Problemem badawczym artykułu jest przedstawienie budżetu partycypacyjnego jako nowoczesnego narzędzia rekonstrukcji przestrzeni miejskiej w małych miastach i obserwacja ich funkcjonowanie przed i w warunkach pandemii COVID-19. Artykuł skupia uwagę na wybranych miastach województwa świętokrzyskiego w latach 2019-2020. Główna hipoteza pracy zakłada, że czas pandemii COVID-19 utrzymał problem frekwencji związany z udziałem ludności miejskiej w budżecie obywatelskim w Polsce. Aktywność społeczności lokalnej w odbudowie przestrzeni miejskiej przy pomocy budżetu partycypacyjnego, wymaga wieloletniej pracy władz lokalnych, poszerzania wiedzy o jej funkcjonowaniu i korzyściach płynących z udziału w jej tworzeniu i realizacji. Podstawą metodologiczną artykułu jest analiza stosowanych w Polsce metod budżetu partycypacyjnego oraz narzędzi interakcji ze społeczeństwem w celu ich upowszechnienia. W artykule wykorzystano również dane lokalne dotyczące realizacji budżetów obywatelskich w miastach województwa świętokrzyskiego, archiwalne i dostępne w ramach statystyki publicznej.
The research problem of article is to present participatory budgeting as a modern tool for reconstruction of urban space. They focus benefits of them in small cities and observes its functioning before and in the conditions of pandemic COVID-19. Article indicates the cities of the Świętokrzyskie region in the years 2019-2020 as the subject of particular interest. The main hypothesis of work assumes that the COVID-19 pandemic time only exacerbated the attendance problem related to the participation of urban population in the participatory budget in Poland. Activity of local society in the reconstruction of urban space with help of a participatory budget, requires many years of work of local authorities, expanding knowledge about its functioning and the benefits resulting from participation in its creation and implementation. The methodological foundation of article is analysis of methods of participatory budgeting used in Poland and tools of interaction with society in order to disseminate them. The article also uses local data on implementation of participatory budgets in cities in the Świętokrzyskie region, archival and available as part of public statistics.

The study deals with the issue of using public-private partnership to implement public tasks. This article aims to assess the development of public-private partnerships in Poland. The publication also attempts to identify obstacles and threats that hinder the use of public-private partnerships in Poland. The enactment of new regulations contributed to development of public-private partnership in Poland. It resulted in 82 contracts for public-private partnership, which were implemented between 2009-2014. The weakness of the polish PPP market is the low efficiency of proclaimed proceedings. The sectoral structure and the low value of the projects differentiate the PPP market in Poland from the market in Europe and the world.

Celem artykułu jest analiza uwarunkowań prawnych, organizacyjnych i finansowych współpracy sektora publicznego, głównie samorządowego, z sektorem prywatnym dotyczącej realizacji przedsięwzięć inwestycyjnych mających na celu wspieranie rozwoju lokalnego. Współpraca ta określana jest jako partnerstwo publiczno-prywatne (PPP) i stanowi formę pozyskiwania kapitału przez samorząd terytorialny, z przeznaczeniem na realizację zadań ustawowych, szczególnie świadczenia usług publicznych. Oceny i uwagi sformułowane zostały z wykorzystaniem materiałów empirycznych, wyników badań ankietowych przeprowadzonych w 50 jednostkach samorządu terytorialnego oraz w 60 podmiotach gospodarczych prowadzących działalność na terenie ankietowanych gmin województwa wielkopolskiego. Podjęta problematyka badawcza pozostaje ciągle aktualna, ponieważ zakres planowanych zadań publicznych bardzo często przewyższa możliwości finansowe samorządu lokalnego. Władze samorządowe poszukują zatem finansowego wsparcia wśród partnerów z sektora prywatnego. Z wykorzystaniem wyników badań ankietowych wyszczególnione zostały czynniki ograniczające współpracę w ramach PPP, tj. sektora samorządowego z prywatnym, w zakresie finansowania inwestycji komunalnych. Do oceny zjawiska PPP w województwie wielkopolskim użyte zostały dane publikowane na stronie platformy PPP, zawierającej bazy zamierzeń inwestycyjnych, bazy projektów PPP z zawartymi umowami, bazy umów rozwiązanych, nierealizowanych (bazy te są aktualizowane w okresach miesięcznych lub kwartalnych).
In the article law conditions as well as organizational and financial factors of cooperation between public and private sector in terms of investment undertakings resulting in regional development were presented. The cooperation between the above mentioned entities is one of methods used in the process of financial means obtaining. The financial means are indispensable in realization of statutory provisions in terms of local government duties that involve mainly rendering public services. The scope of the activities is often larger than financial potential of local governments and this is the reason why the governments search for financial support of partners form private sector.

Law states that the most important tasks related to the development of the particular re-gion are performed by the municipality. This article aims to identify tools at the disposal of municipal government in the process of local development, particularly financial methods of promoting the economic growth. The analysis includes polish communities by characterizing the range of investment activities carried out by these units. Municipalities and cities with poviat status had the largest share in realization of the investment of local government (in total over 70%). W opracowaniu podjęto problematykę wykorzystania partnerstwa publiczno-prywatnego w realizacji zadań publicznych. Celem artykułu jest określenie stanu rynku partnerstwa publiczno- -prywatnego w Polsce, w tym charakterystyka struktury przedmiotowej i przestrzennej polskich projektów oraz analiza rozwoju rynku PPP na przestrzeni lat 2009–2013. Do rozwoju partnerstwa publiczno-prywatnego w Polsce przyczyniło się uchwalenie nowych regulacji prawnych dotyczą-cych PPP. Skutkowało to liczbą 67 umów o partnerstwie publiczno-prywatnym zawartych latach 2009–2013. Słabością polskiego rynku PPP jest niska skuteczność ogłoszonych postępowań. Rynek PPP w Polsce odróżnia od rynku w Europie i na świecie struktura przedmiotowa i podmio-towa, a także niska wartość realizowanych projektów. W Polsce istnieją w dalszym ciągu przeszkody, które utrudniają praktyczne wykorzystanie partnerstwa publiczno-prywatnego jako instrumentu realizacji zadań publicznych na szerszą niż dotychczas skalę, są to m.in.: problemy z finansowaniem, wysokie koszty przygotowania projek-tów, niedojrzałość instytucjonalna podmiotów publicznych, niedostateczny poziom wiedzy i do-świadczenia osób przygotowujących projekty, brak pozytywnych przykładów i wzorców dotyczą-cych stosowania PPP oraz krajowej strategii upowszechniania PPP, niepowodzenia tego typu projektów w przeszłości – znaczna liczba postępowań unieważnianych, a także bariery mentalne. Z uwagi na znaczny poziom skomplikowania, w projektach PPP nieodzowne staje się skorzystanie ze wsparcia zewnętrznych ekspertów, w szczególności w zakresie doradztwa finansowego, praw-nego i technicznego. Znacząca rola w upowszechnieniu formuły PPP spada na organy władzy centralnej, firmy doradcze oraz instytucje finansowe.
The study concerns the use of the public-private partnerships in the implementation of the public tasks. The aim of this article is to determine the state of the market of the public-private partnerships in Poland, including characterization of the structure of Polish projects and analysis of the development of the PPP market in the years 2009–2013. Passing new laws concerning PPP contributed to the development of PPP in Poland. This resulted in 67 agreements on public-private partnership in years 2009–2013. The weakness of the polish PPP market is the low efficiency of published proceedings. PPP market in Poland differs from the market in Europe and the world structure and the low value the implemented projects. In Poland, there are still obstacles, which impede using public-private partnership as a mean to implement public tasks on a wider scale than ever, such as problems with financing, high costs of preparing projects, insufficient level of knowledge and experience, the lack of positive examples of applying PPP, numerous failures of such projects in the past – a significant number of projects has been cancelled. Due to considerable level of complexity support of external experts is indispensable, in particular in the range of finan-cial, legal and technical issues. A significant role in promoting PPP falls on the central authorities, consulting firms, and financial institutions.

The recent economic crisis had a significant influence on the activities of public sector entities at both central and local levels. This research paper shows an analysis of changes in investments, debt and productivity of local governments in European Union countries in the years 2003-2012. During the crisis period, local governments performed a visibly positive role from the perspective of the countercyclical policy of the public sector. In the years 2009-2010, the share of local government investments in total investments (GFCF) grew to 10%. The active investment policies of local governments resulted in their higher indebtedness. Average annual net borrowing amounted to 0.5% of GDP per country during the crisis period. Although the borrowing was for purely investment activities, it was not noticeably correlated with an increase of productivity. In addition, after productivity growth in the 2008-2009 period, the subsequent years experienced an overall decrease of local government sector productivity. Further analysis showed a relative deterioration of the financial position of local governments regardless of their productivity profile. Taking into consideration the lasting fiscal strains, further stimulation of the economy with debt instruments appears an unsustainable policy for local governments, both in the context of future debt repayments, as well as the failure to lead to increased productivity.

Artykuł przedstawia ochronę powietrza i klimatu jako obszar aktywności inwestycyjnej gmin w powiatach Małopolski zachodniej: oświęcimskim, chrzanowskim oraz wadowickim. Jego cel to prezentacja tempa wdrażania przez władze lokalne tego obszaru działań z zakresu ochrony powietrza i klimatu. Artykuł wskazuje lokalnych liderów w tej dziedzinie. Główną tezą artykułu jest w tym wypadku stwierdzenie, że działania gmin w zakresie ochrony powietrza i klimatu na objętym analizą obszarze, mierzone poziomem nakładów inwestycyjnych, okazały się niewystarczające, a w wielu wypadkach wręcz symboliczne. Tylko w nielicznych badanych gminach problem zanieczyszczenia powietrza pyłem zawieszonym został zdefiniowany za szkodliwy czynnik dla życia mieszkańców oraz zrównoważonego rozwoju, powodując podjęcie systematycznych i długofalowych działań zaradczych zmierzających do likwidacji problemu. Potwierdzeniu tezy posłużyła analiza dokumentów sprawozdawczych i danych dostępnych w Banku Danych Lokalnych. Uzyskane wyniki dały podstawę do wniosków końcowych i propozycji modyfikacji działań władz lokalnych w zakresie ochrony powietrza i klimatu.
The article presents air and climate protection as an area of investment activity for communes in three poviats of Western Małopolska: oświęcimski, chrzanowski and wadowicki. Its aim is primarily to present the pace of implementation by the local authorities of this area of activities in the field of air and climate protection. The article indicates local leaders in this field. The main thesis of the article is in this case the statement that the activities of communes in the area of air and climate protection in the analyzed area, measured by the level of investment outlays, proved to be insufficient, and in many cases even symbolic. Only in the few communes of the poviats examined, the problem of air pollution with suspended dust has been defined as a harmful factor for the life of residents and sustainable development, causing systematic and long-term remedial actions to solve the problem. Confirmation of the thesis was based on the analysis of reporting documents and data available in the Local Data Bank. The obtained results provided the basis for final conclusions and proposals for modifying the activities of local authorities in the field of air and climate protection.

W artykule dokonano identyfikacji rozwiązań prawnych w zakresie władztwa podatkowego jednostek samorządu terytorialnego (JST) w Polsce. Celem opracowania była próba odpowiedzi na pytanie, czy istnieje zależność pomiędzy aktywnością inwestycyjną JST a prowadzoną przez nie polityką podatkową. Ze względu na to, że przyznane samorządom władztwo podatkowe może owocować jedynie obniżeniem dochodów budżetowych, teoretycznie można założyć negatywny wpływ polityki podatkowej na możliwości finansowania inwestycji samorządowych. Przeprowadzona analiza statystyczna wybranych kategorii budżetowych na przykładzie miast na prawach powiatu za lata 2007-2016 nie potwierdziła jednak tej zależności. Nasuwa się wniosek, że decyzje inwestycyjne w JST są podejmowanie niezależnie od decyzji z zakresu polityki podatkowej, która cechuje się dużą inercją i pasywnością.
The article identifies legal solutions within the scope of tax authorities of local government units in Poland. The purpose of the study was an attempt to answer the question whether there exists any correlation between the investment activity of local government units and their tax policy. Due to the fact that the tax authority granted to local governments may only result in lower budget revenues, it is theoretically possible to assume a negative impact of tax policy on the possibilities for financing local government investments. The conducted statistical analysis of the selected budget categories based on the example of cities with county rights, covering the years 2007-2016, did not confirm the aforementioned correlation. The conclusion can be drawn that investment decisions are made in local government units regardless of the tax policy decisions, which is characterized by high inertia and passivity.

Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014-2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socioeconomic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

This paper aimed to identify and analyse the needs for local government investments indicated by respondents from selected communes of the Lublin voivodeship, depending on the level of socio-economic development of the analysed units. Research hypothesis H1, stating that there is a relationship between the level of local development and the need for local government investment indicated by respondents, was corroborated. The research covered 16 communes. The research period was in general the year of 2018 (in the absence of data, the latest available information was used). The surveys showed there was an average correlation between the local development level and the need for local authorities to create green areas, tourist infrastructure and expenditure on the development of investment land. An average negative correlation between the level of local development and the need for investing in roads and pavements was also identified. This indicates a partial confirmation of hypothesis H1.
Celem opracowania była identyfikacja i analiza potrzeb w zakresie inwestycji samorządowych wskazywanych przez respondentów z wybranych gmin województwa lubelskiego w zależności od poziomu rozwoju społeczno-gospodarczego badanych jednostek. Weryfikacji poddano hipotezę badawczą H1, stanowiącą, że jest związek między poziomem rozwoju gminy a potrzebami w zakresie inwestycji samorządowych wskazywanymi przez respondentów. Przedmiotem badań było 16 gmin. Okres badawczy obejmował rok 2018 (w razie braku danych wykorzystano najnowsze dostępne dane). Wykazano występowanie przeciętnej korelacji między poziomem rozwoju gminy a potrzebą tworzenia przez władze gminy terenów zielonych, infrastruktury turystycznej oraz wydatkami na rozwój terenów inwestycyjnych. Zidentyfikowano także występowanie przeciętnej korelacji ujemnej między poziomem rozwoju gminy a potrzebami w zakresie inwestycji w drogi i chodniki. Wskazuje to na częściowe potwierdzenie hipotezy H1.

Opis:
At present practically every town and village aims at finding a good idea for its socio-economic development. They are mostly geared towards supporting local traditions and customs, preserving the character of the town and region they are located in. Local food and products are promoted, and unique historical buildings and natural features put on display. Other towns and villages eagerly acquire completely different development policy. A new idea is usually something utterly surprising in these towns, and often unfamiliar in the region. It does no longer support local tradition nor serves its development, yet attracts many tourists and provides economic profits.

Wydatki inwestycyjne stanowią istotną rolę w budżetach gmin jako podstawowych jednostkach samorządu terytorialnego kraju, stanowiąc o poprawie jakości życia społecznego mieszkańców. Są też ważną częścią zarządzania finansami gminy, jako że wydatki inwestycyjne finansowane są głównie ze źródeł zewnętrznych. Celem opracowania jest przygotowanie prognozy zadłużenia Gminy Chojnice w oparciu o analizę sprawozdań z wykonania budżetu za lata 2006 – 2010. Jako metodę badawczą zastosowano także analizę wskaźnikową. Z prognozy wynika, iż zadłużenie Gminy Chojnice będzie maleć z 25 mln zł w 2011 roku do 1 mln w 2019 roku.
Capital expenditures represent a significant role in the budgets of the municipalities as the basic units of local government of the country. They determined an improvement of the quality of inhabitants social life. Capital expenditures are also an important part of the financial management of the municipality because they are financed mainly from external sources. The aim of this paper is to prepare forecasts of Municipality Chojnice debt based on an analysis of the budget reports in the years 2006 - 2010. The ratio analysis was also used as the research method. The forecast shows that the debt of Chojnice Municipality will decrease from 25 million PLN in 2011 to 1 million PLN in 2019.

Artykuł rozpatruje problematykę bezpośrednich inwestycji zagranicznych na płaszczyźnie lokalnej. Przedstawia przyczyny, które stoją za decyzją przedsiębiorstwa o umiędzynarodowieniu działalności, oraz kreśli obraz bezpośrednich inwestycji zagranicznych na świecie. Następnie klasyfikuje bezpośrednie inwestycje zagraniczne pod kątem ich wpływu na gospodarkę lokalną, formułuje model wpływu inwestycji zagranicznej na układ lokalny, przedstawia potencjalne korzyści i zagrożenia wynikające z tych inwestycji. Ponadto artykuł omawia dotychczasowe wyniki badań nad lokalnymi aspektami inwestycji zagranicznych. Na tym tle przestawia propozycję dalszych kierunków studiów w tym zakresie.

This study aims to show how the polarisation of the economic space can modify the investment attractiveness of the regional space. A thesis has been put forward that the polarisation of the economic space affects the investment attractiveness of the regional space by strengthening the polarising power of the regions with the highest investment attractiveness. This study uses the results of the parameterisation of investment attractiveness of Polish regions for 2015 by gmina; it also identifies growth poles in four five-year time periods: 2008–2012, 2009–2013, 2010–2014, and 2011–2015. The study shows that the permanent growth poles are created at a distance of several dozen kilometres from large cities. It indicates the depletion of development reserves of large and medium-sized cities, especially those with extensive space management. Smaller centres are gaining location attractiveness, especially those located in the vicinity of communication routes, where access to investment areas and lower costs of running a business attract investors. Special economic zones are also located in such places. The poles and their clusters usually form large agglomerations and industrial centres in the development phase. They are usually places with high investment attractiveness, adjusted by management decisions of large enterprises, local government units and the state government. The polarisation of the economic space affects the increase of the investment attractiveness of the regions, strengthening the succession of economic production and service functions in special economic zones. Investments in road infrastructure and revitalisation processes supported by special economic zones are essential.
