transport system model based on the example of maritime aviation SAR service. The applied methodology of efficiency assessment lists the individual elements of the system and then, after applying the mathematical formalization, aims to describe the structure of the system. The logistics system of armed forces is a military organization consisting of management units as well as logistic sections and facilities which are interrelated. It has infrastructure which is adequate to the conducted processes and possessed resources, it conditions the transformation of logistic resources into logistic processes. It allows particular logistic resources to efficiently use time and space and hence perform functions related to logistic support by a given system1. The article titled “Logistic support of Polish Military Contingents – selected issues” focuses on general rules of logistic support, possible implementations, planning and coordination. The article gives a definition of logistics and its message. It also encompasses information related to inventory stocks philosophy and ways of keeping stocks. It also presents the characteristics of principles used in logistics in foreign operations.

W referacie przedstawiono analizę możliwości wykonawczych systemu rakietowego MLRS-P, z wykorzystaniem krajowego zaplecza badawczo-rozwojowego i przemysłu obronnego. Uwzględniono harmonogram realizacji systemu i jego uwarunkowania wdrożeniowe. W artykule przedstawiono możliwości czasowe, a szczególnie skupiono się na współpracy dotyczącej powstawania pocisków rakietowych. Przedstawiono możliwości produkowania elementów rakietowego silnika i jego oprzyrządowania. Pozostałe składniki systemu rakietowego są możliwe do pozyskania w krajowym przemyśle obronnym. W artykule zwrócono uwagę na możliwość wykorzystania doświadczenia zespołu, który zaprojektował i wdrożył do produkcji artyleryjski system rakietowy BM-21 M.
Feasibility study of Missile System MLRS-P by using Polish research and development institutions and defense industry is presented in the paper. The schedule of system development and requirements of implementation are presented. The time perspective is included focusing on the cooperation for the development of rocket motors. Capacities for the manufacture of rocket motor’s components and fittings are described. The remaining parts of the system can be manufactured by the Polish defence industry. A stress is put in the paper to use the experience of the team that developed and introduced into the manufacture process the artillery rocket system BM-21 M.

W artykule przedstawiono metodykę postępowania w procesie zabezpieczenia logistycznego systemów uzbrojenia. W procesie zabezpieczenia zaproponowano ocenę ekonomiczną za pomocą wskaźników. Przywołano proces przetargowy, szacowanie kosztów w całym procesie eksploatacji oraz w procesie recyklingu i utylizacji, uwzględniono proces zabezpieczenia misji zagranicznych. Przewidziano system wyznaczania wskaźników ocenowych za pomocą funkcjonującego systemu informatycznego.
A procedure is presented in the paper to secure the process of logistic support of weapon systems. It is proposed to use tools of financial effectiveness for this process of support. And for that reason some tools are presented like the biding process and estimation of costs within the whole life cycle and for recycling and utilisation. Support of international missions is taken into account. A concept for determination of evaluation tools by using existing computerised systems is also presented.

We present an overview of some recent developments in the area of inventory planning and maintenance scheduling issues. The emphasis is on spare part inventory models, which authors divided into four main groups of models: models of optimal spare part inventory policy for system under PM, number of spare parts optimization models, storage reliability models, multi-echelon systems models. Later, in the paper there is considered the time dependent system of systems where the system total task must be executed during the constrained time resource. There is used the simulation approach to investigate the influence of parameters of the procurement process (order quantity, critical inventory level, lead-time length) on the system of systems behavior.

The main focus of this paper is the capabilities of Unmanned Aerial Vehicles as a military logistic support in conflicts areas. The conducted research addresses the problems of traditional military delivery methods. Next, the problem of using UAVs only for civilian purposes is considered. The paper begins with short elucidation of logistic support and further provides the classification of logistic materials and discusses five categories of military equipment from the logistics point of view. Next, the paper discusses the characteristics of the parameters and properties of the chosen existing UAVs that are used for the delivery of materials. Consequently, a comparison of the UAVs is carried out, and new technologies for logistic transport are presented. This paper is concluded with the claim that it is necessary to modernize the process of logistic support in the military.

The concept of logistic support and supportability analysis method developed in the area of military logistics. Increasingly are used in civilian logistics systems. The article presents the results of research on the utilitarian properties of concept of logistic support and supportability analysis method. The study included the use of the concept of logistic support and method of supportability analysis to improve the operation of the distribution in the conditions of the selected company.

The paper considers problem of city transportation system performance. Reliability analysis of such a complex system is complicated by several factors. One of them is the possibility of logistic support elements unreliability defined as unavailability of spare elements when desired, what in result may lead to decrease of performance of the system being supported. Thus, both systems must be considered in a single model. However, the simultaneous setting of all structural parameters (e.g. redundancy, repair shop capacity) and control variables (e.g. spare part inventory levels, maintenance policy parameters, time resource) is mathematically a hard problem. This paper investigates Petri net model of the system with the use of Monte Carlo simulation as a solution technique. Comparison of the simulation results with characteristics of real-life system is given.

One of the common problems encountered frequently in logistic issues is PDPTW (pickup and delivery problem with time windows) where a limited transport base is to be used to expedite goods in an efficient way from point A to point B. Every organisation, both business and non-profit is, for obvious reasons, unable to grasp the whole logistic process without the aid of automation, so it has to be equipped with a logistics support system. A viable alternative to other analytical solutions can therefore come in the form of a system based on genetic algorithms, which takes into account the limitations of the infrastructure, the time frame and the resulting penalty for any delay. This platform should also allow for the transition from a mathematically defined solution to a problem (however little practical use it has) to the real logistical problems based on the actual needs of the industry. Such a system was implemented, and with the basic genetic operators (cloning, mutation and crossover) is able to plan a solution for any arbitrarily defined, solvable problem of transportation, with the help of any algorithm using those operators. After starting the program and entering the dataset, the pre-set number of simulated generations of the genetic algorithm is started with the default chosen SPEA algorithm (strength Pareto evolutionary algorithm). The results of the simulation in the form of the final set of solutions are being saved to a file. For the algorithm applied to the test problem, the optimal solution for each variable, or middle-ground solutions were found.
Jednym ze standardowych problemów spotykanych często w zagadnieniach logistycznych jest PDPTW (Pickup and Delivery Problem with Time Windows), gdzie dysponując ograniczoną bazą transportową, należy w sposób efektywny transportować towary z punktu A do B. Każda organizacja, zarówno biznesowa, jak i o charakterze niekomercyjnym, z oczywistych powodów niemożności ogarnięcia całościowo procesów logistycznych bez pomocy automatyzacji musi być wyposażona w system wsparcia logistycznego. Alternatywą dla innych rozwiązań analitycznych może być zatem system oparty na algorytmach genetycznych, biorący pod uwagę możliwości infrastruktury oraz ramy czasowe i wynikające z nich kary za opóźnienia. Platforma ta powinna też umożliwić przejście od rozwiązywania problematu zdefiniowanego matematycznie (jednak mającego nikłe zastosowanie praktyczne) do problemów logistycznych opartych na faktycznych potrzebach przemysłowych. System taki został zaimplementowany i przy użyciu podstawowych operatorów genetycznych – klonowania, mutacji i krzyżówki jest w stanie planować rozwiązania dla dowolnie zdefiniowanego rozwiązywalnego problemu transportowego oraz dowolnie zdefiniowanego algorytmu używającego tych operatorów. Po uruchomieniu programu i wprowadzeniu danych rozpoczynana jest symulacja zadanej ilości pokoleń algorytmu genetycznego, domyślnie wykonywanych według algorytmu SPEA (Strength Pareto Evolutionary Algorithm). Wyniki symulacji w postaci końcowego zbioru rozwiązań wypisywane są do pliku. Dla zastosowanego algorytmu dla problemu testowego znalezione zostały rozwiązania optymalne dla każdej ze zmiennych bądź rozwiązania pośrednie.

Niniejszy artykuł dotyczy problematyki wsparcia logistycznego polskich kontyngentów wojskowych (PKW) realizujących zadania poza granicami kraju. Celem opracowania jest identyfikacja zadań, jakie terytorialny system zabezpieczenia logistycznego realizuje na rzecz kontyngentów wojskowych uczestniczących w operacjach wielonarodowych poza granicami kraju. Autor przedstawia dostępne opcje organizacji zabezpieczenia logistycznego PKW, w tym rozwiązania logistyki wielonarodowej. Następnie opisuje rolę poszczególnych elementów systemu logistycznego SZ RP w zakresie wsparcia PKW, poddając szczególnej analizie zadania realizowane przez jednostki terytorialny system zabezpieczenia logistycznego, tj. regionalne bazy logistyczne i wojskowe oddziały gospodarcze.
The article concerns the problems of the logistic support of Polish military contingents (PMC) performing tasks outside the country. The aim of the study is to identify the tasks that the territorial logistic system performs for military contingents participating in multinational operations outside the country. The author presents available options of the organization of logistic support of PMC, including multinational logistics solutions. Then describes the role of the individual elements of the logistics system of Polish Armed Forces in the support of PMC, subjecting specific analysis tasks carried out by the units of territorial logistic support system i.e. regional logistic bases and military support units.

The paper presents the System of Wireless Logistics Support WLSSTM developed by the Institute of Innovative Technologies EMAG as well as its fundamental functions. It is focused particularly on the system characteristics corresponding with market needs in the scope of providing mine transportation supervisors with information of critical importance for mine transportation management. The authors present communication capacity, modularity and extension options of the system and emphasize low cost of necessary infrastructure and transportation safety.

Gastronomy is currently one of the most popular and still dynamically developing branches of business, not only in terms of new techniques or culinary styles, but also new types of business models. Areas of food trucks activity that may be covered by logistic support can be considered as strategic challenges for its functioning. Each disruption of logistic processes in this area results in reduced chances for business success and achieving a competitive advantage. The aim of the article is to identify areas of logistical support and barriers in the food trucks business that have an impact on the scope of logistic support. The aim of the work is to implement the Authors using a homogeneous multiple approach, based on: direct observation, analysis of the text of current documents, deepened free targeted interviews.

Budownictwo to jedna z najważniejszych gałęzi gospodarki. Specyfika tej branży powoduje, że logistyka odgrywa ogromną rolę w prowadzeniu prac budowlanych. Szczególnie istotny jest tutaj system metalogistyczny, związany z dostarczaniem materiałów na miejsce inwestycji. Celem artykułu jest przedstawienie istoty funkcjonowania hurtowni budowlanych z uwzględnieniem wsparcia logistycznego usług w budownictwie oraz zaprezentowanie istotnych korzyści, które daje wykonawcy budowlanemu współpraca ze sprawnie funkcjonującym składem budowlanym. Podczas pracy nad artykułem zastosowano metodę obserwacji uczestniczącej. Na podstawie przeprowadzonej analizy stwierdzono, że hurtownie budowlane odgrywają niezwykle istotną rolę w systemach logistycznych firm budowlanych. Główne korzyści, które oferują wykonawcom budowlanym, to nie tylko zapewnienie dostępności materiałów oraz ich terminowa dostawa zsynchronizowana z harmonogramem prac, ale także możliwość skorzystania z wielu usług dodatkowych.
Construction is one of the most important branches of the economy. The specificity of this industry causes that logistics plays a huge role in conducting construction works. The metalogistic system related to the delivery of materials to the investment site is particularly important here. The aim of the article is to present the essence of the functioning of construction wholesalers, taking into account logistic support for construction services and to point out the significant benefits for the builders resulting from cooperation with an construction warehouse. The participant observation method was used. Based on the analysis, it was found that construction wholesalers play a very important role in the logistics systems of construction companies. The main benefits that they offer the builders include not only the availability of materials and their timely delivery synchronized with the work schedule, but also the access to many additional services.

Logistic support of local government units in Poland is a one of subject that, in the area of logistics considerations, occupies an even more important place. On the one hand, the question is whether logistics in LGU should be considered as an element of effective management and, on the other hand, logistic activities should be considered in terms of support. The differences in consistency and scope of logistic activities (and logistical support) at different levels of LGU have been assumed to be the basic issue. The reflections were based on theoretical assumptions about the possibilities of using logistic processes and actions in the functioning of local government units. The article has a theoretical character. The logistic paradigm has attempted to define integrated logistical support for local government units. Using the method of secondary analysis of documents and the deduction technique, the possibility of proposing the concept of vertical integration of logistic support measures in local government units was proposed. To this end, the scope of logistic support for territorial self-government units has been characterized, taking into account the voivodship, poviat and commune levels. Identification and discussion of the concept of integrated logistic support of the territorial self-government units has been identified and implemented thus realizing the purpose of the article aiming at identifying possibilities of integration of logistic support measures as a contribution to the economic and social development of Poland’s regions.
Wsparcie logistyczne jednostek samorządu terytorialnego w Polsce stanowi temat, który w zakresie rozważań o logistyce zajmuje coraz ważniejsze miejsce. Z jednej strony poszukuje się odpowiedzi na pytanie, czy logistyka w JST rozpatrywana powinna być jako element skutecznego zarządzania, a z drugiej strony czy działania logistyczne należy jednak rozpatrywać w kategoriach wsparcia. Za podstawowy problem przyjęto różnice w spójności i zakresie działań logistycznych (i wsparcia logistycznego) na różnych szczeblach JST. Rozważania oparto na teoretycznych przesłankach możliwości wykorzystania procesów i działań logistycznych w funkcjonowaniu JST. Artykuł ma charakter teoriopoznawczy. Na kanwie paradygmatu logistyki dokonano próby zdefiniowania zintegrowanego wsparcia logistycznego JST. Wykorzystując metodę analizy wtórnej dokumentów źródłowych oraz technikę dedukcji, przyjęto możliwość zaproponowania koncepcji pionowej integracji działań wsparcia logistycznego w JST. W tym celu scharakteryzowano zakres wsparcia logistycznego dla JST z uwzględnieniem szczebli: wojewódzkiego, powiatowego i gminnego. Zidentyfikowano i omówiono przesłanki koncepcji zintegrowanego wsparcia logistycznego JST, realizując w ten sposób cel artykułu dążący do identyfikacji możliwości integracji działań wsparcia logistycznego jako przyczynku do rozwoju gospodarczego i społecznego regionów Polski.

Celem niniejszego artykułu jest analiza bezpieczeństwa oraz identyfikacji możliwości transportowych Sił Zbrojnych RP w procesie przemieszczania komponentów wydzielonych do realizacji zadań w ramach Polskich Kontyngentów Wojskowych, a także jakości wykonywania usług transportowych przez podmioty zewnętrzne. W wyniku przeprowadzonych rozważań stwierdzono, że statki powietrzne znajdujące się na wyposażeniu SZ RP nie są w stanie w pełni zabezpieczyć potrzeb przemieszczających się poza granice kraju wojsk, lecz poprzez udział w międzynarodowych programach transportowych można zwiększyć możliwości transportowe przemieszczających się wojsk przy jednoczesnym zachowaniu dobrej jakości wykonywanych usług. Bezpieczeństwo przerzutu polskich kontyngentów wojskowych na duże odległości może być zachowane, pod warunkiem zachowania odpowiednich procedur oraz reżimów czasowych.
The purpose of this article is to analyze the safety and identification of transport capabilities of the Polish Armed Forces in the process of moving components separated to carry out tasks under the Polish Military Contingents, as well as the quality of transport services performed by external entities. As a result of the considerations, it was found that aircraft equipped with the Polish Armed Forces are not able to fully protect the needs of troops moving across borders, but through participation in international transport programs, the transport capabilities of moving troops can be increased while maintaining good quality of carried out services. The security of the transfer of Polish military contingents over long distances can be maintained, provided that appropriate procedures and time regimes are maintained.

Zadania sił zbrojnych i realia gospodarki rynkowej stały się powodem zmian w organizacji systemu logistycznego Sił Zbrojnych RP. Powstały nowe ogniwa logistyki wykonawczej – wojskowe oddziały gospodarcze, których zadaniem jest zabezpieczenie funkcjonowania wojsk przebywających stale lub czasowo w ich rejonach odpowiedzialności. Celem artykułu było wskazanie możliwości wsparcia wojsk biorących udział w operacjach prowadzonych na terenie kraju przez terytorialny system zabezpieczenia logistycznego. Przeprowadzone analizy wskazują, że o powodzeniu zabezpieczenia logistycznego decyduje wiele czynników, które z jednej strony określają potrzeby (m.in. charakter i rozmiar operacji oraz ilość jej uczestników), a z drugiej wskazują możliwości (takie jak posiadany wojskowy potencjał logistyczny, wsparty infrastrukturą cywilną w rejonie operacji oraz możliwe do wykorzystania zasoby logistyczne zgromadzone przez państwo).
The tasks of the armed forces and the realities of the market economy have led to changes in the organisation of the Polish Armed Forces’ logistics systems. As a result, new executive logistic cells were formed, Military Support Units, to support the functioning of troops staying permanently or temporarily in their areas of responsibility. The aim of the article is to identify ways the territorial logistics support system can to support troops involved in domestic operations. Analyses indicate that the success of logistic support depends on many factors which, on the one hand, determine needs including the nature and size of the operation and the number of participants but, on the other, suggest such possibilities as military logistics capabilities, civilian logistics infrastructure in the area of operations and the use of national logistical resources.

Kontyngenty wojskowe różnią się zakresem zadań realizowanych w obszarze odpowiedzialności oraz strukturą organizacyjną i liczebnością. Jednak zakres zadań logistycznych realizowanych przez National Support Element (NSE) jest zawsze taki sam, bez względu na jego liczebność. Celem artykułu jest próba dokonania analizy kwalifikacji zawodowych logistyków, które są niezbędne do wykonania szerokiego spektrum zadań NSE w polskich kontyngentach wojskowych (PKW), a także próba oceny możliwości zdefiniowania tych kwalifikacji w dokumentach organizacyjno-etatowych w zależności od wielkości NSE. Problemem poruszonym w artykule jest zależność ilości posiadanych kwalifikacji zawodowych przez poszczególnych żołnierzy NSE od wielkości tego pododdziału. Kwestia ta jest rozpatrywana w aspekcie obowiązkowych i dodatkowych zadań realizowanych przez NSE w PKW Irak i PKW ISAF.
Military contingents differ in the scope of the tasks carried out in the area of responsibility and organisational structure and numbers. However, the range of logistics tasks carried out by the National Support Element (NSE) is always the same, regardless of its size. The article attempts to analyse the professional qualifications of logisticians that are necessary to comply with a wide spectrum of tasks of the NSE of the Polish Military Contingent (PMC) and also to evaluate the possibility of defining these qualifications within organisational-permanent documents, depending on the size of the NSE. The problem raised in the article is the correlation of the amount of professional qualifications by individual soldiers of the NSE on the size of this subunit. The problem is examined from the aspect of the mandatory and additional tasks carried out by the NSE in PMC Iraq and PMC ISAF.
