The article presents the result of quantitative research on local government elections in Poland carried out on October 21 and November 4, 2018. Its goal is to examine the proportions of lists registered by political parties and nonpartisan electoral committees and the mandates they have obtained. This proportion shows the degree of presence of political parties in local governments of various levels and sizes. The data were selected so that all provinces in Poland were examined (16), a number of districts were randomly selected (in provinces with less than 20 districts, data from half districts were examined, in provinces with over 20 districts, from one third). Within the selected districts, all communes were examined. The quantitative research shows that local governments elected in 2018 are not political only in small and medium-sized communes, in which the councils are made up mostly of councilors who were candidates from nonpartisan committees.

Of the numerous applications of GIS, administration and public services count among the main fields of application. They are both the users and the owners of the largest amount of spatial data. Portals for higher authorities have been the subject of extensive discussions, but the development and possible use of GIS systems in the form of geoportals at local levels still seems to have been insufficiently discussed. This article presents the process of designing and developing a portal for the lowest authorities - local authorities and the local community. A small town in Poland, Sokółka, was assumed as the study area. The concept development was preceded by, among others: recognition of the needs of an administrative unit in conducting spatial policy; establishment of the objectives, functionalities and assumptions of the designed GIS; a SWOT analysis of the designed geoportal; and an analysis of data resources. Pilot implementation was completed with an evaluation of the geoportal encompassing various groups of potential users.

The paper examines the use of municipal bonds in funding activities of local governments in Poland. The research is based on the data from Ministry of Finance, ECB, Central Statistical Office and the platform CATALYST. The analysis indicates that in Poland the level of usage of bonds by municipalities is lower than the EU average. Poland`s entrance to the EU and the EU structural funds significantly increased the interest of municipalities in funding investments with bonds, especially in 2008–2010. A significant portion of municipal bonds was dedicated to the regional development projects, mostly in infrastructure. In the years 2011–2014 the advantageous features of bonds caused an increase in the value of outstanding municipal bonds, as well as their share in the total municipal debt. Revenue bonds issued by the municipal enterprises have become a new option for funding infrastructure regional projects.

Goal – to analyze the activities of public authorities and local governments in the context of decentralization, to identify the main problems of the relationship between public authorities and local governments in order to improve their work. Research methodology – in the article the author applied general (system analysis method, method of argumentation theory) and private scientific methods of cognition (legal: formal‑legal and comparative‑legal methods). Score/results – the article analyzes the process of decentralization of public administration, on the basis of domestic experience, offers ways of functional and structural optimization of relations between public authorities, explores the principles of improving the relationship between public authorities and local governments in the decentralization process. Originality/value – the work is done by the author independently without any help and assistance of others. The article provides links to citations, as well as links to legislation. The nature of the article is a review report.

The aim of this article is a multi-faceted analysis of efficiency of public services provision on the example of Polish local governments and on the basis of local governments ranking published by daily newspaper “Rzeczpospolita”. The ranking list shows the local governments which care the most about development and quality of life. The established research period 2007–2013 will allow to answer the questions: did the leaders of ranking change and did the financial crisis in 2008–2009 have a significant impact on quality of life, and therefore on the efficiency of public services provision in the researched local governments? In the first part of this article the author considers the difficulties in defining the quality of life and public service efficiency. This chapter also presents research methods on the efficiency of public services provision used in the literature. The next part of the article includes the characteristic of local governments ranking list as a wide dataset, which characterizes efficiency of public services provision. The third part contains the analysis of the effectiveness of public services provision in the Polish local governments divided into three categories: cities with district rights, urban and rural municipalities, rural municipalities. In the last chapter of the article, a reader can be find the characteristic of the best fifteen cities with district rights in the public services provision and thus in developing the quality of life of residents.

Objective: Since 1990, Poland has become one of the most decentralised states in Europe. Local governments now control a third of all public expenditures. They have also delivered the goods, modernising the country’s infrastructure and restructuring its schools. This article attempts to explain why local government reform was so successful in Poland, and what it tells us about “decentralisation” elsewhere. Research Design & Methods: Historical research, practitioner experience, comparative analysis. Findings: The success of Polish local government reform was not due to “bottom up” accountability arising from either civic engagement or local taxation. Instead, “decentralisation” was largely a technocratic revolution from above. But accountability was created through an array of mezzo level institutions that trained and professionalised newly elected local elites, while also embedding them in the regulatory structure of the state and forcing them to monitor themselves. Implications / Recommendations: “Decentralisation” is less dependent on “getting the rules right” or mobilising popular engagement than it is on creating institutions that encourage public officials to learn from, and monitor, each other. Contribution: Reappraisal of what needs to be done to make “decentralisation” work. History of local government reform in Poland.

Zdolność kredytowa, podobnie jak możliwość generowania dochodów oraz efektywnego ich wydatkowania, jest jednym z podstawowych elementów potencjału finansowego jednostek samorządu terytorialnego (JST), bowiem umożliwia ona pozyskanie dodatkowych zewnętrznych środków, głównie na realizację zadań inwestycyjnych. Możliwość zadłużania się przez samorządy jest ograniczona prawnie ustawowymi limitami zadłużenia oraz ekonomicznie poprzez wysokość zdolności kredytowej. Każdorazowo przed podjęciem decyzji o skorzystaniu z zewnętrznego zwrotnego finansowania lub o finansowym zaangażowaniu zarówno banki, jak i same jednostki samorządu terytorialnego powinny dokonać wnikliwej analizy obecnego oraz przyszłych prognozowanych budżetów jednostki pod kątem możliwości pełnego i terminowego wywiązywania się z obowiązków dłużnika.
Creditworthiness, similar to the ability of generating profit and efficient disposal of financial resources, is one of the basic elements of local governments’ financial potential, since it enables gaining additional funds for investment purposes. However, the possibility of obtaining credit is limited not only by law regulations, but also by economic restraints, which determine creditworthiness. Each time, before deciding about incurring debts or about financial involvement, banks as well as local governments themselves should analyze thoroughly the current and future budgets in respect of credit facilities.

Hungary has a unitary government system with 19 counties, 23 “cities with county rank” and about 3200 local (municipal) governments. The financial architectureof local governments is quite complicated and budget constraints are “halfway” between soft and hard. After an early and temporary “municipal bond boom” in the middle of 1990’s, the size of indebtedness started to increase considerably, first in 2002. By the end of 2011 the size of financial obligations deriving from local borrowing amounted more than 4.7% of GDP.The paper is aimed at examining factors that might have been behind indebtedness and tries to separate the effect of internal and external variables for the period between 1990 and 2011. According to the results of the empirical analysis local authorities’ borrowing activity cannot be explained only with help of quantitative macro-economical indicators such as total sub-national revenues, expenditures, CPI and GDP.Namely, the formation of debt was mainly determined by behaviour patterns of local governments and byrandom (unforeseeable) shocks caused by changes in central regulation. The short term patterns in borrowing attitude are due to the four-year long election cycle of local representatives while adapting to random shock happens quickly within one year. Four different time-phases (periods) can be determined, which can be described by different characteristics and makes explanation for the formation of local debt: Early development of subnational debt markets (1990-1995); restriction (1996-1997); moderate growth (1998-2006); municipal bond-boom (2007-2010).

Artykuł dotyczy regulacji prawnych ustanawiających zasady udzielania pomocy uchodźcom z Ukrainy, którzy napłynęli do Polski w związku z atakiem Rosji na Ukrainę 24 lutego 2022 r. Przedstawiono najważniejsze postanowienia ustawy z dnia 12 marca 2022 r. o pomocy obywatelom Ukrainy w związku z konfliktem zbrojnym na terytorium tego państwa w kontekście pomocy świadczonej na rzecz uchodźców z Ukrainy przez jednostki samorządu terytorialnego. Ukazano zmiany w samorządowych ustawach ustrojowych, podstawowe uprawnienia uchodźców, w tym zasady uzyskania numeru PESEL, procedury prawne działań pomocowych podejmowanych przez jednostki samorządu terytorialnego również w relacjach z wojewodą, zasady udzielania wsparcia finansowego dla podmiotów pomagających uchodźcom z Ukrainy. Ponadto omówiono Fundusz Pomocy i reguły korzystania z niego, inne świadczenia socjalne typu jednorazowe świadczenie pieniężne w wysokości 300 zł na osobę. Zwrócono uwagę na pomoc psychologiczną i oświatowo-edukacyjną oraz na zmiany zasad prowadzenia gospodarki finansowej przez jednostki samorządu terytorialnego. W zakończeniu wskazano zadania, które musi wykonać państwo polskie wraz z jednostkami samorządu terytorialnego i organizacjami pozarządowymi, by skorzystać z obecności uchodźców z Ukrainy i właściwie spożytkować ich potencjał.
The article concerns legal regulations establishing the rules for providing assistance to refugees from Ukraine who have entered Poland in connection with Russia’s attack on Ukraine on February 24, 2022. The most important provisions of the Act of March 12, 2022 on assistance to Ukrainian citizens in connection with the armed conflict on the territory of this country are discussed in the context of assistance provided to Ukrainian refugees by local government units. Changes in local government constitutional acts, basic rights of refugees, including the rules for obtaining a PESEL number, legal procedures for assistance activities undertaken by local government units also in relations with the voivode, and rules for providing financial support to entities helping refugees from Ukraine are shown. In addition, the Assistance Fund and the rules for using it, other social benefits such as a one-off cash benefit in the amount of PLN 300 per person are discussed. Attention was paid to psychological and educational assistance and to changes in the principles of financial management by local government units. In the end, the author draws attention to what tasks the Polish State must perform together with local government units and non-governmental organisations in order to take advantage of the presence of refugees from Ukraine and properly use their potential.
