Theoretical background: The contemporary approach to public debt is multi-faceted. Debt incurred to finance current expenses is assessed differently than debt financing capital expenditure. This distinction is also important from the point of view of local authorities as part of their budgetary policy. Each decision related to incurring a debt has not only financial consequences, but is also made in the political and image context. It is worth noting that the current research on debt insufficiently emphasizes its direct impact on the socio-economic development of a given local government unit, devoting much more attention to the impact of debt on the condition of public finances. In the case of the first stream of research, significant discrepancies should be noted with regard to the selection of optimal indicators for measuring the impact of debt on local development. Therefore, one should agree that local development is conditioned by a whole group of factors dependent and independent of local authorities. The article attempts to verify several indicators of the development of infrastructure partially financed with debt. Purpose of the article: Against this background, the subject of this study is to identify the policy of incurring debt by local government units in Poland in the longer term, to determine the degree of diversification of this policy, as well as, and perhaps above all, to link this policy with development processes. In order to avoid a superficial approach to such outlined issues, the scope of observation was limited to the communes of the Małopolska Voivodeship. Such an approach also made it possible to take into account a longer period of observation of the surveyed communes (2010–2020). Research methods: Out of the total number of 179 communes existing in Małopolska, 11 urban communes (the whole group due to their limited number), 20 rural communes and 20 urban-rural communes were randomly selected for the study. The basic criterion for assessing the policy of municipalities in relation to local debt was the ratio of total debt per capita to total revenue per capita. This indicator allows to determine the level of debt burden on communes’ revenue. Next, the total impact of variables characterizing the budgetary policy of the commune was examined, such as: a) own revenue per capita, b) investment expenditure per capita, c) non-recoverable property expenditure per capita (mainly from the European Union), d) debt per capita, on selected indicators of the development of municipal infrastructure of the commune, affecting the quality of life of the commune’s inhabitants. Progress in the development of infrastructure improves the conditions for conducting business activity of private enterprises, including the location of new entities, which may result in an increase in the commune’s own revenue. The study used a multiple correlation coefficient, the value of which was calculated in each distinguished cluster of communes. The obtained results allowed to assess how the level of indebtedness of communes influenced the socio-economic development of these units. Main findings: The conducted analysis made it possible to determine the degree of restrictiveness carried out by the authorities of the analyzed municipalities of Małopolska. The level of the multiple correlation coefficient calculated for municipalities between the explanatory variables characterizing the budgetary policy of municipalities (investment expenditure per capita, debt per capita, non-refundable property expenditure per capita and the dependent variable own revenue per capita) proves a fairly strong relationship between the analyzed variables. On the other hand, in rural communes with a low restrictive budget policy (with a high debt ratio), the total impact of the indicated variables on the level of infrastructure development is generally stronger than in communes with a more disciplined budget policy (with a lower debt level). In the case of urban-rural communes with a low-restrictive budget policy (high debt ratio), the total impact of the analyzed variables on the level of infrastructure development in a commune is generally stronger than in communes with a more disciplined budget policy (with a lower level of debt).

This paper presents the results of research conducted among 100 local government units performing the duties of road network administrators, i.e., administrators of municipal roads (AMR), county roads (ACR) and those operating within the boundaries of cities with county rights (ACCR). The aim of the research was to identify and assess management problems related to the implementation of statutory measures related to the protection and development of respective road networks. A hypothesis was formulated about the existence of statistically significant differences between the AMR, ACR and ACCR groups, which was verified by quantitative analysis of the data obtained from the online survey. They were analysed and interpreted using the SPSS package and using measures of descriptive statistics, the correlation coefficient and the Kruskal–Wallis test by ranks. The results of the study indicate that the difficulties of providing and maintaining an efficient road network pavement, as well as the challenges of developing draft financing plans for the construction, reconstruction, and rehabilitation of the road network, are currently the main points of focus for all road administrators. The lack of statistical significance of intergroup differences was observed in the vast majority of measurements. The exceptions to this were the differences that occurred in the total number of difficulties reported, which were greater among the members of AMR and ACR than ACCR, as well as the differences related to the implementation of measures undertaken for the maintenance of roadside greenery, which were more onerous for ACR.

Celem artykułu było przedstawienie wpływu infrastruktury lotniskowej na rozwój lokalny i regionalny na przykładzie projektu Centralnego Portu Komunikacyjnego (CPK). Realizacja tego celu wymagała scharakteryzowania czynników rozwoju lokalnego i regionalnego, wskazania ich rodzajów oraz określenia, czym jest infrastruktura lotniskowa. Stosownie do przyjętego celu sformułowano główny problem badawczy: Jak infrastruktura lotniskowa wpływa na rozwój lokalny i regionalny? Uzyskanie odpowiedzi na powyższe pytanie wymagało zastosowania metod jakościowych, w tym dokonania krytycznej analizy aktów prawnych i wybranych pozycji literatury przedmiotu. Analiza podanych obszarów wskazuje, że powstanie CPK przyczyni się do zwiększenia mobilności ludzi, rozwoju turystyki, nowych możliwości dla przedsiębiorców (np. dostępność atrakcyjnych terenów inwestycyjnych czy wykorzystanie bardzo dobrego skomunikowania dla efektywniejszego przewozu towarów). Przewiduje się także wzrost atrakcyjności terenów wokół CPK, co z pewnością przyciągnie nowe inwestycje, a te przełożą się na wzrost miejsc pracy i realnie podniosą jakość życia okolicznych mieszkańców.
The article deals with the issues of local and regional development factors from the theoreticalperspective and considers airport infrastructure as an important factor leading to development in the environment in which it occurs. Its purpose is to present the concept of development factors and indicate their types, as well as to characterize the airport infrastructure on the example of the Central Communication Port (CPK) project. According to the adopted goal, the main research problem was formulated: How does critical infrastructure affect local and regional development? Obtaining an answer to the above question required the use of qualitative methods, including a critical analysis of legal acts and selected items of literature on the subject. The analysis of the indicated areas shows that the establishment of the CPK will contribute to increasing the mobility of people, the development of tourism, and new opportunities for business (e.g. availability of attractive investment areas or the use of very good communication for more efficient transport of goods). An increase in the attractiveness of the areas around the CPK is also expected, which will certainly attract new investments, and these will translate into an increase in jobs and a real improvement in the quality of life of the local residents

The public sphere which is the closest to the inhabitants is managed by the local government. The legislator entrusted this local government with a number of tasks that should certainly be defined as basic from the point of view of the local and regional communities. These tasks having the nature of a public interest include also tasks related to telecommunication. The local government units as entities financed to a large extent from the public funds could abuse their market position by competing with telecommunication companies, therefore, they were obliged by the legislator to comply with the rules of the market game, including fair competition. They cannot, therefore, abuse their position in the scope of telecommunication activities or in the case of developing telecommunication infrastructure or sharing it with others.

However, in situations when systemic formulations tens to hinder rather than help provide clarifications, a different interpretation may be justified. This may happen in case of building societal resistance, limiting the risk of hazards, which seems to be to a bigger extent related with transformation than with preserving “the state of the system”.

Local and regional governments play a special role in public life. They perform, on their own behalf and responsibility, certain tasks commissioned by the State by way of legal Acts. The objective of the local and regional governments’ existence is to meet the collective requirements of their respective communities. Meeting the needs of residents also requires activities in the field of telecommunications, including support for the development of telecommunications services and networks. However, such development must be monitored. The role of local and regional governments, on the one hand, is to support this development, and, on the other, to protect the users of telecommunications services and networks from threats. Cybersecurity must therefore occupy the right place in the catalogue of local and regional governments’ tasks; it cannot be marginalised, as cyberthreats are real, and can result in substantial damage that is not only virtual.

This study aims to determine the relationship of knowledge sharing technologies, ICT infrastructure and software, and communication technologies toward the organizational performance of local government. The sampling technique that will be used in this research is the saturated sample. Data collection techniques used primary data by sending questionnaires to 76 Local Apparatus Organization (LAO) of East Java Province. The data were examined using smart Partial Least Squares (PLS) with the help of WarpPLS software version 5.0. This study's results indicate that knowledge sharing technologies and ICT infrastructure and software have a positive relationship on the organizational performance of the local government. In comparison, communication technology does not have a relationship toward the performance of the East Java Provincial Government. This study result is expected to be useful for the development of accounting. It is also expected to make practical contributions to apply knowledge sharing technologies, ICT infrastructure, and software as well as effective communication technologies as a management tool in motivating and evaluating LAO's performance.
Celem pracy jest określenie związku technologii dzielenia się wiedzą, infrastruktury i oprogramowania teleinformatycznego oraz technologii komunikacyjnych z wynikami organizacyjnymi samorządu terytorialnego. Technika pobierania próbek, która zostanie wykorzystana w tych badaniach, to próbka nasycona. Techniki gromadzenia danych wykorzystywały dane pierwotne, wysyłając kwestionariusze do 76 organizacji ds. Aparatów lokalnych (LAO) w prowincji East Java. Dane zostały zbadane za pomocą inteligentnego narzędzia Partial Least Squares (PLS) z pomocą oprogramowania WarpPLS w wersji 5.0. Wyniki tego badania wskazują, że technologie dzielenia się wiedzą oraz infrastruktura i oprogramowanie teleinformatyczne mają pozytywny wpływ na wyniki organizacyjne samorządu. Dla porównania, technologia komunikacyjna nie ma związku z wynikami rządu prowincji East Java. Oczekuje się, że wyniki tego badania będą przydatne w rozwoju rachunkowości. Oczekuje się również, że wniesie praktyczny wkład w zastosowanie technologii dzielenia się wiedzą, infrastruktury teleinformatycznej i oprogramowania, a także skutecznych technologii komunikacyjnych jako narzędzia zarządzania w motywowaniu i ocenie wyników LAO.

Research into the importance of small seaports in the development of the local economy is extremely rare. This applies equally to the assessment of port infrastructure. Considering the research deficiencies, the decision was made for this paper to assess the importance of nautical infrastructure to port operators and the local economy. The territorial scope of the research covers seven small ports where the vast majority of national maritime sailing is concentrated. The importance of nautical infrastructure to port operators was assessed based on a cost-benefit approach. However, in the case of the local economy, the benefits of the expansion of the nautical infrastructure were determined based on the sailors’ spending, accounting for cash flows and multiplier effects. The study was based on available statistical data and the results of surveys and interviews. The studies carried out showed a negative return on nautical investments for port operators. However, nautical facilities generate net benefits to the local economy. The importance of nautical investments for port municipalities requires further research, especially into cash flows and the indirect and induced effects.
Badania nad znaczeniem małych portów morskich w rozwoju lokalnej gospodarki podejmowane są niezwykle rzadko. Dotyczy to także oceny infrastruktury portowej. Uwzględniając braki badawcze, za cel niniejszego artykułu przyjęto ocenę znaczenia infrastruktury żeglarskiej dla operatorów portowych oraz lokalnej gospodarki. W opracowaniu wykorzystano metodę kosztów i korzyści z uwzględnieniem wielkości wydatków żeglarzy. Materiał badawczy oparto na dostępnych danych statystycznych oraz wynikach badań ankietowych i wywiadach. Przeprowadzone badania wykazały ujemną rentowność inwestycji żeglarskich dla operatorów portowych. Obiekty żeglarskie generują jednak korzyści netto dla gospodarki lokalnej. Znaczenie inwestycji żeglarskich dla gmin portowych wymaga dalszych badań, szczególnie nad przepływami pieniężnymi oraz efektami pośrednimi i indukowanymi.

Physical activity is of great importance for physical and mental health of the society. Both in Norway and in Poland, responsibility for actions in the field of physical activity largely rests at the lowest level of the administration structure - municipal governments. The aim of this study was to determine the declared level of physical activity of surveyed groups from two different countries and factors influencing it. Focus was put on local sports and recreation infrastructure in research regions. The research process was based on diagnostic survey method, but it also involved analysis of documents, subject literature and existing statistical data. The research was carried out in local municipalities in two regions: Inner Sogn in Norway (8 municipalities) and Kalisz county in Poland (11 municipalities) and included surveys collected from in total 760 adult respondents, as well as interviews with representants of all 19 local governments who work in the field of physical activity. Results show that among respondents from Norway the physical activity level is 2 times higher than among respondents from Poland. It is also proven that Norwegians use sports and recreation infrastructure more often and they evaluate it much better than Poles. What is more, in both groups, those persons who use infrastructure have significantly higher physical activity level. A conclusion can be presented that the local governments, especially in Poland, should pay more attention to the offer of sports and recreation infrastructure, because that will make inhabitants more satisfied with it and use it more. This in consequence, will positively influence their level of physical activity. It is important to note that there are also other factors strongly influencing people's physical activity, such as internal and external motivation and attractiveness of the area. That is why research on factors influencing physical activity needs to be continued.

Problematyka partycypacji społecznej od wielu lat jest bardzo popularnym przedmiotem badań i zainteresowań praktyków. Niewiele uwagi poświęca się jednak kwestiom formalnych i organizacyjnych narzędzi zarządzania tym procesem. W artykule zaprezentowano wynik badania, którego założeniem było stworzenie kategorii infrastruktury partycypacji oraz pomiar jej wykorzystania w 17 miastach Polski. W tym celu autorzy opracowali własną metodę badania praktycznego zastosowania narzędzi partycypacyjnych. Na podstawie uzyskanych wyników autorzy stworzyli typologie narzędzi partycypacji oraz sklasyfikowali miasta pod względem zaawansowania ich wykorzystania. Wskazane też zostały najczęściej i najchętniej stosowane narzędzia oraz poziom ich wdrażania.
For many years, public participation has been a very popular subject of research and of interest for practitioners. Little attention has been devoted, however, to the issues of formal and organizational tools of managing this process. The paper contains the results of research aimed at creating the concept of participation infrastructure and at measuring its application in 17 Polish cities. For these purposes, the authors develop their own method of examining the practical use of participation tools. Typologies of participation tools are created and cities are classified according to their advancement, basing on the results of the research. The most popular and most willingly used tools are indicated, together with the levels of their implementation.

Presentation of development directions of the Wałbrzych Agglomeration in the context of changes taking place in the area of logistics, including road infrastructure and its accompanying systems is the purpose of this publication. This article presents the results of a survey conducted among 22 territorial self-government units belonging to the Agglomeration. The questionnaire forms were addressed to employees of municipalities holding positions of: mayors, commune heads, their deputies, treasurers and secretaries. The agreement idea of local government units within the framework of the Wałbrzych Agglomeration is to solve problems together and search for integrated methods and development tools. In the course of the research, the authors sought an answer to the question: did the logistics infrastructure change over the last 10 years, and if so, how do they assess the investments undertaken in this area (in the opinion of the employees of territorial self-governments of the Wałbrzych Agglomeration)? This research question allowed the authors to focus on contemporary and future directions of the Wałbrzych Agglomeration development on which the currently implemented logistics processes have a significant impact.

W referacie zaprezentowano możliwości poprawy obserwowalności sieci średniego (SN) oraz niskiego (nn) napięcia poprzez wykorzystanie istniejących systemów inteligentnego opomiarowania AMI, które są wykorzystywane przez operatorów sieci dystrybucyjnych (OSD), a których główną - i jak dotąd jedyną funkcją jest zbieranie i dostarczanie informacji o zużyciu energii elektrycznej. W artykule, w kontekście przydatności systemów AMI do wspomagania prowadzenia ruchu, przedstawiono charakterystyki techniczne systemów AMI wdrożonych w kraju. Zaprezentowano zaproponowaną metodykę ich wykorzystania dla planowania i prowadzenia ruchu w sieci SN oraz przedstawiono modelowe wyniki wdrożenia. Referat oparto na doświadczeniach zebranych w trakcie realizacji projektu „Budowa Lokalnego Obszaru Bilansowania (LOB) jako elementu zwiększenia bezpieczeństwa i efektywności energetycznej pracy systemu dystrybucyjnego”.
The paper presents the possibilities to improve medium / low voltage (MV/LV) grid observability based on existing AMI infrastructure, which are used by Distribution Network Operators (DSO), whose main (and so far only) function is collecting and delivering information on electricity consumption. In the article, in the context of the usefulness of AMI systems to support distribution network operation, technical characteristics of AMI systems implemented in the Polish conditions are presented. The proposed methodology of their use for distribution network planning and operation as well as the model implementation results are presented. The paper is based on the experienced gathered during the project "The Building of a Local Balancing Area (LBA) as an Element of Increasing the Safety and Energy Efficiency of the Distribution System Operation". The task was financed under the GEKON Program by NCBiR National Centre of Research and Development and NFOŚiGW National Fund for Environmental Protection and Water Management and implemented with the participation of ENERGA-OPERATOR SA, the University of Zielona Gora and the Institute of Power Engineering, Gdansk Division.

Opis:
The process of developing sailing facilities in small seaports of the Polish coast has not been completed. Simultaneously, there is an ongoing debate on the purposefulness of investing in the capital-intensive sailing infrastructure. Therefore, the main aim of this article is to conduct an analysis of profitability of sailing investments. The article also attempts to show the importance of sailing tourism in a broader context of the local economy. The article uses methods of literature review, in-depth interview, as well as comparative and statistical analysis. In order to calculate the break-even point for sailing investments, the FNPV indicator was used. Research results have shown unprofitability of sailing investments for port operators, although most sailing facilities did generate income. The diversified profitability of sailing facilities resulted from hydrotechnical conditions, administrative and location restrictions, as well as the scope of services provided. Sailing tourism positively impacts local economy. The sailors’ spendings ‒ through a multiplier effect ‒ stimulate the development of port municipalities and alleviate unprofitability of sailing investments. While deciding upon the expansion of sailing facilities, a full spectrum of impact of sailing tourism on local economy should be taken into consideration, including benefits which are difficult to quantify, and not just the financial situation of port operators. In order to increase the impact of sailing tourism on local economy, one should strive to extend the stay of sailors in ports by expanding the range of services offered. The sailing product could be enriched through creating a sailing cluster out of local tourism enterprises.

The article deals with an issue of social consent for institutional social help activities in the functional area of the local community. When planning the development of social infrastruc-ture for social help purposes, it sometimes happens that some elements are not taken into ac-count such as the consent of town residents (neighbours) to the location of the infrastructure. Plans to create a social facility encounter resistance of residents who are concerned about their own safety. The source of such anxiety are clients of institutions, for whom the inhabitants have negative stereotypes. We experience then a conflict situation, social protests, referred to in the scientific literature as the NIMBY syndrome. We learn most about the local protests from the media, about the reasons for the protests, NIMBA actors. The article gives examples of such protests regarding the location of a social institution. Examples come from public sources – local and national newspapers, internet sources. The development of events is tracked by the media up to a certain point – for example, reaching consent or moving away from the intention to locate the institution. For social workers, this is a sufficient package of information to take into account the potential resistance of residents. In this light, it is possible to predict the lack of consent of the local community to the neighborhood with a specific cat-egory of clients of social institution. Therefore, an appropriate information campaign, ahead of the implementation of the project, can protect investors by confronting the inhabitants of the city, time-consuming and expensive procedures, and above all negative emotions. Thanks to that avoidances of hostility, aggression towards employees of institutions, clients of institu-tions and objects of this institution will be avoided.

The aim of the paper is to analyse and evaluate the financial structure of local infrastructure projects in Poland, divided into types of local governments, as compared with the financial structure of both global and European infrastructure projects. The research is based on secondary data from statistics published by specialised periodicals and agencies, as well as on data included in budget implementation reports published on the website of the Ministry of Finance. The analysis covers the financial structures of infrastructure projects on the global and European scale in the years 2015, and in Poland in the years 2015-2016.
