Subject and purpose of work: The objective of the study is to characterise the status and nature of local authorities' relations with local communities and to assess the importance of local relations in the process of strengthening local innovation. Materials and methods: The survey method was employed in the research and a questionnaire was sent to heads of communes /mayors via electronic means. The research material consisted of 105 questionnaire forms. Results: There is a perceived imbalance in the development of interactions with social and economic actors to the disadvantage of interactions with economic sector representatives. Increasing local innovation rooted in the economic dimension of the development processes of the analysed local systems has been revealed to be of a relatively lesser importance. Local Action Groups are a major contributor to the development and innovation process, mainly in the social dimension. Local relations are not perceived by the representatives of local authorities as particularly important factors of regional innovation. Conclusions: The analysis of the local systems revealed a need to increase the scale of activity of local government representatives as part of developing relations with the economic sector. Opportunities should be sought arising from building local partnerships aimed at the implementation of pro-innovative, multi-stakeholder projects, which will have a greater capacity to influence local development processes.

Opis:
Local innovation systems (LIS) constitute a relatively new term as usually the discussion about the systemic approach to innovation has focused on the level of countries, and most of all - regions. In this article an attempt was made to assess Polish municipalities from the perspective of their potential for development of local innovative systems. The performed factor analysis allowed characterization of five types of institution networks which may impact creation and development of LIS. The study was completed with case studies in selected voivodeship cities as centres of the highest concentration of institutions usually building local innovation systems, three of which were capitals of the poorest regions in Poland.

Purpose: The aim of this paper is to show the positive impact of public support for the relationships within the triple helix model on the local development of Western Poland (WP). Design/methodology/approach: The paper presents the econometric model based on backward stepwise multiple regression in which the explanatory variables were expenses aggregated into 44 categories dedicated to triple helix model. The model defines a theoretical framework for local innovation systems in 111 counties of WP (5 western voivodeships). An economic aggregate based on average salaries was chosen as a dependent variable, treated as a measure of local development. Findings: Relationships diagnosed within triple helix model were supported by public expenditures from the European Union cohesion policy in 2007-2013. Two hypotheses were proposed in the paper. In the first one, a presumption was expressed for the positive impact of statistically significant expenditures on innovative activity, and technical and knowledge infrastructure for the local development of WP. The hypothesis was tested in basic and extended variants. In the second one, a presumption was expressed in which public expenditures on technical infrastructure were more influential for the local development of WP than expenditures on knowledge infrastructure. The first hypothesis was confirmed in both basic and extended variants. The second hypothesis could not be confirmed as a result of the research procedure. Importantly, bi-lateral synergy effects in the triple helix model within the researched counties of WP, positively influencing local development, are evident. Research limitations/implications: The Triple helix model, treated as a template for creating local innovation systems, could be extended into quadruple helix model. Future research may include variables related to “society” as forth side supporting innovative processes in local economy. Practical implications: The results of the regression model confirm the positive impact of expenses related to the broadly understood innovation activities on local development. In contrast, expenditure on technical infrastructure, representing the administration–business relationship, demonstrates a negative impact on the adopted local development measures. Originality/value: the paper presents the methodology, that could be used in diagnosing trilateral relationships occurring at the interface of science–business–administration. In the research, only bilateral relations have been diagnosed at the interface of science–business and administration–science.

The article addresses the issue of the territorial dimension of innovation both from the point of view of the analytical issues as well as the problems facing the authorities of Polish voivodeships. Although the concepts of spatial conditions for conducting innovative activities such as „innovation environment“, „regional innovation systems“ have been known for many years, relatively recent „territorialisation of development policies“ has significantly strengthened the interest in the territory and its features also in the policies of the regional authorities. The intra-regional perceptions of differentiation in terms of the development of innovation should lead intra-regional development policies towards local innovation systems.

Entrepreneurship is an important element of the modern market economy. The characteristic features that describe modern entrepreneurship are expansiveness and innovation. Expansiveness defines the willingness to catch up with the best and setting ambitious goals. Innovation means a constant search for novelties and constant improvement. The functioning of modern places such as FabLabs fits in with the characteristic features of modern entrepreneurship. The scientific goal of this publication is to present the FabLabs institutions as innovative organizations that catalyze entrepreneurship on a local scale. The article presents a detailed analysis of the Krakow community of the FabLabs. The research methods used in the article are: analysis of existing data and telephone interview. The article was created using compact book materials, magazines, as well as netographic information and telephone contacts with representatives of Krakow’s FabLabs. The article describes the concept of FabLabs, its roots and development in the world and in Poland. The functioning and role of the FabLabs as local entrepreneurship centres in Poland were discussed. The activities of the FabLabs in Krakow were thoroughly analyzed. The thesis put forward in the publication is that FabLabs play an important role in supporting local entrepreneurship. The research results positively verify the thesis. Based on the collected data and the information obtained, it is clear that the functioning of the FabLabs in the city of Krakow significantly favours local development of entrepreneurial attitudes.
Przedsiębiorczość stanowi istotny element współczesnej gospodarki rynkowej. Charakterystycznymi cechami opisującymi nowoczesną przedsiębiorczość są ekspansywność oraz innowacyjność. Ekspansywność określa chęć dorównania najlepszym i stawianie sobie ambitnych celów. Innowacyjność zaś to ciągłe poszukiwanie nowinek i nieustanne udoskonalanie. Funkcjonowanie nowoczesnych miejsc takich jak FabLaby wpisuje się w charakterystykę współczesnej przedsiębiorczości. Celem naukowym niniejszej publikacji jest przedstawienie instytucji FabLabów jako społecznych i jednocześnie innowacyjnych organizacji katalizujących przedsiębiorczość w obszarach miejskich. W artykule poddano szczegółowej analizie krakowskie środowisko FabLabów. Metody badawcze zastosowane w artykule to: krytyka piśmiennicza, analiza danych zastanych i wywiad. Artykuł powstał dzięki wykorzystaniu zwartych materiałów książkowych, czasopism, jak również informacji netograficznych i kontaktów osobistych z przedstawicielami krakowskich FabLabów. W artykule dokonano charakterystyki pojęcia FabLab, jego korzeni oraz rozwoju na świecie i w Polsce. Omówiono funkcjonowanie i rolę FabLabów jako ośrodków przedsiębiorczości na terenie Polski. Dogłębnej analizie poddano działalność FabLabów na terenie Krakowa. Teza, jaką postawiono w publikacji, to stwierdzenie, że FabLaby odgrywają istotną rolę społeczno-innowacyjną w kreowaniu zachowań przedsiębiorczych. Wyniki badań pozytywnie weryfikują postawioną tezę. Na podstawie zgromadzonych danych i uzyskanych informacji wynika jasno, że funkcjonowanie FabLabów na obszarze Krakowa w istotny sposób sprzyja rozwojowi postaw przedsiębiorczych oraz kreowaniu innowacyjności, przy realizowanej jednocześnie funkcji prospołecznej.

According to the open innovation model an effective strategy for increasing innovation and competitiveness of the region should be based on active and multilevel cooperation among operators of the local tourism business environment. It is commonly assumed that an exceptionally important role in creating a favorable environment for the cooperative practices in the region is performed by local authorities. Yet, a modest number of research findings presented in the literature indicate a rather high level of inertia of local authorities in creating appropriate conditions for tourism business development, thus putting in question the effectiveness of performed intermediary function in the process of knowledge transfer among tourist enterprises. Given the paucity of empirical evidence on effectiveness of innovation policy interventions at the regional level, this article presents the empirical findings regarding cooperation in innovation between tourist enterprises and local institutional agents.

The article deals with the issues of the innovations implemented in public transport. Their theoretical background was defined in the form of the latest concepts of territorial development: the theory of sustainable development, circular economy, and smart city. The examples of innovations quoted above have been analysed in terms of their impact on: the local community, the environment, health, safety, and economic and social aspects. The main conclusion drawn from the analysis is that technical innovations in public transport contribute to improving mobility, the comfort and safety of commute, and, at the same time, have a positive impact on the environment.

The contemporary challenges that the economy raises for entities functioning on the market constitute the major stimulus for the transformation not only enterprises but also entities comprising partners of the market competition. With firms searching for secured external funding by engaging in multiple bank relationships on the one hand and banks for profit maximization on the other hand, conflicts of interests may arise when firms’ banks demand access to corporate private information. This information can help banks to gauge the creditworthiness of borrowers, but also exposes the latter to losses of secrecy. Thus, firms which are dependant on informative secrecy – especially innovative firms – might incur difficulties when trying to get access to external funding. As rival firms prevail within firms’ own industries, a special focus is on effects of local industry specialization and competition when investigating the quantity of firms’ bank connections. Analysing German firm level and county specific industry data, I find evidence that the number of bank relationships decreases for the cross-section of firms with local industry diversification. The effects of the indicators of industry-specific and overall competition are twofold with the former being positively related to the probability of using multi-bank relationships and the latter negative. Concluding, firms located in industrially specialized areas might rather refrain from relationship lending, due to potential loss of external funding, while innovative firms seem to rely on transaction-based banking. Contrarily, firms located in areas that are diversified w.r.t. industries, firm sizes and corporate landscape engage in relationship banking.

Social innovation entered the academic discourse several decades ago and has since been seen as a way of tackling existing problems in various contexts. Although an extensive body of research has been conducted into the role of social innovation in urban context, there is still a gap when it comes to studying the role of social innovation in the development of rural areas. In this paper, an attempt is made to look at the role of Local Action Groups (LAGs) and Local Development Associations (LDAs) as promoters of social innovation in rural areas in Austria and Portugal, aiming to understand the role of such organisations and the challenges faced by the latter in promoting social innovation.

W artykule zaprezentowano nowe podejście do finansowania innowacyjności sektora małych i średnich przedsiębiorstw w nowej perspektywie finansowania Unii Europejskiej. W celu omówienia założeń nowej perspektywy finansowej Unii Europejskiej, przedstawiono implikacje funkcjonującego systemu wsparcia innowacyjności przedsiębiorstw w perspektywie 2007-2013. Na tej podstawie wskazano niedomagania istniejącego systemu wsparcia innowacyjności MŚP. Zaprezentowano również założenia dotyczące polityki wsparcia innowacyjności w nowym okresie programowania. W rozważaniach odniesiono się w szczególności do planowanych instrumentów finansowego wspierania innowacyjności MŚP.
The paper presents a new approach to financing innovation in small and medium-sized enterprises in the new EU budgetary perspective. In order to discuss the objectives of the new financial perspective of the EU, the author discusses the implications of the functioning support innovation system, taking into account the years 2007-2013. On this basis, the deficiencies of the existing system are indicated. Also presented are the assumptions of innovation support policy in the new programming period. The discussion specifically addresses the financial instruments to support innovative SMEs.

The cooperation of the three sectors included in the Triple Helix (TH), i.e. science, business and public administration is carried out in varied ways. The course of the relationship is not only affected by the sectors themselves but also by factors specific to the environment in which they operate. The article focuses on the local aspects of the TH model – actors who create it and give it a specific, individualized dimension. At the beginning of deliberations, the authors hypothesized that the formation of Białystok Science and Technology Park contributed to the intensification of cooperation between the three sectors in the city of Bialystok and the incubation of new innovative enterprises. The aim of the study was to determine the local TH model parameters in the City of Bialystok and evaluate the potential of individual actors. In Bialystok, public administration has highest potential within the local TH model. Due to the relatively high degree of integration and concentration of authority in the city it is much easier to carry out long-term innovation policy. The basic problem of business and science turns out to be a low degree of concentration, which hinders the diffusion of knowledge and reduces competitiveness. In Bialystok LGU is the moderator of cooperation between the three sectors – there is a etatistic model. The current local government intervention is supposed to lead to the independence of the two other spheres, through their innovation and increase in competitiveness.

Opis:
The article describes a small town Koziegłowy, which has succeeded a lot from the economic point of view, and analyses the main factors that contributed to its birth. Among those, the most important one is the endogenic capital understood as the inner local resources. Thanks to the resourcefulness and ingeniousness of the local population and the diffusion of the innovation, the town and the neighbouring villages have become a well-known manufacturer of artificial Christmas tree, not only in the region but also in the country, and the municipality have enriched itself in a wide range of social and economic investments. Competent local resources management combined with the positive factors in the economic, financial, infrastructure and social spheres have decided about good use of all the development conditions.
