    W pracy oceniono efektywność wzmocnienia nawierzchni i podłoża dróg gminnych, przyjmując jako model układ wielowarstwowy ośrodka niespoistego. Na podstawie rezultatów badań doświadczalnych przedstawiono modele analityczne, których idea prowadzi do oszacowania nośności konstrukcji drogi ze wzmocnieniem. Rozpoznano możliwości numerycznych oszacowań nośności i przedstawiono założenia odpowiednich procedur z zastosowaniem zaawansowanych metod i podejść w geotechnice i mechanice teoretycznej.
    The study aimed at estimating the effectiveness of reinforcing the subgrade and pavement of local roads, assuming as a model the multilayer arrangement of incoherent medium. On the basis of experimental results the analytic models were derived, the idea of which enables to estimate the carrying capacity of reinforced road. Next, the possibilities of numerical estimating the carrying capacity of road were recognized, as well as the foundations of adequate procedures to be applied with advanced methods and approaches in geotechnics and theoretical mechanics, were presented.

    Artykuł przedstawia problematykę modelowania pracy przewozowej dotyczącej ruchu drogowego dla dużych obszarów. Jako przykład posłuży tutaj stan Indiana, dla którego opracowano podejście pozwalające oszacować pracę przewozową wyrażoną w pojazdo-milach. Budowa modelu symulacyjnego, w klasycznym ujęciu, powinna bazować na właściwie oszacowanych zmiennych objaśniających wielkość ruchu generowanego przez rejony komunikacyjne oraz powiązania tych zmiennych poprzez zastosowanie odpowiednich zależności matematycznych (uzyskanych w ramach wywiadów w gospodarstwach domowych). Niniejszy artykuł podejmuje temat budowy modelu bez dostępnych wyników badań ankietowych, bazując jedynie na precyzyjnie dobranych zmiennych objaśniających. Proces budowy modelu popytu poprzedziło przyjście szeregu założeń dotyczących modelu sieciowego – został on podzielony na mniejsze części (klastry) a całość obliczeń popytu dotyczyła pojedynczego klastra. Parametry modelu popytu dla pojedynczego elementu zostały dopasowane poprzez zastosowane metody przeszukiwania heurystycznego (algorytmy genetyczne), a zmienne objaśniające (liczba mieszkańców, miejsc pracy itp.) wyznaczone w oparciu o precyzyjne dane GIS. Jakość modelu oceniono poprzez porównanie uzyskanych wyników pracy przewozowej z dostępnymi wynikami pomiarów przekrojowych. Referat przedstawia założenia przyjętej metodyki oraz wyniki analiz prowadzonych dla części sieci drogowej.
    A method of estimating the travel demand and vehicle miles travelled in large regions including local roads has been presented in the paper. The model calibration and evaluation has been presented on case of parts of Indiana. In the traditional approach, a network demand model includes properly calibrated traffic generation components applied to Traffic Analysis Zones and traffic exchange relationships between these zones calibrated based on household survey results. The authors have attempted to calibrate a model that does not use the household survey but, instead, uses carefully chosen exploratory variables. The model is founded on a number of simplifying assumptions allowed by disaggregation of a large regional road network into much smaller parts called clusters. The network demand estimation could be then conducted for each cluster separately. The traffic generation parameters have been fitted with a heuristic search method (genetic algorithm) and the values of exploratory variables (number of residents, employees, etc.) have been obtained from microscopic GIS data. The calibrated model have been evaluated by comparing the estimated daily traffic volumes with the values obtained from vehicle counting. The model assumptions and the results obtained for a sample part of the road network have been presented in this paper.

    This paper presents the results of research conducted among 100 local government units performing the duties of road network administrators, i.e., administrators of municipal roads (AMR), county roads (ACR) and those operating within the boundaries of cities with county rights (ACCR). The aim of the research was to identify and assess management problems related to the implementation of statutory measures related to the protection and development of respective road networks. A hypothesis was formulated about the existence of statistically significant differences between the AMR, ACR and ACCR groups, which was verified by quantitative analysis of the data obtained from the online survey. They were analysed and interpreted using the SPSS package and using measures of descriptive statistics, the correlation coefficient and the Kruskal–Wallis test by ranks. The results of the study indicate that the difficulties of providing and maintaining an efficient road network pavement, as well as the challenges of developing draft financing plans for the construction, reconstruction, and rehabilitation of the road network, are currently the main points of focus for all road administrators. The lack of statistical significance of intergroup differences was observed in the vast majority of measurements. The exceptions to this were the differences that occurred in the total number of difficulties reported, which were greater among the members of AMR and ACR than ACCR, as well as the differences related to the implementation of measures undertaken for the maintenance of roadside greenery, which were more onerous for ACR.

    In recent years, numerous measures to modernize local roads in rural areas have been undertaken. Unfortunately, during renovations, especially at the poviat and commune level, errors are often made as a consequence of irregularities arising at the design stage. The article presents an assessment of the quality of local road renovations carried out in the last fifteen years, in the context of maintaining operational parameters over time, using a visual method based on the term “risk”. The research was carried out for twenty-six sections of roads that were renovated or rebuilt in the Kłobuck and Częstochowa poviats. The categories of the most common errors were identified and actions were proposed to correct them and prevent new ones. Among the negative trends, the improper placement of road technical devices and the lack of appropriate marking of integral areas were distinguished. It was found that a positive aspect in the aspect of traffic safety, recently, is the widespread use of modern road marking systems and road signs, as well as greater care for proper maintenance of drainage devices. The use of modern solutions during the modernization of roads, despite co-financing from the Government Fund, is still limited by the financial deficit of local governments.

    The basic transport network, which serves the transport needs of rural residents consists of municipal and county roads. It should be noted, however, that from the point of view of traffic density, despite their dominant share in the structure of roads in Poland, they are not too intensively used. For comparison, national roads, which in Poland are about 5 % of all roads, serve the vast majority of transportation needs. Highlighting the main sources of financing of road transport infrastructure in Poland, it is worth noting the expenses incurred for this purpose by the local (municipalities and counties), provincial governments and state. Expenditures incurred on road transport infrastructure may be of a current character linked with the maintenance of transport infrastructure and property (investment) associated with the modernization and construction of new road sections . Financing infrastructure of local roads (by the local governments and the counties) is commonly associated with its modernization. The development of municipal and county road network is also implemented by the provincial governments with the support of the Regional Operational Programmes and their own resources. Another source of financing the development of local roads in Poland is the state. An example can be the implemented, since 2008, the National Program of reconstruction of local roads. The essence of the program is the improvement of safety on local roads and a better connection to the national and provincial roads.

    W artykule omówiono wyniki badań z realizacji lokalnej drogi w miejscowości Ratyczów oraz przedstawiono wnioski dotyczące funkcjonalności i trwałości zastosowanych rozwiązań po ponad 20 latach intensywnego użytkowania. Podczas inwestycji sprawdzono receptury na bazie różnych cementów, w tym także cementów o niższej zawartości klinkieru, a zatem i niższej emisyjności. Jak pokazały wyniki badań wykonywanych w trakcie realizacji osiągnięto wszystkie zakładane i projektowane właściwości betonu przeznaczonego do eksploatacji w tego typu elemencie. Swoistym certyfikatem użyteczności zastosowanych rozwiązań jest obecny stan drogi. Ocena wizualna i inwentaryzacja całości konstrukcji w ramach wykonanego przeglądu jednoznacznie wskazują, że wykorzystanie dobrze skomponowanego betonu jest gwarancją długowieczności. Oczywiście przy zachowaniu odpowiedniego reżimu technologicznego wykonania oraz odpowiednio wysokiego poziomu kontroli jakości.
    The article discusses the results of tests on the local road in Ratyczów and presents conclusions regarding the functionality and durability of the solutions applied after over 20 years of intensive use. During the investment, recipes based on various cements, including cements with a lower clinker content, and thus lower emissivity were checked. As shown by the results of tests carried out during, all the assumed and designed properties of concrete intended for use in this type of element have been achieved. The current condition of the road is a specific certificate of the usefulness of the solutions used. The visual assessment and inventory of the entire structure as part of the inspection carried out clearly indicate that the use of well-composed concrete is a guarantee of longevity. Of course, while maintaining the appropriate technological production regime and a sufficiently high level of quality control.

    The article focuses on the construction of public roads in Poland. In the introductory section the basic rules for financing such investments are discussed. It is highlighted that investment in road infrastructure is very expensive for the state budget and local government, even with financial support from the EU funds. In this context, public legal partnership (PPP) has become a very useful and cost-effective institution for carrying out public tasks. This article describes the possible partners of PPP and the legal nature of the related contract, highlighting the three main types of public-law partnerships that can be applied to the construction of public roads in Poland. The article concludes with recommendations regarding legislation governing the construction of public roads and public-private partnership.
