    Opis:
    Waste as a local resource is a development opportunity for resource owners as waste may act as a foundation for bottom-up development at local levels. This paper presents the most important governance challenges that hamper a paradigmatic change in resource efficiency, a transition towards circular economy in the case of Pécs (Hungary). In recent years waste management infrastructure has evolved to provide resource potentials for recycling and reuse, this is a first step towards a (circularity) transition, however, the centralisation of power is hampering local transitions. The article concludes by arguing that in Pécs (Hungary), the transition towards a local resource-based development is impeded by a myriad of legal, institutional and administrative obstacles created by recent efforts towards institutionalisation.

    Opis:
    Postulat sensownego wykorzystywania lokalnych zasobów w projektowaniu urbanistycznym wydaje się kwestią niebudzącą większych sporów. W praktyce jednak nader często spotykamy się z sytuacjami „straconych okazji”, czyli właśnie niewykorzystanych czy wręcz zaprzepaszczonych zasobów lokalnych albo konfliktów w sytuacji konieczności trudnego wyboru dotyczącego tego, który z identyfikowanych lokalnych zasobów warto wykorzystać. Przedsięwzięcia inwestycyjne, podejmowane zwykle przez samorząd, bywają wspierane opracowaniami studialnymi, na ogół jednak wykonywanymi już po podjęciu ogólnych kluczowych decyzji. W artykule rozważane są uwarunkowania i możliwości zmian w procesie przedprojektowym, które dałyby szansę na lepsze gospodarowanie zasobami lokalnymi.
    The postulate of reasonable use of local resources in urban design seems to be a matter of little dispute. In practice, however, we often encounter situations of "missed opportunities", i.e. unused or even wasted local resources, or conflicts when faced with a difficult choice as to which of the identified local resources should be used. Investments usually undertaken by the local government, are sometimes supported by studies, but usually carried out after the general key decisions have been made. The article considers the conditions and possibilities of changes in the pre-project process, which would give a chance for better management of local resources.

    Opis:
    The utilization of local biomass should aim at increasing the regional competitiveness based on the endogenous regional potential. A justification was presented of the utilization of biomass from agriculture for energy purposes. This is to serve the fulfilment of the objectives by Poland in accordance with the National Indicative Target by the year 2020. Particular attention was drawn to the need of the production of thermal and electrical energy (CHP) in a distributed system in small local heat and power stations. Poland is a country with a high biomass potential. The study presents the current development status of the biogas sector and of the resources in use. The condition of the development of this sector is continuous efforts aimed at obtaining a high economic efficiency of the production of energy from biogas to permit in the future competition with conventional fuels.
    Celem pracy jest przedstawienie uzasadnienia wykorzystania biomasy z rolnictwa do celów energetycznych. Powinno to służyć wypełnieniu przez Polskę zadań zgodnie z Narodowym Celem Wskaźnikowym (NC W) w 2020 roku. Wykorzystanie lokalnej biomasy powinno zmierzać do podnoszenia konkurencyjności regionalnej w oparciu o endogeniczny, regionalny potencjał. Szczególną uwagę zwrócono na konieczność produkcji energii cieplnej i elektrycznej (CH P) w systemie rozproszonym w niewielkich lokalnych elektrociepłowniach. Polska jest krajem o wysokim potencjale biomasy. Przedstawiono również aktualny stan rozwoju sektora biogazowego oraz wykorzystywanych surowców. Warunkiem rozwoju tego sektora jest ciągłe dążenie do uzyskania wysokiej efektywności ekonomicznej produkcji energii z biogazu, pozwalającej w przyszłości konkurować z paliwami konwencjonalnymi.

    Human resource management (HRM) studies have been continuously developed to serve as a reference for enhancing the quality of public services. This includes the case in local government where it is important to have highly competent resources, because civil service personnel are the door that deals directly with local communities. Using bibliometrics and analysing previous research coherently, this study focuses on identifying the development of HRM discussions on local governance at the global level, both in developed and developing countries. As a result, although in general, the topics raised included managerial and personnel issues. There are certain issues raised by developed countries, such as innovation to contemporary social issues. Meanwhile, in developing countries discussed challenges faced by local governments in managing their resources. This study contributes to the development of HRM concern-mapping in local government globally and can be used as a reference for increasing the capacity of human resource management in local government.

    This article delves into the multifaceted landscape of local government employees' job decisions (JD) and job engagement (JE) by investigating their tenure intentions. The study employs a novel perspective by examining the influence of prestige, differentiating between internal and external prestige, on local government officials' perceptions. Drawing on data from regression analyses, this research sheds light on the intricate relationship between JD, JE, and the perceived prestige of the local government. The findings of this research demonstrate that local government employees' job engagement and job decisions are indeed influenced by their perceptions of the government's prestige. The data obtained from regression analyses reveal the significance of this relationship. These results have profound implications for the management and leadership of local government agencies. Understanding the pivotal role of prestige in shaping employee behavior can assist in formulating strategies to enhance job engagement, promote job retention, and ultimately contribute to the effective functioning of local government organizations. Furthermore, this study provides a nuanced understanding of the factors driving the commitment and choices of public sector employees, offering valuable insights for policymakers, HR practitioners, and researchers in the field of public administration.
